Sub: VUDA-VSP-PLG- Layouts –Handing over the open spaces covered in VUDA Layouts Falling in the jurisdiction of GVMC - Regarding. *** VUDA was set up for the purposes of planning, co-ordination, supervising, promoting and securing the planned development of the Metropolitan Region (VMR). It coordinates the development activities of the Municipal Corporation, Municipalities and other local authorities. VUDA, up to 2008, had its jurisdiction of 1721 sq.km., comprising 5 urban centres viz., Visakhapatnam, Vizianagaram, Ankapalli, and and 287 villages. It is referred to as Erstwhile Visakhapatnam Metropolitan Region (VMR). Considering the developmental pressure and to further promote planned development, the VUDA vide Government G.O.No.525, dated 30.7.2008, extended its jurisdiction limits By 3852.51 sq.km to 5573 sq.km, with a population of 4.2 million (as per 2001 census).The present VUDA area comprises 1281 villages, 7 Municipalities and 1 Nagar Panchayat in Districts of Srikakulam, Vizianagaram, Visakhapatnam and East Godavari. As a planning apex body, VUDA is playing a vital role in development of the region. So far VUDA has taken up 51 Nos. of Layouts (including Town Planning Trust approved layouts). The layouts were approved as per the then rules in vogue. Till 1986, it was insisted to have 5% of the total layout are a towards the layout open space. Subsequently, while preparing the master plan in the year 1986, it was incorporated in the zoning regulations to have 10% of the reserved open space in all layouts. Earlier, some of the open spaces in VUDA layouts were handed over to GVMC through handing over and taking over delivery receipts and also duly authenticating on the layout plans. But, they are unregistered.

The following are the list of layouts developed by TPT/VUDA so far. Out of 51 layouts, 37 Nos. of layouts are falling within the jurisdiction of GVMC. Commu Falling Approved by Open Sl. As per A.P.UAD ACT 1975, and A.P. Urban Development Authority Rules 1977, under rule 7(i)s the authority may as and when the developments are completed call upon the local body to assume responsibility for maintenance of parks, playgrounds and amenities. On the same lines, to safe guard and to maintain the open spaces in the above layouts (Other than Town Planning Trust layouts), reserved open spaces may be handed over to GVMC through registered gift deed. For the layouts falling out of GVMC jurisdiction, VUDA will maintain the open spaces and safe guarding of those open space lie with concerned Local Body.

Hence this subject is placed before the board for approval.
