Scheduled Castes Primary Census Abstract (Tahsil and Townwise) 252 FOREWbRb The District Census Handbook (DCH), compiled by the Census Orglnisa.tion OE behalf' of ths St~ts Governments, i~ one of the most va.luable products of the Census. The DOH is const~ntly referre~, to. by, planners, administrators, academicians and researchers. It is inter alia used for delimitation of constituencies, for mnlation of 10c~11~vel an~ region~l plan~ and as an aid to District Administrati0I!-' The District,Censp.~. ~an4~0~~r is the only publIcatIOn WhICh provIdes PrImary Census Abstract (peA) data upto vlllage level forthe rura~ areas and wardwise for each city or town. It also provides data on infrastructure and amenities in villages and towns, ctc. The District Census Handbook series was initiated during the 1951 Census. It contained important census tables an.d PCA for each village and town of the district. During 1961 cenSUs the scope of the DCH was enlarged and it contained a descriptive account of the district, administrative .statistics, census tables and a village and town directory, . including PCA. The 1971 DCH series was planned in three parts. Part-A related to village and town directory, Part-B to village and town PCA and Part-C comprised analytical report, aaministrative statistics, district cenSus tables and certain analytical tables based on PCA and· amenity data in respect of villages. However. in some states it was confined to <listrict census tables,and in a few cases altogether given up due to delay in com pilation and printing. While designing the fOi"lnat of 1931 DC!H s~de3 S:llUe new fClotures along with the 1·e3tructuring of the formats of village arid town direeto(y have been attempted. At the same time, comparability witr" the 1971 data has also been kept in view. All the r.menities except powe; supply in tha villages have baen brought together in the village directory with the instruction that in case an amenity is not_ available in the referent village, the distance in broad ranges from the nearest place where the amenity is available may be given. The resh'uctul"ing\of the format of the village directory and incorporating mOf':} exhaustive data on- infl'astructual aspects particularly In relation to ameni ties and land use pattern is expected to further meet the need of micro level planning for rural areas. It is expected to help not only in local area planning but regUlating the provision of goods and services as well as to minimiso the regional imbalances in t1\e process ,of devclopment. A few new items of information have also been introduced to meel some of the requirements of the Revised Minimum Needs Programme. Such new items of information as adult literacy centres, primary health sub centres, and community health workers in the village have been introduced in th.c village dh-cctOl'y with this objective in mind. The new item on approach to the village is to have an id·ea about the villages in the district which are inaccessible. A new column, "total population and number of households" has been introduced to examined the correla,tion of the amenities with the population and number of households they serve. Addition of two more appendices listing the villages where no amenities arc available and according to the proportion of scheduled castes and scheduled tribes population to the total population has also been made with this view in mind.
