On April 5, Mary Anne McWhirter, superintendent secretary, received a call from the manager of Arby’s restaurant in Angleton.

He stated that on April 4, a group of Alvin ISD students came to eat in his restaurant.

He noted that he is not a young gentleman and has been managing restaurants for years. He went on to say that he has never encountered such a polite and respectful group of students in all of his life. He went on and on about how mature and kind they all were. He was not sure which Alvin ISD school they went to – but wanted the Superintendent to know how proud he should be.

After researching, we were able to find out that this was the SCHS Tennis Team who had been at a tournament in the area.

In the craziness of this world it meant so much that a gentleman would take the time to call and compliment not only our students…but Alvin ISD as a whole as well.

We are proud of all Alvin ISD students and it is wonderful to hear the positive things that are happening.

Anna Singh, a 6th Grader from Nolan Ryan Junior High, placed 2nd at the Houston Science Fair and advanced to the Texas Science and Engineering Fair held on March 29-30 at Texas A&M University. Two Shadow Creek High School students received recognition from the Collage Board for not only receiving the top score of 5 on the Advanced Placement Exams, but they were also among only 111 students in the world to earn every point possible on the AP Research Exam, receiving the maximum score on each portion of the exam. Israel, who played soccer under Coach Ruby for three years at Alvin HS, was recently selected to play on the Special Olympics Unified Houston Dynamo soccer team. On Easter weekend, he traveled to California to play the LA Galaxy. He is scheduled for games against the Chicago Fire, Philadelphia Union and the FC Dallas in August. Israel Lopez

The purpose of TEAM is to provide a collegiate assessment for individual elementary art students based on the TEKS standards, Bloom's Taxonomy and the Feldman Model. Additionally, TEAM provides constructive criticism for the student's literary and expressive process. Students are then scored with a 1, 2 or 3, three being the highest. Alvin ISD Submitted a total of 98 entries and 87 of them received a 3. Those who receive a 3 but are the very best of all of the 3's are given the award title "Top of the TEAM."

THE 21ST WELLS FARGO STUDENT ART CONTEST aligns the visual arts with Houston's Society for the Performing Arts performing arts presentations, which serve as inspiration. Winning entries are sorted from hundreds of submissions and showcased around the Houston area. Inspired by The Wizard of OZ, Finding Neverland, and Pilobolus: Shadowland II, this year’s theme was: Imagine. Students were encouraged to use their imaginations to create new worlds and embark on new adventures in their submissions, drawing from the magical lands in all three of the SPA mainstage shows. The following pieces were chosen from 980 pieces from the Houston area.

6 Since 1923, the Scholastic Art & Writing Awards have recognized the vision, ingenuity, and talent of our nation’s youth, and provided opportunities for creative teens to be celebrated. Each year, increasing numbers of teens participate in the program, and become a part of our community—young artists and writers, filmmakers and photographers, poets and sculptors, video game artists and science fiction writers—along with countless educators who support and encourage the creative process. Through the Scholastic Awards, teens in grades 7–12 (ages 13 and up) from public, private, or home schools can apply in 29 categories of art and writing for their chance to earn scholarships and have their works exhibited and published. Beyond the Awards, the Alliance for Young Artists & Writers produces a number of programs to support creative students and their educators, including the Art.Write.Now.Tour, the National Student Poets Program, the Scholastic Awards Summer Workshops and Scholastic Awards Summer Scholarships programs, the Golden Educators Residency, and much more. Austin Odstrcil from recently competed in the State SkillsUSA competition in Corpus Christi on April 4-7. He won 1st place in Welding I and will go on to compete at the national level in Louisville, KY in June. Austin Odstrcil

Rubin Flores from Manvel High School competed in medical assisting through SkillsUSA, a national organization that promotes partnership of students, teachers and industry working together to ensure America has a skilled workforce. It also provides educational programs, events and competitions that support career and technical education (CTE) in the nation’s classrooms. Rubin demonstrated knowledge of medical assisting through written analysis and physically taking vitals (blood pressure, pulse and respiration rate). Initially, he won first place in district on February 7, 2019, advancing to state

7 competition in Corpus Christi, then he won first place in state on April 5, 2019, advancing to nationals to be competed on June 24-28, 2019 in Louisville, KY. Rubin Flores

In early April Alvin High School had ten students participate in STAR (Students Taking Action for Recognition) Events at the state FCCLA leadership conference. Of those 10, two have advanced to the National FCCLA competition in Anaheim, California June 30-July 4, 2019. Manvel High School took six students to HOSA State Leadership Conferences March 28-30, 2019 to compete in Original Medical Innovation, Health Education, and Health Career Photography. Chamile Diaz, Natalia Diaz, & Shalini Patel placed 3rd in the state in Health Education and will represent Manvel High School and the State of Texas at the HOSA International Leadership Conference on June 18-22. The Astronaut Culinary Challenge develops food items for the Astronauts aboard the International Space Station from a general theme idea. Each year there is a new theme given out to the schools where the students create new dishes taking into account food processing procedure and nutritional requirements so that their items will meet the standards of the NASA Johnson Space Center Food Lab. With the growing NASA culinary program we’re excited to bring in a wider range of students and show how research into space isn’t limited to only STEM fields, as well as educating students in researching and presenting their work in a professional environment. Manufacturing students at Alvin High School teamed up with the NASA Hunch program to build a simplified camera shoe mount to go out in space on the International Space Station. This part allowed the astronauts to video tape themselves doing experiments and talking to students on Earth. After this project was completed they helped to make parts to go on the space station lockers. These lockers are how the astronauts transport all the items from Earth to the I.S.S. Alvin High School Advanced & Practicum Fashion Design Students teamed up with the NASA HUNCH Softgoods program. HUNCH Sewn Flight Articles, also know as Softgoods, is a program using fabric and other soft materials to create goods requested by different NASA centers as well as the International Space Station Astronaut Crew. This can range from redesigning the crew pantry to creating kits for the Crew's personal items. Softgoods provides a unique design opportunity as they use various materials to keep the crew not only safe but clean and comfortable aboard their stay. Alvin High School's Advanced Fashion Design students created CTB NASA cargo bags, which are used for storage and containment. These bags will be utilize and sent to all of the training astronaut training facilities across the country. Alvin High School had a contract to create 10 bags and surpassed that contracted number and created 14. Each student in the program will be given a certificate of complete with the NASA HUNCH program that they can utilize for future employment and scholarship opportunities. These students are also contenders for a summer internship program

For the second year, one student from each high school in the Instructional Practices and Practicum in Education class (IPPE) (formerly Ready Set Teach-CTE class) is being honored with a Resolution Letter. The Resolution letter is offering the students a teaching position if they meet all the requirements and if there is a position available in their certification area when they graduate from college with teaching certification. This student has completed all the requirements for the Instructional Practices and Practicum in Education class including working with students at campuses. These students have applied online, completed online teacher screening, received a GPA 3.0 or higher, received good references from IPPE teacher and mentor teacher where they worked with students, wrote a 1 page essay, provided a resume and interviewed with campus administrator/IPPE teacher. Staff Commendations

Through the Capturing Kids’ Hearts National Showcase Schools awards, the Flippen Group recognizes and celebrates campuses that go the extra mile each day, building an environment where students and staff feel safe and connected. The Flippen Group believes unsung heroes who produce exemplary outcomes in schools and pave the way for other schools to follow, need and deserve recognition for a job well done. Capturing Kids’ Hearts campuses across the country were considered for these awards based on the following criteria: 1) nomination based on observation, 2) level of implementation

10 of Capturing Kids’ Hearts processes by all staff as measured by online surveys, and 3) data demonstrating that Capturing Kids’ Hearts has made a significant improvement in attendance, discipline, climate/culture, or academics.

These proposals were established to qualify approved vendors under the State Purchasing Guidelines CH Legal and Education Code 44.031(a) whereby school districts are required to utilize a competitive bidding method that provides the best value for the district when making purchases valued at $50,000 or more in the aggregate for a 12 month period. To satisfy this State Law, Alvin ISD extended this proposal.

These proposals were extended based on staff request as well as offering another opportunity to vendors failing to submit to the 1805Transportation Bid Proposal. Over 21 vendors were extended packets by mail, fax and email with 23 qualified responses under the Equipment, Supplies, Parts and Services. Additional information on the proposals were extended through the legal notice in our county newspaper, as well as the District website to solicit participation in our bidding process.

This proposal was extended with 5 identified commodity sub-categories for vendors to provide discount pricing. The sub-categories were extended with commodity coding to provide for future yearly aggregate financial track- ability. As State Law requires aggregate purchases (an accumulation of yearly purchases) to be grouped into categories or commodities, the following were identified from annual reports. A non-exclusive award is requested to allow each participating vendor to supply discounts off catalog pricing and company price quote requests, to meet our campuses and departments classroom needs at the lowest practical price and best value with the flexibility to purchase from a list of approved qualified vendors meeting the terms and conditions established for this contract.

This proposal is requested for award under a one-year contract with a two (2) year renewal extension as long as both parties agree to the terms of the contract for use on an as needed basis and funds are available for these commodities. Renewal of this contract is not anticipated until May, 2022. Additional proposals of this nature will be extended for vendor participation; however, this will not disqualify any vendors awarded under this contract, but will allow for additional vendor participation in the future under these commodities.

INTERLOCAL AGREEMENT BETWEEN ALVIN ISD AND THE BRAZORIA COUNTY HEALTH DEPARTMENT

This Interlocal Agreement (‘Agreement”) is entered into between Alvin ISD (“ISD”), and the Brazoria County Health Department (‘Department.) The Department is a Local Health Department under Chapter 121 of the Health and Safety Code. The Interlocal Cooperation Act, Government Code Chapter 791, governs this Agreement. This agreement has been approved by an existing order of the Brazoria County Commissioners Court Being Order No. ____, dated ______, 2019 and the Alvin ISD Board of Trustees dated ______,May 14 2019.

I. Purpose Under a grant from the Texas Department of Health, the Department is required to plan and prepare for a public health emergency which may result from natural or man-made causes. During such an emergency, it may be necessary to immunize or treat all or large numbers of people in the area served by the ISD and Department. Prior public health experience with mass immunizations has shown that ISDs are well suited to this activity because: 1) their location is known to large numbers of individuals within the community; 2) they have large assembly areas; 3) they have other necessary facilities such as refrigeration and restrooms. The Department has concluded that the ISD possesses facilities that are qualified to serve if mass immunization or treatment is necessary. The ISD desires to be as helpful as possible in the event of a public health emergency, and agrees to make its facilities available for purposes of mass immunization or treatment, under the terms set out below. The ISD and the Department have concluded that this contemplated use of the facilities is a “governmental function” as defined in the Interlocal Agreement Act, Texas Government Code §791.003(D).

II. Public Health Emergency This agreement will go into effect only if: 1) The Commissioner of Health or the local health authority declare that large scale immunization or treatment is necessary as a control measure for an outbreak of communicable disease; 2) Classes at the facility are either not scheduled, or are canceled. The parties shall agree to the location of the facility or facilities to be utilized pursuant to this agreement and the extent to which each such facility shall be utilized concurrently or prior to any control measure declaration being made.

II. Obligations of the Department 1) The Department will supply or arrange for all equipment, vaccine, medicine and personnel necessary to administer the vaccine or medication. 2) The Department will supply or arrange for all equipment and personnel necessary for staffing, security, crowd control and other tasks, except as described in section IV below. 3) The Department will be responsible for disposal of medical waste and disinfection at the facility following its use for the emergency. The health authority will provide written assurance of its safety for use as a school facility following its use. 4) The Department will be responsible for any damage to property belonging to the ISD as a result of its use during the public health emergency, and to the extent they can be determined, costs for utilities described in section IV below. This compensation is mutually agreed to be “an amount that fairly compensates the performing party” as stated in the Interlocal Cooperation Act. The amounts to be paid to the ISD will be paid from current revenues available to the Department.

5) The Department is responsible for the acts and negligence of its employees or volunteers, under state and federal law; provided, however, that pursuant to

section 421.062 (b)(1) of the Texas Government Code the Department is not responsible for any civil liability that arises from the furnishing of a service under this Interlocal contract.

IV. Obligations of the ISD

1) The ISD will receive an allotment of oral medication and will be responsible for the dispensing of said medication to their faculty, students, contractors, and families by means of a Closed POD operations on site. 2) The ISD is responsible for allowing the use of the facility and all utilities (gas, electric, water, and telecommunications) normally associated with its use as a school facility. For the period of the public health emergency, the ISD grants to the Department and its officers, employees and agents a license to use and occupy the facility’s premises for purposes of mass immunization and treatment. 3) The ISD is responsible for providing use of all rooms, fixtures, and equipment existing at the facility that the Department regards as necessary for on site use during the period of the emergency. 4) The ISD will provide at least one person on-site during the period of emergency use with access to the rooms, fixtures and equipment described above. 5) The ISD is responsible for the acts and negligence of its employees or volunteers, under state and federal law.

Timeline for Accelerated Instruction

As part of the Student Success Initiative (SSI), districts are required to provide accelerated instruction to students in grades 5 and 8 who do not demonstrate proficiency on the STAAR reading and/or mathematics tests. This accelerated instruction must occur after each administration of the test, including the third administration. A student may advance to or be placed in the next grade level only if (1) he or she completes all accelerated instruction required by the grade placement committee (GPC), and (2) the GPC determines, by unanimous decision, that the student is likely to perform at grade level at the end of the next school year given additional accelerated instruction during the course of the year. To assist districts in meeting the accelerated instruction provision after the third administration of the test, TEA is allowing districts to apply for a waiver to adjust the timeline for providing accelerated instruction to students who fail the third administration.

This waiver was reviewed and approved by the District Education Improvement Committee (DEIC) on 4-8-19.

ORDER PROVIDING FOR THE CONVERSION TO TERM RATE OF A PORTION OF THE ALVIN INDEPENDENT SCHOOL DISTRICT VARIABLE RATE UNLIMITED TAX SCHOOLHOUSE BONDS, SERIES 2014B; AUTHORIZING AND RATIFYING CERTAIN ACTIONS OF AUTHORIZED REPRESENTATIVES OF THE DISTRICT WITH REGARD TO SUCH CONVERSION; AND ENACTING OTHER PROVISIONS RELATING THERETO

WHEREAS, pursuant to Chapter 45, Texas Education Code, and an order adopted on December 10, 2013 (the “Bond Order”), the Board of Trustees (the “Board”) of the Alvin Independent School District (the “District”) authorized the issuance of the District’s Variable Rate Unlimited Tax Schoolhouse Bonds, Series 2014B (the “Bonds”);

WHEREAS, the Bonds are currently outstanding bearing interest at their respective Initial Rates;

WHEREAS, the Term Rate for the Bonds maturing on February 15, 2033 in the principal amount of $33,385,000 (the “2033 Bonds”) ends on August 14, 2019 and the 2033 Bonds must be converted to another interest rate mode;

WHEREAS, the Bond Order authorizes the District, and the Board has determined that it will benefit the District and its citizens, to convert all of the 2033 Bonds to bear interest at a new Term Rate as herein provided;

WHEREAS, the Board desires to authorize an Authorized Representative and the Remarketing Agent to effectuate the conversion of the all of the 2033 Bonds to a new Term Rate and the remarketing thereof, in conformity with and subject to the limitations described in the Bond Order.

NOW THEREFORE, BE IT ORDERED BY THE BOARD OF TRUSTEES OF THE ALVIN INDEPENDENT SCHOOL DISTRICT:

Section 1. Recitals. The recitals to this Order are hereby approved by the Board and incorporated into and made a part of this Order.

Section 2. Definitions. Terms not otherwise defined in this Order shall have the same meanings set forth in the Bond Order.

Section 3. Conversion to Term Rate.

(a) Pursuant to Section 3.02 of the Bond Order and subject to notification of the Remarketing Agent, Tender Agent and Paying Agent/Registrar as described in Section 3.02 of the Bond Order and notification of the Owners of the 2033 Bonds as required by Section 3.02 of the Bond Order; the 2033 Bonds shall be converted to a Term Rate in the principal amount of $33,385,000, representing the entire aggregate principal amount of the 2033 Bonds outstanding on the Conversion Date. The Conversion Date for the 2033 Bonds shall be August 15, 2019.

(b) Pursuant to the authority conferred in the Bond Order and Section 45.0011, Texas Education Code, as amended, and Chapter 1371, Texas Government Code, as amended, the District hereby authorizes the Superintendent, the Chief Financial Officer and the Director of Finance (each an “Authorized Representative”) to determine the interest rates and other terms which shall be applicable to the pricing of the 2033 Bonds on and after the Conversion Date, which terms shall be specified in the remarketing certificate (the “Remarketing Certificate”), with such changes in the Remarketing Certificate as the Authorized Representative shall determine; provided, however, that: (i) upon remarketing, the 2033 Bonds bearing interest at a Term Rate will conform in all material respects with the requirements and limitations of the Bond Order; (ii) the Bonds will be sold at a price equal to 100% of the principal amount thereof; and (iii) the District will comply with all of the provisions of Section 3.02 of the Bond Order. The Remarketing Agent is hereby directed to remarket the Bonds in conformity with and pursuant to the provisions of the Bond Order. Any finding or determination by the Authorized Representative relating to the conversion of the Bonds to a Term Rate and the remarketing thereof shall have the same force and effect as a finding or determination made by the Board. The authority conferred to an Authorized Representative by this Section shall expire at 5:00 p.m. on the 180th day following the approval of this Order.

Section 4. Remarketing of 2033 Bonds. The 2033 Bonds shall be remarketed at interest rates determined by the Remarketing Agent in consultation with and subject to the approval of the District, as set forth in the Remarketing Certificate. The President of the Board of Trustees, each Authorized Representative and all other officers, agents and representatives of the District are hereby authorized to do any and all things necessary or desirable to satisfy the conditions set out therein and to provide for the conversion of the Bonds to a Term Rate and the remarketing of the 2033 Bonds. If applicable, an Authorized Representative is hereby authorized to approve, in the name and on behalf of the District, in connection with the sale of the 2033 Bonds, the preparation and distribution of a Preliminary Official Statement or Reoffering Memorandum and a final Official Statement or Reoffering Memorandum relating to the 2033 Bonds to be used by the Remarketing Agent in remarketing the 2033 Bonds.

Section 6. Amendment of Bond Order. Pursuant to Section 14.01(a) of the Bond Order, the Bond Order is hereby amended as follows; provided that such amendment shall only apply to the 2033 Bonds:

(a) Clause (d) in the definition of “Interest Payment Date” in Section 1.01 of the Bond Order is hereby amended to read as follows:

(d) with respect to Bonds bearing interest at the Term Rate, each February 15 and August 15 and with respect to Bonds bearing interest at the Semiannual Rate, the first day of the sixth calendar month following the month in which the Semiannual Rate Conversion Date occurs and the first day of each sixth month thereafter;

(b) The definition of “Term Rate Conversion Date” in Section 1.01 of the Bond Order is hereby amended to read as follows:

“Term Rate Conversion Date” shall mean the day which is the fifteenth day of a calendar month and the day the Bonds first bear interest at a Term Rate pursuant to Section 3.02(g) or (h) of this Order.

(c) Section 3.02(f)(i) of the Bond Order is hereby amended to read as follows:

(i) Term Rate Periods shall (A) commence initially on the Term Rate Conversion Date and on the fifteenth day of a calendar month which is an integral multiple of twelve (12) calendar months thereafter; and (B) end on the last day preceding either the commencement date of the following Term Rate Period or the Conversion Date on which a different Rate Period shall become effective; provided, however, that the Bonds cannot be converted to a Term Rate Period unless the stated expiration date of a Liquidity Agreement, if any, will be a day five days or more after the last day of the Term Rate Period.

Section 7. Delivery of Notices; Ratification and Confirmation. An Authorized Representative, District personnel, and representatives and consultants of the District are authorized and directed to provide any necessary and appropriate notices required by the Bond Order, including notices and opinions required the Bond Order, in connection with the conversion of the 2033 Bonds to a Term Rate. The actions of any Authorized Representative and the representatives and consultants of the District taken prior to the date of this Order to accomplish the conversion of the 2033 Bonds to a Term Rate are hereby ratified, confirmed and approved.

Section 8. Open Meeting. It is hereby officially found and determined that the meeting at which this Order was adopted was open to the public, and public notice of the time, place and purpose of the meeting was given, all as required by the applicable provisions of Chapter 551, Texas Government Code, as amended.

Section 9. Effective Date. This Order shall be in full force and effect from and upon its adoption.

Section 10. Severability. If any section, paragraph, clause or provision of this Order shall for any reason be held to be invalid or unenforceable, the invalidity or unenforceability of such section, paragraph, clause or provision shall not affect any of the remaining provisions of this Order.

Section 11. Repealer. All orders, resolutions and ordinances, or part thereof, inconsistent herewith are hereby repealed to the extent of such inconsistency.
