Staatlich-nationale Erinnerungskultur in Griechisch-Thrakien CAY LIENAU (Münster) Einleitung Erinnerungskultur wird von mir als formaler Oberbegriff verstanden für alle denkbaren Formen der bewussten Erinnerung bzw. des bewussten Erinnerns und Nichterinnerns an historische Ereignisse, Persönlichkeiten und Prozesse.1 Auf solche Formen des Erinnerns und Nichterinnerns – auch das Ausblenden von Personen und historischen Ereignissen gehört zur Erinnerungskultur – soll am Beispiel von Griechisch-Thrakien (= Westthrakien) eingegangen werden. In diesem ethnisch und religiös gemischten Gebiet werden spezifische Züge staatlich-nationaler Erinnerungskultur besonders deutlich. Die Ausführungen beziehen sich v.a. auf die öffentliche (staatlich-nationale und kommunale) Erinnerungskultur, während auf die private Erinnerungskultur und die Traditionspflege der verschiedenen Volks- und Religionsgruppen nur am Rande eingegangen wird. Behandelt werden soll das Thema an Beispielen von • Orts- und Straßennamen • Denkmälern • Baudenkmälern und Museen • der Darstellung des Raumes und seiner Geschichte in offiziellen Publi- kationen. Zur Geographie und Geschichte Griechisch-Thrakiens Im äußersten Nordosten Griechenlands gelegen, ist Griechisch-Thrakien Teil der historischen Region Thrakien, zu der große Teile des östlichen und südli- chen Bulgarien und die europäische Türkei (= Ostthrakien) gehören.2 Im Westen bildet der Nestos (bulg. Eiserner Vorhang und auf griechischer Seite die Ein- richtung einer Sperrzone, die nur mit Sondergenehmigung des Militärs betre- ten werden konnte und erst 1996 aufgehoben wurde, machten die Rhodopen zu einem undurchlässigen, schwer zugänglichen Gebiet und isolierten deren Bevölkerung. -

Special attention is paid to the Bulgarian national frame. The survey is structured as follows: A brief description of the concept of contingency planning is made. The benefits and the process of making contingency plans for mitigating disaster damages are outlined. The main steps of the process include: − Analysing hazard and risk; − Identifying, defining and prioritizing contingencies; − Developing scenarios for the planning process; − Preparing a contingency plan for each selected scenario; − Maintaining and updating the contingency plan. Links to templates for making contingency plans by various means are given. Special attention is paid to the Bulgarian legislation for Critical Infrastructure Protection – the laws and regulations for disaster protection and especially for flood protection. Practical plans for disaster protection in Bulgaria are also analysed. Three levels of plans and measures for disaster protection are introduced: − national level; − institutional level; − municipality level. The Bulgarian national plan for disaster protection was adopted on 29.12.2010 by the Council of Ministers and its implementation is mandatory for all government bodies, legal, individual and sole proprietors in the event of disaster. -

(Altered by State Gazette # 38 from 2016, valid from 20.05.2016) CLLD STRATEGY OF GOTSE DELCHEV – GARMEN – HADZHIDIMOVO LOCAL INITIATIVE GROUP Introduction During the 2007-2013 period, for the first time ever, Bulgaria managed to effectively utilize the LEADER method as a tool for decentralized management and integrated local development in rural areas. For the purpose, 35 local initiative groups, comprising 57 rural municipalities and 6 local fishing groups spanning across the territories of 17 municipalities have been established in the years prior 2013 and are still functioning. During the 2009-2011 period, we have performed activities with the purpose of preparing potential local initiative groups for implementing strategies for local development. Additionally, these activities are responsible for teaching skills and ensuring activities can happen on a communal level across the territories of potential local initiative groups under the Rural Area Development Programme. The LEADER method in Europe dates back to 1991. Since then it has been developed as a separate initiative in the EU member-states until 2007 (“Leader I” during the 1991-1993 period, “Leader II” during the 1994-1999 period and “Leader+” during the 2000-2006 period) and as for the 2007-2013 Programme Period, the initiative has been included as a part of the Programmes for Rural Area Development (PRAD) of member-states. -

Bulgarian Journal of Agricultural Science, 25(1), 166–175 Functional and morphological concepts for the classifi cation of phytoplankton are increasingly used in environmental stud- ies of freshwater ecosystems. The present study focuses mainly on the application of the three approaches (FGs, MFGs, MB- FGs) for morpho-functional classifi cations used for detecting changes in phytoplankton communities in fi ve Bulgarian large reservoirs that have long been used for aquaculture. Totally 113 taxa of planktonic algae were identifi ed. The representatives of Cyanoprokaryota (H1, M; 5a, 5b, 5e; III, VII), Chlorophyta (J; 3b, 9b; IV), Streptophyta (P, N; 8a; IV) and Bacillariophy- ceae (P, MP, D; 6b; VI) had the largest contribution to the abundance of algae in the studied reservoirs. Fourty-two dominant species from eighteen functional groups (FGs), fi fteen morpho-functional groups (MFGs) and seven morphologically based functional groups (MBFGs) were found. The functional groups with most species were: H1, J, N, Lo, P и M, most common among MFGs were: 5a, 5b, 5e, 6b, 8a and 9b, and among MBFGs: III, IV, VI and VII. The large gelatinous colonial (M; 5b; VII) and fi lamentous (H1; 5a, 5e, III) cyanoprokaryotes, some of which are potentially toxic species indicative of eutro- phication, were among the most common taxa in three of the studied reservoirs. -

XANTHIPPI KOTZ AG ЕО RG I- GEORGIOS A. KAZAM I AS THE BULGARIAN OCCUPATION OF THE PREFECTURE OF DRAMA (1941-1944) AND ITS CONSEQUENCES ON THE GREEK POPULATION ■*£->·- The Bulgarian occupation of Eastern Macedonia and Thrace during World War II is a subject as complex and sensitive as it is tragic, and yet it was dealt with by Greek writers only during the decades of the 1940’s and 1950’s. A study of the bibliography of this time leads U9 to the following unavoidable observations: a) The people that dealt with and wrote about the issue of the Bulgarian occupation were directly involved—by position or by nature—in the situation when and where it occurred, b) In many of the works which deal with the issue there is no desire to approach it scientifically, c) A strong nationalistic, disorienting tone is inherent in most of these works, d) Many of the relevant works draw so heavily upon previous authors that it is often difficult to speak of new self-contained work, e) Finally, there is a marked absence of information coming from archive material; even when such information does exist, it is more often than not, fragmentary*. The aim of this article is to provide an initial scientific record by a Greek author of the World War II Bulgarian occupation and of its consequences on the city and the area of the prefecture of Drama. Its principle aim is not, ho wever, to give a full catalogue of victims or an assessment of the extent of destruction etc., but rather to provide a brief, collective (and not necessarily exhaustive) picture of the Bulgarian occupation and its consequences on the Greek population.
