Question for written answer P-006174/2018 to the Commission Rule 130 Isabella De Monte (S&D)

Subject: Clean-up and disposal of toxic waste from the C&C waste dump

In the municipality of ()1 waste has been illegally dumped in an industrial warehouse (in the former C&C Spa area)2. Under Regulation 2016/1179 such waste is now classified as hazardous waste.

Despite the application of the procedure laid down in Legislative Decree No 152/2006, only the outside of the warehouse has been cleared, while the warehouse itself is still full of approximately 52.000 m³ of waste. Near the warehouse is the Vigenzone canal3, which is at risk of flooding, particularly in the wake of the recent disasters in the region. The area is full of thermal springs4.

The task required under Article 250 of Legislative Decree No 152/2006 is entirely disproportionate for the municipality of Pernumia5, which has insufficient resources in relation to the expenditure required for the clean-up, amounting to some EUR 12 million. The Veneto Regional Council has rejected the amendments to the ‘2019 Regional Stability Law’ relating to the remediation of the area.

In the light of the above, does the Commission not agree that:

1) this situation is in breach of the rules on proper waste management laid down in Directive 2009/98/EC, on the storage of hazardous waste in landfills under Directive 1999/31/EC and on environmental liability governed by Directive 2004/35/EC;

2) it should make representations to the Veneto Region, calling on it to take urgent action to protect public health and the environment?

The municipalities of , , and have, over the years, managed to fully exploit the great natural resource available to them, making it the mainstay of the local economy and attracting a large number of foreign customers from all over Europe. 5 The site of the C&C waste dump is in the Municipality of Pernumia, on the border between the municipalities of Battaglia Terme and .
