Land Use Bylaw: This development is an existing industrial camp which was constructed in the early 2000’s. A development permit was required at the time; however, one was never issued for this camp. This camp will be an open industrial camp that will house at its peak 50 people. The applicant has worked with Northern Sunrise County, Health Services and Alberta Environment and Parks to meet the current safety and health standards. Prior to submitting development permit application, the applicant has been approved by Alberta Health Services to operate and met current Alberta Safety Code’s standards for their sewage and electrical. The trailers will need some upgrading including the stairs being brought to commercial standard and anything else identified by the accredited building inspector. The site setbacks are at the development authority’s discretion in the Forestry District and are deemed satisfactory.

Recommendation: To approve with the conditions listed below

Possible conditions 1. The development plan as shown on attached schedule “A” of approval: 2. An Emergency Response Plan is approved by the Director of Protective Services. 3. The Development meets Alberta Safety and Fire Codes. 4. The Developer receives it building and gas permits from an accredited agency. 5. The Developer ensure that all Occupation Health and Safety Regulations are met. 6. The Developer upgrades all the stairs that access the camp facilities to commercial standards.

7. The Developer will ensure any doorway that does not contain a set of stairs is locked and or barracked. 8. The Developer ensures that no camp attendees will enter into the buildings that are currently used as storage. 9. The Developer will have personnel on site twenty-four hours a day when in operation. 10. The Developer removes all unnecessary containers and refuse from the site. 11. The Developer receives their Alberta Environment and Parks renewal for the Miscellaneous Surface Lease. 12. A site orientation is provided to Northern Sunrise County’s First Responders.

Recommendation: That Subdivision Application 18MK033 be approved subject to the following conditions: 1. Any outstanding property taxes to be paid in full. 2. Access to the parcel and balance of the quarter meet County standards. 3. A developer’s agreement to be entered into with the County to reflect the above conditions. Background: The proposal is a 5.57-acre boundary adjustment. Currently the subdivision is 10 acres in size. This existing farmstead is limited to develop within its existing ten acres due to the wetlands and the natural features. This expansion would see very little agricultural land taken out of production. The subdivision is located along RR 192 just south of TWP 822. According to our Land Use Bylaw B275/15 Section 7.3.4 a maximum parcel of 10 acres unless site conditions, natural features or existing development require a larger or smaller lot. There is no apparent conflict with any other provision of the NSC Land Use Bylaw B275/15(LUB), MDP or MGA. Reserve Required No reserve is required.
