Peel Street/ Graham Street Development Scheme (H18) Progress of H18 Sites A, B and C • Foundation works is currently being carried out within Site A, and is expected to be completed by 2022. • Foundation, strengthening, and conservation related protective works are continuously being carried out at Site C. Strengthening works for the internal area of No. 120 Wellington Street is tentatively to be completed in May 2020. • In order to minimize the risk of infection of COVID-19, contractors have been required by the URA to carry out precautionary measures during construction works. In view of the impact of the virus on the community, the “Graham Market Campaign” to be organized by local organizations, stakeholders of the market and local artists, has been postponed and the event date is yet to be decided. District Councillors are cordially invited to join the campaign later.     For discussion C&WDC Paper No. 124/2012 6th Meeting of the Central & Western District Council (2012 –15) Standing Item – Conserving Central Revitalisation of the Central Police Station Compound Proposed footbridge connection to the Mid-Levels Escalators Purpose This paper aims to advise the Central and Western District Council (C&WDC) of the design and construction arrangements for the proposed footbridge connection between the Central Police Station Compound (CPS) and the Mid-Levels Escalators. Subject to the C&WDC’s support, the Government and the Hong Kong Jockey Club (HKJC) would proceed with the associated gazettal procedures for the works to commence as soon as possible. Background 2. The Government is partnering with HKJC to take forward the project to conserve and revitalise the CPS (the CPS Project). In accordance with the approval conditions in the planning permission granted by the Town Planning Board in May 2011 under Section 16 of Town Planning Ordinance (Cap. 131), the HKJC is required to construct the above-mentioned footbridge which has also been included in the Environmental Permit granted by the Environmental Protection Department in April 2011. Public consultation on the CPS Project (including the above-mentioned footbridge) has been conducted in early 2011 under the Town Planning Ordinance (Cap. 131) and the Environmental Impact Assessment Ordinance (Cap. 499). Public opinion collected from the consultation has been incorporated in the revised footbridge design. 3. The proposed footbridge, about 32 m in length, will be located at the junction of the Old Bailey Street and Hollywood Road to connect the Mid-Levels Escalator with the new entrance of the CPS at Old Bailey Street.

    Historic Building Appraisal 1 Gatekeeper’s Lodge of Marble Hall No. 1 Conduit Road, Mid-Levels, Hong Kong The site of No. 1 Conduit Road is composed of a block of 20-storey Historical government quarters (30-40 years old) and a two-storey pitched-roof building Interest (hereafter, “the building”). Historical records show that the building was built as the Gatekeeper’s Lodge (守衛室) of Marble Hall (雲石堂) which was the private residence of Sir Paul Chater (遮打爵士) (1846-1926), a Calcutta-born Armenian merchant of great wealth. The Gatekeeper’s Lodge was probably built in 1901/1902 when Marble Hall was built but in any case no later than 1918, when it appears in a site plan prepared by the Director of Public Works. Located at a site some 500 feet above sea level, Marble Hall was executed in marble specially quarried in Italy and Greece and polished in Belgium. It has been regarded as one of the finest buildings ever constructed in Hong Kong. It stood on a site where the above-said block of government quarters stands today. The main building of Marble Hall has disappeared, but the photos enclosed to the Colonial Office files reveal how palatial and sumptuously furnished a home it once was. Sir Paul Chater was a multi-layered and rich personality in Hong Kong. He had a finger in different kinds of profitable pie – wharfing, electricity, trams, ferries, banking, hotels and land. He served as an appointed unofficial member of the Legislative Council for nearly 20 years. He presided over the Jockey Club for many years.
