a. Motion 2020 – 47 The Glendale Community College Academic Senate joins Representative Jackie Speier (D-CA), Representative (D-CA), the Armenian National Committee of America, and the co-authors of House Resolution 1165 in condemning Azerbaijan’s coordinated offensive in the Republic of Artsakh (Nagorno- Karabakh) and denouncing Turkish interference in the conflict. RESOLUTION Condemning Azerbaijan’s military operation in Nagorno-Karabakh and denouncing Turkish interference in the conflict.

Whereas, beginning on September 27, 2020, Azerbaijan has engaged in the most significant military operation along the line of contact into Nagorno-Karabakh since the signing of the cease-fire agreement between Azerbaijan and in 1994;

Whereas this attack follows increasingly aggressive rhetoric and destabilizing actions on the part of Azerbaijan President Ilham Aliyev’s government toward Nagorno-Karabakh and Armenia, including a July 2020 Defense Ministry threat to bomb Armenia’s Metsamor Nuclear Power Plant;

Whereas Azerbaijan’s ongoing military offensive, which includes the shelling of Stepanakert, Nagorno- Karabakh’s most densely populated city with a population of 55,200, has resulted in at least dozens of civilians killed and hundreds wounded and, as of September 30, 2020, the threat to civilians continues;

Whereas, as of September 30, 2020, the conflict has resulted in the deaths of at least 84 Nagorno-Karabakh servicemembers, and both Armenia and Azerbaijan have declared martial law, mobilized their Armed Forces, and called up Reserve Forces;

Whereas the Guardian reports that Azerbaijan’s military actions in Nagorno-Karabakh may be part of a planned military operation;

Whereas the conflict follows joint military exercises conducted by Turkey and Azerbaijan in August 2020;

Whereas, according to multiple reports, including the Washington Post, Reuters, and the Guardian, in the weeks prior to Azerbaijan’s military operation Turkey recruited mercenaries from Syria and, as of September 29, 2020, has facilitated their deployment to Azerbaijan;

Whereas the BBC, New York Times, and Washington Post have reported on the Armenian Foreign Ministry’s claim that Turkey is operating F–16 fighter jets in the region and the claim that on September 29, 2020, Turkey shot down an Armenian Su–25 fighter jet in Armenian airspace, killing the pilot;

Whereas the conflict has the potential to escalate into proxy warfare among regional powers, including Turkey, and to further entrench the conflict and threaten peace and stability in the region;

Whereas the United States serves as a co-chair of the Minsk Group along with France and Russia, and the co-chairs have urged a cease-fire and urged the parties to return to substantive negotiations as soon as possible; and

Whereas the European Union and the United Nations support a peaceful resolution and immediate cease- fire: Now, therefore, be it

That the House of Representatives—

(1) condemns Azerbaijan’s continued aggressive military operations in Nagorno-Karabakh and breaches of the cease-fire agreement; (2) denounces Turkey’s reported participation in and escalation of the conflict under President Tayyip Erdoğan; (3) supports an immediate return to the cease-fire agreement along the line of contact between Nagorno-Karabakh and Azerbaijan and a peaceful solution which protects all parties’ human rights and joins with other countries supporting the same goals; and (4) reaffirms United States support of the Organization for Security and Co-operation in Europe Minsk Group efforts to secure an agreement from Azerbaijan to cease offensive military operations against Nagorno-Karabakh and Armenia and to accept independent third-party monitoring along the line of contact. b. Motion 2020 – 44 The Senate approves its 2020-2021 Rules and Procedures. c. Motion 2020 – 41 (tabled 9/17/2020) The Senate approves the DE Rubric that will accompany the DE Evaluation portion of the approved Instructional Faculty Evaluation Form. d. Motion 2020 – 45 The Senate approves the name change of “The Learning Outcome Committee” to “The Learning Outcome and Assessments Committee.” e. Motion 2020 – 46 The Senate approves The Learning Outcome and Assessments Committee’s new mission statement. f. Motion 2020 – 43 The Academic Senate encourages divisions to create discipline- specific task forces to develop alternative methods of assessment as a first step in avoiding the need for online proctoring. Alternative and/or “Authentic Assessment” are recognized through research to be a best practice in distance education course design and delivery. Because a wider variety of assessment modalities recognized through research to be an effective practice in distance education course design and delivery, the Senate also recommends campus-wide professional development programming be dedicated to this topic. i. originated with CoDE (motion passed 9/22/20) g. Motion 2020 – 39: The Academic Senate recommends the Administration hire an ombudsperson with mediation expertise to resolve disputes between campus faculty, classified, and administrative employees that are either unrelated to collective bargaining or do not require intervention by Human Resources.

9. Old Business a. Motion 2020 – 13: The Senate approves the revision of the IHAC (Instructional Hiring Allocation Committee) manual and criteria. b. Motion 2020-27: The Senate approves the revised GCC Distance Education Handbook: 2020-2021. c. Motion 2019-17: The Senate approves the revision of Administrative Regulation 3430 – Prohibition of Harassment (Tabled May 16, 2019) d. Motion 2019-58: The Senate adopts the CTE (Career & Technical Education) Toolkit as approved and adopted by the ASCCC (Academic Senate of California Community Colleges) to support evaluating CTE equivalencies to the minimum qualifications. Motion 2020-05 (Zariani/Rooney): The Senate affirms its commitment to diversity and to professional development to establish a truly equitable campus. Motion 2019-55: The Senate recommends the rotation of older photographs of the earliest Distinguished Faculty Award (DFA) winners off the wall in the Administration Building hallway wall to make room for photographs of the most recent DFA recipients; the Senate also recommends the creation of a perpetual plaque to record all honorees’ names, to be hung on the wall in the Administration Building beside the photographs.
