STATEMENT BY SHRI KC VENUGOPAL & SHRI RANDEEP SINGH SURJEWALA
HELPLESS PEOPLE, HEARTLESS GOVERNMENT
SIX YEARS, SIX MYTHS EXPOSED.
2019-2020 A YEAR OF DISAPPOINTMENT, DISASTROUS MANAGEMENT AND DIABOLICAL PAIN;
AND AT THE START OF THE SEVENTH YEAR, INDIA STANDS AT A CROSSROADS. IT’S CITIZENS EXHAUSTED BY THE WEIGHT OF THIS GOVERNMENT’S SINS, INEPTITUDE AND CALLOUS INSENSITIVITY TO THE WIDESPREAD SUFFERING.
Over the last six years, India witnessed a steady increase in the politics of distraction and false noise, to the point that it has become a defining mainstay of Modi Government’s administrative style. While it served the political interests of the BJP, it came at an unprecedented economic and social cost to the nation.
Prime Minister Modi would do well to remember: Extraordinary Promises beget extraordinary expectations. But as we shall see, even the most ordinary and mundane expectations of keeping a country running were beyond the capabilities of this Government which promised ‘so much’ and delivered ‘so very little’.
MYTH ONE: ‘VIKAS’ VS. REALITY OF VOODOO MODINOMICS!
Prime Minister Modi sold his brand of administration in one word- ‘Vikas’. He coined the catchphrase ’60 years v. 60 months’ to deliver this fabled Vikas. The Year ‘2020’ became the milestone for the realization of all promises.
And what does the Government have to show for it?
1. 2 Crore Jobs vs. 27% unemployment: Modi came to power promising 2 crore jobs a year. But India witnessed the Highest Unemployment Rate in the last 45 years reached in 2017-18 (6.1% overall - 7.8% in Urban India and 5.3% in Rural India). Post Covid, India’s unemployment rate has soared to an unprecedented 27.11% (CMIE).
2. Under the Modi Government, GDP has become synonymous with ‘Grossly Declining Performance’:
a. Lowest GDP growth since Independence. Most international and national Rating Agencies have predicted negative GDP growth in Financial Year 2020-21 (Nomura: -ive 5% in FY21, Fitch and CRISIL: -ive 5% in FY21, Goldman Sachs: -ive 5% in FY21, ICRA: -ive 5% in FY21).
b. The Economy had been mismanaged to the point of ruin long before Covid-19. GDP growth has been sliding continuously since the last 21 months. 4th quarter of FY 2020 GDP is at an abysmal low of 3.1% and likely to be revised at 2%.
3. Banks Duped, India deceived: a. Six years of Modi Government witnessed “Loan Write-Offs” for ‘Bank Fraudsters’ of Rs.6,66,0000 crores (2014-2015 to September 2019).
b. Six years of Modi Government witnessed 32,868 “Bank Frauds” involving public money to the tune of Rs. 2,70,513 crores. c. Six years of Modi Government witnessed “Stressed Assets of the Banks” rise to a whopping Rs. 16,50,000 Crores. Bank NPA’s rose 423% from Rs. 2,24,542 crores on June 30th, 2014 to Rs. 9,50,000 crores in March 2020.
d. The most shocking revelation of Write-Offs, came on April 24th, 2020 in an RTI reply. In the midst of Covid-19, Modi Government wrote off loans worth Rs. 68,607 crores for the likes of Mehul Choksi, Nirav Modi, Jatin Mehta, Vijay Mallya and others.
4. Rupee reaches “Margdarshak Madal”: PM Modi ‘came to power promising US$1 will be = ₹40. But in Six years of Modi Government the Indian Rupee has become Asia’s worst performing currency. As of May 30th, 2020, US$1 = ₹75 .57.
5. Covid Relief reduced to a ‘Jumla’: The Rs. 20 lakh crores Covid-19 relief package touted by the PM as 10% of GDP has turned to be a mere 0.83% of GDP in reality. This has come as perhaps the most insensitive and callous announcement for nation that waited over 60 days for relief.
MYTH TWO: ‘SABKA SAATH, SABKA VIKAS’ VS. ‘MITRON KA SAATH, BHAJPA KA VIKAS’
Six years of Modi Government have proven that it prioritizes the ‘haves’ over the ‘have-nots’. The rich have gotten richer while the poor, needy and vulnerable have been abandoned.
1. India now has the ‘Highest Income Inequality’ in 73 years (Credit Suisse Report). 1% people now own more than 45% of India’s Wealth on this Government’s watch (Oxfam).
2. Staggering increase in Rural Poverty rate to 30% in 2017-18. With the Covid-19 lockdown, nearly 80 million migrant workers are returning to India’s villages and the simple question is can the rural economy keep up? As per a United Nations and ILO Report, 40 crore people in the unorganized sector are expected to be pushed into poverty in the days to come.
3. Middle Class/Lower Middle Class is in “grave economic grief”:
a. The total combined loss in income of (i) 30 crore depositors in ‘Small Savings Schemes’ (PPF, NSE, KVP etc.) and (ii) 44.51 crore Account Holders of SBI depositors (from reduction in interest rates) is a whopping Rs. 44,67o Crores annually.
b. The Latest blow for the middle class and pensioners is discontinuation of 7.75% interest carrying RBI Bonds.
c. 113 lakh Central Government employees, Armed Forces Personnel and Pensioners have lost Rs. 37,630 crores annually by the backdated cutting of their Dearness Allowance and Dearness Pay.
4. While the country has gotten poorer, the BJP has seen a dramatic rise in its fortunes. The BJP's income increased from Rs. 970 crores in 2014-2015 to Rs 2,410 crore in 2019-2020 i.e. by over 248%.
MYTH THREE: ‘PRADHAN SEWAK’ VS. ‘AUTOCRATIC EMPEROR’:
Prime Minister Modi advertises his austerity and humble roots, but six years of his Government have demonstrated a shocking lack of concern for the woes of the common man and worse still, demonstrates zero sense of accountability to the people.
1. The worst humanitarian crisis witnessed by India in recent memory, that of the Migrants, was a direct result of apathy and a failure of leadership. 80 million migrant workers were forced to walk back home without food, water and shelter in the midst of the Covid-19 pandemic as the Pradhan Sewak refused to even acknowledge their plight. 2. Be it Demonetization, GST or Covid Lockdown, all decisions are taken by one man, as repository of all wisdom, almost always with disastrous consequences.
3. Systematic Subjugation of all democratic institutions: a. The Election Commission, the Comptroller and Auditor General, the Central Vigilance Commission, the Information Commissions, the Lok Pal look weaker, more ineffective and more unwilling to act, than ever before.
b. Deliberate and brazen refusal to clear appointments to the High Courts and Supreme Court by the Government has imperiled the independence of the Judiciary. Judge Loya’s mysterious death, the abrupt transfers of ‘inconvenient’ judges and the attempts at intimidation of judiciary are indelible blots on this Government’s legacy.
c. The virtual suspension of all Parliamentary Standing Committees and the non-convening of Parliament itself in the guise of Covid-19 reflects in full the autocratic and unaccountable style.
4. Stifling of All Dissent. No engagement or discussion with opposition parties or opposition ruled states takes place. Systematic persecution of all political leaders, critics including authors, writers, thinkers, journalists etc. opposed to the BJP is the norm. Registration of false and motivated cases by misusing the CBI, ED and IT to harass and suppress contrary has become a defining trait.
5. Complete Aversion to Accountability and Transparency:
a. In the moment of Global Pandemic, despite having collected over a billion dollars in the PM-Cares funds, there is an arrogant refusal to provide ANY details.
b. The refusal to cancel the Rs. 1,10,000 crore Bullet Train Project or the Rs. 20,000 crore Central Vista project demonstrates that vanity matters more than alleviating suffering of those at the very margins.
6. Zero Press Conferences by the PM over the last 6 years. There is no pretense of even attempting to be accountable to the public. Propaganda and false statistics have replaced press conferences.
MYTH FOUR: DOUBLING FARM INCOME VS. DECIMATING FARM ECONOMY.
Six Years of Modi Government is an unending tale of betrayal of the ‘Andata’ i.e. the farmers.
1. Modi Government promised cost + 50% profit as MSP and doubling of farm income. Never once in 6 years did Modi Government fix MSP at cost + 50% as promised in their manifesto, based on “C2” formula. On the contrary farmers have suffered a loss of Rs.50,000 crores in Rabi 2020 season alone.
2. Profiteering at the cost of the Farmer and the Surging Input Costs have made agriculture economically unviable.
a. In six years of Modi Government the excise duty on diesel has gone up from Rs. 3.56 per litre to Rs.31.83 per litre i.e. an increase of 800%. This is despite international oil prices crashing to a historic low.
b. Price of DAP Fertilizer has gone up from Rs. 1075 per bag in 2014 to Rs. 1450 per bag in 2020. A 50kg bag of Potash has gone up from Rs. 450 to Rs. 969. A 50kg bag of Super fertilizer has gone up from Rs. 260 to Rs. 350 per bag. First time in India’s history the quantity in a Urea fertilizer bag has been reduced from 50kg to 45kg without reducing the price. 3. For the first time in India’s history, Modi Government taxed Agriculture. 5% GST has been imposed on fertilizers, 18% on pesticides, 12% on tractor and all agricultural equipment and 18% on all tractor tires, transmission and other parts.
4. PM Fasal Bima Yojana has become insurance company profiteering scheme. Between 2016-17 uptil Kharif 2019, total premium paid under Fasal Bima Yojana is Rs. 99,046 crores but farmers received compensation of Rs. 72,952 crores. Insurance Companies made a profit of Rs. 26,094 crores.
5. 44% farmers denied coverage under PM Kisan Samman Yojana. Out of 14.64 crore farmers (Agriculture Census, 2016), 6.42 crores are excluded from the scheme in its entirety.
6. Modi Government fought over five years to finish a land acquisition law enacted by the UPA for farmers. When forced to repeal it by the Congress, they enacted it in BJP Ruled states and finally fought against it in the Supreme Court.
MYTH FIVE: ‘ACCHE DIN’ VS. ‘SACCHE DIN’
Never before has a Government been so at odds with itself and its own people. India was THE beacon of democracy in the region but now under the Modi Government, we risk becoming a cautionary tale.
1. A House of Cards Built on Lies. The bringing back of Rs. 80 lakh crores of ‘black money’ from abroad and depositing Rs. 15 lakhs in every Indian’s bank account was perhaps the most audacious lie in India’s political history. Instead of realizing this promise, the Modi Government allowed Rs. 2,70,000 crore worth of bank frauds to occur on its watch with high value defaulters fleeing the country under a “Fleece and Fly’ policy. After six years, not a single fraudster who has absconded has been brought back.
2. The Falsehood of Sloganeering Exposed. ‘Minimum Government, Maximum Governance’ has become the opposite- ‘Maximum Government, Zero Governance’. ‘Cooperative Federalism’ turned out to be a ‘Coercive Dictatorship’. ‘Tax Terrorism’ has become the norm and ‘Policy Paralysis’ the all-pervasive culture. The 100 ‘Smart Cities’ are long forgotten, buried and dead and so are hundreds of similar empty catchphrases meant to fool the public.
3. Sharp Fall on the Global Hunger and Happiness indexes:
a. India has slipped to the abysmal rank of 102 out of 117 countries in Global hunger index.
b. On the ‘Happiness’ Index Indians fell from Rank 117 in 2013 to a bottom rank of 140/155 countries in 2019.
4. Complete Disregard for Public Health. 21 out of 30 most polluted cities in the world are now in India (WHO Data). India has become World's 4th Worst Country in terms of Environment health (EPI, 2018) out of 180 Countries. India Ranks 5th in Global Climate Risk in 2018, down from 14th in 2017.
5. Six Years of Modi Government has seen the fraying of the bonds of empathy, fraternity and brotherhood with a massive increase in acts of communal and sectarian violence.
MYTH SIX: STRONG LEADERSHIP VS. INCOHERENT DECISION-MAKING
In the Six Years of the Modi Government, National Interest has been constantly compromised and sacrificed at the altar of political self-interest.
1. Six Years of Modi Government witnessed a sharp increase in martyrdom of our Jawans by nearly 110%. Key defense establishments including the Uri Army Brigade HQ, Pathankot Airbase and Nagrota Army Base, Amarnath Yatra among others were repeatedly attacked by Pak-trained terrorists as a clueless Government looked on. 40 CRPF Jawans gave the ultimate sacrifice in Pulwama. The conspiracy behind smuggled RDX, the glaring security breach and connection to a senior police officer caught escorting terrorists still remain unresolved. Till date no one has explained the mystery as to how did the PM lose contact and remained busy in shooting film in Jim Corbett Park at the time of the Pulwama Terrorist attack.
2. All Talk No Walk. Never hesitant to use the achievements of the Armed Forces for their brazen political campaigns, the Government has thoughtlessly slashed the defense budget. In the Budget 2020-21, Defence was allocated just 1.58% of GDP lowest amount since 1962. Post Covid, this budget has been reduced further.
3. The Failure of ‘Jhoola Diplomacy’. The unprovoked incursion in Ladakh by Chinese armed forced in Pangong Tso Lake and Galwan valley regions raise grave apprehensions vis-à-vis our national security. Coming as it does after the Doklam standoff, it has caused serious concerns and anxiety, more so because PM has not come forward to share any details with the nation, much less speak to the Chinese with his promised ‘red-eyes’.
4. Relationships with Neighbors. The buildup of the border dispute with Nepal, the expansion on Feydhoo Finolhu Island in the Maldives by the Chinese, the long-term agreement of Hambantota Port in Sri Lanka with the Chinese are all a sign of the dragon’s clout affecting our national security concerns.
At the end of Six Long Years, it appears that the Modi Government is at war with its people, inflicting wounds instead of healing them. It is somewhat surprising that they still haven’t grasped the most fundamental lesson of governance in a democracy: We are elected to serve, listen, protect and uplift. Not to divide, mislead and distract. The sooner this Government realizes that the better it will be for the nation and for their own place in its history. !ेस $व&'( 30 मई, 2020

िपछले छः सालो मे देश मे भटकाव की राजनीित एवं झूठे शोरगुल की पराकाषा मोदी सरकार के कामकाज की पहचान बन गई। दभारगवशु , भटकाव के इस आडंबर ने मोदी सरकार की राजनैितक महताकांकाओ को पूरा तो िकया, परंतु देश को भारी सामािजक व आिथर क कित पहंचाई।
पधानमंती शी नरेद मोदी को याद रखना होगा: बढ़ चढ़ कर िकए गए वादो पर खरा उतरना ही असली कसौटी है। लेिकन ढोल नगाड़े बजाकर बड़े बड़े वादे कर सता मे आई यह सरकार देश को सामान रप से चलाने की एक छोटी सी उमीद को भी पूरा करने मे िवफल रही तथा उपलिब के नाम पर शून सािबत हई है।
पहली @ां$त: ‘$वकास’ बनाम ‘वूडू मोदीनो$मY’ कK वाZ$वकता!
पधानमंती मोदी जी ने सुशासन का अपना बांड, एक शब ‘िवकास’ के बूते बेचा था। इस कालिनक िवकास के िलए उनोने ‘60 साल बनाम 60 महीने’ का नारा लगाया। साल ‘2020’ तक सभी वादो को पूरा करने के िलए मील का पतर सािपत कर िदया गया।
लेिकन आज सरकार के पास उपलिब के नाम पर िदखाने को का है?
1. 2 करोड़ नौकिरयां बनाम 27 पितशत बेरोजगारी: मोदी सरकार हर साल 2 करोड़ नौकरी देने के वादे के साथ सता मे आई। लेिकन 2017-18 मे भारत मे िपछले 45 सालो मे सबसे जादा बेरोजगारी दर रही (6.1 पितशत - शहरी भारत मे 7.8 पितशत एवं गामीण भारत मे 5.3 पितशत)। कोिवड के बाद भारत की बेरोजगारी दर अपतािशत रप से बढ़कर 27.11 पितशत हई (सीएमआईई)।
2. मोदी सरकार के कायरकाल मे जीडीपी का मतलब हो गया है - ‘गॉसली िडकाईिनं ग परफॉमेस’ यािन ‘लगातार िगरता पदशरन’। a. आजादी के बाद हई सबसे कम जीडीपी दर। अिधकांश अंतरारषीय एवं राषीय रेिटं ग एजेिसयो ने िवतवषर 2020-21 मे नकारातक जीडीपी दर का अनुमान िदया है (नोमुरा: िवतवषर’21 मे नैगेिटव 5.6 पितशत; िफच एवं काईिसल: िवतवषर’21 मे नैगेिटव 5 पितशत; गोलमैन सैशस: िवतवषर’21 मे नैगेिटव 5 पितशत; आईसीआरए: िवतवषर’21 मे नैगेिटव 5 पितशत)
b. कोिवड-19 से बहत पहले ही अथरववसा बबारदी के कगार पर पहंच चुकी थी। िपछले 21 महीनो मे जीडीपी वृिद दर मे लगातार िगरावट हई है। िवतवषर 2020 की चौथी ितमाही मे जीडीपी 3.1 पितशत है, जो संशोिधत हो 2 पितशत तक ही रहने का अनुमान है।
3. बैको को चूना लगाया, भारत के खजाने को लूटा:-
a. मोदी सरकार ने छः सालो मे बैको के 6,66,000 करोड़ र. के ‘लोन राईट ऑफ’ कर िदए (साल 2014-15 से िसतंबर 2019)।
b. मोदी सरकार के छः सालो मे 32,868 ‘बैक फॉड’ हए िजनमे देश के खजाने को 2,70,513 करोड़ र. का चूना लगा।
c. मोदी सरकार के छः सालो मे ‘बैको के सटेसड एसेट बढ़कर 16,50,000 करोड़ र. के हो गए। बैको का एनपीए 30 जून, 2014 को 2,24,542 करोड़ र. से 423 पितशत बढ़कर माचर, 2020 मे 9,50,000 करोड़ र. हो गया।
d. लोन राईट ऑफ का सबसे चौकानेवाला खुलासा 24 अपैल, 2020 को एक आरटीआई के जवाब मे हआ। कोिवड-19 के बीच मोदी सरकार ने मेहल चोकसी, नीरव मोदी, जितन मेहता, िवजय माला आिद के 68,607 करोड़ र. के लोन को राईट ऑफ कर िदया।
4. रपया ‘मागरदशरक मंडल’ पहंचा:- पधानमंती, शी नरेद मोदी ने 1 अमेिरकी डॉलर को 40 र. के बराबर करने के वादे के साथ सरकार बनाई थी। लेिकन मोदी सरकार के छः सालो मे भारतीय रपया एिशया की सबसे खराब पदशरन करने वाली करेसी बन गया। 30 मई, 2020 को 1 अमेिरकी डॉलर 75.57 र. के बराबर है।
5. कोिवड से राहत एक ‘जुमला’ बना:- 20 लाख करोड़ र. का कोिवड-19 राहत पैकेज, िजसे पधानमंती जी ने जीडीपी के 10 पितशत के बराबर बताया था, वासव मे जीडीपी का मात 0.83 पितशत ही िनकला। 60 िदनो से राहत िदए जाने का इंतजार कर रहे देशवािसयो, खासतौर से िकसानो, मजदरोू , गरीबो, लघु एवं मधम उदोगो के िलए यह सबसे अिधक असंवेदनशील एवं िनदरयी छलावा है।
दसरीू @ां$त: ‘सबका साथ, सबका $वकास’ बनाम ‘$म\T का साथ, भाजपा का $वकास’
मोदी सरकार के छः साल मे सािबत हो गया है िक उनकी पाथिमकता केवल मुटीभर अमीर िमतो की ितजोिरयां भरना है। चंद अमीरो से सरोकार और गरीब को दतारु ही सरकार का रासा बन गया है। अमीर और जादा अमीर होते जा रहे है, जबिक गरीब, जररतमंद एवं कमजोर वगर के लोगो को बेसहारा छोड़ िदया गया है।
1. भारत मे ‘आय की असमानता’ 73 सालो मे सबसे अिधक है (केिडट िसस िरपोटर)। मोदी सरकार के चलते देश के केवल 1 पितशत लोगो के पास देश की 45 पितशत से अिधक दौलत है (ऑकफैम)। 2. गांवो मे गरीबी की दर 2017-18 मे बढ़कर 30 पितशत हो गई। कोिवड-19 के लॉकडाऊन के चलते लगभग 8 करोड़ पवासी मजदरू भारत के गांवो मे लौटे है। सवाल यह है िक का गामीण अथरववसा उनका जीवनयापन कर सकेगी? यूनाईटेड नेशंस एवं आईएलओ की िरपोटर के अनुसार आने वाले िदनो मे असंगिठत केत के 40 करोड़ शहरी और गामीण लोग गरीबी के कुचक मे फं स जाएंगे।
3. मधम वगर/िनम मधम वगर ‘गंभीर आिथर क संकट’ मे है।
a. (1) ‘सॉल सेिवं ग सीम’ (पीपीएफ, एनएसई, केवीपी आिद) के 30 करोड़ जमाकतारओ एवं (2) एसबीआई के 44.51 करोड़ सेिवं ग व िफक िडपॉिज़ट खाताधारको का मोदी सरकार दारा बाज मे की गई कटौती की वजह से सालाना नुकसान 44,670 करोड़ र. है।
b. मधम वगर एवं पेशनसर को िदया गया सबसे ताजा झटका 7.75 पितशत का बाज देने वाले आरबीआई बॉन्स को कल ही मोदी सरकार दारा पूरी तरह से बंद िकया जाना है।
c. 113 लाख के द सरकार के कमरचािरयो, तीनो सेनाओ के किमर यो एवं पेशनसर का बैकडेट से महंगाई भता काट लेने से उने सालाना 37,630 करोड़ र. का नुकसान हआ है।
4. एक तरफ देशवासी और गरीब होते जा रहे है, वही भाजपा की संपित बहत तेजी से बढ़ रही है। भाजपा की आय 2014-15 मे 970 करोड़ र. से बढ़कर 2019-20 मे 2410 करोड़ र. हो गई, यािन 248 पितशत की बढ़ोतरी।
तीसरी @ां$त: ‘!धान सेवक’ बनाम ‘Dनरंकुश तानाशाह’
पधानमंती, शी नरेद मोदी अपनी साधारण पृषभूिम का सुितगान तो बार बार करते है लेिकन उनके 6 साल के कायरकाल ने सािबत कर िदया है िक उने आम जनमानस के दखु तकलीफो से कोई सरोकार नही। इससे भी जादा िचं ताजनक बात यह है िक उनमे आम लोगो के पित िजमेदारी व जवाबदेही का पूणरतः अभाव है।
1. पवासी मजदरोू के संकट ने मौजूदा सरकार की असंवेदनशीलता तथा नेतृत की िवफलता को अजागर कर िदया है। कोिवड-19 की महामारी के बीच 8 करोड़ पवासी मजदरोू को िबना खाने, पानी और आशय के सैकड़ो-हजारो िकलोमीटर दरू िसत अपने गांव को पैदल जाने को मजबूर होना पड़ा कोिक पधान सेवक ने उनकी ददु रशा का संजान तक लेने से इंकार कर िदया।
2. चाहे नोटबंदी हो, जीएसटी हो या िफर कोिवड लॉकडाऊन, सारे फैसले एक विक दारा िलए जा रहे है और नीितगत िवफलता के चलते, इन सबका पिरणाम देशवािसयो के िलए िवनाशकारी सािबत हआ है।
3. सभी लोकतांितक संसानो का योजनाबद दमनः
a. चुनाव आयोग, कंपटोलर एवं ऑिडटर जनरल, सेटल िविजलैस कमीशन, इनॉमेशन कमीशन, लोकपाल अब कमजोर, पभावहीन एवं िनिषय हो गए है।

4. िवरोधी िवचारो को कुचलना: िवपकी दलो या िवपकी दलो की सरकार वाले राजो से न तो कोई वातार की जाती है और न ही कोई िवचार िवमशर। भाजपा के िवरोधी िवचार रखने वाले सभी राजनैितक नेताओ, आलोचको, लेखको, िवचारको, पतकारो का योजनाबद उतीड़न िकया जा रहा है। सीबीआई, ईडी एवं आईटी का दरपयोगु कर िवरोधी िवचार रखने वालो पर झूठे व पेिरत मामलो को दजर कराया जाना इस सरकार की पवृित बन गई है।
5. जवाबदेही एवं पारदिशर ता का संपूणर अभाव:
a. दिनयाु मे फैली कोरोना महामारी के दौरान, पीएम केयसर फं ड मे एक िबिलयन डॉलर से जादा की रािश एकत कर लेने के बाद भी पधानमंती जी ने इसका कोई भी िववरण देने तथा कंपटोलर व ऑिडटर जनरल से ऑिडट करवाने से इंकार कर िदया।
b. मौजूदा संकट के समय कमजोर वगर की पीड़ा को दरू िकए जाने के िलए पैसा इसेमाल करने की बजाए उस धनरािश से 1,10,000 करोड़ र. के बुलेट टेन पोजेक या 20,000 करोड़ र. के सेटल िवसा पोजेक को चालू रखना इस बात का सबूत है िक सरकार का अहंकार गरीब की पीड़ा से कही बड़ा है।
6. िपछले 6 सालो मे पधानमंती जी दारा एक भी पेस कॉने स नही की गई। जनता के पित जवाबदेह होने का अिभनय या िदखावा तक नही िकया गया। पेस कॉने स की जगह पपोगंडा एवं झूठे आंकड़ो ने ले ली।
चौथी @ां$त: Dकसान कK आय ‘दोगुनी करना’ बनाम Dकसान से ‘छल’
मोदी सरकार के छः साल ‘अनदाता’ िकसान के साथ बार बार हए छल की कहानी कहते है।
1. मोदी सरकार ने ‘लागत+50 पितशत मुनाफे ’ के बराबर ‘नूनतम समथरन मूल’ देने व आय दोगुनी करने का वादा कर सता हिथयाई थी। मोदी सरकार ने 6 सालो मे एक बार भी लागत+50 पितशत मुनाफे के बराबर नूनतम समथरन मूल का िनधाररण नही िकया, िजसका वादा उनोने ‘सी2 फॉमूरले’ के आधार पर अपने चुनावी घोषणापत मे िकया था। इसके िवपरीत िकसानो को अकेले रबी 2020 के सीज़न मे 50,000 करोड़ र. से अिधक का नुकसान हआ है।
2. िकसान का खून चूसकर हो रही ‘मुनाफाखोरी’ और खेती उतादो की अनाप शनाप बढ़ती कीमतो के चलते खेती आिथर क रप से नुकसान का सौदा बन गई है।
a. मोदी सरकार के छः सालो मे डीज़ल पर एकाईज़ शुल 3.56 र. पित लीटर से बढ़कर 31.83 र. पित लीटर हो गया, यािन 800 पितशत की बढ़ोतरी। यह इसके बावजूद हआ िक अंतरारषीय बाजार मे कचे तेल के दाम इितहास मे सबसे िनचले सर पर है।
b. डीएपी खाद का मूल 2014 मे 1075 र. पित बैग से बढ़ाकर 2020 मे 1450 र. पित बैग कर िदया गया। पोटाश का 50 िकलोगाम का बैग 450 र. से बढ़कर 969 र. का हो गया। सुपर खाद का 50 िकलोगाम का बैग 260 र. से बढ़कर 350 र. पित बैग कर िदया गया। भारत के इितहास मे पहली बार यूिरया फिटर लाईज़र बैग मे खाद की माता को कीमत मे कमी िकए िबना 50 िकलोगाम से घटाकर 45 िकलोगाम कर िदया गया।
3. भारत के इितहास मे पहली बार मोदी सरकार ने कृिष पर टैक लगाया। खाद पर 5 पितशत जीएसटी, कीटनाशको पर 18 पितशत जीएसटी, टैकर एवं सभी कृिष उपकरणो पर 12 पितशत जीएसटी तथा टैकर टायर, टांसिमशन एवं अन पाटर◌् ् स पर 18 पितशत जीएसटी लगा िदया गई।
4. पीएम फसल बीमा योजना बीमा कंपिनयो की मुनाफाखोरी की सीम बन गई। 2016-17 से खरीफ 2019 के बीच फसल बीमा योजना के तहत कु ल 99,046 करोड़ र. का पीिमयम िदया गया, जबिक िकसानो को 72,952 करोड़ का मुआवजा िमला। बीमा कंपिनयो ने 26,094 करोड़ र. का मुनाफा कमाया।
5. 44 पितशत िकसानो को पीएम िकसान समान योजना के तहत कवरेज से इंकार कर िदया गया। 14.64 करोड़ िकसानो (कृिष जनगणना, 2016) मे से 6.42 करोड़ िकसानो को िबना कोई कारण बताए योजना के लाभ से पूरी तरह से वंिचत कर िदया गया है।
6. मोदी सरकार ने िकसानो के िलए कांगेस की यूपीए सरकार दारा लागू िकए गए भूिम अिधगहण उिचत मुआवजा कानून को समाप करने के िलए पांच सालो तक षडयंत िकया। जब कांगेस दारा इसे रद न करने के िलए संघषर िकया गया, तो इस कानून को भाजपाशािसत पदेशो मे कमजोर कर िदया गया व सुपीम कोटर मे भी िकसान के उिचत मुआवजा कानून के िखलाफ दलील रखी गई।
पाँचव` @ां$त: ‘अaे Dदन’ बनाम ‘सbे Dदन’
इससे पहले कभी भी कोई सरकार अपने नागिरको के पित इतनी उदासीन व िनदरयी नही सािबत हई। भारत पूरे िवश मे लोकतंत की अनूठी िमसाल पेश करता आया है, पर मोदी सरकार की कायरपणाली के चलते पजातंत का आधार ही खतरे मे है।
1. झूठ पर खड़ा ताश के पतो का घर:- िवदेशो से ‘80 लाख करोड़ र.’ का कालाधन वापस लाने और हर भारतीय के बैक खाते मे ‘15 लाख र. जमा कराने’ का झूठ भारत के राजनैितक इितहास का सबसे बड़ा झूठ सािबत हआ है। यह वादा पूरा करना तो दरू , मोदी सरकार की नाक के नीचे से 2,70,000 करोड़ र. मूल का बैक फॉड हो गया तथा भगोड़े देश का पैसा लूटकर देश छोड़कर भागने मे सफल हो गए। छः साल बीत जाने के बाद भी एक भी भगोड़ा वापस नही लाया जा सका।
2. झूठी नारेबाजी का हआ पदारफाश:- ‘िमिनमम गवनरमेट, मैिकमम गवनेस’ की नीित अब बदलकर ‘मैिकमम गवनरमेट, जीरो गवनेस’ की नीित बन गई है। ‘कोऑपरेिटव फेडरिलजम’ की जगह ‘िनरंकुश तानाशाही’ ने ले ली है। ‘टैक टेरिरजम’ हर जगह वाप है और ‘पॉिलसी पैरािलिसस’ ने पशासन को पंगु बना िदया है। 100 ‘साटर िसटीज़’ तो लंबे अरसे पहले ही भुला दी गई और जनता को बेवकूफ बनाने के िलए िकए गए ऐसे ही सैकड़ो खोखले वादे ठं डे बसो मे जा चुके है।
3. हंगर इं डैक एवं हैपीनेस इं डेक मे तीव िगरावटः
a. गोबल हंगर इं डैक मे भारत 117 देशो की सूची मे िगरकर 102 वे पायदान पर िखसक गया है।
b. हैपीनेस इं डैक मे भारत 2013 मे 117 रैक पर था। 2019 मे भारत 155 देशो मे से िगरकर 140 वी रैक पर पहंच चुका है। 4. देशवािसयो के सास व सेहत की घोर उपेका:- दिनयाु मे सबसे जादा 30 पदिषतू शहरो मे 21 शहर अकेले भारत मे है (डबूएचओ डेटा)। पयारवरण की सेहत के मामले मे भारत 180 देशो मे दिनयाु का चौथा सबसे खराब देश बन गया है (ईपीआई 2018)। 2018 मे गोबल काईमेट िरस मे भारत 2017 मे चौदहवे सान से नीचे िगरकर पाँचवे सान पर पहंच गया है।

मोदी सरकार के छः साल मे राजनैितक महताकांका की वेदी पर लगातार राषिहत के साथ िखलवाड़ िकया जा रहा है।
1. मोदी सरकार के छः सालो मे हमारे जवानो की शहादत मे लगभग 110 पितशत की बढ़ोतरी हई है। उरी आमी िबगेड हेडकाटरर, पठानकोट एयर बेस एवं नगरोटा आमी बेस आिद पमुख रका संसानो तथा अमरनाथ याता पर पाक-पिशिकत आतंिकयो दारा बार-बार हमले िकए गए और िदशाहीन सरकार देखती रह गई। पुलवामा मे सीआरपीएफ के 40 जवान शहीद हो गए। आज तक आरडीएक सगल कर ले आने का षडयंत, आरडीएक भरी गाड़ी से उगवािदयो दारा सभी सुरकाचक तोड़कर जवानो के कािफले पर हमला व इस पूरे मामले मे एक विरष पुिलस अिधकारी की भूिमका को लेकर गुती आज तक नही सुलझ पाई है। आज तक इस रहस से भी पदार नही उठा िक पुलवामा हमले के समय व उसके बाद पधानमंती िजम कॉबेट पाकर मे िफल की शूिटं ग को करते रहे तथा सभी सुरका एजेिसयो का पधानमंती से संपकर कैसे टूट गया था।
2. केवल बाते, नतीजे नही:- हमारी सेना के शौयर का राजनैितक लाभ लेने के िलए सदैव ततर रहने वाल मौजूदा सरकार ने रका बजट मे ही कटौती कर दी। साल 2020-21 के बजट मे, रका मामलो के िलए केवल जीडीपी का 1.58 पितशत िदया गया है, जो साल 1962 के बाद सबसे कम रािश है। कोिवड की महामारी के बाद तो इस बजट को और काट िदया गया है।
3. ‘झूला िडपोमेसी’ की िवफलता:- चीन की सेनाओ दारा लदाख मे पैनगोग लेक तथा गलान वैली के केत मे जबरन घुसपैठ करना राषीय सुरका के िलए िचं ताजनक िवषय है। खासतौर से जब यह सारा मामला डोकलाम मामले के बाद उठा है, तो सुरका को लेकर िचं ता और भी बढ़ जाती है। हम पधानमंती जी से कहेगे िक वो देश से चीनी घुसपैठ बारे सारी जानकारी साझा करे तथा ‘लाल आं ख’ के अपने वचन को सािबत करे।
4. पड़ोिसयो से संबंध:- नेपाल के साथ अकारण पैदा हए सीमा िववाद, चीन के दारा मालदीवस मे फे डू िफनोलू आईलैड पर वापक िवसार करने, शीलंका मे हमनटोटा पोटर को चीन को संचालन के िलए लंबी अविध के िलए दे देना, कु छ ऐसे मुदे है, िजनसे हमारी राषीय सुरका सीधे पभािवत होती है।
आिखर मे, छः साल का लंबा अरसा पूरा होने के बाद ऐसा पतीत होता है िक जैसे मोदी सरकार अपने ही नागिरको के िखलाफ युद लड़ रही हो तथा मरहम लगाने की बजाय घाव दे रही हो। यह यकीनन आशयरजनक है िक सरकार ने पजातंत के संचालन का सबक आज तक भी नही सीखा। सरकारे नागिरको की बात सुनने, सुरका करने, संरकण देने व सेवा के िलए है, न िक गुमराह करने, भटकाने व बांटने के िलए। िजतना जली मौजूदा सरकार को यह बात समझ मे आ जाएगी, उतना जली ही सरकार को इितहास के पनो मे अपनी भूिमका समझ आएगी।
