V-G Office of Physical Plant Ed Poprik, Director To: Board of School Directors From: Ed Poprik RE: Contract Award for Artificial Turf replacement Date: March 26, 2018 Recommend that the Board of School Directors award the contract for the replacement of synthetic turf at the South Track to FieldTurf USA, Inc. in the amount of $429,019.87. Background: This contract is being awarded under the Keystone Purchasing Network Cooperative purchasing bid. (IFB #201202‐01) The current field surface at the South Track was installed in 2007 and is in need of replacement. The projected life span of this surface was 10 years. It was planned as a 2017 project in the Physical Plant 5-year capital plan for 2017, but was deferred to this year. Working with our research contacts at the Pennsylvania State University, numerous vendors were evaluated from a cost, durability and quality perspective. FieldTurf was determined by the district to be the best value for this project. The FieldTurf product has an 8 year, 3rd party insured Manufacturer’s Warranty, which is the industry’s best. FieldTurf is the largest indoor/outdoor sport surfacing company in the world and has previously installed the original surface at our South Track facility, as well as the current surface at Memorial Field. The Memorial Field project in 2013-14 cost $524,182.00. FieldTurf has over 7,000 installations worldwide, including 167 FIFA fields certified for World Cup Soccer play, 35 game and practice fields with 22 NFL teams, and over 50 High School fields in the State of Pennsylvania. This audit covered the period July 1, 2013 through June 30, 2017, except as otherwise indicated in the audit scope, objective, and methodology section of the report. The audit was conducted pursuant to Sections 402 and 403 of The Fiscal Code (72 P.S. §§ 402 and 403), and in accordance with the Government Auditing Standards issued by the Comptroller General of the United States. Those standards require that we plan and perform the audit to obtain sufficient, appropriate evidence to provide a reasonable basis for our findings and conclusions based on our audit objectives. We believe that the evidence obtained provides a reasonable basis for our findings and conclusions based on our audit objectives. Our audit found that the District complied, in all significant respects, with relevant requirements, except as detailed in our two findings noted in this audit report. A summary of the results is presented in the Executive Summary section of the audit report. We also evaluated the application of best practices in the area of school safety. Due to the sensitive nature of this issue and the need for the results of this review to be confidential, we did not include the results in this report.

At the Technology Council of Pennsylvania, we are strong advocates for advancements in and the promotion of S.T.E.M. education, as well as career and technical training, in order to prepare our young people to succeed in the 21st Century, global economy. That is why we support the work of Pennsylvania’s Career and Technical Student Organizations (CTSOs) and the critical role they play in today’s education community. For nearly 70 years, CTSOs have been able to extend teaching and learning through a variety of targeted programs, public-private partnerships and leadership development initiatives that produce technically advanced, employable students to meet the needs of this country’s diverse employer base. Today, the work of CTSOs has never been more valuable as our economy demands workers with a strong understanding of science, technology, engineering and math concepts as well as hands-on technical expertise. The co-curricular approach of CTSOs uniquely positions these organizations to enhance student skill sets and better prepare them to excel in their chosen careers. The JA Company Program was designed to bring high school students together to learn how to fill a need or solve a problem in their community by launching a business venture. All students involved have a hand in managing all aspects of finance, marketing, sales and management during this 13-week program. At the end of 13 weeks, the companies come together and compete for the chance to advance to Nationals. Yesterday’s competition was comprised of 4 elements – a team interview, stage presentation, booth presentation and individual interviews.
