    LEGACY—INSTITUTIONS AND PEOPLE Jacob Chandy: Pioneering Neurosurgeon of India Jacob Abraham, MS JACOB CHANDY, WHO passed away in 2007 at the age of 97, was born into a deeply reli- Department of Neurological Sciences, gious Christian family in Kerala, South India. After obtaining his medical education at Christian Medical College, the Madras Medical College, Madras, he serendipitously came to work with Dr Paul Vellore, India Harrison, a renowned medical missionary, in the Gulf state of Bahrain. Harrison urged K. V. Mathai, MS Chandy to pursue training in the fledgling specialty of neurosurgery in North America. Department of Neurological Sciences, Chandy received his neurosurgical training at the Montreal Neurological Institute with Christian Medical College, Wilder Penfield and in Chicago with Theodore Rasmussen. At Harrison’s urging, Chandy Vellore, India decided to return to India after completing his training to work at the Christian Medical College in Vellore,. Thus, it was in 1949 that Chandy established the first neurosurgery depart- Vedantam Rajshekhar, MCh ment in south Asia in Vellore. He initiated the first neurosurgical training program in Department of Neurological Sciences, India at the Christian Medical College in 1957, with a distinct North American neurosur- Christian Medical College, Vellore, India gical tradition.     LT NO 118/2013/L4 SUBJECT NO.26 Sub: VUDA-VSP-PLG- Layouts –Handing over the open spaces covered in VUDA Layouts Falling in the jurisdiction of GVMC - Regarding. *** VUDA was set up for the purposes of planning, co-ordination, supervising, promoting and securing the planned development of the Visakhapatnam Metropolitan Region (VMR). It coordinates the development activities of the Municipal Corporation, Municipalities and other local authorities. VUDA, up to 2008, had its jurisdiction of 1721 sq.km., comprising 5 urban centres viz., Visakhapatnam, Vizianagaram, Ankapalli, Bheemunipatnam and Gajuwaka and 287 villages. It is referred to as Erstwhile Visakhapatnam Metropolitan Region (VMR). Considering the developmental pressure and to further promote planned development, the VUDA vide Government G.O.No.525, dated 30.7.2008, extended its jurisdiction limits By 3852.51 sq.km to 5573 sq.km, with a population of 4.2 million (as per 2001 census).The present VUDA area comprises 1281 villages, 7 Municipalities and 1 Nagar Panchayat in Districts of Srikakulam, Vizianagaram, Visakhapatnam and East Godavari. As a planning apex body, VUDA is playing a vital role in development of the region. So far VUDA has taken up 51 Nos. of Layouts (including Town Planning Trust approved layouts). The layouts were approved as per the then rules in vogue. Till 1986, it was insisted to have 5% of the total layout are a towards the layout open space. Subsequently, while preparing the master plan in the year 1986, it was incorporated in the zoning regulations to have 10% of the reserved open space in all layouts.
