In support of their positions, the contending sides have offered statis- tical and anecdotal arguments on deterrence, racial discrimination, and arbitrariness, as well as value judgments concerning whether the death penalty is, on the one hand, properly retributive or, on the other, morally acceptable. But, as the debate has proceeded over the past fifteen years, courts have imposed more than 2,000 capital sentences." The resulting pattern of decisions has introduced a new means of assessing the viability of the capital sentencing process. This Article explores the implications of this pattern of capital punish- ment decisions. It argues that the capital convicting and sentencing process has necessarily become extraordinarily careful to avoid executing those who are innocent or who deserve some sentence other than death. The substantial number of defendants sentenced to death who have subse- quently been found innocent, and the much greater number who have been convicted or sentenced in violation of law, demonstrate the need to employ such scrupulous care. Because of the large number of nullified convictions and sentences that have resulted from the exercise of such care, only one person has been executed against his will during the past fifteen years; three others have been executed because they refused to contest their convictions or sentences. Pursuant to these procedures, I represent the following: As Secretary of the Florida Department of Corrections, I have reviewed the Department's Execution by Lethal Injection Procedures to ensure proper implementation of the Department's statutory duties under Chapter 922, Florida Statutes. The procedure has been reviewed and is compatible with evolving standards of decency that mark the progress of a maturing society, the concepts of the dignity of man, and advances in science, research, pharmacology, and technology. The process will not involve unnecessary lingering or the unnecessary or wanton infliction of pain and suffering. The foremost objective of the lethal injection process is a humane and dignified death. Additional guiding principles of the lethal injection process are that it should not be of long duration, and that while the entire process of execution should be transparent, the concerns and emotions of all those involved must be addressed. The purpose of this study is to determine if there is a presence or absence within multiple forms of childhood trauma experienced between the sexual serial killer and pedophile.

    Florida Department of Corrections Office of Inspector General Annual Report Fiscal Year 2019-20 INTRODUCTION The Florida Department of Corrections, Office of Inspector General is comprised of the Bureau of Internal Audit, Bureau of State Investigations, and the Program Division of Environmental Health and Safety. The Office of Inspector General is unique compared to most Offices of Inspectors General. Part of the duties and responsibilities of the Office is to investigate criminal violations involving inmates and visitors. The Office also conducts health and safety inspections of correctional institutions or any place in which state prisoners are housed or work. The inspections reference the physical conditions, cleanliness, sanitation, and safety and the general conditions of each institution. The authority of the Office is derived from Chapter 944.31, Florida Statutes. As a State Office of Inspector General, the Office is a central point for coordination of and responsibility for the activities to promote accountability, integrity, and efficiency in state government. The governing principle of the Office is the Principles and Standards for Offices of Inspector General as published and revised by the Association of Inspectors General, commonly known as the Green Book. The principles and standards of confidentiality, quality assurance, objectivity are just some of the principles and standards adhered to by the Office. Offices of Inspectors General have a long history not only in the Federal Government, but also in the State of Florida. The State of Florida adopted the Inspector General concept in 1994, after, Governor of Florida, the late Lawton Chiles seeing the positive impact of Inspectors General in the federal system as a US Senator, led the creation of the Florida Inspector General Act.
