1. Preface 1.1 Briefing of the Project The new Taiyuan – Zhongwei (Yinchuan) Railway is a project developed with loan from Asian Development Bank. This railway starts eastward from Taiyuan South station of Shi-Tai Railway and Yi-ci Marshalling Station, westward runs via Jinzhong city of Shanxi, Xiaodian District of Taiyuan city and Qingxu County, enters Jiaocheng County, Shuiwen County and Fenyang City of Lvliang City, runs across Lvliang Mountain, and along the west bank of Dongchuan River, via Liulin County runs across Huanghe River and enters Wubao County, , , Hengshan County, and of Yulin City of Province as well as Yanchi County, Taiyangshan Planning Zone and Tongxin County of Wuzhong City of Hui Nationality Autonomous Region and Hongshibao Development Zone of Ningxia, enters Zhongning County and Zhongwei City, and runs across Huanghe River and Baotou-Lanzhou Railway, and at Huangyanwan Station of Baotou-Lanzhou Railway, it is connected to Yingshuiqiao Marshalling Station; and this section is 747.051km long. Yinchuan rail connecting line starts at Dingbian Station, northwestward it runs through Dingbian County of Yulin City of Shaanxi Province and Yanchi County of Wuzhong City of Ningxia Hui Nationality Autonomous Region, goes by Ningdong Energy and Heavy Chemical Industrial Base and Lingwu city, runs across Huangye River and enters Yongning County of Yinchuan City; at Pingjibao Station of Baotou-Lanzhou Railway, it is connected to Yinchuan Station and this line is 193.464km long. 1.2 Goal The goal of this monitoring report is to survey how the environmental protection measures are taken during the construction of the project, find out existing problems and put forward settlement suggestions on the basis of the design and environmental impact assessment of this project so as to determine whether the requirements set forth in related environmental protection laws and regulations and the requirements of the Ministry of Railway and Asian Development Bank. More exactly, this report is to: Š Prove whether the environmental impact during the construction period meets the environmental protection requirements proposed in the environmental impact assessment. Š Inspect the execution of the environmental protection measures proposed in the environmental impact assessment. Š Identify and find any environmental problems that have not been predicted and propose solutions. Š Report the environmental protection work of this project to the Ministry of Railway, Asian Development Bank and concerned departments. The environment monitoring work for Taiyuan-Zhongwei (Yinchuan) Railway is undertaken by Beijing AOSIS Environmental Protection Technology Company Limited (hereinafter “AOSIS Company”), which is determined by means of public bidding. As required in the bid document, the service range for this project includes the environment monitoring work in the 4.5 years’ construction period and 2 years after completion of Taiyuan– Zhongwei (Yinchuan) Railway(Dec. 2006 – Dec. 2012 ); one monitoring report should be submitted by AOSIS Company every half year during construction period and the evaluation report should be submitted within 2 years of the completion of this railway. Main contents to be included in the environment monitoring report are: environment monitoring design made according to the construction progress of the project, how various environmental protection measures proposed in Environmental Impact Evaluation Report are put into effect (focusing on ecological protection, conservation of water and soil, protection of noise-sensitive points, sewage treatment), hygiene and disease control for staff, environmental protection measures for construction camp, large temporary works and construction detour as well as

virescence and secondary plowing. On May 6, 2008, AOSIS submitted the Implementation Plan for Medium-term Environment Monitoring and Investigation Work of Taiyuan – Zhongwei (Yinchuan) Railway Construction Project in 2008 to Taiyuan – Zhongwei (Yinchuan) Railway Company Limited. This environmental monitoring and investigation still focuses on the implementation details of environmental protection measures for river-cross grand bridges, tunnels longer than 3000m, borrow pits (spoil grounds), embankments (roadcuts), stations and station yards, construction detours, construction camps and other positions during construction, with special attention paid to how environmental protection measures are taken for national (provincial) natural protection areas, water source protection zones, Huanghe-cross works, important water areas, large borrow pits (spoil grounds) and so on as well as associated data. This report is the interim construction environment monitoring report of Year 2008 and is prepared by: Lu Xuecheng Senior engineer Wu Yang Technician 2. Progress of the Project 2.1 The Owner, Contractor and Supervisor of Taiyuan-Zhongwei (Yinchuan) Railway The owner of Taiyuan – Zhongwei (Yinchuan) Railway is Taiyuan-Zhongwei (Yinchuan) Railway Company Limited and the whole line has 16 bid sections, 15 project contractors and 10 engineering supervisors. It is started for official construction in March 2006 and the planned construction period is 54 months. Table 2-1 lists main project contractors and supervisors for the works before stations of Taiyuan – Zhongwei (Yinchuan) Railway.

2.2 Construction Progress of the Project As of May 20, 2008, because part of land recruitment and relocation work was not finished or the design modification from modifying railway line to bridge was not approved, ZQ-1 bid section of Taiyuan – Zhongwei (Yinchuan) Railway and such stations as Liucun, Lvliang and Suide and several bridges have not started for construction or their construction was very slow, but other bid sections have already been in full-scale construction and ZQ-V bid section of China Construction Company and ZQ-VI bid section of No. 12 Bureau Group Co. Ltd. of CREC are constructed relatively quicker. Zhongning Huanghe Grand Bridge (Photo 1) and Yongning Huanghe Grand Bridge (Photo 2) have already been completed by 91% and 98% respectively. Associated working persons have already entered the four beam fabrication yards, and except Qingxu Beam Fabrication Yard, the rest three have already started to produce beams successively. On May 1, 2008, the tracklaying work starting from Zhongning Pingjibao Station of Taiyuan – Zhongwei (Yinchuan) Railway had already started and now 7km already finished. The completed engineering workloads of Taiyuan-Zhongwei (Yinchuan) Railway are summarized in Table 2-2. Construction progress of key works is as given in Table 2-3. 3. Environment Control 3.1 Environment Monitoring System The client and operator of Taiyuan – Zhongwei (Yinchuan) Railway is Taiyuan – Zhongwei (Yinchuan) Railway Company Limited, who is responsible for environmental protection of Taiyuan – Zhongwei (Yinchuan) Railway during construction and operation periods. Various local environmental protection bureaus along the line are responsible for the environmental protection supervision and management work in the area under their own jurisdiction. The environment monitoring work of Taiyuan – Zhongwei (Yinchuan) Railway during construction is undertaken by Beijing AOSIS Environmental Protection Technology Company Limited, the daily monitoring work during construction shall be conducted by the project contractors and supervisors, and the client and AOSIS Company shall collect various monitoring data and AOSIS Company is responsible to prepare the monitoring report and submit it to the Ministry of Railways and Asian Development Bank. The monitoring organization worked out the block diagram on environment monitoring program of Taiyuan – Zhongwei (Yinchuan) Railway (Figure 3-1) as required in the monitoring contract. In allusion to the characteristics of this project and the environmental problems frequently occurring during construction, the monitoring company works out the environmental protection system mainly according to the following aspects of requirements. z It is required that various constructors and supervisors would appoint full-time (part-time) persons in charge of environment protection and water & soil conservation work, specific environment protection and water & soil conservation training would be provided for these persons and these persons should be responsible to supervise and control environmental protection issues of various organizations during construction. z It is required that various contractors would abide by their respective environment protection

commitment made in the construction contract. They should work out appropriate rules, regulations and implementation methods for environment protection and water & soil conservation work as required in the design documents so as to protect the environment of the construction site and avoid and reduce pollution and damage caused by improper construction method to the environment. Once any environmental impact accident happens, they should take active countermeasures; if they cannot some environmental problems, they should quickly invite concerned experts and organizations to assist them in solving such problems. z It is required that the supervisors would, according to the environmental protection requirements set forth in the construction contract, be responsible for the daily environment monitoring work; once any environmental problem appears during construction, the supervisor should urge the project contractor to solve it in time.

Notes: Taiyuan – Zhongwei (Yinchuan) Railway Company Limited: as the project client, entrust and assist the monitoring organization in completing the monitoring work; when awarding the contract, sign up the environmental protection contract with the contractor and the supervisor. Project Contractor: implement the project and fulfill the environment protection work as required in the contract. Supervisor: Supervise the quality of the project and the environmental protection process as required in the contract. 3.2 Interim Environment Management of Year 2008 during Construction 3.2.1 Taiyuan – Zhongwei (Yinchuan) Railway Company Limited is responsible for the environmental and water protection management work along the whole line and shall appoint one full-time senior environmental protection engineer. Taiyuan – Zhongwei (Yinchuan) Railway Company Limited has three commanding headquarters – Taiyuan, Suide and Yinchuan, each of which has part-time environment management person appointed. As required, the clauses on environment protection requirements should be incorporated into the bid invitation contract between the project client, constructor and supervisor. In September 2007, Taiyuan – Zhongwei (Yinchuan) Railway Company Limited worked out the Implementation Methods for Comprehensive Assessment of Construction Supervision of Taiyuan – Zhongwei (Yinchuan) Railway, which incorporated environmental protection as inflexible aim into the five items of assessment contents; the assessment results are directly linked with the yearly engineering acceptance and calculation of construction cost. The environment protection assessment contents include: (1) Appointing full-time or part-time environment protection management person; (2) Working out environment protection management procedures; (3) Providing environment protection propaganda, education and training before construction staff enters the site; (4) Carrying out environment protection and water & soil conservation measures proposed in the design documents; (5) Various environment protection works and facilities should meet the engineering construction quality requirements; (6) Working out emergency environment protection plan to be executed during construction In January 2008, according to the Implementation Methods for Comprehensive Assessment of Construction Supervision of Taiyuan – Zhongwei (Yinchuan) Railway, Taiyuan – Zhongwei (Yinchuan) Railway Company Limited assessed the abidance of Year 2007 environment protection commitments of 18 construction bid sections and 12 supervision bid sections, as a result, 7 excellent bid sections, 4 unqualified bid sections and 19 qualified bid sections were selected. As required by the administrative department of water and soil conservation, in September 2007 Taiyuan – Zhongwei (Yinchuan) Railway Company Limited and Huanghe River Water & Soil Conservation & Ecological Environment Monitoring Center entered into the Water & Soil Conservation Monitoring Contract for New Railway Line From Taiyuan to Zhongwei (Yinchuan). In January 2008, the Center submitted the Water & Soil Conservation Monitoring Report of Year 2007. Lvliangshan Tunnel runs through the middle part of Lvliangshan Mountains, and the flowing yield during construction is relatively large, which forms into a discharging point with the tunnel as the center and changes the underwater flow field. Taiyuan – Zhongwei (Yinchuan) Railway Company Limited has thought highly of this, so, on the basis of the evaluation on the impact imposed by hydrogeologic conditions of Lvliangshan Tunnel to the environment made by Taiyuan Institute of Technology invited by the company in January 2007, the company presided an argumentation meeting in Taiyuan to demonstrate the aquatic environment protection measures for Lvliangshan Tunnel of Taiyuan – Zhongwei (Yinchuan) Railway once again May 20-21, 2008 and 6 experts from three organizations attended and the expert opinions were concluded in this meeting. The ecologic environment along Taiyuan – Zhongwei (Yinchuan) Railway is weak and the water loss and the soil erosion there are severe. In the first half of 2008, Shanxi Provincial Water Resources Department and other local water resources authorities carried out the supervision and Beijing AOSIS Environment Protection Technology Co., Ltd. 10

2008 Interim Environment Monitoring Report of Taiyuan-Zhongwei (Yinchuan) Railway inspection to the water and soil conservation and rectification measures of the construction site of Taiyuan – Zhongwei (Yinchuan) Railway for several times; they required that the project client would fulfill the alteration of water and soil conservation design against the failure in thoroughly taking the water and soil conservation measures proposed in the replied program as soon as possible, strengthen the management to the project contractors and do well the water loss and soil erosion prevention work of river-crossing works before flood period. As to the opinions put forward by local water resources authorities, Taiyuan – Zhongwei (Yinchuan) Railway Company Limited, on the one hand, contacted with the design institute and required the design institute finishing the approval before April 30 th of the altered water and soil conservation design of Shanxi section and the investigation and verification work for spoil grounds along the whole line, and, on the other hand, lost no time to strengthen the internal reconstruction and improvement work; on May 5th, the working meeting attended by construction commanders of various project contractors in the territory of Shanxi was presided and the water and soil conservation rectification and improvement measures were discussed. To assist AOSIS in doing well the interim environment monitoring and investigation work of Year 2008, the engineering department of Taiyuan – Zhongwei (Yinchuan) Railway Company Limited, according to the Midterm Environment Monitoring & Investigation Implementation Plan of Taiyuan – Zhongwei (Yinchuan) Railway for Year 2008, specially issued the Notice on Preparation for Midterm Environmental Protection Monitoring Work for Year 2008 (Document No. taizhongyintiegongguan [2008] 116) on May 8th. 3.2.2 Training work during construction On March 31, 2008, the engineering department of Taiyuan – Zhongwei (Yinchuan) Railway Company Limited organized the Water & Soil Conservation Training and convened the Symposium on Water & Soil Conservation, some experts from Xi’an Huanghe River Engineering Supervision Company attended this symposium and Deputy General Manager Li Guixiang of Taiyuan – Zhongwei (Yinchuan) Railway Company Limited made a speech titled Thoroughly Learning and Carrying out “Law of Water and Soil Conservation” and Doing Well Water & Soil Conservation work of Taiyuan – Zhongwei (Yinchuan) Railway Project. The managing deputy commanders or chief engineers, department directors in charge of environment protection and water and soil conservation work or full-time engineer of various project contractors and general directors or deputy general directors of various supervisors attended this meeting. On April 8, Taiyuan – Zhongwei (Yinchuan) Railway Company Limited convened a meeting attended by 80 persons including deputy commanders in charge of environment protection work, directors of safety and quality department and environment and water resource protection engineers of various project contractors and chief supervision engineers and vice supervision engineers of various supervision companies, in which the water environment protection inspection results of Huanghe River Upstream and Middle-reach Management Commission and Year 2007’s Environment Monitoring Report of AOSIS Company were communicated and the spoil ground protection and water & soil conservation issues were discussed. Concerned leaders of the company made important speeches. 3.2.3 Monitoring of Water & Soil Conservation From the last ten days of November to the first twenty days of December of 2007, Huanghe River Water & Soil Conservation and Ecologic Environment Monitoring Center finished the first tour measurement and investigation work on water and soil conservation along the whole Taiyuan – Zhongwei (Yinchuan) Railway. They monitored the disturbance area, earthwork quantity, water loss and soil erosion and prevention details of borrow pit, spoil ground, roadbed construction, tunnel construction, bridge construction and station / yard construction as key points, and in a monitoring method focusing on typical investigation and field measurement, set 108 temporary monitoring points in 45 spoil grounds, 15 borrow pits and 16 bridges, took 2350 photos and obtained the water loss and soil erosion factors, present situation of water and soil loss and water and soil loss prevention effects and other monitoring data and submitted the first monitoring report Beijing AOSIS Environment Protection Technology Co., Ltd. 11

The conclusions drawn in the Monitoring Report are: Taiyuan – Zhongwei (Yinchuan) Railway Company Limited thought highly of the water and soil conservation work; the construction management organizations basically can understand the importance of water and soil conservation work, basically can carry out the construction work in the specified range and the impact imposed by their construction work to the ecologic environment of surrounding areas can be controlled within the allowable range; however, the water and soil measures were implemented relatively late, the disturbance area of part of borrow pits was too large and there is the phenomena that vegetation is illegally pressed or occupied. In the Monitoring Report, it is suggested strengthening environment protection propaganda, further fractionizing management, putting into effect and strengthening water and soil conservation work, improving the design, strengthening water and soil loss prevention during construction, taking water and soil loss protection measures (temporarily) meeting the standards in time, strengthening the water and soil loss prevention work for discarded soil (slag) in the range of riverway and strengthening protection work for construction detour. 4. Supervision and Inspection of Construction Bid Sections In this monitoring cycle, Beijing AOSIS Environmental Protection Technology Company Limited carried out the field investigation to Taiyuan – Zhongwei (Yinchuan) Railway from May 19 to June 3, 2008. The monitoring team was accompanied by Senior Engineer Li Yingchun from the Engineering Department of Taiyuan – Zhongwei (Yinchuan) Railway Company, Suide Commanding Headquarters and Yinchuan Commanding Headquarters of Taiyuan – Zhongwei (Yinchuan) Railway Company designated concerned persons to participate in this monitoring work and the project contractors and supervisors of various bid sections also gave active support and coordination. This time, we investigated entrance of Wubao Tunnel and 1# inclined well and it is found that the excavation work of Wubao Tunnel is already completed basically; waste oil from air compressor of 1# inclined well is already collected and discharged into the oil drum, but the oil drum has no cover, a lot of oil splashed to cause pollution. The waste slag discarding work to spoil ground of 1# inclined well is Remarks already stopped, the top is already leveled and on the basis of the original retaining wall, a new third layer of retaining wall is built along Hegou slope. Suggestion: Spoil ground should have retaining wall perfected as soon as possible; further control oil pollution and collect and recycle the oil to prevent pollution to the environment.

This time, we investigated the spoil grounds for Beichuan River Grand Bridge, Liangjiahui Tunnel, Wangjiahui Tunnel, Xialiujiashan Tunnel, Wangjiashan tunnel and Xuejiashi tunnel and so forth and browsed concerned documents of the commanding headquarters and found that the environmental protection system documents are completed, the daily inspection, reactivation and improvement and training records are complete; retaining walls have already been built along the riverway for the spoil ground at exit of Xuejiashi tunnel, which will become the new house sites for relocated villagers; the construction detour around the exit of Xuejiashi Tunnel has already been hardened and trees already planted as virescence measure. Main problems are below: Remarks 1. The water-flowing section of the construction bridge for Beichuan River Grand Bridge is too narrow and on both banks there is no retaining measure; 2. Waste slag is discarded into the riverway around the entrance of Liulin tunnel and there is no retaining measure. 3. Air compressors at entrances of Wangjiahui Tunnel and Liulin Tunnel are directly discharged onto the ground. Suggestion: various problems possible to affect the flood prevention work should be solved as soon as possible; waste oil from air compressor should be well collected to avoid pollution to the environment.

This time, we investigated four borrow pits for Hejiapan Hongliugou Grand Bridge, Maijiatai Grand Bridge and entrance and exit of Hongjingzi Tunnel and part of roadbed and found that the construction of this bid section is relatively quick, the construction site and construction detour are relatively neat and clean, part of borrow pits has already been leveled, and retaining measures have been taken for spoil ground. In April 19, Taiyuan-Zhongwei (Yinchuan) Railway Construction Commanding Headquarters and Huanghe Supervision Company are invited to provide water and soil conservation supervision and training on laws and regulations, and 42 persons including safety and quality assurance directors of project departments, safety engineers and project managers attended these activities. This bid section has 136 borrow pits and spoil grounds but this table only lists the borrow pits and spoil grounds of designed capacity being over 15x104m3. Remarks Suggestion: 1. Ascertain the retaining and protection scheme for spoil grounds and arrange persons to implement such scheme as soon as possible; 2. Level up the borrow pits where the soil-borrowing work is already finished and trim the slope to facilitate virescence. 3. Well collect waste oil from air compressor at entrance of Hongjjingzi Tunnel to avoid pollution to the environment; 4. Set up some pertinent environmental protection propaganda plates on construction sites of Hongliuhe Grand Bridge and so forth.

The environment inspection records, rectification and improvement notice and other environment management documents are complete. Suggestion: arrange secondary plowing of spoil ground as soon as possible and pay attention to going through concerned formalities.

This time, we investigated the entrance of Diujiushan Tunnel, the exit of Zhangjiazhai Tunnel and Zizhou Dali River Grand Bridge and it is found that retaining walls have already built on the Dali River side of the spoil grounds at exit of Diujiushan Tunnel and at entrance of Zhangjiazhai Tunnel and the construction sites of completed piers of Zizhou Grand Bridge is neat and orderly, and the materials on Remarks the site such as cement pipes are piled orderly; the construction bridge reduces the area of the water-flowing section and the commanding headquarters have already worked out corresponding countermeasures and try to complete the piers before the flood season. It is suggested arguing the impact that outgoing water due to tunnel construction may impose to the environment and the solution.

4.2 Summary Taiyuan – Zhongwei (Yinchuan) Railway goes basically from east to west and it runs across Shanxi, Shaanxi and Ningxia. From Taiyuan to Zhongwei, it runs across three geomorphic units: Jinzhong Basin, mid-east section of Lvliangshan Mountains and Shaanxi-Gansu-Ningxia Basin and goes by Taiyuan, Jinzhong, Lvliang, Yulin, Wuzhong, Zhongwei and Yinchuan and other cities. This project has 108 tunnels in total, including 6 large and long tunnels exceeding 10km; it has 80 new grand bridges and it runs across Huanghe River for three times; there are three sections go through natural protection zones (Ningxia Lingwu Baijitan National Natural Protection Zone, Ningxia Haba Lake National Natural Protection Zone and Shanxi Xuegonglin Provincial Natural Protection Zone); this project additionally runs across Shanxi Liulinquan Protection Zone, Suide County Dingjiagou – Shilipu Drinking Water Protection Zone and runs across the momentary site of Ming Dynasty Great Wall twice. Along the whole railway line, there are many sections sensitive to environmental and water protection, there are many areas needing protection, and such ecologic characteristics as drought, less rainfall, easy loss and erosion of water and soil, bad

2008 Interim Environment Monitoring Report of Taiyuan-Zhongwei (Yinchuan) Railway growing environment for vegetation brought even larger challenge to construction of the railway. 4.2.1 Environment Control of Construction Site Since Taiyuan – Zhongwei (Yinchuan) Railway Company Limited has thought highly of and strictly managed the environment and water resource protection work, Huanghe River Upstream and Middle-reach Management Bureau, Shanxi Province Water Resources Department and various local management departments have supervised and inspected the environment protection work for several times and the water resource protection monitoring authority and the supervision companies have checked the construction sites and given some guidance, in this monitoring activity, it is found that the environmental and water resource protection awareness of the project contractors of various bid sections have been obviously enhanced, the environmental and water resource protection measures have been well executed on the construction sites and various existing environment and water protection problems are being improved by concerned organizations. To enhance the awareness of environmental and water resource protection regulations and improve environmental and water resource protection and harnessing technologies, China State Construction Corporation organized the training on water and soil conservation supervision and regulations on April 19, 2008, 42 persons including safety and quality directors, safety engineers and project managers of various project departments participated in this training and Taiyuan – Zhongwei (Yinchuan) Commanding Headquarters and Huanghe River Supervision Company were invited to train the trainees. ZK-III Bid Section of No. 12 Bureau Group Co., Ltd. of CREC trained their staff in three batches and more than 40 persons received the training; on April 11, 2008, China Communications Construction Group organized 18 persons including deputy commanders, safety and quality directors or deputy managers of various project departments, chief and deputy supervision engineers of supervision departments to receive the training given by Taiyuan – Zhongwei (Yinchuan) Commanding Headquarters; China Coal Third Construction Group also gave training on laws and regulations to their staff on April 15. Photo 3 is the caution plate specifying main environmental factors and erected by China Railway Tunnel Bureau at entrance of Xingwang Tunnel. Photo 4 shows the environmental protection supervision plate set up by No. 17 Bureau Group Co., Ltd. of CREC on the construction site of Zizhou Dali River Grand Bridge and Photo 5 is the environmental protection propaganda blackboard set by No. 12 Bureau Group Co., Ltd. of CREC at 2# inclined well of Lvliangshan Tunnel. These propaganda plates have detailed and clear content of strong pertinence and can play better propaganda and alarming roles. No. 19 Bureau Group Co., Ltd. of CREC has complete and perfect system documents such as Advice Note for Safety, Quality and Environment Supervision and Monthly Inspection Records; the system documents of the commanding headquarters of China Railway Tunnel Bureau including monthly inspection records are perfect and complete and they conducted periodic environment factor monitoring and evaluation to various project departments. No. 2 Bureau Group Co., Ltd. of CREC remodified their system documents and readjusted the list of important environmental factors and has perfect and complete system documents including Field Inspection Records. The environment management systems of the aforesaid organizations are working continuously and effectively. It is dry and rainless along Taiyuan – Zhongwei (Yinchuan) Railway and there is relatively much flying dust on the construction sites. Various project contractors commonly think highly of water-spraying dust depression for construction sites and detours. Some construction organizations have hardened the construction detour and even built some retaining facilities and planted some trees for virescence. Photo 7 is the construction detour at entrance of Xuejiashi Tunnel of China Communication Construction Company has already been hardened and have trees planted. The LDK639+200 spoil ground of No. 12 Bureau Group Co., Ltd. of CREC has been backfilled as one 110mu leveled land for the central area of Ningdong. The spoil ground for Xuejiashi Tunnel of China Communications Construction Corporation and the spoil grounds for Liangjiahui 1# and 2# tunnels will be leveled to provide new house sites and village roads for local region. The borrow pit on the right side of DK391+100 of No. 2 Bureau Group Co. Ltd. of CREC has already been leveled and provides 50mu land for the development zone of Jinbian County. No. 17 Bureau Group Co., Ltd. of CREC has already invested RMB 1.80 million in consolidating the reinforced concrete bridge surface of Zhangjiazhai Village, building floor-protection retaining wall and flood discharge canal and hardening the sand-stone road surface. To express their thanks to the leaders and all the staff of No. 17 Bureau Co., Ltd. of CREC for the poverty-relief projects, the villages of the whole Zhangjiazhai Village built a monument on May 26, 2008 (refer to Photo 10). In Zhongwei Beam Fabrication Yard, No. 10 Bureau Group Co., Ltd. of CREC sets up waste collection basin, boiler coal piling basin, sewage sedimentation tank and domestic garbage basin and environment propaganda blackboard of clear content, and their environmental and water resource work is quite normative and conducted in place. 4.2.2 Tunnel Construction This project has 108 tunnels in total, including 22 tunnels longer than 1000m and 6 tunnels longer than 10km. The excavation construction for tunnels will produce a lot of waste slag, which, if disposed improperly, may be swept away by rainwater into flood discharge canal and further cause new water loss and soil erosion. In the first half of 2008, most tunnels along Taiyuan – Zhongwei (Yinchuan) Railway are constructed relatively successful and the completed excavation work load has reached nearly 65%. The monitoring investigation finds out that the following construction organizations have well completed the protection works for spoil grounds in the first half of 2008: China Communication Construction Company - already built retaining wall of spoil ground for Xuejiazhai Tunnel along riverway (Photo 11); No. 17 Bureau Group Co., Ltd. of CREC – already built retaining walls of spoil grounds at exit of Duijiushan Tunnel and entrance of Zhangjiazhai Tunnel along riverway (Photo 12); No. 1 Bureau Group Co., Ltd. of CREC – already completed retaining wall for spoil ground of Hengshan Tunnel partially (Photo 13); No. 12 Bureau Group Co., Ltd. of CREC – built temporary protective facility on the construction detour side of 2# spoil ground of Lvliangshan Tunnel, whose standard is relatively low. Because the spoil ground for 1# inclined well of Wubao Tunnel of No. 16 Bureau Group Co., Ltd. of CREC is relatively narrow, the yearly investigation of 2007 found out that there was waste slag on the river valley side overflowing the retaining wall and entering the riverway. This investigation found out that waste slag had not been discarded into this spoil ground any longer, the top of the spoil ground had already been leveled and three more layers of retaining wall had been increased on the riverway side. At present, the tunnel construction mainly has three environment and water protection problems: One is that the flowing yield of Lvliangshan Tunnel is relatively large, which has certain impact to the original water system and surrounding water environment. The water output of 3# and 5# inclined wells at entrance and exit of Lvliangshan Tunnel is averaged at 300-500t/h and the sedimentation tank set up at the hole opening plays no role, so several retaining dams are set up at downstream to facilitate sedimentation and corresponding agreements are entered into with local

The construction commanding headquarters of Taiyuan – Zhongwei (Yinchuan) Railway thinks highly of the water gushing problem of Lvliangshan Tunnel, so, on the basis of the evaluation on the impact of hydrogeologic conditions of Lvliangshan Tunnel to the environment made by Taiyuan Institute of Technology invited by the company in January 2007, on May 20-21, 2008 the company presided an expert argumentation meeting, which brought out six expert opinions including “focusing on water shutoff, setting limit for discharging” and “strengthening hydrogeologic monitoring work during construction period” (refer to Annex 1). Secondly, part of spoil grounds for tunnels has retaining measures taken somewhat lately, especially the spoil grounds in the riverway is quite disorder and short of retaining facilities so having the hidden trouble of impacting the flood prevention. Thirdly, during excavation of part of tunnels, the waste oil of water-cooling air compressor is directly discharged onto the ground, which pollutes the environment. In this investigation, it is found that China Railway Tunnel Bureau, No. 3 Bureau Group Co., Ltd. of CREC and China Coal Third Construction Group have already replaced a lot of air compressors with new ones and therefore eliminate pollution to the environment. The oil ditch behind the air compressor at entrance of Lvliangshan Tunnel of No. 12 Bureau Group Co., Ltd. of CREC has already been removed and the waste oil has already been collected (Photo 20). However, it is still found that the waste oil of air compressors of part of organizations is still discharged directly onto the ground, which is not rectified and improved completely. Photo 24: Waste oil of gas tank of air compressor at entrance of Niumaojing Tunnel of No. 21 Bureau Group Co., Ltd. of CREC is being discharged directly onto the ground. 4.2.3 Construction of grand bridge In the arid and rainless northwest region, rivers and lakes are important support of local economic growth and the constructors of river-cross grand bridges along this railway line have arduous water environment protection responsibilities. In this investigation, we found that the river-cross grand bridge construction sites of may project contractors are neat and orderly, the bank protections are basically in place, the construction sites of completed piers can be cleaned in time and vegetations are seen growing on part of construction sites. China Construction Corporation and No. 12 Bureau Group Co., Ltd. of CREC have already completed over 90% of main roadbed works. Photo 32: Slope and orderly construction detour for station yard of Yangqiaopan Station of No. 2 Bureau Group Co., Ltd. of CREC Photo 33: Basically-formed embankment and orderly construction detour of China Construction Group Company However, some borrow pits such as DK436+160 borrow pit (Photo 34) of China Construction Corporation has a large land occupation and soil is taken disorderly, and there is relatively disturbance to the surface vegetation; the borrow pit should be leveled and the vegetation should be restored as soon as possible. 4.2.5 Construction camp The project department for 1# inclined well of Xingwangmao Tunnel of China Tunnel Engineering Company has self-built the construction camp accommodating more than 400 persons. The drinking water there is monitored once every half year. There is washroom, domestic garbage basin and domestic sewage sedimentation tank. The construction camp is neat and clean (Photo 35). Liulin Tunnel of China Communications Construction Company self-built the construction camp accommodating 160 persons. The domestic garbage is collected in waste containers; the drinking water is taken from self-prepared well, which is tested by the company as qualified. Nearby the construction camp there is local treatment room. There is self-built construction camp for Zhongning beam fabrication yard of No. 10 Bureau Group Co., Ltd. of CREC, which can accommodate 360 persons and has treatment room (Photo 36); water for living is taken from self-prepared well, the water quality is tested periodically and the construction camp is neat and clean. The violent earthquake occurred in Wenchuan of Sichuan in this May 12 hardly has influence to the construction of Taiyuan – Zhongwei (Yinchuan) Railway, however various protection contractors still have given Sichuan employees with sufficient concern and care. They paid adequate wages to Sichuan employees, spontaneously sponsored them and rented chartered cars to send employees wanting to go home to where nearest to their homes. Construction Company has temporarily stopped the construction since most members of the construction staff are from Sichuan and nearly 300 persons went home by May 16. 4.2.6 Natural protection zone The section in Ningxia Hui Nationality Autonomous Region runs across Habahu and Baijitan national natural protection zones. Part of construction points of ZQ-6 bid section of No. 12 Bureau Group Co., Ltd. of CREC are located in the ranges of the two protection zones. The field monitoring activity found that Si’ertan grand bridge in Habahu natural protection zone has basically been completed, the construction site has already been leveled and part of the construction site has had vegetations growing (Photo 37); the groundwork and stone work of Lingwu Station in Baijitan natural protection zone have been basically completed and the site has already been leveled (Photo 38). 4.2.7 Protection for Water head site and cultural relics As introduced by No. 16 Bureau Group Co., Ltd. of CREC, the main construction points in Dingjiagou ~ Shilipu waterhead protection zone in Suide include Dingjiagou grand bridge and Ershilipu grand bridge. On the construction site of Ershilipu grand bridge, there is showy environment propaganda blackboard, on the banks of Wuding River there are temporary protection facilities avoiding water loss and soil erosion, and the construction wastewater is discharged into and treated in three stages of sedimentation tanks before discharging outward, and the construction site is relatively normative. The field investigation finds that beside the three-stage sedimentation tank there is a lot of domestic garbage discarded by local residents, and some of them enter the river way along with the discharged wastewater, which pollutes the riverwater. The investigation team suggests cleaning the sedimentation tank and removing the garbage as soon as possible and building separate domestic garbage basin for local people free of charge so as to protect the water body from being polluted. We are pleasurably informed that No. 16 Bureau Group Co., Ltd. of CREC has already finished the rectification and improvement work. Photo 39 is the sewage sedimentation tank before improvement and Photo 40 is the improved sewage sedimentation tank. This quick rectification and improvement activity shows the waterhead protection awareness and sense of responsibility of No. 16 Bureau Group Co., Ltd. of CREC. In May 2007, when the constructors of China Construction Corporation were taking soil nearby Maquanliang Village of Zhuanjing Town in Dingbian, they found an unknown grave at 150m of left side of DK491+300 roadbed. After excavation and textural research of Dingbian cultural relic authority, it was confirmed that this grave was a latter-day grave and has no archaeological value. But China Construction Corporation is always not informed of this result, so this borrow pit is not used all along. At DK510+670 in the bid section of China Construction Corporation there is the site of Ming Dynasty Great Wall. According to the requirements of the local cultural relic authority, the construction for DK510+670 roadbed is stopped for instruction all along. At the site of great wall at DK314+475 of No. 17 Bureau Group Co., Ltd. of CREC, there is no construction activity at present. 5. Suggestions: (1) According to the Opinions Put forward by Experts on the Argumentation Meeting Discussing the Aquatic Environment Programs and Measures for Lvliangshan Tunnel, it is suggested that the subsequent hydrogeological monitoring work during construction of Lvliangshan Tunnel should be arranged in detail so as to provide basis for studying on further restoring local water environment. (2) Since the protection measures for part of spoil grounds are taken lately, it is suggested that the commanding headquarters would ask the designer to lose no time to carry out the retaining and protection design of these spoil grounds and the protect contractor should pay attention to contacting and communicating with the local authority and lose no time to construct the

retaining and protection facilities of the spoil grounds; especially, attention should be paid to minimizing influence to riverway and avoiding causing new water loss and soil erosion. (3) Further strengthening management of oils and garbage on the construction site, and taking effective measures to avoid waste oil from gas tank of air compressor from being discharged directly onto the ground so as to prevent from polluting the surrounding environment.

Annex 1: Opinions from Experts on the Meeting Discussing Aquatic Environment Protection Program and Measures for Lvliangshan Tunnel of New Taiyuan – Zhongwei (Yinchuan) Railway

Taiyuan – Zhongwei (Yinchuan) Railway Company Limited convened the meeting discussing aquatic environment protection program and measures for Lvliangshan Tunnel of Taiyuan – Zhongwei (Yinchuan) Railway in Taiyuan on May 20-21, 2008. 6 experts from three organizations attended this meeting (with namelist of experts attached). Organizations attending this meeting are: Appraisal Center of the Ministry of Railways, the engineering management center, Lvliang city Water Resources Administration, the government of Fenyang City, Fenyang City Water Affairs Bureau, No. 1 Railway Research Institute, No. 3 Railway Research Institute, No. 12 Bureau Group Co., Ltd. of CREC and No. 13 Bureau Group Co., Ltd. of CREC. Attendees investigated the construction site and heard the reporting of No. 3 Railway Research Institute, No. 12 Bureau Group Co., Ltd. of CREC and No. 3 Bureau Group Co., Ltd. of CREC and the opinions of other attendees. After discussion, the following opinions are concluded: 1. Lvliangshan Tunnel should be constructed in the principle of “focusing on blocking and setting limit for discharging” and the output water from the tunnel should be blocked by means of curtain foregrouting, radial grouting, small conduit grouting and the like, which are feasible. 2. To protect the aquatic environment, the curtain grouting measure for fracture zone and smear zone and the radial grouting measure for the sections whose underwater state is Class II and III are taken during construction of Lvliangshan Tunnel presently. It is proven that these construction measures are effective, however in the next stage, the monitoring work should be strengthened so as to completely implement waterfree or the status less than Class I and reduce water discharge of the tunnel. 3. Because there is water output during tunnel construction, the water outputs of Shanglinshe Spring, Xiakou Spring, Wucheng Spring and Shentou Spring are reduced and they even become dry. The tunnel construction results in descent of regional underwater level and decrease of water amount. As the blockage works are finished, the regional underwater level will rise gradually and the water quantity of springs is possible to be restored gradually. 4. The constructors should further study and strengthen water blockage measures and optimize

the grouting technologies and materials, and when necessary, increase curtain foregrouting segments and radial grouting segments and set up water-proof isolation belts so as to try best to make the ecological status of the aquatic environment around Lvliangshan Tunnel restored to the original status. 5. Because the underwater level is decreased and some springs become dry due to construction drainage so that the water for production and living of local villages is severely affected, it is necessary to take measures to guarantee drinking water and to take some compensation measures, while some permanent measures should be taken into account, which shall be solved through negotiation between Taiyuan – Zhongwei (Yinchuan) Railway Company Limited and the local government as soon as possible. 6. Strengthen hydrogeological monitoring work during construction and observe and record water levels and water amounts of springs and wells in the affected range so as to provide basis for the study on further restoring local water environment.
