MINUTES OF A MEETING OF THE HELD IN THE COUNCIL CHAMBER, DISTRICT COUNCIL BUILDING, KING GEORGE PLACE, TIMARU ON TUESDAY 13 MAY 2014 AT 3PM

OPENING PRAYER Dr Rev Susan Jones of the Timaru Presbyterian Parish offered a prayer for the work of the Council.

1 POLICING UPDATE Area Controller Inspector Dave Gaskin briefly spoke to the Council on policing in the region, noting crime statistics have reduced by 6% in the wider area and 11% in the Timaru area. Of note is the recent change in the law regarding psychoactive substances, which has seen the local retailers who were selling ‘legal highs’ no longer able to do so. Should any retailers eventually be approved to sell psychoactive substances, and Council decides to develop a Local Approved Products Policy, police would wish to be involved.

2 PUBLIC FORUM Ron Bishop spoke about the recent Heartland Poultry Show, his self made you tube clips and advising that he did not contact BERL as suggested at the last Council meeting. He also referred to his efforts to try and develop the Hydro Grand.

Volunteer Community Centre David Holmes local volunteer community coordinator for the Ministry of Social Development, in partnership with the Office for Senior Citizens, introduced himself and explained his role in advocating for the senior citizens of the District. His work includes meeting with local health boards and local authorities to discuss their planning around dealing with the aged. He has also run forums to promote what can be done for the aged in the community and conveys feedback and information to central government. Mr Holmes noted that Timaru District does not have a Positive Ageing Strategy.

It was suggested that Mr Holmes submits a proposal on how he sees Council supporting its senior citizens.

8 LONG TERM PLAN 2015-2025: DEVELOPMENT APPROACH The Council considered a report by the Mayor on the proposed approach for development of the 2015-2025 Long Term Plan.

9 FINANCIAL AND WORK PROGRAMME REPORT FOR THE PERIOD ENDED 31 MARCH 2014 The Council discussed a report by the Group Manager Corporate Services and Corporate Planning Manager outlining progress against Council’s work programme and financial results for the period ended 31 March 2014. Council considered the different sectors in the report and asked questions.

The meeting was advised that Council’s website has been ranked the second best local government website in the country which is a significant improvement on the previous 64th ranking.

10 SISTER CITY RELATIONSHIPS AND VISITS The Council considered a report by the Chief Executive on the possibility of a councillor accompanying the Mayor on his visit to Timaru’s sister cities of Weihai, China and Eniwa, Japan. Currently there are three representatives from Aoraki Polytechnic, one representative of the Chamber of Commerce and the Mayor going on the tour. The Council debated the option of sending a senior manager vs an elected member.

12 CONSIDERATION OF URGENT BUSINESS 12.1 LGNZ Brand and Communications Programme - Feedback The Council considered a consultation paper ‘Local Government three year brand and communications programme’. While there was support for the essence of the proposal, concern was expressed at the cost.

12.2 Wellington City Council Remit to LGNZ Conference The Council considered a remit application from Wellington City Council to the LGNZ Conference, in regard to the impact on local communities of the new earthquake prone building legislation.
