Labor attorney and AccounTemps are higher than expected. Overall, the management has kept expenses under budget.

a) Grant received from Brooksie Way for geocaching b) Review of various publications of Library activities and events

7) Director’s report

a) Programming picking up in the Fall.

b) First Trivia Night at the C-Pub and was very successful. Another Trivia Night in November

c) RFID tagging is 2/3 completed.

d) The Library participated in the Michigan Libraries for Life program, which encourages patrons to sign up to be organ, tissue or eye donors.

e) Part time bookkeeper hired, starting on October 21st. f) New digital sign installed Tuesday, September 30th. Great feedback has been received.

8) Old Business

A. Strategic Plan quarterly update: Trustees reviewed the Strategic Plan Work Plan.

B. RFP for RFID/Self-checkout project update. On-going. 2/3 completed.

C. Space planning project update – discussed below

9) Standing Committee Reports

a) Policy Report –

i) Report from the 10/1/14 meeting.

b) Finance –

i) Set a meeting to review the 2014 budget and make any further adjustments. November 11th at 5:00 p.m. at the OTPL

c) Fund Development –

i) Meeting report from the October 3rd.

ii) Friends are looking at other Libraries and their fundraising efforts.

iii) Set up a meeting November 4th at 6:30 p.m. at the OTPL to discuss the structure of partnerships/advertising on the closed circuit TV. Then Policy committee will then review for applicable policy updates.

d) Board Development –

On-line video viewed.

e) Building –

i) Various meetings with contractors/consultants occurred throughout the month.

(1) Opened bids for electrical work, wallpaper removal & painting project, flooring, and furniture. Bids had been sent to approximately 25 contractors. Minimal interest received. Single bid on electrical – Electrical Enterprises, Inc. out of Clarkston. Flooring – one proposal received – Library Design Associates Inc.(LDA) Furniture – multiple quotes received. LDA and NBS were the best proposals for furniture. Decision made to blend both LDA and NBS to complete the entire scope of work within budget.

Solar project: Design reviewed for a 50 Kilowatt proposal. We requested a design capable of handling 100% of our electrical system needs. The Library currently spends $45,000 per year in electricity. The system that maxes our electrical needs has a net after rebate cost of $315,000 and has a 7 year payback. Replacement of the roof would be subject also to a rebate from the government. The net cost of the roof is approximately $269,000.

Pricing of systems has been declining as the technology seasons.

Need to investigate further if the solar panels cover the total electricity demands. Disconnection from the grid and generator would not occur.

a.) Set calendar for Library closings 2015.

Approved as amended to add July 3rd on the closed days calendar. Phillips moved/Pergeau supported.

b.) Motion to approve the policies as presented in the minutes of this Committee:

c.) Recommendation for:

Library Design and NBS to be blended to complete our scope of work for furniture.

Library Design $117,163.78 $17,000 for shipping, handling and installation.

NBS: $23,230.24 plus $3,000 for shipping, handling and installation.

Electrical Enterprises Inc. for electrical work - contract approved for $26,500.

Library Design for flooring to include moving of shelving: contract approved for $54,160.

d.) Motion to change signature card for Multi-Bank securities to remove Leslie and add Marjorie Wood. Moved by Pergeau/ Quinn Supported. Motion carried.

Any 5th graders, parents and coaches forming battle teams are welcome to drop in for the meeting. Get a team of three, four, or five 5th graders together with a coach, read the titles chosen by the librarians, and compete in the Battle in March.

Author talks about how dog saved his life

Former U.S. Army Captain and New York Times bestselling author Luis Carlos Montalván will discuss his experiences with life after war and how “Tuesday,” his loyal service dog, saved him.

Montalván, who served 17 years, including multiple combat tours, honorably departed the military as a result of physical and psychological wounds sustained. Copies of the inspirational memoir and the new widely acclaimed children’s book will be available for purchase and signing immediately following the presentation. Program funding in part by the Michigan Humanities Council, an affiliate of the National Endowment for the Humanities, and the Friends of the Orion Township Public Library.

The event will take place at 6:30 p.m. Thursday, Nov. 20 at Orion Township Public Library, 825 Joslyn Road.

Legislative Update A packed room at the legislative update session at this year's MLA 2014 annual conference greeted GCSI lobbyist Gary Owen as he talked about the elections. Some races such as the governor are surprisingly close. In addition lame duck will be upon us soon and we can expect some movement on road funding. There were a number of questions about the Personal Property Tax reimbursements and unfortunately no one in Lansing seems to have any answers. MLA and GCSI continue to research information and hope to have some details soon on the reimbursements. Full News Article

MIRS Highlights Library Millage Proposals Libraries earned some coverage in this week's MIRS newsletter. The overwhelmingly positive results of library millage proposals speaks well to the community support throughout the state for our libraries. We continue to work with legislators and the administration emphasizing the educational and economic impact libraries have on their communities. Full News Article

District Library Establishment Act Amendment We can expect a hearing on the District Library Establishment Act amendment as soon as the legislature returns after elections. Recall the changes are designed to ensure the continuation of a district library in the event one or more entities within the district dissolve or merge. A second part of the proposal provides for opportunities to rewrite library district lines if both districts are in agreement.

Ohio Library Council's "eBook Access For All" The Ohio Library Council's (OLC) federal eBook project has had ongoing discussions with Ohio's representatives in Congress about possible federal action that may alleviate some of the issues that have contributed to public libraries' challenges with access to and the affordability of eBooks and other digital content. MLA and other states are supporting the effort. This past summer the final two major publishers (Macmillan and Simon & Schuster) announced that they would make their "frontlist" eBook titles available to public libraries. This was welcome news and possibly a testament to the OLC's efforts and those of others over the past 18 months. Full News Article

First Sale Doctrine Advocacy efforts continue with members of Congress on copyright law changes in hopes of applying the First Sale Doctrine to digital content. Pricing and lease terms still create hurdles as some publishers avoid application of the First Sale doctrine to eBooks by structuring their transactions as "licenses" rather than "purchases." Watch for further updates after ALA midwinter conference.

Melanie Bell Receives Broadband Hero Award Melanie Bell of the Chelsea District Library has been selected for the 2014 Connect Michigan Broadband Hero Award. The award recognizes individuals, organizations and companies working diligently to expand broadband and technology access, adoption and use throughout the state. Bell, the library's network administrator, has been instrumental in leading an effort with local township supervisors, libraries, schools and other key representatives of townships in Western Washtenaw County to launch a common initiative to improve the availability of broadband (high speed Internet) service throughout the community. Director’s Report November 20, 2014 Karen Knox

This October at the library was busy with programs, as usual. Even the beginning of the interior renovations at the end of the month did not seem to slow things down. However, we had a new venue for advertising our programs, starting in early October, and that was using our new LED sign by Joslyn Road! It was officially installed and working on September 30, and we have advertised programs on it regularly since. We also had a graphical sign created and installed in October. It sits above the LED part of the sign and identifies the library. We have received some positive comments from patrons about our new sign.

One of the first programs advertised on the new LED sign was a program on Toilet Training Basics, which ended up with 12 attendees. In addition to regular story times and ongoing club programs, our youth department also offered special programs including a Hello Kitty Party (23), a program for our Mutt Club called Give Me Shelter (29), a Bracelet Making Fun program (22), Neon Glow Art and Spooky Stories (24), and our always popular Halloween Stories and Parade that attracted 120 well-dressed youngsters and their caregivers! Even without access to the meeting room, we read stories in the youth room and still paraded around the library.

Teens continue to be active at the library with regular attendance at our Anime Club, now called Geek Club (43), and 34 teens were here early on a Saturday morning for another of our ACT Practice Exam programs. In addition, October is the month for our annual Haunted House event. 32 teens helped set up the haunted house this year and many were present each night of the event, helping the younger kids and their caregivers go through the “house.” We had some added logistics of only having access to Meeting Room A and having to line up attendees outside Meeting Room door 9, but the teens handled it beautifully. Over 500 people went through the haunted house during the 4 nights that it was open to the public!

Adult & Outreach staff continue to offer a variety of book discussion groups and computer classes. They offered a couple special programs as well, including Securing Your Retirement (9) and Beautiful Bountiful Bulbs (9). Our Seniors Helping Seniors series hasn’t attracted as many attendees as we had hoped. Gina (and her daughter) participated for the library in the Halloween Parade in downtown Lake Orion, where they handed out library pencils, bookmarks, and candy to hundreds of children!

Judi, Anne, and I attended the Polaris Users Group conference in early October, where we learned a number of new things about our Polaris software.

In addition, four staff members presented at the Michigan Library Association conference in October. Debra helped with a program called “Play in the Library” about our participation as a Family Place Library. Kristen presented for a program on the Common Core. Gina and Kathleen presented a program on Gaming in Your Library, which received some very positive comments from attendees.

Staff continues to provide content for the Orion @ Your Library program on ONTV. We aired our 12th episode in October, which included information from Debra Refior about our annual 5th Grade Battle of the Books, from Gina Crowther about International Game Day, from Kathleen Kozlowski about Beginning Computer Classes and the Annual Haunted House, from Beth Sheridan about some special programs, and from me about the building renovation project. The Library participated in Michigan Libraries for Life the week of October 6-10. Lori coordinated a table in the lobby to help people sign up to be organ, tissue or eye donors. During the 24 hours that the table was staffed that week, 23 new people registered to be a donor and 102 others picked up information.

The library was a voting precinct on Tuesday, November 4, as usual. Due to the renovations, we had to move the voters into the periodical room, but all seemed to flow smoothly for the many voters that showed up that day.

All of the staff is pitching in, along with a number of volunteers, to help tag our library materials with RFID. We are almost done with tagging the collection. We have had one self-checkout machine available for the public to use in Meeting Room B during the renovations, and many patrons have responded positively to this option.

I also continue to work on our space renovation project. There has been a lot of activity in the lobby with contractors working hard. Electrical Enterprises was here the last week in October adding electrical outlets around the lobby. In addition, we had to do some loud and dirty work to saw-cut the floor in the lobby so have been able to add some power outlets in the middle of the area. Once the new conduit was laid, fresh concrete was poured in to fill in the trenches. During the first two weeks in November, Precision Painting was busy in the lobby stripping off wallpaper, repairing the drywall, even putting up new drywall where Mike removed the gate from in front of the Meeting Room, and painting. Due to the drywall work, this took a little longer than anticipated but they have worked to get the job completed. Beginning on Tuesday, November 11, our flooring contractors (coordinated by Library Design Associates) came in

to remove the carpeting. That turned into a bigger project, requiring a machine to do the removal, but the carpet was out by the end of the day. The contractors then turned their attention to prepping the floor and laying the new flooring. As I write this, the electricians are working to finish up the new electrical outlets in the floor. We anticipate reopening the lobby to the public on Monday, November 17!

In addition, I worked with Kim Cullin to flush out the details with regard to furniture, colors, etc. Per approval of the Board last month, I ordered some of the furniture for the lobby project from Library Design Associates and some of it from NBS Commercial Interiors. Delivery of the new furniture is expected in December. We will use temporary furniture until it arrives. In addition, Bibliotheca will be at the library the first week in December to install the new RFID security gates and our additional self-checkout machines.

I have worked with Green Light Graphics to finalize this year’s donation mailer, and it should be mailed out near the end of November.

I met with the Human Resources Committee to discuss and update the documents that outline what to do in the short- and long-term absence of the library director. We will provide a report at the board meeting.

I met with the Fund Development Committee to discuss the possibility of working with businesses and organizations who may wish to purchase advertising on our LCD display in the lobby. We will provide a report at the board meeting.

I met with the Finance Committee to review the 2014 budget and make recommendations for adjustments to the budget to meet year-end expenditures. We will provide a report at the board meeting.

The Friends of the Library is going through some changes. Marty Wheeler has resigned as the President of the Friends, for personal reasons. However, they are still going strong with fundraisers. They made $200 at the night at Leo’s Coney Island in October. Mary Duenow is coordinating an air bike raffle, which is on display at Buffalo Wild Wings. The winner of that raffle will be drawn on November 19, with an additional fundraiser that night at BWW. Mary is also coordinating the Basket Silent Auction, which will go on display at the library on November 22 and run through December 13. Many wonderful baskets are being donated for this event.

1. The Director presented a proposed rebalance of accounts for the 2014 budget. 2. The Director discussed funding a payment to the Retirees Benefit Fund from either the budget excess or the fund balance - to be discussed at the December board meeting.

1. The Finance committee unanimously recommends the budget rebalance be approved by the Board of Trustees.

We would like to attract businesses and organizations to advertise on our LCD TV that we display in the lobby, beginning in early 2015.

Becky will be responsible for coordinating with the businesses/organizations.

We need to create a flyer that defines why businesses would want to advertise here, including information such as:  Number of people in the building  Demographics – age, economic level o Karen noted the library has access to information like this from our databases.

Items to consider:  Create a template for the slides that will be the ads  Require businesses to sign-off on a mockup of the slide ad  We should emphasize that their money will be used to support the library

Ad slide will run for one week, Monday through Saturday. It will run on an ongoing, continual basis. We will charge $100/week for the ad. If the business requires us to set up the ad slide, we will charge an additional $50 setup fee. For non-profit organizations, we will charge a discount of $50/week.

A maximum of 5 ads will run each week. Ads will be due by Wednesday in order to run the following week. This means the ad must be signed off on by Wednesday.

The library reserves the right to deny running an ad. We want the ads to follow our library’s display policy. The display policy might need to be modified, and that will be up to the Policy Committee. (Allowance of political, religious ads? We had some discussion about agreeing to “Community Standards of Decency”)

These minutes will go to the Policy Committee to draft a policy about advertising with the library’s LCD TV. That policy will be reviewed by the Fund Development Committee. If the Fund Development Committee would like to make future changes to the policy (i.e. pricing), they will make recommendations to the board.

Karen will draft a flyer about why businesses should want to advertise here, and that will be reviewed by the Fund Development Committee. Meeting Minutes Orion Township Public Library Human Resources Committee Meeting November 4, 2014
