INTRODUCTION

Accession N-1980-002 forms the majority of the extent of the Consolidated Mining and Smelting Company of Canada Ltd. (Cominco) fonds at the NWT Archives and consists of material relating to the company’s operations at Con Mine, Yellowknife; Pine Point, Northwest Territories; and Box Mine, Goldfields, Saskatchewan, dating between 1937 to 1977.

Other accessions within the Consolidated Mining and Smelting Company of Canada Ltd. (Cominco) fonds include: textual records (N-1979-016, N-1979-539, N-1986-005, N-1987-021, N-1992-030). Outside of this fonds the NWT Archives has dozens of accessions with material relating to Cominco and the Con Mine, and researchers are advised to consult Archives staff for their research needs.

Other institutions in Yellowknife have records relating to Con Mine and Consolidated Mining and Smelting Company of Canada Ltd. (Cominco). Researchers are advised to contact the NWT Geoscience Office (NTGO) and the NWT Mining Heritage Society for more information.

Northwest Territories Archives staff have worked on this accession at varying times since acquiring it in 1980. Janet Pennington arranged the material and prepared the initial version of this finding aid in 1990 with assistance on the maps and plans from Carol Ellis, a geologist with Indian and Northern Affairs. In 2007 it was determined that the maps and plans series required additional appraisal. Scott Cairns, a former geologist at Con Mine and current manager at the NWT Geoscience Office offered valued insight into Con Mine procedures and his staff provided information and access to the archival holdings at the NTGO warehouse. Ryan Silke provided historical information as well as access to the NWT Mining Heritage Society’s Con Mine holdings. The result of the appraisal led to the transfer of the map series to the NTGO. This finding aid was updated in 2007 with updated agency history information, and more precise holdings descriptions.

AGENCY HISTORY

Consolidated Mining and Smelting Company of Canada Ltd. (C.M.S.) was formed in 1906 as a subsidiary of Canadian Pacific Rail with head operations in Trail, British Columbia. Its aggressive northern exploration in the 1920s and 1930s led to stakes claimed in 1927/28 on the lead and zinc deposits on the south shore of Great Slave Lake, which would later become Pine Point Mine, deposits at in the 1930s, and Con Mine, which was the first gold mine to go into production in the NWT in 1938. C.M.S. also developed other mines in the Northwest Territories including Thompson-Lundmark, Ruth, Ptarmigan, and Polaris. C.M.S. mines had a significant impact on the economic and social history of the Northwest Territories, particularly in the cases of Con Mine and Pine Point.

Con Mine C.M.S. sent several prospecting parties headed by Ted Nagle into the Yellowknife area in 1928/29, but their searches did not reveal anything significant. During a staking rush in 1935, Bill Jewitt sent a small group of men led by Mike Finland into the Kam Lake area of Yellowknife where they filed ‘CON’ claims in September and October. In 1937 C.M.S. bought an interest in Tom Payne’s adjacent properties, which developed into the Rycon Mine company. The construction of the Con-Rycon mines began on July 13, 1937 under the lead of Bob Armstrong. Production began in the spring of 1938 with the first gold brick poured on September 5, 1938. The Bluefish Hydro plant on Prosperous Lake was built in 1940 to support the energy needs of the mine, and also made Yellowknife the first electrified NWT community. Production at Con Mine ceased between 1943 and 1945 due to WWII although maintenance and development work continued under the direction of geologist Dr. Neil Campbell. The Campbell Shear Zone was named in honour of his hypothesis of a major body 2000 feet below the surface of the mine. Its existence was confirmed in 1946, with full production starting in 1963 and continuing until the closure of the mine. In 1953 C.M.S. bought the Negus Mine and found new reserves there. In 1966 C.M.S. changed its name to Cominco. The Robertson shaft – at 250 feet the tallest building in the NWT – was completed in 1977 and eventually reached a depth of 6250 feet. The Con Mine was the most productive gold mine in the NWT, and Cominco’s most successful gold mine.

In 1986 Cominco sold the Con Mine to Nerco Minerals for $46 million US. Con Mine was subsequently bought by Miramar Corporation for $25 million US in 1993. Miramar leased the mining rights of the Giant Mine in 1999 and milled Giant ore at the Con Mine. In 2003 mining ceased at Con, and the processing of Giant ore at Con ceased in 2004.

Through its history, the Con Mine produced 5,276,363 ounces of gold from 12,195,585 tons of ore milled between 1938 and 2003. Over 10,000 gold bars were produced in 65 years of operation.

Pine Point In 1928 C.M.S. began exploration in the Pine Point area south of Great Slave Lake, and in 1929 formed the Northern Lead Zinc Company with the Atlas Exploration Company and Ventures Ltd. Assessment work on the lead and zinc deposits in the area continued between 1930 to 1948, with extensive exploration drilling 1948 to 1955. Pine Point Mines Ltd. was formed in 1951 with C.M.S. holding a majority interest. In 1962 Pine Point Mines Ltd. began construction on the Great Slave Lake Railway with assistance from Canadian National Railway and the Canadian Federal government’s “Road to Resources” program. This railway line connected Roma Junction, Alberta and Pine Point, a company town that was established in 1964. Mining began in 1963, and mill production started in 1965. Mining ceased due to economics in 1987, and the town officially closed on September 1, 1987. 8.4 billion pounds of zinc and 2.6 billion pounds of lead were produced over the mine’s history. The railway and townsite have since been removed.

Box Mine The Box Mine deposit, 14km southwest of City, Saskatchewan, was discovered in 1934. Between 1939 to 1942 C.M.S. mined 1.42 million tons of ore and produced 64,066 ounces of gold from Box Mine. No further work was conducted on the mine and in 1987 the property was optioned.

SCOPE AND CONTENT

These records provide information on the development and operations of Con Mine, and to a lesser degree, other mines operated by C.M.S. including Pine Point Mine, a lead and zinc mine at Pine Point, NWT, and Box Mine, a gold mine at Goldfields near Uranium City in northern Saskatchewan.

The records appear to have been acquired from a number of different offices at Con Mine in 1979. They document various aspects of the company's operations, but cannot be considered complete. They have been arranged into series and include administrative files, legal records, production data statistics, laboratory testing data, health and safety files and personnel records. One series of records from the office of A.J. Richardson, Mine Superintendent during the early 1970's, documents his involvement with various Yellowknife organisations. The legal records series contains information on claims staking and claims transfers during the 1930's and 1940's when the company was actively acquiring new claims in the Northwest Territories.

The series of photographic prints were taken from the 1950 report “Photographs descriptive of operating conditions and territory serviced, etc., submitted to the Board of Transport Commissioners for Canada, January 1950” by Northern Transportation Company (1947) Limited, which was found within the accessioned material. These images depict many of the supply vessels used to transport goods in the north. Locations include: Bear River, , Port Radium, Fort Simpson, Fort Wrigley, Fort Norman and Reindeer Station, all within the NWT, as well as Waterways, Alberta, and the Bellrock portage1 near Fort Fitzgerald, Alberta.

SERIES DESCRIPTIONS

ADMINISTRATIVE RECORDS (1948-1977) 13 cm. Box 1. This series includes minutes of staff meetings (1974), correspondence, a visitor's guest book (1977), a file relating to a Dominion Government training scheme for natives, publicity brochures published by Con Mine, and lists of gold bullion shipments sent to the Royal Canadian Mint. Correspondence has been listed first and the remainder of the files have been arranged in alphabetical order.

PERSONNEL RECORDS (1938-1974) 72 cm. Boxes 1-4. This series includes employee lists, payroll deposits in the Bank of Commerce, Yellowknife, employee productivity statistics, applications for employment, and a file on Italian immigrants working at the mine. The original order has been retained and three additional files have been added at the end, which contain TD1 forms from 1958-59, disciplinary actions against employees (1974), and applications for employment (1972).

LEGAL RECORDS (1937-1952) 37 cm. Boxes 4-5. This series documents early legal transactions undertaken by Consolidated Mining and Smelting Company of Canada, Ltd. relating to operations in the NWT and at Goldfields, Saskatchewan. Documents include original copies of claims stakes by Con employees, transfers of claims to Cominco, prospecting agreements, claims work affidavits by contract prospectors, lists of prospectors working under contract for Cominco and correspondence with the Mining Recorder in Fort Smith. Also included are applications for permits for gravel, oil and gas, and explosives, and contracts for cordwood supplied to Con Mine by various individuals. The files have been retained in their original numerical sequence and two files relating to claim transfers in 1952 have been listed at the end.

FINANCIAL RECORDS AND DEVELOPMENT PROPOSALS (1940-1977) 24 cm. Boxes 5-6. This series include cost and variance statements and budget forecasts for the mill, 12 files relating to proposals and estimates for the purchase of equipment, and 24 files containing proposals and estimates for development work in various sectors of the mines operations. The 24 files have been retained in their original alpha/numerical order, and the remaining files have been arranged chronologically.

PINE POINT RECORDS (1950-1966) 13 cm. Box 6-7. This series primarily documents development work at Pine Point up until its opening in 1963. Administrative and development/operating policies appear to have had to be cleared with Con Mine in Yellowknife, and these records are Con's copies. Records include general correspondence, contracts relating to site development work, geological progress reports, assay sample data, and lists of equipment maintained at Pine Point. These files have been retained in their original numerical order.

OFFICE OF THE MINE SUPERINTENDENT (1945-1970) 13.5 cm. Box 7. This series includes reports, both developmental and financial, and monthly and yearly progress reports for Con-Rycon properties and the N'Kana development on the Con Mine site. The files have been retained in their original numerical order and three files have been added at the end of the series in alphabetical order. These last three files relate to N'Kana and appear to be copies of reports forwarded to Cominco's head office in Kimberley, B.C.

OFFICE OF THE MINE ENGINEER (1939-1953) 9 cm. Box 7. This series includes monthly development progress reports originating with the engineering department at Con, monthly summaries of diamond drilling and monthly stoping progress reports. The two large files in this series have been arranged in chronological order.

OFFICE OF THE GEOLOGIST (1961-1976) 22 cm. Box 7-8. This series consists of test data statistics on assay samples, back samples and chip samples at the 4100' and 4300' level of the mine. The three binders have been arranged in alphabetical order.

OFFICE OF THE ASSAY LABORATORY (1937-1970) 13 cm. Box 8. This series includes test data statistics from the assay laboratory on water and tailings samples. During the first years of the mines operation the tests were conducted at Cominco's head office in Trail, B.C. Reports include test data on flotation tails, refinery matte and flotation of calcine, and one binder of daily mill reports from 1941 indicating production data and assays per short ton. Also included are Sullivan test reports documenting progress in obtaining higher percentages of gold from roasting and leaching operations. Other files document the treatment of Negus Mine concentrates (1970) and correspondence between the Mill Superintendent and the Assistant Chief Concentration Engineer in the assay lab. The files have been arranged firstly into two groups: general testing and Sullivan testing, and then in chronological order.

MILL OPERATIONS - DAILY LOG BOOKS (1943-1974) 60 cm. Boxes 9-11. This series includes 24 notebooks recording such data as daily, weekly and monthly production figures, shifts worked each month in the mill, and daily costs of operating supplies. Also included are five time books listing employees working under various shift bosses (1957-1973), eight diaries which appear to have been kept by shift bosses, and a Hoistman's log book dating between 1943 and 1945. These notebooks and diaries appear to have been kept by a variety of individuals. They have been arranged in chronological order within the different titles.

RICHARDSON, A.J. - PERSONAL FILES (1969-1973) 15 cm. Box 11. These records appear to originate in the Mine Superintendent, A.J. Richardson's office and document his personal involvement in various Yellowknife organisations. Documented is the establishment of the St. John Ambulance Organisation in Yellowknife, and planning arrangements for the 1970 Arctic Winter Games, the 1973 Legislative Ball and the 1970 4th Canadian Mine Rescue competition. Also included is one file containing reports and articles on behavioural studies. One file includes copies of correspondence between Stuart Hodgson, Commissioner of the NWT and Jean Chrétien, Minister of Indian and Northern Affairs, relating to the Indian Brotherhood of the NWT and devolution. This series has been arranged alphabetically by file title.

HEALTH AND SAFETY RECORDS (1947-1977) 30 cm. Boxes 11-13. This series documents health and safety concerns at Con, and includes a limited number of accident reports that relate to Cominco's Trail, B.C. operations. Documented are the development of health and safety committees, accident prevention competitions, health and safety manuals, and minutes of meetings of the NWT Safety Association. These files appear to have originated with a variety of individuals, including H. Heyck, a Training and Safety Officer at Con, c. 1972. Also included are Worker's Compensation Accident report forms for 1947. These records have been arranged chronologically within the following groups: correspondence, financial affairs, accident reports, competitions and manuals. One additional file of accident reports is located under an original file series run 8.07.02 under personnel records.

CON ATHLETIC ASSOCIATION (1949-1960) 42 cm. Boxes 13-14. This series documents the daily operations of the Con Athletic Association, a non-profit organisation created for the purpose of promoting sports and recreation at Con Mine. Documents include journal vouchers, invoices, general correspondence related to the purchase of prizes and sports equipment, and the running of the Con Recreation Hall. Documents were arranged chronologically within three groups: correspondence, journal vouchers and paid invoices.

UNDERGROUND OPERATIONS (1952-1977) 81 cm. Boxes 14-18. These records include underground reports for 1973 and 1974, and original underground contract calculations, which document stope progress and miner’s wages for 1952-1954 and March-May, 1969. These records were maintained as a distinct group from the personnel records as miners were paid as contract employees. Arrangement is chronological within each of the sequences.

BOX MINE MAPS and PLANS (1938-1942) 118 plans, Box 18. There is one set of plans titled "Index to Assay Plans and Sections" which dates from 1938-1942 containing 118 11”x17” hand drawn plans of the early workings of the Box Mine in Goldfields, SK on “linen”-backed paper.

PHOTOGRAPHS (ca. 1945-1950) 70 4”x5” black and white prints These 70 black and white prints were removed from a report “Photographs descriptive of operating conditions and territory serviced, etc., submitted to the Board of Transport Commissioners for Canada, January 1950” produced by Northern Transportation Company (1947) Limited. The images depict means of transportation at Waterways and Fort Fitzgerald, Alberta and at locations within the Northwest Territories including Bell Rock, Port Radium, Fort Norman, Fort Simpson, and the Bear and Mackenzie rivers. Northern Transportation Company (1947) Limited (N.T.C.L.) supplied many northern communities with goods. The original order of these photoprints has been maintained yet they have been removed from the report for conservation. The report’s title page is located in the accession file [location of report unknown].
