As the Police are using the hall during RIAT the next café will be on

Also due to the refurbishment of the rear of the hall over the summer there will then be no café until November.

KEMPSFORD VILLAGE HALL REFURBISHMENT

The Village Hall is expected to be out of use from the end of July for approximately three months to enable refurbishment of the rear of the hall. The refurbishment includes levelling the floor throughout the building, provision of disabled toilet facilities and new unisex toilets, a small meeting room, a changing room with shower, a new kitchen area and improved storage. I'm embarking on a project to collect and tell the stories of my local area in music and song, to be released in Spring 2019.

It's always struck me that all the beautiful folk songs I know tell tales of the past and preserve these stories for generation, but the tales of more recent years are often lost or otherwise captured on social media.

I want to delve into the tales of old and recent years and tell them through my song and music. My home and family mean the world to me, so this is where I will start - my tiny village and the secrets that lay hidden.

The first track of my Wayside Tales project is underway! Pink was inspired by a war horse's grave in the fields around my house.

I would be honoured if any member of the local community would be willing to share their stories with me to assist with the project.

We would like to thank everyone who joined in the village festivities on 19th May. The Fun Run welcomed both children and adults and even some runners in costumes. The school choir gave a cheerful and tuneful start to the packed out Celebration Tea Party in the Village Hall, with the glitter crowns activity proving so popular that the school received even more crowns the following week! ‘Prosecco and Pimms’ lunches at The George provided an added sparkle. The Grand Finale Concert saw a packed church enraptured by the talents of clarinetist Anna Robinson and pianist Myles Tyrrel. Concert goers, inspired by the voice of Cirencester Male Voice Choir, enthusiastically sang Land of Hope and Glory, with flags waving aloft. The day ended with The George being packed out with revelers from both daytime and evening festivites.

Our thanks also go to the village families, Lechlade Garden Centre, the Royal Airforce Charitable Trust and D.W. Fitness First who kindly donated the prizes for the Grand Draw and everyone who helped us to advertise the day. We estimate that we raised just over £1300 to be shared between the school, Village Hall and St Mary’s Church.

Rainbows (for all girls aged five to seven) Rainbows learn by doing – they get their hands dirty, do sports, arts and crafts and play games. Being a Rainbow is all about having the space to try new things. Through taking part in a range of different activities with girls their own age, Rainbows develop self-confidence and make lots of new friends. We're looking for volunteers to assist with the running and planning of weekly meetings (Wednesday 4pm - 5pm) during term time. Brownies (for all girls aged between seven to 10) The Brownie programme deserves to be called an adventure. The name reflects the world of new opportunities, challenges and fun that girls become part of when they join. Girls go along to camps, holidays, day trips and sleepovers. They get together with their friends at regular meetings where they learn new hobbies, play music, explore other cultures and have outdoor adventures. As well as following the Brownie Adventure programme, girls choose from interest badges related to things they want to know more about. We're looking for volunteers to assist with the running and planning of weekly meetings (Thursday 3.30pm - 5pm) during term time.

Kempsford Angling Club. Last season ended on 14th March and was fairly normal. River levels were reasonable but the long cold winter did not encourage too much fishing. As a reminder of the fish that are present, they can be listed as follows; chub, roach, dace, perch, bream with some pike, barbel and brown trout. Additionally, quite extensive bank clearance has been carried out recently which means there are a lot more fishing places available. Next season begins on 16th June when annual subscriptions are due. For further help and advice, please call Jim Hussey on 810446.

Dear friends I’ve now been part of the life of Kempsford & Whelford churches for nearly a year. To begin with, I was supporting Lynn Hayler as she took the lead in the parish – an excellent and very happy final year of her training before she left to be vicar in her own right of a parish in Derby shire. (I visited her there a month or so ago, and – not surprisingly – found her to be flourishing in her new role.) Since then I’ve had a more hands -on involvement, leading worship regularly and sharing in other aspects of parish life. It’s been a great pleasure .. I think that of all the churches in our twenty -one village team, Kempsford & Whelford are amongst the most satisfying for a vicar to work in. There’s an enthusiasm, an openness to new possibilities and a willingness to share the workload that is really heartening. At the same time I’m acutely aware that living at a slight distance, and with other villages claiming my attention (two of which share the same Sunday service -time as Kempsford!), it’s hard for me to give the level of involvement that a community the size of Kempsford ideally needs. We could do with a resident vicar! The good news is that to have our own vicar living in the village is still firmly the intention .. and will remain so. There’s a church house available, and there’s money in the budget. We just need the right person. Behind the scenes some of us are working to help that happen .. but it’s proving surprisingly difficult. Meanwhile, I’m very pleased to be your Team Vicar .. and I hope to make the very most of it. I’m gradu ally getting to know church members and other village residents .. if I’ve not knocked on your door yet to introduce myself, why not drop me an e-mail and encourage me to do so? Police Incident - 80 17/06/2018 At approximately 0300 hours on Sunday 17th June 2018 offenders broke into Londis, London Street, Fairford. Entry was forced into the store and offender(s) made off in a vehicle. Did you witness anything suspicious prior to this incident? Did you see a vehicle making off at speed at that time? Poachers Apprehended

On Saturday 16th June 2018 Police received a report from a local resident that people were poaching in the river at Coln St Aldwyns. Our Rural Environmental Crime Liaison Officer (RECLO), PC Weller, attended and thanks to the help of MOD officers from RAF Fairford the suspects were located in Fairford Market Place. Their equipment was seized and a summons to court will follow. HMRC Scam Phone Calls - Itune Voucher Scam

Gloucestershire police incident 223 15/06/18 Police have received a report which has been confirmed as a scam phone call fraud. Residents in the North Cotswolds have been phoned by a male with a foreign accent saying he works for the Tax office (HMRC) The victim is asked to go to Stow Tesco and buy £1000 in iTunes voucher to pay off the debt they owe in tax to HMRC. The caller asks that they keep this secret from family , friends and the police and when buying the iTunes vouchers they are to tell the store the iTunes vouchers are a gift. The victim is then called again once they have the vouchers to give the code over the phone. Thankfully staff at Stow Tesco have been appraised and will not allow larger amounts of iTunes voucher to be sold. On this occasion no one has been victim of this type of fraud. Police are asking the public to be aware of this and similar scams where the caller wants payment in vouchers or a credit card. Always check the caller identity. Never give away personal details such as nation insurance numbers , bank account details, credit and debit card details over the phone. Always keep your credit and debit card PIN secret. Your bank will never ask for these details over the phone nor will police or any government agency. If you think the call is a scam , just hang the phone up and report this to police. Please report any information regarding this or any other crimes to the police by ringing 101 or by email on [email protected].

Cirencester Police Station, The Forum, Cirencester, GL7 2PG Tel 01452 907200 WHELFORD ROAD FOOT AND CYCLE PATH Dear Resident We are particularly concerned about the large numbers of people that gather on the Whelford Road to watch the aircraft each year. They choose to take no notice of the warning signs that we erect and seem quite content to take the risk associated with standing underneath the aircraft approach. Many residents have also raised their concerns that the foot and cycle path can be very congested, making it very difficult to pass by. The recent devastating events at Manchester Arena and the hostile vehicle attack on Westminster Bridge also serve to remind us that there are people out there who wish us harm. Whilst there is no suggestion that there is a direct threat to those watching the aircraft at RIAT, there is no doubt that the gathering of significant numbers of people on an unprotected foot and cycle path does present a relatively soft target to those with evil intent. As the organisers of the Royal International Air Tattoo we have a duty of care not only to those who enter the venue but also to those who gather in the surrounding area because the event is taking place. This duty of care extends not only to aviation-related safety but also to general safety including that from hostile vehicle activity. Our previous attempts to warn people that they are at risk has had limited effect and, consequently, we believe that to fulfil our duty of care we need to do more; we need to do everything we can to reduce the risk to as low as reasonably practicable and to a level that we believe is tolerable. To that end, with the support of the Local Authority and Gloucestershire Police, we are introducing an additional measure on the Whelford Road foot and cycle path to improve safety for the public. With effect from midnight 9th July until approximately 0900hrs on 17 July the foot and cycle path will be diverted onto trackway laid in the field adjacent to the path to the South. This diversion will be effective from opposite the telephone box in Whelford to the RAF Fairford Site 16 close to Washpool Lane. We recognise that this will not be popular to some local residents or visitors from further away. However, we trust that you will understand that the measure is being taken in the best interests of public safety. Footpath Diversion

Changes to kerbside food and garden waste collections on 12 and 13 July

Planned restrictions on traffic movements prior to the forthcoming Royal International Air Tattoo at RAF Fairford (13 -15 July) have prompted Cotswold District Council to make changes to kerbside food and garden waste collections scheduled for Thursday 12 July and Friday 13 July, in order to prevent further disruption. Collections due on Friday 13 July will move to Thursday 12 July Residents in areas including Down Ampney, Dudgrove, Eastleach, Fairford, Hatherop, Lechlade, Kempsford, Quenington, Southrop and Whelford who are due a food and garden waste collection on Friday 13 July will receive their collections a day earlier on 12 July. Ubico crews will alert residents a week before the event by attaching informative bin hangers to food caddies and/or garden waste bins.

Then travelling in a south easterly direction for approximately 465 metres to a point at its junction with Road No. 3/172 Chap- el Road for approximately 163 metres in a north westerly direction to a point at its junction with Road No. 40994 Top Road where the restriction ceases. Alternative Route There is no alternative route for this restriction. It is anticipated that the road described in Schedule 1 will be restricted from 0600 hrs Thursday 12th July through to 2130 hrs Sunday 15th July 2018. Schedule 2 One Way Restriction A one way restriction shall apply to traffic heading north from the junction of Road No. 40994 Top Road, Kempsford with Road No 3/172, Whelford Road for approximately 4km to its junction with the A417, London Road.

Alternative Route From a point at the junction of Road No. 3/172 Whelford Road and Road No. 40994 Top Road in a south easterly direction on No 3/172 Chapel Road for ap- proximately 160 metres to a point at its junction with Road No 3/175 High Street, Kempsford and then north westerly for approximately 465 metres to its junction with the 3/175 Road From High Street To District Boundary, then Wester- ley for approximately 920 meters to the junction with the C124. Then westerly , on the C124, for 1.6 kilometres until its junction with The Street, Marston Meysey, then northerly for 2.2 kilometres until its junction with Road 3/173 Fairford Road To South Leaze Cottage Meysey Hampton. Then north-easterly on Road 3/173 Fairford Road To South Leaze Cottage Meysey Hampton, for 3.1 kilometres until its junction with the A417, London Road. Then East along the A417 for approxi- mately 3.4 kilometers to its junction with the 3/172 Whelford Road.

It is anticipated that the road described in Schedule 2 will be restricted be- tween 0600 hrs and 1500 hrs on the 13th, 14th and 15th July 2018 daily. Schedule 3

One Way Restriction A one way restriction shall apply to traffic heading south west from a point at the junction of Road No. 3/172, (Whelford Road), with the A417 London Road, for approximately 4km to its junction with Road No. 40994 Top Road, Kempsford

Alternative Route From a point at the junction of Road No. 3/172 Whelford Road and the A417 London Road, travelling west on the A417 London Road for approximately 6 kil- ometres to a point at its junction with Road No. 3/169 High Street, Meysey Hampton. Travel in a southerly direction on Road No. 3/169 High Street for approximately 3 kilometres to the outskirts of Down Ampney, turning south-east on Road No. 40993 to its junction with the C124. Travel in a north easterly di- rection for a total distance of 3.5 kilometres, firstly on Road No. C124, Wiltshire and then continuing in Gloucestershire on Road Nos. C124, 40995 Mount Pleas- ant & 40994 Top Road to its junction with Road No 3/172 Whelford Road

It is anticipated that the road described in Schedule 3 will be restricted be- tween 1500 hrs and 2200 hrs on the 13th, 14th and 15th July 2018 daily. GLOUCESTERSHIRE COUNTY COUNCIL (COTSWOLD DISTRICT– PARISH OF KEMPSFORD) TEMPORARY ROAD CLOSURE ORDER 2018

NOTICE is hereby given that Gloucestershire County Council intend to make an Order to close temporarily under Sections 14, 15 and 16 of the Road Traffic Regulation Act 1984, (as amended) Road No 40994 Dunfield Loop from a point at its junction with Road No 40995 Mount Pleasant, for a total distance of 2 km to a point at its junction with Road No C124. The road falls within the Parish of Kempsford in the Cotswold District of the County of Gloucestershire. The closure is necessary to provide a safe route for Emergency Vehicles during the Royal In- ternational Air Tattoo.

Alternative Route From a point at the junction of Road No 40994 Dunfield Loop and Road No 40995 Mount Pleasant, travel in a south westerly direction along road number 40995 Mount Pleasant for approximately 180 metres to its junction with Road No C124, then travel in a south westerly direction along Road No C124 for a distance of 650 metres to its junction with Road No 40994 Dunfield Loop. (Vice-versa for travelling in the opposite direction) It is anticipated that the roads will be closed on the 10th July 2018 until the 16th July 2018 or until the need ceases. Access to frontages for pedestrians & residents will be maintained. GLOUCESTERSHIRE COUNTY COUNCIL (COTSWOLD DISTRICT– PARISH OF KEMPSFORD)

20MPH SPEED LIMIT ORDER 2018

NOTICE is hereby given that Gloucestershire County Council intends to make an Order to temporarily restrict the speed of vehicles to 20 miles per hour under the Road Traffic Regulation Act 1984 (as amended) on Road No 40994 Dunfield Loop from a point at its junction with Road No 40995 Mount Pleasant, for a total distance of 2 km to a point at its junction with Road No C124. The reason the restriction is required is in order to enhance safety to road users and pedestrians during the Royal International Air Tattoo.

The road will be restricted during the period 10th July until the 16th July 2018.

Closure of Footpath and Cycle Way, Whelford Road, Whelford

NOTICE is hereby given that, for reasons of safety, Gloucestershire County Coun- cil intends to make an Order to temporarily close a section of footpath and cycle way to prevent large numbers of viewing pedestrians from standing under the approach flight path and on the edge of the roadway in close proximity of mov- ing vehicular traffic. The section of footpath and cycle way to be closed will be in Whelford Road between the start of the footpath and cycle way opposite the ‘telephone box’, for a distance of approximately 650 metres in a south westerly direction towards Kempsford. Fencing to facilitate this will be erected and at specific times stewards will be provided at both ends of this section to ensure compliance.

An alternative footpath and cycle track will be constructed using metal tracking to run parallel to the existing footpath and cycle way on the south east, or other side of the fence line using adjacent agricultural land thereby channelling pedes- trians and cyclists away from the danger areas.

This footpath and cycle way will be closed during the period 2nd July 2018 until 17th July 2018.

House-to-House Fund Raising event 2018 – another amazing year: The League has completed its House-to-House collection and this has raised an amazing £16,421 (excluding Gift Aid). This is a tremendous result and is a testament to the support we have in the community. Our thanks to the community and to the many volunteers whose hard work and commitment make this happen. Thank you to the co-ordinators, collectors and residents in KEMPSFORD - YOU RAISED £966.00 Everything the League of Friends does is for the local community but it can only be done if we have the funds and the volunteers to help us. We are totally focussed on the local community serving and supporting the people who live in Lechlade, Fairford and the surrounding villages.

Raising funds for The League this popular event will be held again at The Mill House,Coln St Aldwyns by kind permission of the Earl St Aldwyn.
