Everyman’s KCR

For 14 long years, Sri K Chandrashekhar Rao led the people’s movement for a separate Telangana State like a Colossus. The , perhaps, was one of its kinds in the country, which was led by Sri KCR in a democratic, non-violent way weathering all the political storms, obstacles, setbacks and bottle necks but ultimately coming out as a winner, unscathed. When the new Telangana State was formed and Sri KCR became the first Chief Minister, the predicament that he faced was that of Pandit Jawaharlal Nehru’s when he became the first Prime Minister of Independent India. Pandit Nehru, being the first PM of an independent India, had to start everything from the scratch and prepare a long road map for the young republic, for KCR, the region that was neglected and abused by the Andhra rulers for 60 years, he had to built it up from scratch. He had no laid down blue print nor had any time-tested model. Unlike other political leaders, Sri KCR had the unique advantage of leading a people’s movement from front for 14 years and his in-depth knowledge of the region, people, and its culture came handy to him while writing the script for the new state and preparing a road map for the new Telangana State. His absolute command over the matters that are dear to Telangana and his native wisdom to find solutions to the problems hitherto un-attended and unknown made him to define, design, prepare and innovate schemes, programmes and projects for the welfare of people in general and that of the oppressed and weaker sections in particular and facilitate to deliver them meticulously. Like Pandit Nehru, who proved his detractors and prophets of doom wrong (Like Sir Winston Churchill who predicted that the India after attaining independence will wither away within no time), Sri KCR also demonstrated that if those in power have the political will they could deliver wonders. The one and only example that exhibits the prowess of CM KCR is the electricity and power situation in the new State. After the bifurcation, the residue AP State refused to supply power in accordance with the Bifurcation Act, when there were apprehensions that the Telangana State will plunge into darkness, CM KCR, like Phoenix, made the State from power deficit to power surplus by his sheer determination and statesmanship. Under the United AP, interstate irrigation projects have always been pots of difference and disputes, but once Sri KCR became the CM; he chose a friendly approach towards the neighboring riparian states and could sign agreements amicably with and government without any clamor. A true statesman that Sri KCR is, till date, during his 3 years, 36 months good governance, his government had made 365 crucial decisions that will make Telangana State a Bangaru Telangana and the KCR model of governance has become a role model to other States. Sri KCR is actually practicing the “Sab Ke Saath Sab ka Vikas” in Telangana State and he is undoubtedly the leader that people want to govern for many more years to come. 4

3 YEARS GOVERNANCE, 36 MONTHS, 365 SCHEMES Telangana State Government is moving forward with several programmes, initiatives, innovative concepts and decisions in the welfare and development fronts to enhance the living standards of the people and thereby achieving the goal of “Bangaru Telangana.” Honourable Chief Minister Sri K Chandrashekhar Rao has been saying consistently that his government’s endeavor is to make all sections of people happy, comfortable and prosperous. With this motto, the CM has launched a plethora of schemes; programmes and projects, of this; a majority of them are innovative for the overall development and welfare of the people. The state is surely and steadily marching forward towards realizing the dream of Bangaru Telangana.

WELFARE PROGRAMMES

1 Income limit enhanced

Keeping in view the changed circumstances, the government has enhanced the income limit to identify the lower income groups. This helped to bring in Anganwadi teachers, Home Guards, contract and outsourcing employees and private employees also to get the benefit of the welfare programmes.

The Income Limit has been hiked from Rs 60,000 to Rs 1, 50,000 in rural areas, from Rs 75,000 to Rs 2, 00,000 in urban areas

2 Aasara pensions

Aasara Scheme was launched in Kothur in Mahabubnagar district on Nov 8, 2014. Old Age Pension hiked from Rs 200 per month to Rs 1,000 per month benefitting about 13,23,764 beneficiaries. For old age artistes and differentially abled persons the pension is increased from Rs 500 per month to Rs 1,500 per month. Previous government used to spend Rs 835.64 Crore per year for Social pensions, while the TS government is spending Rs 4729 Crore per year under Aasara Pension Scheme.

During 2013-14 Budget, Rs 895.02 Crore was allocated to 29 Lakh beneficiaries, in 2015-16, Rs 3719.97 Crore was allocated to 36 lakh beneficiaries and during 2016-17 Budget Rs 4693.00 Crore was allocated to 35,84,385 beneficiaries.

3 Pension for Beedi workers

The Telangana State government is giving Rs 1000 per month pension to the Beedi workers and this came into being from March 2015. Rs 347 Crore amount is spent per year to 3, 47,581 Beedi Workers in the State. 20

4 Kalyan Laxmi/Shaadi Mubarak

If a girl child is born, the family members often worry about how do they perform her marriage when she attains that age? There are unfortunate incidents of female feticide due to the lack of finances to get the girl child married. These incidents are being occurred in Dalit, ST, Minorities, BC communities and they even occur among the Upper Caste families. To put a stop to this inhuman practice, Honourable Chief Minister Sri K Chandrashekhar Rao has decided to give Rs 51,000 for the marriage of the girl. On the marriage of a girl in the poorer families, Rs 51,000 is paid on the day of the marriage under these schemes. However, on March 13, 2017 in the State Legislative Assembly, the CM has announced hike in financial assistance under the schemes from Rs 51,000 to Rs 75,116 and Rs 850 Crore ear marked in the State’s Budget. By December 2016, total beneficiaries under Kalyan Laxmi and Shaadi Mubarak schemes are 1, 74,278 and the financial assistance given is Rs 888 Crore. By March 2017, 56,239 Minority girls and 1, 21,158 girls from SC/ST/BCs are given assistance. Of this 57, 712 SC girls were benefitted at a cost if Rs 294.33 Crore. Certain modifications are done for the Kalyan Laxmi scheme on June 16, 2016 making it mandatory to have the final say from the local MRO for finalizing the beneficiaries.

5 Sunstroke

Rs 50,000 ex gratia amount have been given to those killed due to sun stroke under the Apatbandhu programme.

6 Natural Calamities

Rs 5 Lakh ex gratia amount is paid to each of those killed in natural calamities.

7 Drinking water connection for Rs one in Municipality

Along with the GHMC in other 73 Municipal Corporations and Municipalities for those BPL white card holders drinking water connection is sanctioned at a nominal cost of Rs one per connection and the government has issued orders to this effect on May 24, 2016. The Municipal authorities concerned will bear the expenses for laying the pipeline and roadwork.

8 Economic Support Scheme

To create self-employment to the unemployed youth, Economic Support Scheme was launched. Under the Scheme, the government subsidy is increased for one lakh Unit, Rs 80,000, for Rs 2 Lakh unit, Rs 1, 20,000 and for Rs 5 lakh unit, Rs 2, 50,000.

SOCIAL WELFARE

9 Social Welfare

From January 1, 2015, the State government is supplying fine rice to the Welfare hostel students. For the midday meal schemes in the Hostels and Schools, the government is supplying fine rice (BPT, Sona Masauri and Super Fine). During 2017-18 financial year Rs 999 Crore has been allocated for the said purpose. Under the scheme 47.65 Lakh students are getting benefitted.

10 Six Kgs Rice

Six Kgs of rice per head per family is supplied through the Public Distribution System to each and every member among the eligible families in the State. In the past 4kgs of rice used to be supplied. This Scheme came into being from January 1, 2015. The state government is supplying 20.40 lakh MT of rice at Rs 1 per Kg to 275.40 lakh beneficiaries through 17,159 Ration Shops to 85.66 lakh ration card holders. Out of total 85.66 lakh ration cards 5.54 lakh are under Antyodaya Anna Yojana scheme the beneficiaries get 35 kgs rice per month at Rs.1 per kg. 22

11 Agriculture-Farmers’ Welfare

Telangana State is the first state in the country, which allocated 25.32 per cent of the Budget. In 2017-18, Rs 5755.62 Crore was allocated. In 2013 Rs 4040 was allocated under the united AP rule of this Telangana’s share was Rs 1697 Crore. For agriculture the state government has allocated Rs 37, 968 Crore per year and for marketing Rs 509 Crore was allocated in the Budget. Rs 500 Crore fund is created for the Minimum Support Price.

330 Additional Godowns are being constructed at a cost of Rs 1024 Crore with a capacity of 17.07 Lakh Tonnes. 276 Godowns with a capacity 11.4 Lakh Metric Tonnes construction completed. In 2017-18 Budget, the government has fixed the target for Agriculture loans at Rs 46, 946.98 Crore and for free power Rs 4485 Crore.

The CM has declared that farmers in the state will be given the necessary technologies for better-input production, financial assistance for the investment, adequate marketing facilities and support from the agriculture department to the farmers and added that the government will make every effort to turn agriculture into a festival. The CM desired that farmers’ suicides should stop in the State, the state should become a role model for agriculture in the country and the farmers who are feeding the society should enjoy proper respect. The CM said that the state government is ready to spend thousands of Crores for the benefit and welfare of farmers.

The state government has initiated measures like the loan waiver, input subsidies, and construction of godowns, free power supply to make agriculture a profit-making sector in the State. A majority of people are dependent on Agriculture in the State. In order to stop the migration of farmers and to raise their gross earnings new agricultural practices are implemented. For the first time, the state government has booked five spurious seed companies owners under the PD Act and sent them to jail. In Khammam, Nalgonda in Warangal districts, 135 dealers’ licenses and 9 Seed Licenses were cancelled for supplying the spurious seeds. Criminal cases were registered against 17 people. In 2017-18 budget Rs 5755.62 Crore was allocated to Agriculture while Rs 457.29 Crore allotted to Marketing department.

12 Loan waiver

As promised in its election manifesto, the TRS government had waived the loans of farmers, which are below Rs 0ne lakh. Loans below Rs one lakh were waived till March 31, 2014. Rs 17,000 Crore crops loans of 35.3 Lakh farmers were waived. By December 2016, Rs 12105 Crore was released in phases for the loan waiver. Rs 4250 Crore was allocated in the 2014-15, 2015-16 and 2016-17 Budgets. From the beginning of 2017, the government has waived the loans of farmers in three phases. In the fourth phase, on April 11, 2017 Rs 4,000 Cores has been released to the agriculture department and Finance department is given instructions in this regard. With this the farmers loan of Rs 16, 105 Core has been waived totally benefitting 35.3 Lakh farmers in the State.

13 Timely supply of seeds and fertilizers

The Telangana State government is taking all measures to supply seed, fertilizer, and pesticides to the farmers on time. For the first time in 2016, during the summer, the government made seed available in the village’s level. Earlier, seeds were supplied through one Seed selling Centre in a Mandal which used to lead to mad rush, lath charges etc., But now seed is supplied at farmers door step through the Primary Agriculture Cooperative Societies. The government is stocking up the godowns with enough supplies of seeds and fertilizers so that farmers do not face the scarcity. About 29.50 Metric Tonnes of fertilizers is being supplied to farmers. In 2017-18 Budget Rs 138.37 Crore was allocated for this purpose. Government has decided to take stringent action against those involved in supply of spurious seeds and pesticides.

14 Rs 8000 per acre to farmer for the purchase of fertilizer

In yet another innovative scheme that will help the farming community to a larger extent, CM KCR has announced that the government will give financial assistance of Rs 8000 per acre to farmers for purchasing fertilizer. The CM made this statement at a meeting he had with the farmers at Pragathi Bhavan on April 13, 2017. Every year before the Kharif season, the amount will be paid directly to the farmers’ accounts by May end. There are about 55 lakh farmers in the state who utilise about 25 lakh tonnes of fertilizer.

15 Turmeric cultivation and Spice Park

Several Turmeric cultivators in the state are cultivating low-yielding and less Curcumin percentage varieties. They are using 10 Quintals of seed per acre. Farmers are encouraged to use modern techniques and reduce the use of seed to 8 Quintals per acre by using better quality of seeds. For this, the State government is setting 24 up a Spice Park in Padigal village in Velpur Mandal in Nizamabad district at a cost of Rs 30.82 Crore. Infrastructure will be created along with the Turmeric powder- manufacturing unit at the Park. 40 Acres of land is sanctioned and Rs 15 Crore is allocated in the 2016-17 Budget.

16 Centers of Excellence

Two Centres of Excellence are being set up to help, educate and create awareness among the Horticulture Farmers about the new practices, technologies, supply of quality saplings for their development. Once Centre is set up at Jeedimetla Horticulture field at a 10 acre Campus at a cost of Rs 9 Crore. Similarly, another Centre is coming up in Mulugu in Medak district at a cost of Rs 11 Crore. These Centres will impart training to the Farmers in the new technologies, practices and Integrated Management and the methods to follow for the high yield.

17 Oil Palm Cultivation

Keeping in view the oil Palm cultivation extension in Khammam, Bhadradri, Kothagudem districts, the milling capacity of Oil fed Factory has been increased from 30 Tonnes to 60 Tonnes per hour. Keeping in mind the future needs, another factory with 60 Tonnes per hour milling capacity will be set up at a cost of Rs 100 Crore. Out of the total expenditure NCDC will bear Rs 42 Crore state government will invest Rs 10 Crore and the federation is likely to contribute Rs 7.40 Crore besides other expenses.

18 Agriculture information through Internet (AGRISNET)

Latest news, information and other useful data are given to the farmers through the technologically advanced media like the Internet and other such communications system. Through NEGPA, G2B, G2G, G2C/F services are provided. Through Online License Management System (OLMS) Licenses are given to the input dealers through online thereby ensuring transparency in the methods. Agriculture mechanized Scheme is implemented through online and farmers’ information is kept on the Kisan Portal.

19 Soil tests

The Telangana State government is conducting soil tests to give technical advice to the farmers on what kind of crop they should go in on their lands. The state government along with the Centre will complete the soil test on 55 Lakh units in the state within two year.

20 Sada Bainama

The State government has decided to clear the land disputes and rectify the land records. As part of this, it has brought in several reforms in Registration and 25

Mutations. Sada Bainama (below 5 acres in rural areas) were registered free of cost. This was done from 3rd Jun to 22nd June, 2016 and the period was extended for some more time. 11.19 lakh Sada Bainama were registered. The cost of land was 9,487 Crore and pattas were issued for 1638.5 acres of land. The officials did Mutations of lands acquired as hereditary within ten days. It was instructed Mutations to all the lands that are registered should be done within 15 days. The land that was occupied illegally has been restored to the eligible.

21 Sada Bainama in HMDA, KUDA

It was decided that Sada Bainama should be implemented to the agriculture lands under the HMDA and KUDA (Kakatiya Urban Development Area). In the villages under these areas, transactions done on white paper have also been allowed to get registered. Orders in this regard were issued on December 19, 2016.

22 One Agricultural officer for every 5000 acres

The CM has announced that there will be one agriculture officer for every 5000 acres in the state. The agriculture officers will study the temperatures, nature of the soil, which crops and food grains have demand in the market and accordingly advice the farmers to go in for crops that will get them good price and returns. Before the Telangana state is formed there are 1112 employees in the agriculture department. After the State’s formation, newly 1000 were recruited and now the strength is 2112.

23 Rashtriya Krishi Vikas Yojana (RKVY)

Under this scheme, 50 per cent concession for hybrid vegetable seeds supply and for Onion seeds is supplied with 75 per cent concession. Rs 5000 subsidy is given for Potato farming per acre. For permanent erection of Canopy, 50 per cent subsidy is given. And by December 2016 subsidy is given for the construction of Canopy in 5000 Acres.

24 Micro Irrigation

The state government is giving top priority to Micro Irrigation, which gets more yields with less water consumption. In 2015-16 Budget, Rs 308 Crore, in 2016- 17 Budget Rs.302.50, in 2017-18 Budget Rs 287.24 Crore if given along with the Centre’s assistance. Under this scheme, for SC/ST farmers, 100 per cent subsidy, for BC small and medium farmers, 90 per cent subsidy and for other farmers 80 per cent subsidy is given. Previous government gave Rs 1 Lakh per acre as subsidy. The Telangana State government is giving for 12.5 acres Rs 6 Lakh as maximum subsidy. For this along with the State and Centre funds, Nabard’s Rs 874 Crore, a total of Rs 1092 Crore is being spent for the Micro Irrigation works. This scheme is implemented in 3.15 Lakh acres.

25 Green House: 75% Subsidy

The state government is giving 95 per cent for the construction of Poly Houses, Green Houses for SC/ST farmers, 75 per cent to others. Previous government used to give only 50 per cent as subsidy per acre. The TS government has extended the area limit from one acre to 3 acres. Previous government gave Rs 24 Crore subsidy to 129 acres in Telangana, the TS government by March 2017, gave subsidy for 1150 acres, Rs 363 Crore worth administrative permission given for poly houses. From the day the scheme started 721 farmers have sown crops in 600 acres. In 2017-18 Budget Rs 94.52 Crore is allocated for poly houses subsidy.

26 Farm Mechanization

The State government is taking up farm mechanization programme in a big way. At the cost of Rs 420 Crore, the government is supplying modern agriculture tools to the farmers. The government also launched awareness programme for farmers on modern cultivation methods.

27 Setting up of Horticulture University

Foundation stone laying function was held on January 7, 2016 in Mulugu Mandal under Gajwel Assembly Constituency for the setting up of Horticulture University at a cost of Rs 1831 Crore. Horticulture, Forest Resource Centres will be part of the university.

28 Revival of Ramagundam Fertilizers

Ramagundam Fertilizers Company, which was shut for 7 years, is going to be re started shortly. Prime Minister Sri Narendra Modi has laid foundation stone for the revival of the factory works on August 7, 2016. This revival of the fertilizer plant not only gives job opportunities to Telangana people but also make the country self reliant in producing the fertilizers. The estimated cost of the revival project is Rs 5,700 Crore and it will be a Gas based plant.

29 Horticulture Corporation

A new Horticulture Development Corporation is formed in the State. The Corporation’s main aim is to purchase produce from the farmers when there is no demand, make alternative products, which enable the farmers to get the support price. The Corporation is also focusing on quality produce and to bring in revolutionary farming methods. It also works for getting quality produce of vegetables with modern methods and get a good support price for the farmers.

30 Food Processing Centre

Union Food Processing Ministers have laid a foundation stone in Lakkampally SEZ in Nandipet Mandal for the setting up of Smart Agro Food Park on Nov 16, 2015. This Park will be the first Smart Mega Food Park in the State which is being set up under TS iPass spread over 78 acres in the first phase at a cost of Rs 110 Crore. These funds will be spending in 30 months time.

31 Forest College

The State government has decided to set up a Forest College in the State at a cost of Rs 50 Crore. This college will be affiliated to the Agriculture university and will train and educate the students in forest resources, forest produce, forest species and to find out new methods and practices for maintaining the environmental balance. This college will be set up in Mulugu. There is one College of Forestry in the south in Coimbatore and about 100 IFS officers who studied there are in service now. Through this proposed college many more such officers should serve the country.

32 Three New Agriculture Polytechnics

The state cabinet, which met on Sept 2, 2015, has decided to set up new agriculture polytechnics in Malthummeda in Nagireddypeta Mandal in Nizamabad district, Jammikunta in Karimnagar district, in Palem in Mahabubnagar district. An Agriculture College will be set up at cost of Rs 107 Crore within the premises of the Polytechnic in Palem in Mahabubnagar district and the CM has signed on these orders on July 23, 2015.

33 Input Subsidy

Besides waiving of loans of farmers, the Telangana state government has released the old input subsidies of farmers from 2009. For the crops that were damaged due to hail storm, heavy rains in 2014-15 as compensation Rs 480.43 Crore is paid to the farmers’ accounts benefitting 12.64 lakh farmers. For the natural calamities that followed later, the government has given Rs 821.86 Crore to the farmers.

34 Rs 9.5 Crore to Red Sorghum farmers

For Red Sorghum farmers of Nizamabad district, the government has allocated Rs 9.5 Crore and paid it on Nov 8 2014. The farmers have incurred losses when they export Red Sorghum to other states due to Brokers cheating.

35 Construction of Godowns

The Telangana State Government has embarked upon construction of Godowns in a big way. Godowns construction is taken up at a cost of Rs 1,024 Crore with a capacity of 17.07 lakh tonnes for the farmers to store their produce in the Godowns when their produce has no good price in the market. By April 2017, 276 Godowns were completed at cost of Rs 801 Crore. The government also increased the interest free loan limit on these stocks to Rs 2 lakh. Earlier it was only Rs 75,000. The godowns are also used to stock seeds and fertilizer to prevent any scarcity.

36 Interest free loans to farmers

75 per cent of the value of stocks in Godowns is given as an Interest free loan to the farmers at an upper limit of Rs 2 Lakh, which was only Rs 75,000 earlier.

37 Rs 5 a meal at Market yards

In the Market yards for farmers a meal is served at a nominal cost of Rs 5. In certain market yards the scheme is started and others will follow soon. The scheme is called Saddi Moota (Midday Meal). Farmer’s pays Rs 5 per meal, another Rs 5 is borne by the Market Committee, additional Rs 5 is paid by the MEIL Company and Hare Rama Hare Krishna Trust.

38 Hiked the wages of Hamalis in the market Yards

For the Hamalis working at MLC Points at Mandal level, the daily wage rate is increased from Rs 8 per Quintal to Rs 12, Bonus is also increased From Rs 1000 to Rs 3000. With this each Hamali will get additional Rs 3000 per month.

39 Green House Subsidy

From the day the scheme has started farmers were largely benefitted and sown crops in hundreds of acres. In 2015-16 Budget of Rs 250 Crore is allocated for poly houses subsidy and for green houses.

40 Nine hours uninterrupted power supply to agriculture

From April 1, 2016, the government is supplying 9 hours uninterrupted power to the farming sector. 35 per cent of the power in the state is used for the free power supply. Under the united AP rule not even 1500 MW is given to agriculture. Now 3500 MW is being supplied for the agriculture sector. Under united AP Rs 3,621 Crore is spent on free power; of this Telangana share was Rs 1,521 Crore. Now the Telangana State government has allocated Rs 4,485 Crore for free power in the Budget. For the construction of new sub stations, setting up of Transformers Rs 2,541 Crore was spent. If the transformer is failed a replacement is done within 24 hours maintaining a rolling stock at the DE office. In future it is proposed to supply round the clock power.

41 Agriculture power connections

By December 2016, the state government has sanctioned 2,58,195 power connections to the farmers and the instructions are given to the officials concerned to clear 63,700 pending connections by May 15,2017. To address the staff shortage in rural areas it is decided to regularize the outsourcing staff and utilise their services. Clear cut instructions are given to replace the transformer if its burns within 6 hours in the cities and within 24 hours in the villages. 94,735 pending power connections will be given by August 2017.

42 Women reservation in Market Committees

For the first time in the country, women were given reservation in the Agriculture market Committees, which helped in big way women from SC/ST/BC to become chairpersons.

In 1300 acres, three institutions are going to be set up by spending hundreds of Crores where horticulture, agriculture and forest research will be done.

44 Konda Laxman Telangana Horticulture University

Konda Laxman Telangana Horticulture University will be set up in Mulugu in Medak District. Foundation laying stone ceremony for College of Forestry, Horticulture Research Centre was held on Jan 7, 2016. Rs 12 Crore was allocated in the 2017-18 Budget. The College of Forestry which is going to be set up in Mulugu at a cost of Rs 50 Crore will help many students to become forest officers under IFS. This will also help farmers growing vegetables in Eastern part of Medak district, Alair, Bhongir, Medchel and other places on the outskirts of Hyderabad,

45 Sops to Market Committee workers

The CM has announced lot of sops to the workers in Market Committees. 20,000 Hamalis, Dadvayis, security guards, sweepers working in market committees are covered by the insurance scheme. From July 2015 Rs 2 lakh insurance per person is given and it will be enhanced to Rs 5 lakh from the next year. Rs 3000 per person is given for uniform, health check up for every six months, for the daughters of workers, Rs 2,000 per year is given if the girl is studying Intermediate, Rs 3,000 for degree and Rs 5,000 for PG. For those preparing for Group I examinations Rs 50,000 for Civil Services examination (mains) of the UPSC Rs 1 lakh is given. Identity card to all workers and transfer of their license to their nominee. It is proposed to establish toilets in all the 182 Market yards.

46 Ex-gratia to farmer who have committed suicide

On Sept 19, 2015, the State cabinet has decided to pay an ex-gratia amount of Rs 6 lakh each to the family of farmers who have committed suicide due to crop failure. Of this, Rs 5 lakh is given to the family members and Rs 1 lakh as one time settlement to the banks. Kalyan Laxmi scheme is implemented to the marriageable age girl in the family of the farmer who committed suicide.

WELFARE PROGRAMMES FOR JOURNALISTS AND LAWYERS

47 Journalists Welfare

For the welfare of journalists, from 2014-15 to 2016-17 Budgets, Rs 30 Crore was allocated. In 2017-18 Budgets another Rs 30 Crore was allocated. The following are the decisions taken by the government for Journalists welfare:

---For the family members who are dead, Rs 1 lakh ex gratia amount is given and for the next five years Rs 3,000 is given as pension.

---Rs 50,000 are given to the journalists’ who are injured and are in a helpless condition.

---69 Journalists families were given financial assistance. 31

---Rs 3 Lakh is given for performing the marriage of a daughter in the family.

---Rs 1000 scholarship for children who are studying.

---Reservations for the journalists’ children in residential schools.

--- Late Srinivas (Jessy) family members are given Rs 4 Lakh after his demise. ---For the heart transplant of another journalist Sri Hari Krishna Reddy Rs 10 lakh was sanctioned.

---Health card for each journalist who has an Identity Card.

---Medical services are given free of cost to Journalists’ family members including their parents who are dependent upon them at Wellness Centres.

---Rs 10 Crore fund is allocated in 2017-18 Budgets for the construction of a Hitech Journalist Bhavan in Hyderabad.

---Measures are initiated by the Telangana Press Academy to impart professional training to Journalists and to develop Telangana perspective.

---Rs 5 Lakh Insurance for Journalists.

---Preference for the Journalists in the allotment of 2 Bed Room Houses.

48 Rs 100 Crore for lawyers in the Budget

For the lawyers who have played an active role in the Telangana movement, the state government has issued orders on March 26, 2015 sanctioning Rs 100 Crore for the Lawyers Welfare Fund. These funds are being used for the welfare of advocates working various courts in the State. The amount is fixed deposited in the banks and the interest is being used for the welfare of Lawyers.

49 Honorarium of Government Pleaders hiked

The KCR government has showered boons on government Lawyers. The honorarium paid for the government advocates in all the courts has been hiked substantially. This hike is being implemented from June 1, 2016 and the orders were issued on April 10, 2017. Government Special Prosecutors who are representing the government in High Court, State level Tribunals, Courts, Telangana State Consumer Forum, Commissioner of Court of Appeals, the honorarium is increased Rs 75,000 per month to Rs 1, 25,000 per month. For the Government Assistant Advocates, the honorarium is increased from Rs 22,000 per month to Rs 44,000 per month. Honorarium for the Special Standing Council Commercial taxes are hiked to Rs one Lakh per month. For Special Public Prosecutors, Government Pleaders, Additional 32

Government Pleaders working in district Courts, the monthly honorarium is hiked from Rs 60,000 to Rs 80,000. Government Assistant Advocates working in Senior Civil Judge Courts, Land Reforms Appellate Tribunal, the honorarium is increased from Rs 18,000 to Rs 36,000. For the government assistant advocates appearing in Junior Civil Judge Courts, Labour Courts, Industrial Tribunals, the honorarium is increased from Rs 10,000 to Rs 20,000. For the Public Prosecutors appearing in Criminal cases in District Sessions Court, the monthly remuneration is increased from Rs 24,000 to Rs 48,000. The honorarium of Additional Public Prosecutors in Additional Sessions Court is increased from Rs 20,000 to Rs 40,000. Additional Public Prosecutors in Sessions Court is increased from Rs 12,000 to Rs 24,000. For the Special Prosecutors appearing for special cases, per hearing, the remuneration is increased from Rs 1000 to Rs 2,000. For the Public Prosecutors working in the High Court, the conveyance allowance, retainer fee is hiked as well as Rs 5,000 per each case for the referred trails, Rs 4,000 per case for the Criminal Appeal, Rs 3000 per case when appeared before a Single Judge bench and Rs 2,000 per case for the Criminal Revisions is the hiked payment.

50 Transport tax waived for Autos and trolleys

The Telangana State government has waived the Transport Tax levied on Auto Rickshaws. Tractors used in Agriculture sector are also exempted from this tax. On October 17, 2014, the government issued orders abolishing Rs 76 Crore worth dues under the Transport Tax. With these decisions owners of autos and tractors are benefitted by Rs 12 Crore every year.

51 Rs 100 Crore allocated for the poor Brahmin Welfare

The Telangana State government is committed to welfare of all sections of the people irrespective of caste, religion and regions. There are poor people among the Brahmin Community like in other communities. Hence the government has set up Brahmin Welfare Fund and allocated Rs 100 Crore in 2017-18 Budgets.

52 Each Telangana Martyr family is given Rs 10 lakh and one job

The State government has issued financial assistance to the families of 470 Martyrs who laid down their lives for achieving the Telangana State. On March 3, 2015, the government has issued orders releasing Rs 47 Crore.

---On October 27, 2015, 450 families and on Feb 7, 2016 another 20 families were given the financial assistance.

53 Housing for journalists, Drivers, Home Guards: Rs 5 lakh insurance to the Construction labour

The state government has created an accident Insurance policy worth Rs 5 Lakh for drivers of Autos, Cabs, Trucks and other vehicles, Working Journalists and Home Guards. The premium for the policy is Rs 46 per year and orders on the matter were issued on Aug 19, 2015.

54 Toddy Tappers and fishermen, Rs 5 lakh accident insurance

On June 10, 2015, the State Cabinet, which met at Secretariat, has decided to give Rs 5 Lakh insurance to Toddy Tappers, Fishermen. The compensation is given to them if the worker is dead or become invalid permanently. Workers who have enrolled themselves as member in Toddy Tappers and fishermen Associations will get this benefit.

55 Welfare of the construction Labour

The government is implementing 11 Welfare Schemes for the construction labour. The government has also taken up issuing ID Cards, Collection of the Cess, Health Programmes and identification of other construction activities. Of the Cess taken away by AP, so far Rs 101 Crore was brought back to the Telangana State. Still Rs 419 Crore is due. The government wants to create shelter and drinking water facility at the work site for the workers as well as ESI facility. Financial assistance of Rs 10,000 each for two girls of a women worker for their marriages is given to 691 persons at cost of Rs 34.90 Lakh. For 2207 persons Rs 1.74 Crore is given towards delivery of two women at Rs 20,000 per person. For those dependent on the worker who died, Rs 5 Lakh assistance is given to 184 persons. By December 2016, Rs 3.64 Crore was spent on this. 34

WOMEN AND CHILD WELFARE

The state government is committed to the development of women, who constituted 50 per cent of the population, in all fields. In 2016-17 Budgets for women and child welfare, Rs 1552 Crore, in 2017-18 Budget Rs 1731 Crore is allocated. For the first time in the country, 33 per cent reservation is given to women in the market committees. The TS Assembly has passed resolution seeking 33 per cent in the Legislative bodies and sent the same to the Centre. On the TRS Party side it is wagging a battle for women reservation Bill with the Centre.

56 Arogya Laxmi-Nutritious diet

Since health is wealth, the state government wanted both mother and child to be healthy. On Jan 1, 2015, one time nutritious full meal is given to pregnant and lactating women, infants through Anganwadi Centres on a daily basis and the programme is named as Arogya Laxmi. The programme is implemented through 35,700 Anganwadi Centres in the State. In 2016-17 Budget Rs 451.85 Core is allocated to the programme and in 2017-18 Budget Rs 429 Crore is ear marked.

---Earlier, 8 eggs were given to the children per month in the age group of seven months to three years, now 16 eggs are given.

---Along with eggs, a 2 KG pack of milk powder, roasted Bengal Gram (Senagapappu), Sugar, edible oil is given first of every month.

---For the children in the age group of 3 to 6 years, 16 eggs were given per month in the past; now one egg is given 30 days in a month. Along with egg, rice, Dal and snacks are also supplied on a daily basis.

---For pregnant and lactating women in the past three KGs of rice, one KG of Redgram, half a kilo edible oil is given now they are given one time nutritious meal per day.

---Under 149 ICDS Projects in the State, eggs are given for 30 days in a month.

---Along with eggs, full meal for one time for 25 days and 200 ml milks is also given.

---Under the scheme, 3,88,093 pregnant and lactating mothers, 9,64,007 children in the age group of seven months to 3 years, 5,39,007 children in the age group of 3 to 6 years are benefitted.

---Training camps and workshops are conducted for the ICDS Staff such as Anganwadi teachers, helpers, supervisors working under Arogya Laxmi scheme through 24 training centres. A Middle level training centre is also set up.

57 Deepam Scheme

The state government wants the State become into a No Kerosene use State and hence giving LPG connections to all the eligible under Deepam Scheme. From 2000-2014 the then government has given only 19.84 lakh Deepam Connections in 14 years. But the TRS government in two years has given 9.37 lakh connections and has allocated Rs 150 Crore for the scheme. The state government has approached the Oil Companies to give 20 lakh connections under the Corporate Social responsibility (CSR). Through this, the government wants to make the state Kerosene Free State. In 2016-17 Budget Rs 21 Crore is allocated, under SC Plan Rs 3.86 Core, under ST Sub Plan Rs 2.36 Crore is allocated. Rs 27.22 Core is spent on the gas connections.

58 Amma Vodi Scheme

Pregnant women in the remote agency areas are facing problem commuting to the hospitals before and after deliveries. To get the pregnant women to hospital and take the mother and child back home safely Amma Vadi programme is implemented. On December 28, 2016, 39 vehicles were introduced and by dialing toll free 102 number vehicle facilities are arranged. Rs 144 Crore is allocated for the programme in 2017-18 Budgets. Pregnant women can avail this facility free of cost. The transport vehicles are well equipped with all the facilities. Pregnant women can avail this facility for their regular checkups in the hospitals every three months.

59 Anganwadi salaries hiked by 150 per cent

The status of Anganwadi workers is elevated to that of Anganwadi teachers and instructions are given to refer to Anganwadi workers as Anganwadi teachers.

At the time when the Telangana State was formed the salary of Anganwadi teacher was Rs 4,200 per month. The CM had enhanced the salary to Rs 7,000 per month when he had a meeting with Anganwadi teachers on Feb 28, 2015 in Secretariat. Now the salary is hiked to Rs 10,500 per month. This will mean that each Anganwadi teacher’s salary per month is increased by Rs 3,500 per month which 50 per cent hike. If the hike is calculated from the Telangana State was formed it is 150 per cent.

When the Telangana State was formed the salary of each Anganwadi workers working at the Mini Anganwadi and helpers was Rs 2,200 per month. It was increased to Rs 4,500 per month when they had their first meeting with the CM. Now it is increased to Rs 6,000 per month which is Rs 1500 hike per month (33.3 per cent). If the hike is calculated from the Telangana state formation it is 172 per cent.

The decision to hike salaries of the Anganwadi Teachers, helpers will benefit 67,411 employees working in 35,700 Anganwadi Centres.

Taking in account the seniority, Anganwadi teachers will be promoted as Supervisors.

Insurance scheme will be extended to Anganwadi teachers and helpers.

Anganwadi workers will be given double bed room houses

Fine rice will be supplied to the Anganwadi centres to cook rice for the Pregnant, lactating mothers and the infants. Fine rice will be supplied from the coming month.

During the month of May it may be difficult for the pregnant women, lactating mothers and children to come to the Centres, hence food will be supplied to their homes. During 2017-18 Rs.459.71 crore is allocated for Anganwadis.

60 Financial assistance and KCR Kits to pregnant women

In Telangana State top most priority is given to the welfare of mother and child. The government wants to take care of the mother and child post and anti- Natal stages. Under the Arogya Laxmi Scheme, pregnant women, lactating mothers and children will be given nutritious food, milk and eggs. If the pregnant mothers are healthy their newborn will also be healthy. These new born are the prosperity of the Telangana State in future. If they are healthy, the State will be good. This is the precisely the reason the government is spending money without even bothering about the financial burden on schemes like Arogya Laxmi. The government has decided to give Rs 12,000 in three installments to those women who deliver their babies in the government hospitals. If the newborn is a female child an additional amount of Rs 1,000 is given. This scheme will start from April 2017. For the just born babies, a special Rs 2000 worth Kit having the entire necessary items that require for a new born is given to each mother. And people desired that the Kit should be named as KCR Kit. The women should get the delivery done in the Government hospital only.

61 Single woman pension scheme

The CM said that giving Rs 1,000 per month pension to single women should be treated as a priority item in the districts. The state government has decided to offer financial assistance to the single women in the State. On Jan 6, 2017 the state government has announced in the Legislative Assembly that Rs 1000 per month will be given to single women and Rs172.92 Crore is allocated in 2017 Budget. Eligible single women are asked to apply from May 8, 2017. The Scheme will come into force from June 2, 2017 the state’s formation day and about 3 lakh are expected to be benefitted under the scheme. Under the guidelines, women above 18 years of age married but separate from husbands for more than a year, unmarried women having 30 years of age (Villages), 35 years of age in tons will be eligible for the scheme.

62 Sreenidhi: Up to Rs 10 Lakh interest free loan

The state government has increased interest free loan limit of 4.22 Lakh Self Help Groups in the State from Rs 5 Lakh to Rs 10 Lakh. The funds allocated for this purpose are also increased from Rs 700 Crore to Rs 1400 Crore.

63 SHE Teams

The government has constituted SHE teams in Hyderabad for the protection of rights and dignity of women. Members of SHE team in mufti move around crowded places, markets, near colleges and bus stops. Since the SHE teams experiment became successful under the Cyberabad Commissionarate limits, it is planned to implement the same all over the State.

64 Mission Women Protection

The government is also taking up stringent measures for the protection, security of women and girls and decided to act firmly with the protection of women. A Women Protection Cell is created. The government has also amended the Act which deal with the Acid attacks on women and more stringent punishment is given under the new Act. Conviction will be increased from 10 years imprisonment to life term. Amendments will also be brought in the Act to collect fine from the convicted and pay the same to the victim or her family.

SC/ST WELFARE

65 SC/ST Sub Plan

The state government has successfully implemented the SC/ST Sub Plan based on their population figures. However, when funds are not being utilised, they were not carry forward to the next year. The state Cabinet on Feb 2, 2017 has made amendments through which carry forward of the funds unspent to the next year is made possible. The SC/ST Sub Plan is renamed as SC/ST Special development Fund and it is used only for the SC/ST families and their places of residence. The Bill making these amendments was passed by the Legislative Assembly and Council. The funds granted in the Budget will directly go to the SC/ST development Ministry. Hence, there will not be any diversion of funds. Schemes and programmes for SC/STs living in rural, semi urban and urban areas will be different and are local specific.

66 SC/ST Beneficiaries under the Welfare programmes

Telangana state government is giving top priority for welfare programmes. By Dec 2016, 33 Schemes at a cost of Rs 30,000 Crore are being implemented. SC/STs are getting major benefits out of these schemes.

67 Three acres of land to Dalits

Land is being distributed to Dalits since 1983. In these 32 years, 16 years Congress was in power and the TDP for 16 years. Since then to 2014, in Telangana 39, 798 acres land was distributed to 32,800 persons as per the records. Each one is given one fourth of acres, one acre and one and one fourth acre. Most of the land is not fit for cultivation. This land was of no use to the beneficiary. Soon after this government came to power on Aug 15, 2014, CM KCR launched the programme distributing 3 acres to Dalits as it was thought that 3 acres of cultivable land would help the Dalits. Along with the land, expenses for digging a bore wells, power connections, motor, input costs for the first crop is given by the government. In last two and half years 9983.38 acres of land is distributed to 3792 Dalits at the rate of three acres per person. In the 32 years of Congress and TDP rule, for Dalits on an average 1243 acres was distributed per year. Under TRS government for the last two and half years, on an average 3,327.66 Acres land was distributed. In its 16 years rule, the Congress spent Rs 2.65 Core, the TDP in its 16 years rule Rs 71.01 Crore while the TRS in its two and half years rule has spent Rs 420.58 Crore.

68 Overseas scholarships for SC/ST Students

The State government has introduced Ambedkar Overseas Scholarship Scheme for the bright SC/ST students who are planning to study abroad. The financial assistance given under the scheme has been substantially increased. Earlier, each student used to get Rs 10 Lakh, which the TRS government has increased, to Rs 20 Lakh. In 2016-17 Academic year, 128 students got the scholarship. Since the launch of this scheme in March 2014-15 to 2017, 343 SC students got Rs 45.20 Crore.

69 Subsidies for SC/ST Entrepreneurs

The state government is giving all the necessary help and cooperation to the Dalit entrepreneurs. 22 per cent of the land in all the industrial parks in the State is reserved for SCs/STs. Subsidies are also given while purchasing the land. A special incubation centre is set up in Hyderabad and an acre of land for it allotted on the outskirts and Rs 5 Crore is given for the construction. The government is also giving margin money for SC/ST entrepreneurs. The government is also implementing Telangana State Programme for Rapid Incubation of Dalit Entrepreneurs (TS PRIDE) and orders in this regard were issued on July 25, 2016. Incentives given to those set up their industry from Jan 1, 2005 and for those setting up or expanding their industry till March 31, 2019. Increase in power subsidy from Rs 1 to Rs 1.50, Loans at 0.25 paise interest rate for small units, food processing units, 35 per cent investment subsidy, for women entrepreneurs 45 per cent, sales tax exemption is increased from 50 per cent to 100 per cent. Under TS Pride 2,875 SCs, 1280 STs were benefitted. SCs were given Rs 125.46 Crore and STs Rs 66.41 Crore. The government also decided to train the SC/ST engineering graduates and award them contracts on reservation basis.

70 SC/ST Special Development Fund

The State Assembly has passed a Bill, State Dalits, and Tribals Special Development Fund Act-2017 on March 24, 2017. Under this Act, funds will be spent only on SC/STs based on their population figures and the funds are utilised for the SC/ST families and their habitants. In 2017-18 Budget Rs 14, 375 Crore for SCs, Rs 8, 165 Crore for STs was allocated.

71 62 per cent reservations in Telangana

In Telangana State SC/ST/BCs constitute the majority of population placing at about 90%. Government from the beginning is of the view that reservations quota should be increased based on the population figures of these sections. Under United AP, STs had 6 per cent reservation while in the Telangana State their population is 10 per cent. Hence STs in Telangana State should be given 10 per cent reservations. Similarly for the Muslims who are sociologically and educationally backward have 4 per cent reservations while their population is 12 per cent. The Government has constituted Chellappa Commission to study the STs, Sudhir Commission to Muslims and BS Ramulu Commission to study the BCs. The government took decision based on the reports of these Committees and increased reservation quota for STs and backward Muslims.

72 Girijan Tandas as Gram Panchayats

Since Thandas are part of the wards they have discriminated against in the development. Against this backdrop, the government has decided to change Thandas into Gram Panchayats. The government has decided to change all the Thandas having more than 500 populations into Gram Panchayats. 1472 Thandas, Gudas are identified by the government and they were changed into Gram Panchayats. The New gram Panchayats come into existence once the present Gram Panchayats terms of office comes to an end.

73 125 Feet Ambedkar Statue

Dr BR Ambedkar’s 125 Birth Anniversary was celebrated on April 14, 2016 on the Necklace road in Hyderabad. The Chief Minister had laid a foundation stone for the Centre for Dalit Studies building at Yousufguda and 15 storied Ambedkar Towers near Tank Bund. He later did ground breaking ceremony for the 125 feet statue to be installed in NTR Gardens and unveiled the Plaque.

74 Funds directly to SC/STs

The Telangana government has brought in complete changes in passing funds directly to the SCs/STs. The funds allocated in the Budget for the SCs/STs will directly go to the SC/ST Development Ministry so that the funds are not diverted. The schemes meant for SCs/STs will be separate for the Rural, Semi Urban and Urban areas.

75 Chellappa Commission for STs

On March 3, 2015 the state government has constituted Chellappa Commission to study the socio-economic condition of the STs in the State. The Commission has submitted a report to the state government to increase the reservation quota for STs from 6 percent to 10 per cent. Valmiki and Boya communities were also included under the STs.

76 Measures taken by the government for Minority Welfare

---An announcement was made during the 2017-18 Budget session in the Assembly increasing financial assistance of Rs 51,000 given under Shaadi Mubarak Scheme to Rs 75,116 and the beneficiaries by March 2017 are 56,239.

---A Christian Bhavan is being constructed at Nagole at a cost of Rs 10 Crore.

---A Rubaat is being constructed at Ajmer at a cost of Rs 5 Crore.

---Development works are taking place at a cost of Rs 14.65 Crore at Jamia Nizamia University in Hyderabad

---In 2015-16, Pre Metric Scholarships are given to 89,628 students and Rs 30 Crore was allotted for this purpose. In 2017-18, for the Post Metric Scholarships, Rs 125.2 Crore is allocated.

---Minority scholarships to the tune of Rs 125.2 Crore are given

---595 Students have benefitted by the Minority Overseas Scheme by March 2017.

---Steps are taken to fill up Urdu teachers.

---New clothes are distributed to the 2-lakh poor families of Christians Minorities during Christmas and Ramzaan festivals. Iftar parties are given at all the Mosques in the State during the Ramzaan and dinner is also organized for Christians at Churches during Christmas there by the government has shown its secular spirit. Rs 30 Crore was allocated for this purpose in 2016-17 Budget.

---For the first time in the country, the remuneration of Imams and Mauzams in 5,000 Muslim worshipping places has been increased from Rs 1000 per month to Rs 1500 per month benefitting 8934 Imams and Mauzams in the State.

---The state government has decided to observe Minorities Day on November 11, the date of birth of Maulana Abul Kallam Azad, the first education minister of the country.

--- 71 Minority Residential Schools are set up and in 2017-18 academic year another 130 residential schools will be started to take total to 201

---For the self-employment of the minority youth, the subsidy component of the government has been increased from 50 per cent to 80 per cent. Skill development is also imparted to the minorities in association with NAAC, ECIL, CIPET and SETWIN to increase their job opportunities. 42

---To encourage Minority entrepreneurs, TS PRIME, on the lines of TS PRIDE launched for the SC/ST entrepreneurs, is launched. A Special IT SEZ is also being launched in Hyderabad exclusively for the minority industrialists.

---Under Economic Support Scheme the government has sanctioned Rs 150 Crore and the scheme value has been increased from Rs 2 lakh to Rs 10 Lakh.

---The government has allotted 4300 square yards of prime land in Nampally to make the Orphanage one of its kind. A multi story complex will be constructed on the area for the Orphaned children and it will become a role model for others

---Rs 2 Crore grant was given by the State Government as a Special Grant to Telangana State Haj Committee for the pilgrims undertaking visit to Mecca and Madina.

--- Government has sanctioned Rs 8.48 Crore for Mecca Masjid development.

---Upgradation of Falunkuma Junior college

---Funds are released for self-financing courses in 4 minority Degree Colleges and for establishing 17 minority junior colleges.

77 12 per cent reservation to Minorities

The Telangana Backward Classes, Scheduled Castes and Scheduled Tribes (Reservation of Seats in Educational Institutions and of Appointments or Posts in the Services under the State) Bill, 2017, was passed in the Telangana State Legislative Assembly and Council enabling 12% reservations for Muslims. The bill is sent for the approval of the President.

78 Residential Schools for Minorities

The State government has decided to set up Residential Schools exclusively for the minorities. During 2016-17 Academic year, 71 Minority residential Schools were started. Another 133 Schools will be started in the next academic year. With this, there will be 204 Residential Schools for the minorities in the State. Realising that there is a large percent of girls dropping out of the schools, the State government made 100 Residential School for the girls. No other State or government in this country has ever made such a step for the minorities. About 1, 28,000 students (both girls and Boys) will get a global level education in English Medium from these schools. Rs 350 Crore allocated for minority residential schools and as on date Rs 175 Crore released.

79 Overseas Scholarships for Minorities

595 Students have been benefitted by the Minority Overseas Scheme by March 2017. During 2017-18 Rs 40 Crore allocated for the overseas scholarships.

80 Minority Scholarships

For those minorities’ students pursuing their education abroad, for the first time, the government has introduced Overseas Scholarships Scheme. Last year, under this Scheme, 463 students were given Rs 10 lakh scholarship each besides providing their air fare. This year it is increased to from Rs 10 lakh to Rs 20 Lakh. Premetric scholarships are given to 89,000 minority students at a cost of Rs 35 Crore. On par with SC/ST/BC students, 1, 18,000 minority students studying from Intermediate to PG were given Post Metric scholarship to each one who have applied. Like SC/ST students, minorities’ students were also given the fee reimbursement not withstanding their ranks. The government has paid Rs 219.43 Crore to 1,18,000 minority students during the academic year 2015-16. During 2016-17 Rs 62.41 Crore allocated.

81 12% Reservations for Muslim Minorities.

In order to benefit the Muslim Minority community to a great extent Government has decided to extend 12% reservation on par with Tamil Nadu Government and a decision was taken in the state assembly during January 2017. The bill is proposed to be forwarded for the assent of the President.

82 Own your Auto

The state government has launched an innovative scheme in the twin cities called own your Auto. Under his scheme, 1721 minority youth were given Autos on 50 percent subsidy.

83 Urdu as the first language option

The government has also taken steps to protect the Urdu language and develop it. Basic infrastructure is provided to the Urdu medium schools. On 19th May 2015 the government issued orders making Urdu as a first language option for the students.

The CM wrote a letter to the PM asking him allow Urdu in the NEET exam.

85 Employment in Minority welfare department

Since the government has increased programmes under the Minority Welfare department, the department has become important and its activities extended. The government has decided to sanction 80 posts.

86 Separate Wakf Board for TS

Valuable assets for the Muslim community are Wakf Board and Institutions. Rs 53 Crore grant is given to take up renovation, repair and constructions in the Wakf Institutions. The government also gave permission to 11 Wakf lands to lease out to take up construction works. From this the Wakf Board is expected to get about Rs 60 to Rs 70 Crore income. The government is taking all measures to protect the Wakf Board properties. Coordination Committees are formed with District Collector as the Chairman in the district to protect the Wakf properties.

87 Sudhir Commission for Muslims

The Sudhir Commission constituted to study the living standards of the minorities in the State had toured the State and submitted a report. Its report is submitted to the BC Commission, which recommended 12 per cent reservation quota under BC (E) for the backward Muslims.

88 Rs 1000 honorarium for Imams, Mauzams

The remuneration of Imams and Mauzams in 5,000 Muslim worshipping places has been increased from Rs 1000 per month to Rs 1500 per month benefitting 8,934 Imams and Mauzams in the State. Rs 12 Crore allocated for the purpose.

89 Islamic Centre cum Convention Centre

The government has allotted 4000 square yards of prime land in Nampally to make the Orphanage one of its kind. A multi story complex will be constructed on the area for the Orphaned children and it will become a role model for others. The government has decided set up an Islamic Centre cum Convention Centre on international standards. The Centre is coming up on 6.5 Acres of Wakf Land in Manikonda near Gachibowli and Rs 40 Crore was released and administration permissions were given. The Centre will coordinate activities of Muslims.

BC WELFARE

91 BC Welfare

The government is taking measures for the comprehensive development of BCs who constitute a major percentage among the state’s population. In 2016-17 Rs.3172 Crore is allocated in the Budget for BC Welfare 366 Crore more than the amount allocated previous year. In 2017-18 Rs 5,070.36 Crore is allocated. In the past during 2013-14 Rs 1659 Crore spent on BC Welfare, in 2015-16, Rs 2172 Crore was released. For scholarships Rs 1500 Crore is allocated which is the highest. For BC Study Circles Rs 25 Crore, BC Finance Corporation Rs 162 Crore, Hostels Rs 43 Crore is proposed. First time, the government has given permission for special schemes for the Most Backward Classes at a cost of Rs 1000 Crore. For the first time for Kalyana Lakshmi scheme through BC welfare department Rs.300 crore is allocated. Due to the facilities given to the BCs, in 2016-17, 10th class students registered 85.60 per cent pass percentage. For the first time during 2016-17 Rs 300 Crore is allocated for Kalyan Laxmi scheme implemented through the BC Welfare department benefitting 58820 people. Up to the end of March 2017 20921 BC and 566 EBC families having girl child received the benefit. During 2017-18 Rs.400 Crore is allocated to 53251 girls benefitting with an amount of Rs.75,116 each.

The government is running 700 hostels for the BCs and the students are given free food, clothes, books and other items

The government is spending Rs 283.62 Crore for running 700 BC hostels (246 College and 454 Pre Metric) and 68,024 students from third standard to PG are studying.

All the BC students studying in colleges, scholarships, fee reimbursement are given. In 2016-17 Rs 1250.62 Crore fee reimbursement is allocated and of this Rs 1202 Crore dues are paid benefitting 756251 students for 2015-16.

In 2016-17, for EBC students’ reimbursement Rs 383.03 Crore is allocated and Rs 341.53 Crore dues are paid for 2015-16 benefitting 93089 students.

In 2016-17 for post metric scholarships Rs.354.08 crore is allocated of which during 2015-16 Rs.198.99 crore dues are paid for 2015-16.

In 2017-18 for Maintenance fee scheme Rs.324.90 crore is allocated of which Rs.51.43 crores is released. Under central government scheme Rs.37.73 crore is allocated of which Rs.5.59 crore is released.

Towards BC fee reimbursement scheme Rs.753.31 crore is allocated of which Rs.112.99 crore is released. For EBC scholarships Rs.252 crore is allocated of which Rs.37.80 crore is released. 46

Meritorious BC students are admitted to private and Corporate Colleges by the government. Through BC Study Circles they are given training to appear for the competitive examinations. Rs 25.50 Crore is spent and in 2016-17 2528 students were given free coaching. Out of which 135 students were selected as constables.

As part of caste less society, the government is giving Rs 10,000 incentive to those went for inter caste marriages and Rs 1000 per month is given to the BC lawyers to get professional training for three years.

For the students from fishermen families, 23 Mahatma Jyotirao Phule Residential Schools are running in the State. For 2017-18 Rs.20.00 crore is allocated for the schools.

A separate federation is formed with Rs 5 Crore for the nomadic tribes. The state cabinet gave a green signal for the setting up of 119 Residential Schools on Oct 7, 2016 and admissions to the schools for admission into5, 6, 7classes will begin from the next academic year. Each class will have two sections and there will be 240 students and the government gave permission for the recruitment of 3570 employees for these schools.

92 BC Commission

To benefit the backward classes Government has decided to set up BC Commission wide GO RT NO 25 dated 10th October 2016. During 2017-18 budget Rs 3.58 Crores has been earmarked for the commission.

93 MBC Finance Commission

In order to benefit the Most Backward Classes, the government has set up “Most Backward classes Finance Corporation” and during 2017-18 budget Rs 1,000 has been earmarked.

94 119 Residential Schools for the BCs

Vide G.O. No 24 Dated 10-10-2016 Government has issued orders for 119 residential schools. Permission was granted for appointing 3570 Staff members.

95 Cabinet Sub Committee on Sheep breeding and fisheries

Under the Chairmanship of Minister T. Srinivas Yadav a cabinet sub- committee has been constituted on Sheep breeding and fishlings development. 47

Vide GO Rt No.52 AH Dept Dt.11.04.2017 it is proposed to supply 4 lakh sheep units at a cost of Rs.5000 Crore for strengthening of Rural Economy in the State for the years 2017-18 and 2018-19.

96 75 per cent subsidy for sheep rearing

The government stated that 84 lakh sheep would be distributed to Yadav and Kuruma persons with 75 per cent subsidy. The government will distribute not less than 2000 units per Constituency. During the past 60 years, the then united AP government have distributed only 12,000 sheep while in two years the state government has decided to distribute 2 lakh sheep. NCDC has given permission for Rs 5000 Crore loan and the government is launching the scheme very soon. Quality sheep from other states will be distributed under the scheme.

The state government is going to sanction a Sheep Unit to every person, who is over 18 years of age, in Yadav and Kuruma communities in the State. The required numbers of Sheep will be purchased after the onset of Monsoon this year. The CM has decided to sanction Sheep units to the about 4 lakh Yadav and Kuruma families in the State and even if they are 50, 000 more families, Sheep units will be given. He wished that the guidelines for rearing of Sheep should be transparent and simple. Strict and complicated guidelines will not serve the purpose. He wanted more beneficiaries should come under the scheme. The CM has decided that without any linkage to the banks, the scheme should be implemented to all the Yadav and Kuruma members whoever asked for it. The state government will give 75 per cent subsidy and 25 per cent will be borne by the individual beneficiary.

97 100 per cent subsidy for fish culture

The state government has decided to give 100 per cent subsidy for Mudiraj, Bestha community persons who are into fish culture and th programme is launched on Oct 3, 2016. The government has allocated Rs 60.5 Core in 2017-18 Budgets. By December 2016, 26.91 Lakh fish are cultured in 3,897 reservoirs and tanks and 2.40 Lakh fishermen families are getting benefitted under the scheme. The government’s aim is to culture35 Crore fish at a cost of Rs 48.35 Crore. It is expected that fish culture will get 75,000 Tonnes yield and state wide 62 Fish markets in the districts. In 2016-17, Rs 101Crore is allocated for fisheries.

Government has decided to accord 100 percent subsidy for fish rearing benefitting 2,40,000 fishermen. Rs 101 Crore is allocated during 2016-17 financial year. Government has allocated Rs 60.5 Crore during 2017-18.

98 Welfare of the handloom weavers

Governments have decided to mitigate the miseries of weavers and several welfare initiatives were proposed to benefit the weaver community. During 2017- 18 Rs 1,200 Crore were allocated for the same. 48

99 Revival of toddy shops

During September 9, 2014 Government has taken a decision to revive the toddy shops and decided to supply fresh toddy. With the above decision 50,000 Gouda Community will be benefited. During 2016-17 it is proposed to plant 50 lakh Palm tree saplings and rear 2.50 Crore plants in the nurseries

100 Help for Washer men and hairdressers

In order to benefit the washer men and the hairdressers during 2017-18 budget government has earmarked Rs 450 Crore.

101 Loan waiver for power loom workers

To mitigate the miseries of power loom workers government has decided to waive off the existing loans of power loom workers to an extent of Rs 1,00,000.

102 Hair Cutting Saloons under domestic category of power

To benefit 18,000 hair dressers consuming less than 200 units of power government has decided to charge domestic price for the consumption of electricity.

103 Mahatma Jyoti Rao Phule foreign education Fund

Under Jyoti Rao Phule foreign education fund government is extending financial assistance to the tune of Rs 20 lakhs on each student. During 2017 up to February 79 BC students were benefitted. It is proposed to sanction scholarships for 300 students in this academic year.

There is an employee friendly government in the Telangana state. The government is giving top priority to the employees’ welfare and it decided that it would not harass the employees on silly issues. CM KCR declared that there will not be frequent transfer of the employees and except under special circumstances employees will not be transferred for two year

In order to extend a befitting send off to a government employee on the day of his retirement government has decided to settle the pensioner benefits on the 49 same day of retirement and to provide government vehicle to see off the respective individual at his residence.

Government has decided to accord Compassionate appointments based on the age and educational qualifications of the bereaved family member within ten days.

The existing ban on transfers has been lifted benefitting transfers, promotions, compassionate appointments and the other. The government has decided to post husband and wife at the same place of working.

Government has extended 43% fitment to employees along with special Telangana State increment from 2nd June 2014.

Government has decided to upgrade 2,488 Language Pandits, 1,047 PETs as School Assistants and issued orders vide GO Ms No.17 Finance HRM Department Dt.3.02.2017.

116 Health Cards for employees and pensioners

To benefit the Government employees, pensioners and teachers and to extend required medical facilities in corporate hospitals. Government has decided to issue health cards.

117 VRA salaries hiked by 64.61 per cent

The CM has announced that salaries of Village Revenue Assistants who are working on hereditary basis will be hiked by 64.61 percent. The CM has decided to increase the salaries of the Village Revenue Assistants from the existing Rs 6,500 per month to Rs 10,500 and over and above this Rs 200 per month as an increment for achieving the Telangana State. This will result in VRA getting Rs 4,200 more salary per month. Since the hereditary VRA’s are living 24X7 in the villages and are available to meet the people in the village, the CM also announced double bed room houses for them in their own village. The hiked salaries will be paid to the VRAs from April 1. The CM also instructed officials concerned to issue orders to construct a double bed room house for the VRAs in their village. The CM also announced 30 per cent reservations for the VRA’s in the VRO, Attender and Driver posts. The CM also issued instructions that all those who are referred to and called as Vetti and by other nomenclature should be referred to and addressed as the VRA. The decisions taken by the CM will help and benefit 19,345 VRAs working in the State.

The CM has also decided to regularise the VRAs who passed the Service Commission examination and working. The CM has asked TSPSC Chairman Prof Ghanta Chakrapani and Special Chief Secretary (Revenue) Sri MG Gopal to prepare guidelines on the matter. This decision will benefit 2,900 VRAS who were appointed directly after clearing the TSPSC but were working on a lesser wages.

118 Hike in salaries of VOAs

Government has decided to enhance the salaries of 18,405 VOAs from the existing minimum sum of Rs 500 to Rs 1,500 to Rs 5,000 where in Village Societies 51 will bear Rs 2,000 and the government’s contribution would be Rs 3,000 and the amount would be paid through SERP.

Government has decided to enhance the salaries of Metro Water Supply and Sewerage Board employees.

Government has decided to extend 90 days child care leave to women employees.

127 23 per cent of profit share for the Singareni employees

The government took a key decision on the appointments on compassionate grounds in Singareni which are pending for past several years. The government has given permission for the appointments on Nov 4, 2016 but however, with the Supreme Court judgment the matter is pending now.

Singareni Collieries Company Limited, which registered 3 percent growth from 2009-2014, posted 15 percent growth after the TRS government came to power. The profits made by the Singareni from 2009-2014 is Rs 400 Crore per year on an average but it is Rs 1066 Crore in 2015-16. Never before, the Singareni workers are given Rs 245 Crore, 23 percent of the profits. As Diwali bonus each worker is given on an average Rs 54,000 and Rs 303 Crore is spent. Each worker got about Rs 1 Lakh to Rs 1.25 Lakh during Diwali and Dussera.

Ex-gratia amount for death of workers paid by the company has been increased from Rs 7 Lakh to Rs 10 lakh, workers contribution Rs 10 Lakh, ex-gratia of Rs five lakh, total Rs 25 Lakh is given to the members of the deceased family. If a worker dies a natural death while being an employee, the ex-gratia amount is hiked from Rs 1.5 Lakh to Rs 15 Lakh.

The government has also taken measures for the better working conditions for the workers. Instead of the heavy duty cap lamps, the government has spent lakh of rupees and brought 400 Gms weighed cap lamps and man riding system is introduced. Roads, drainage system, parks, swimming pools, gyms and other facilities are created in the workers colonies. The government has road map for the Singareni. In the coming 5 years, 20 Open Cast mines, 11 Underground mines are planned and the present production of 600 Lakh tonnes will be increased to Rs 900 lakh tonnes by 2010-21. This will help the thermal power plants to be executed in the State and 11,621 new jobs will be created.

128 Rs 750 Crores for RTC and 44 percent fitment for employees

In order to mitigate the miseries of Telangana Road Transport Corporation government has released Rs. 250 Crore to TSRTC initially and decided to extend 44 percent fitment to its employees. During 2017-18 budget Rs 994 Crore has been allocated. Compared to last budget allocation Rs 511.17 Crore has additionally granted. Recently the TSRTC procured 1,350 buses at a cost of Rs 350 Crore.

Government has decided to regularize the services of 23,000 and above outsourcing employees in a phased manner based on their performance in discharge of their duties.

Hyderabad is the fifth biggest city in the country. Known for its excellent weather and climatic conditions, Hyderabad is known for its harmonious living. Hyderabad is centre for the world’s largest education and research institutions, hub for pharma and hospital industry, and a favourite tourism destination, Information Technology Corridor and is fast growing as a Smart city. It is regarded as the second Silicon Valley in the World.

After the formation Telangana state, the State government is making innovative steps for the welfare and development of people. Under the able and visionary guidance of the beloved honorable Chief Minister Sri K Chandrasekhar Rao, in all fields and sectors, the state is making rapid strides. The city of Hyderabad is fast becoming an international city there by throwing up opportunities for the people and opening up several new avenues. The State government is making special efforts on making Hyderabad the best city as part of Bangaru Telangana. During 2017-18 the government allocated Rs 1000 Crore towards development of Hyderabad to develop into a global city.

134 2 BHK Houses in the city

To give a proper shelter to the poor, the government has embarked upon the 2-bed Room Houses scheme in the city. In the first phase, it is planned to have one- lakh houses. In Greater Hyderabad about 18 lakh poor people are living in 1466 slums under dire circumstances. For them for the first-time in the country a house with 585 square yards, with double bed room a kitchen; hall and two bathrooms are being constructed. We have convinced the local people living in the slums to accept for the construction of high-rise buildings of 5 and 9 floors for the construction of the 2BHK dwellement. Tenders have been finalised for Syed Saab ka Baada, Singamcheruvu Thanda, Erukala Nancharamma basthi and Banda Maisamma Nagar. Tender process is simplified to make the 2BHK programme faster and smoother. We have relaxed procedures under the Scheme to make GHMC Builders eligible for works. We have convinced the cement factories to supply cement at the rate of Rs 250 per bag for the houses under the scheme. The government has already allotted 2BHK to 396 poor families in IDH Colony. For 1484 houses, tenders are finalized and they about to start construction at other places in the city. Permissions are given to 20,569 houses. Rs 338.72 Core is given to complete the unfinished houses under JNNURM and VAMBAY Schemes.

135 Solving traffic problems in the city

To meet the needs of rapid increase of Vehicular traffic government has decided to establish conflict free corridors, express highways, express ways, flyovers, multi grade separators, sky scrapers at identified spots across the city.

136 Other programmes for the public needs Drinking water

The city of Hyderabad is fast growing. Each year about 10 lakh people are adding to the city’s population. But in tune with the growing population, the drinking water system is not augmented. The efforts to bring Godavari water to the city are at snail’s progress when our Government came to the power. Out government has taken the Godavari eater supply works on a war footing. Due to fall in rainfall, Singur is dried up, but yet our government has successfully got water from the Godavari for the people in Hyderabad last year. People have appreciated 55 the efforts put in by the government. However, the water from Godavari will not be sufficient the take of the drinking water problem of the city. The earlier government has not idea of creating reservoirs. Our government has taken steps for the construction of two dedicated reservoirs for the city’s drinking water purposes. To address the problems of drinking water for the city, the government is setting up a reservoir of 20 TMC capacity at Devalamma Nagaram in Chutuppal Mandal in Nalgonda district to store water from Krishna under Palamuru Lift Irrigation Scheme. For the water drawn from Godavari under Kaleswaram Project, a 20 TMC reservoir is being setting at Keshavapur in Shamiperpet Mandal. The government has asked the WAPCos to prepare Detailed Project Reports of the two proposed Reservoirs.

137 Strategic Road Development Programme (SRDP)

When our government took over, the road networks in the city in disarray. Travel in the City became a nightmare. Commuters are subjected to traffic jams. There is a need to take steps for smooth running of the traffic. We have launched SRDP for the better road network and smooth traffic flow. As part of the SRDP, Skyways, Major Road Corridors, Grade separates are launched. SRDP is implemented in four phases at a cost Rs 19,263 Crore. The government has given administrative grant to Rs 4,051 Crore under the first phase. 20 Traffic junctions are developed at cost of Rs 2,631 Crore. Tenders are finalized for 18 works and work on 11 Junctions has started. As part of SRDP, 8 signal free corridors, and flyovers at length of 100 Kms, Multi grade separators on Expressways have started. Five skyways with 100 Kms length, 11 Corridors with 166 Kms, additional roads on 1400 Kms and 54 flyovers will be constructed. After the completion of SRDP tariffs flow will be smooth and hassle-free. White tapping will be done on 400 Kms roads within a year. Works on white tapping of 8 roads started at a cost of Rs 18.06 Crore. On road no 10, Banjara hills white tapping done on a road on experimental basis.

138 Express ways around Hyderabad

To meet the traffic needs in coming 20 to 40 years and to have a hassle free road ways government has decided to come with express high ways and sky ways on the four sides of the City.

HYDERABAD METRO RAIL PROJECT

139 Metro Rail Project

Hyderabad metro rail Project on the fast track and so far two Corridors are completed. 8 Km stretch between Nagole and Mettuguda, 11 Kms between Miyapur and SR Nagar have been completed. Test runs have been completed successfully. Uppal and Miyapur Depots are ready. The 72 Kms Metro rail project is completed 75 per cent. 57 rails have reached Hyderabad. Once the metro Rail project is ready, there will be no traffic congestion in the city. During 2017-18 budget Rs 200 Crore allocated for Metro Rail Project.

In tune with the growing needs of the city and with the latest technology available we are trying to address all the problems and issues. Emphasis is given more on solving the problems of the citizens. Under the United AP, Hyderabad has never got a chance to develop itself. Government endeavour is to make people living in the city and those who came from different parts of the country to make Hyderabad as their home, to proudly declare that they live in a wonderful city called Hyderabad. GHMC going ahead with a comprehensive plan to add Hyderabad as one of the beautiful and major cities in the World.

140 Swach Hyderabad

The government is emphasising on making Hyderabad the clean city. In 2015, with people’s participation, the government has organized Swach Hyderabad campaign. The city is made into 425 Clusters and for each cluster a senior officer is appointed as special Officer. For each Unit Rs 50 Lakh is given at cost of total Rs 200 Crore. Under Swach Hyderabad, 5096 works are taken up. For the first time both the Chief Minister and Governor has adopted one area for the clean city campaign. Ministers, public representatives and people have participated in the programme with a single point agenda of making the city clean. Swach Hyderabad campaign has taken a new turn in making the city clean and green. With pubic representatives and officials visiting every nook and corner of the city, the ground realties came to fore. Besides understanding the day-to-day problems of making the city clean, new solutions have also emerged. The GHMC has taken every measure in tune with the Chief Minister’s direction that cleanliness should begin with every home. 44 Lakh Dust bins are distributed for the dry and wet garbage to every household in the city. To collect the garbage 2,000 new Auto Tippers are pressed into service. To clear the garbage collected through the Auto Tippers, 12 new Transfer Stations are created besides the old 13 Stations. This has drastically reduced the Garbage dumps on the roads, which are emanating odour. Collection of garbage is done efficiently. In the past the garbage collection was about 3,300 Metric Tonnes while it is 4,500 MT now. In Bibinagar, daily 12 MW of power is going to be generated from the 1100 MT Garbage. At four places in the city. Special dumping yards are created for the building material waste. Actions are taken for the C&D Plants. In Fatullahguda, Jeedimetla, Kothwalguda, Mallapur places are created by the GHMC for dumping 57 the building material waste. Parichayam, the innovative programme launched by the GHMC has got a good response and patronage. There is a better coordination between the GHMC employees and people as the employee responsible for the particular area is notified. This got appreciation from the Swach Bharat Mission.

HARITHA HARAM

141 Haritha Haram in the city

As part of the honorable Chief Minister’s Haritha Haram programme, GHMC planned to plant about 10 Crore saplings to turn the concrete Jungle into a green cover. Of the last year Monsoon’s target of 81 lakh saplings GHMC planted 83 lakh saplings.

142 Industry pollution free Hyderabad

It is identified that 1545 industries are emitting pollution causing various health problems in order to prevent such health hazards Government has decided to shift the existing industries towards outer ring road and identified 19 places to establish industrial townships.

143 Improved drainage facility

Drainage system in the city is ancient. The then Nizamia government had created the drainage system based on the population that existed then and we are using the same system now. The old and ancient drainage network of the city is not in a position take the burden of the population, which is increased by leaps and bounds. The drainage is often over flowing at several places in the city. Due to illegal encroachment of the Nalas, drainage system, the entire system came to a standstill. During the rains, the drainage is overflowing and entering into the dwellings throwing the normal life to out of gear. The government has planned for a better and proper drainage network in the city. The entire drainage system in the city is divided into 6 Zones. The government is taking steps to have proper drainage system, which will not allow any overflow of drainage or clogging of roads. Under JNNURM schemes drainage works are taken up in under southern Musi area at a cost of Rs 400 Crore.

In the outskirt municipalities there is no proper drainage system; hence the government has planned for a proper drainage system. Sewerage plants are planned for Seri Lingampalli and Rajendranagar Municipalities. Other places drainage works are taken up at cost of Rs 3,067 Crore. , the necklace of the city has become dirty due to the negligence of the past rulers. The government has decided to clean up Musi River, which is in the clutches of pollution. Sewerage plans are planned at 10 places along with the Musi River. GHMC intended to put a stop to clean up the river bed only before monsoon. All year long we are desilting the river. 58

144 Waiver of electricity bill dues of the poor

A power due of those whose consumption is below 100 Units has been waived benefitting 3,35,165 Lakh families at a cost of Rs 53.66 Crore. 1.16 lakh subscribers are benefitted as the surcharge on more than 100 units power consumption. Rs 455 Crore water tax dues pending for the past 15 years has also been waived to benefit the consumers.

145 GO No 58: 25,000 get Pattas

Government has decided to regularize the lands of the poor at free of cost within 125 Square yards. To an extent of 1,25,000 poor people have received pattas so far. Under GHMC limits one lakh people have given pattas worth of Rs 10,000 Crore

146 Waiver of the Poor’s drinking water bills

On January 2, 2016 the state Cabinet has decided waive Rs 450 Crore water dues under HMDA limits which accrued since 15 years

147 Full meal for Rs 5 for the poor

The government is implementing a meal scheme under which a meal is supplied at a rate of Rs 5 for the benefit of the poor. Rs 5 a meal scheme is implemented in the city through 50 Centres. Under the guidance from the Honorable CM, efforts are on to have 150 centres to serve about 35,000 people under the scheme.

148 Property Tax reduced, exempted in Hyderabad

On January 2, 2016 the state Cabinet has given exemption to the Property Tax below Rs. 1200 and allowing them to pay only Rs 101. This has resulted waiver of tax for 5.40 Lakh households. 5 per cent benefit is given to all those who paid their yearly house tax in April under the early Bird Scheme.

149 Managing e-Office administration

GHMC is implementing a paperless e-office system. GHMC for the first time in the country is implementing the e-office concept. Tracking of files is easy and efficient under the e-office system. There will be no room for corruption and there will be transparency under the system.

150 Development Planning and Management System (DPMS)

To eradicate corruption in the town-planning department the government introduced DPMS. Under the Ease of Doing Business Scheme, anyone can apply online for the construction under DPMS. Permissions are given under DPMS irrespective of the people. This is the first of its kind in the country.

My GHMC App is introduced for the citizens to pay their property tax, other taxes besides knowing the services being rendered by the GHMC. Using this App, citizens can download birth and death certificates. Citizens can also post their grievances through this App. This App became very popular.

LED lights are used for street lighting. Besides cost effective the LED lights have more illumination. Rs 340 Crore is spent to make the LED street lighting in the city. The power consumption of the GHMC will come down from 72.13 MW to 31.81 MW. On a pilot basis, in Circle 10, LED lights are introduced at a cost of Rs 64.39 Crore.

153 Model Markets

Markets in the city have not been developed in tune with the demands of the people. The existing markets are unplanned and are unhygienic. 50 Model markets are planned at a cost of Rs 25 Crore. Of this, 10 markets are ready. Under east Zone, Beerappaguda in Ramanthapuram, Uppal Market yard, Judges Colony in Mansurabad under LB Nagar, the Model Markets are ready. Under South Zone Model Markets are ready in Premavathy Pet, Mylar Devarpally. Under North Zone, 4 Markets are ready of the total 9. The GHMC is busy allocating the shops in the markets.

BIG BOOST FOR SPORTS

154 Development of Sports

Though the city of Hyderabad has excelled in sports, there no proper infrastructure made for the sports. The government is making efforts to fill up the gap. Under 51 categories, in 1386 Summer Coaching Camps, 1482 Coaches have trained 1, 16,626 persons. Sports kits are given to male and female students in 72 Sports Grounds. 112 sports grounds are developed. Model Gyms are set up in 93 centres. Schools are linked to 521 Playgrounds under the GHMC. Gowlipura and Uppal Indoor stadiums are launched.

Government has introduced driver cum owner scheme on 26th December 2014. It is intended to benefit 5000 drivers converting them as owners of their own cars.

156 Hike in salaries of GHMC employees

Benefitting around 24,000 employees under GHMC Government has decided to enhance salaries 47.05 percent; the sewerage workers will be getting Rs 8,500 to 12,500 and the drivers will be getting Rs 10,200 to Rs 15,000. On 23rd May 2017 government has announced to enhance Rs 1,500 for GHMC workers.

Towards meeting of the challenge of scarcity for water government has decided to construct two dedicated reservoirs at Choutuppal and Shamirpet.

To mitigate the problems faced by Hyderabad civilians IT and Industries is bringing in revolutionary changes. In tune with the government’s aim to make Hyderabad a global city an agreement with internationally reputed company CISCO has been signed on 21st July 2016 on which GHMC commissioner and CISCO Managing Director has signed. With this smart city solutions and modern facilities will be available to the citizens in Hyderabad. A pilot project is coming up near Hitech City in which Smart Wifi, Smart lighting, Smart Transport, Smart Kiosks, Citizens portal and Citizens app will be taken.

Mercers International organization had conducted a survey in 230 cities and identified Hyderabad as the best livable city according No.1 status.

161 Elevated Corridors

The state government has asked the Centre to construct three elevated corridors on Hyderabad-Warangal, Hyderabad-Vijayawada and Hyderabad- Bengaluru highways, as there is heavy traffic. CM KCR wrote a letter to Surface Transport Minister Nitin Gadkari on the matter and spoke to him over phone for the construction of elevated corridor on Warangal route from Uppal to Ghatkesar 6.40 61

KMs length the cost would be Rs 950 Crore. From Aramgarh to Shamshabad Airport, on Vijayawada route, 26 Kms utility corridor (including service roads) would cost Rs 170 Crore. The total estimate for the works is Rs 1410 Crore. The centre has responded positively to the proposal.

IRRIGATION

During the Kakatiya Dynasty rule, the Telangana region had chain of lakes that helped to have a good irrigation system. The entire chain irrigation system made the Telangana region rich in its agriculture. But this was neglected by the successive rulers and also under the United AP. The State government thought it would be better to revive these lakes, rivulets, tanks and other water bodies to bring back the past glory in the field of agriculture. The Telangana state had 265 TMC allocations under Godavari and Krishna Rivers, but it was not utilised to its potential.

CM KCR on Irrigation Projects

The CM said in one of the Collectors conferences, “The Met officials are predicting bountiful rain this Monsoon like the one we had last year. They say there is El Nino effect. Next four years too we are expecting a good rain. This is an auspicious beginning. We have to complete the projects speedily and supply water to the agriculture sector. Construction of irrigation projects is top on our government’s agenda. This is very necessary for our farming community. This is the reason why we have allocated more funds in the Budget. We are paying bills without fail every month for the irrigation department. We will ensure that there is no dearth of funds. Though we have 954 TMC of water in Godavari we are no been able to utilise it due to lack of projects. We have to utilise the share of water given to us. Of this, Kaleswaram project is important. Along with works on Medigadda barrage other works should also be completed parallely. Works on lifting water should be completed before the completion of Medigadda barrage. Works should be completed by March 2008. Water should be provided by next Kharif season. Take up construction works to supply water from Medigadda to Yellampally, Yellampally to Mid Maneru, Mid-Maneru to Mallanna Sagar. Water should be diverted through Flood flow Canal to SRSP canal. Desilt the Channels. For this there are many methods being applied internationally. In China, major lift irrigation projects are constructed. Engineers and officials team should visit China and study the projects,” the CM said.

“Along with civil and earth works, procure equipment and material for the electric works. Keep them ready at the project site. Coordinate with the electricity department for the construction of power Sub Stations and setting up of transmission lines. Projects are constructed in a big way in Telangana state and this is a good opportunity for the working agencies. Take this opportunity and prove your merit. We will also improve our efficiency from the government side. For 62 getting forest clearances, if need be, I will personally go to Delhi and meet the ministers concerned,” the CM announced.

“We are constructing projects along with Godavari from Adilabad to Khammam where there is availability of water. We have to utilise Krishna Water with proper strategy and based on the ground realities. Since more utilisation is there at Jurala point, we should think of Srisailam point and other places. Decrease the pressure at Jurala. We are supplying Godavari water to certain areas in Nalgonda district depended on . Some areas in Khammam also getting the Godavari water,” the CM explained.

162 Mission Kakatiya

Tanks have been the lifeline of Telangana owing to the state's geographical positioning. The people of the state are highly dependent on the tanks, which are spread across all the 10 districts. The topography and rainfall pattern in Telangana have made tank irrigation an ideal type of irrigation by storing and regulating water flow for agricultural use. Construction of tanks in Telangana has been an age-old activity since pre Satavahana era. During the Kakatiya era, the construction of tanks was carried out with utmost technical expertise. Tanks such as Ramappa, Pakhala, Laknavaram, Ghanapuram, Bayyaram, which were built by Kakatiyas, resemble seas and they greatly helped agriculture and overall development and prosperity of the Kakatiya kingdom. This vision and legacy of Kakatiyas were carried forward by Qutub Shahis and Asaf Jahis who ruled this region for centuries. Hundreds of big and small tanks were built in Telangana region during their rule. Government desires to uphold the vision of Kakatiyas, which envisages revival, and restoration of Minor Irrigation Sources in Telangana State. Tank irrigation has huge bearing on generation of rural employment, poverty reduction and agricultural growth. The sheer size of command area under tank irrigation makes it a large center of agricultural production and provides a critical opportunity for commercial agriculture through market linkages.

In 2015, under Mission Kakatiya Programme, desiltation of about 9060 lakes was undertaken at a cost of Rs 3,000 Crore. There are about 46,531 lakes in the State, they need to be revived. This revival of lakes and other water bodies’ programme is undertaken under Mission Kakatiya programme. During 2017-18 2000 crore is allocated and during 2017-18 Rs 1973.74 crore is allocated for the scheme.

163 Geo Tagging

For the first time in the country, the Telangana state has taken up the geo tagging of tanks in the State. The details of these Tanks were kept on the website so 63 that anybody can access the information from anywhere from the world. The Geo Tagging programme started on Oct 29, 2016 by March 2017 about 46,000 Lakes Tanks Tagging was over. Any individual, any officer can download the mobile App and can obtain details about any tank and objections, suggestions and complaints can also be registered. Since the Tanks are given ID based on their latitude and longitude, repairs and renovation works cannot be sanctioned twice and hence it rolls out corruption. Officers can monitor the works being done on Tanks based on the information they get through the App and the higher officials can monitor the works online. The land cultivated under the tanks, what are the crops cultivated can also be monitored on line through Geo Tagging.

164 Feeder Channels

Feeder Channels are life line to the Tanks who carry the flood waters. If every rain drop reaches the Tanks it will brim with water but in Telangana 18,000 Tanks lost their life. As the feeder channels are choked, rain water could not be stored in the Tank. By Geo Tagging the Irrigation department has found that in a year, majority months the Tanks have no water for the past 20 years. Against this backdrop, the government under Mission Kakatiya Phase III reviving the feeder channels which will bring past glory to the Tanks in the State.

165 Comprehensive Water utilisation policy

To complete the pending pending projects and complete the new projects on fast track, the state government has decided to spend Rs 25,000 Crore per year for the next three years. The new projects are taken up at a cost of Rs 81,000 Crore. The State cabinet, which met on Sept 2, 2015, has decided to complete all the pending projects. For this the state government has announced Telangana Comprehensive Water Utilization Policy.

166 Rs. 25,000 Crore in the Budget

The state government has allocated Rs 25,000 Crore for Irrigation, Mission Kakatiya works in 2016-17, 2017-2018 Budgets. Such huge Budget is allocated to Irrigation for the first time in the country. This along proves the state government’s commitment to give water for irrigation.

Government in the past has made meager allocations for the Minor irrigation sector. In 2005-2006, Rs 148 Crore, 2006-2007, Rs 184 Crore, 2007-2008, Rs 189 Crore, 2008-2009, Rs 113 Crore, 2009-2010, Rs 297 Crore, 2010-2011, Rs 451 Crore, 2011-12, Rs 556 Crore, 2012-13, Rs 717 Crore, 2013-14, Rs 595 Crore. The Telangana government in 2014-15, Rs 2595 Crore, 2015-16 Rs 3130 Crore, 2017-18, Rs 2,318.66 Crore allocated and this is 20 times more than the funds allocated by other governments in the past.

167 Comprehensive Mining policy

The state government has formulated a comprehensive Mining Policy to bring in transparent in sand mining and transport. In 2015-16, Rs 321.18 Crore and by December 2016-17, RS 230 Crore income generated by mining and during the united AP the then government got only Rs 11 Crore towards fines.

168 Completion of ongoing projects

The state government is marching forward with the sole aim of giving water to 1 Crore Acres in the State. The state government is completing on fast track projects like Kaleswaram, Sri Sitarama Lift Irrigation project which are based on the Assured waters. The government also expedited the ongoing projects, which were moving at snail’s speed till now and allocated funds for them. In Mahabubnagar district, Bhima, Nettempad, Kalwakurthy, Koilsagar Lift Irrigation Scheme, already 4.5 lakh acres are getting the water. By completing these four projects by coming Kharif season, 6 lakh acres will get the water. Water released for this Khariff through Komarum Bhim, Mathadivagu, Gaddenna Vagu, Neelvayi, Gollavagu projects benefitting 50,000 acres. By next year, in Adilabad district one lakh acres will get water with the completion of medium irrigation projects. Water will be released to Khammam district through Kinnerasani and Palem during the Khariff season.

169 Repairs to SRSP Canals

The state government has spent Rs 200 Crore on repair works to SRSP Canal and cleared them of unwanted weed, silt and other civil repairs. The canals are ready to supply water to Warangal, Nalgonda districts.

170 RDS-Karnataka

The State government has established friendly relations with Karnataka government, as a result of this; Karnataka came forward to complete the works on RDS on a fast track. Last summer, people in Palamuru had faced hardships in getting drinking water. The government had talk with the Karnataka and the latter released 1 TMC of water through Jurala which happened for the first time.

171 Dry ports

For the first time in the country, the state government has spent Rs 3,690 Crore for the setting up of Dry Ports and this announcement was made on Dec 21, 2016. In the first phase it is decided to spend Rs 1,650 Crore for which Telangana Government has taken advice from M/s Ernest and Young consultant. The proposed dry port will be far better than the dry port in Haryana. The project will be completed by 2017-18.

172 Re-designing of projects

Under the united AP, we could not utilize the water allocated to the State. Telangana has 1250 TMC share in Godavari and Krishna rivers and an additional 150 TMC in the surplus waters. Projects have not been constructed to utilize these share of waters. During the united AP, projects were all draw in into inter-state disputes and thus willfully put the projects on the back burner. This was done with malafide intentions. After Telangana government came to power, redesigning of the projects began. Scientific study is done and perfect planning is done to give water to 1 Crore acres. Maharashtra government has constructed 450 Barrages on Godavari, Krishna Rivers and tributaries which resulted in Jurala, SRSP and Singur not getting even a drop of water. Getting water from Godavari and Krishna has also become doubtful in future. No water is available from Pranahita and Indravathy rivers only. The aim of redesigning the projects is to tap water from these rivers. The government has done a prior survey through Centre’s Wapcos and based on the survey it is decided to construct the projects. For South Telangana through Palamuru Lift Irrigation Scheme, for north, Kaleswaram, it was decided to give water. For Adilabad, through Pranahita, for Khammam through Sriramsagar Project water will be given. Pending projects will also be completed speedily. Devadula Lift Irrigation Scheme is changed to be a dedicated project for Warangal, A Barrage at a cost of Rs 2121 Crore is constructed at Toopakula Gudem on Godavari to utilize Devadula project completely. Under this project in the past it was proposed that 6.21 Lakh acres will get water utilizing 38 TMC and now the capacity is increased to 60 TMC following a decision taken by the State cabinet on Feb 2, 2017. Under the Phase III, since there is an opposition from people Ramappa and other places for tunnel, the government has accepted proposals to get water from Ramappa reservoir to Dharmasagar at a cost of Rs 1101 Crore. The government also accepted proposals to set up a multipurpose Reservoir at Malkapuri Station, Ghanpur Mandal with a capacity of 10 TMC. The government has decided to abolish, Indira Sagar and Rajiv Sagar projects, which were conceived in the united AP without any proper planning. On Feb 2, 2017 the State cabinet has taken a decision to increase SSR rates of Devadula Phase 1, 2, 3 to Rs 13, 445 Crore and Rs 1,499 Crore was allocated in 2017-18 Budget for the project. Once the Kaleswaram project is completed Ayacut will be stabilized through LMD.

173 Rs 285 Crore for reviving Nalgonda district canals

The state government has released Rs 285 Crore for the revival of three canals in Nalgonda district as part of the promise made during the Haritha Haram programme. Administrative sanction for the revival of Pillayapalli, Buniyaadigani and Dharmareddy canals was given on July 11, 2016. Tenders have been finalized and the works are due for commencement.

174 Agreement with Maharashtra

Honourable Chief Minister Sri K Chandrashekhar Rao has signed a historic pact with his counter part in Maharashtra government Sri Devendra Phadnavis on Aug 23, 2016 on Tummidihetti, Medigadda, and Chanaka-Korata Barrages. With this, the government got an opportunity to utilize 950 TMC of Godavari water, which is the State’s right.

First agreement: 16 TMC capacity Barrage at Medigadda 100 Mts height on Godavari.

Ayacut: additionally 18.19 Lakh acres under Kaleswaram project in Karimnagar, Medak, Nalgoda, Nizamabad, Warangal and Rangareddy districts and 18 Lakh acres stabilisation.

Second Agreement: Construction of a barrage at 148 Mts height at Tummihatti with a capacity of 1.85 TMC.

Ayacut: 2 Lakh acres in Sirpur Kagaz Nagar, Asifabad, Chennur Bellampally in Adilabad district.

Third Agreement: Construction of Chanaka-Korata Barrage at a height of 213 Mts on Pen Ganga with a capacity of 0.85 TMC.

Ayacut: 50,000 Acres in Tamsi, Janadh, Bela Mandals in Adilabad district.

175 Kaleswaram project

CM KCR has laid the foundation stone for this prestigious project on May 2, 2016. The CM has done ground-breaking pooja for Kaleswaram Pump House at Kannepally village and Kaleswaram Barrage at Medigadda. The government is taking up this project to provide water to 1.5 Crore acres in the seven districts of the State. Works are going on war footing. The State government has laid an emphasis on constructing the barrage to lift water even before the construction of Barrages and reservoirs. Under the 21 package of the projects on a pilot basis pressure pipe line system is taken up instead of open canal system. The government has given a green signal at a cabinet meeting on Feb 2, 2017 for the construction and to increase the capacity of reservoirs Mallanna Sagar, Kondapochamma Sagar, Gandhamalla and Basvapur. The Cabinet also accepted the Rs 7,860 Crore loan extended by Andhra Bank and in 2017-18 Budget Rs 6,681.87 Crore was allocated for the project.

176 Sri Seetharam Project

CM KCR has formally laid foundation stone for the project near Rollapadu village in Tekulapally Mandal in Illendu Constituency in Khammam district on Feb 16, 2016 and the cost of the project is Rs 8,000 Crore. In 2017-18 Budget Rs 981 Crore was allocated for the project and the officials concerned were asked to complete it in two and half years. The project, once completed, will give water to 5 Lakh acres.

177 Bhakta Ramadasu project

Bhakti Ramdoss project sets a record! The project which re wrote the history

At a time when irrigation projects mean time delays and years of extended project completion periods, Bhakta Ramdas project is completed within 11 months from the date of laying foundation stone and is going to release water. The Chief Minister has laid the foundation stone for Bhakta Ramdas scheme on February 16, 2016 in Palair in Khammam district. It was targeted that the project will be completed by March 2017. But the project is completed 2 months earlier than expected. It is one of the fastest completed projects in the country. On Jan 31, to commemorate Bhakta Ramdas Jayanthi, the CM dedicated the project to the Nation. The scheme is going to irrigate 60,000 acres in hitherto parched Tirumalayapalem, Kusumanchi, Nelakondapalli, Mudigonda, Khammam Rural, Dornakal Mandal Mahabubabad district under Palair Assembly Constituency represented by R&B Minister Sri Tummala Nageswara Rao. Agriculture lands DBM 60 under Sriram Sagar project will also irrigated by this project.

Under this Scheme, 5.5 TMC water from Nagarjuna Sagar Balancing Reservoir at Palair is pumped from a height of 125.700 Metres to DBM-60 (Sriram Sagar Project state II) which is at a height of 187 meters and released at the 45 the km. Tenders were invited on e-procurement basis and Mega Engineering and 68

Infrastructure Limited (MEIL) is given the contract. It was agreed between the government and the working Agency that the project will be completed by March 2017.

There is irrigation facility in Khammam district getting water from both Godavari and Krishna rivers. But some Mandals under Palair are facing water scarcity. Though there are crops all over the district, but lands in these Mandals have always been arid patches. Understanding the plight, the Chief Minister has asked the officials make plans for the supply of water to these Mandals for irrigation. The Officials have surveyed the area and came out with Bhakta Ramdas project proposals. The Chief Minister has immediately gave an administration sanction d released the funds too. He laid the foundation stone and reviewing the progress of works regularly. He also entrusted the responsibility of the project to Minister Sri Nageswara Rao. He also asked the Irrigation Ministers to expedite the process of tenders and other administrative measures.

178 Palamuru-Rangareddy Lift Irrigation

Foundation stone was laid for this project, which is a prestigious one for the government and whose estimate cost is Rs 35,000 Crore. In 2017-18 Budget Rs 4,000 Crore is allocated for the project; 120 TMC of water is going to be lifted from Srisailam Reservoir backwaters for 60 days for the upper lands. If this project is completed, 12.5 lakh acres will get irrigated water for Mahabubnagar, Rangareddy and Nalgonda and drinking water to Hyderabad. The project is designed to supply water for irrigation and drinking water supply. The scheme is going to irrigate 4,13, 000 acres.

179 Dindi Lift Irrigation Scheme

The state government has decided to take up the project at a cost of Rs 6190 Crore for the fluoride-affected people in Nalgonda district. Rs 500 Crore is allocated in the 2017-18 Budget and 3.41 Lakh acres will get water. The State cabinet has taken the decision on June 10, 2015. Two districts get benefit out of this project. The government issued orders on July 25, 2015 releasing Rs 75 Crore for acquisition of the land for the project.

For all the projects taken up in the State, 10 per cent of water is for drinking water purposes and 10 per cent for the industry. Earlier, projects were not supplying drinking water or water to the industry.

181 Uninterrupted power supply-Towards power surplus state

Power sector

When the Telangana State was formed, there was severe power crisis in the State. Andhra Pradesh Government has conspired not to supply power in accordance with the Bifurcation Act. The State was able to come of the crisis sooner than expected. Within nine months, power cuts were lifted in the State and quality of power was supplied to all the sectors. When the state was formed the power deficit was 2,700 MWs and the AP cheated by not giving power as per the Bifurcation Act. From the grave situation the Telangana State came out at within the short time. For all those prophets of doom who cursed that if Telangana State is formed there will be total darkness, it was an eye opener.

Within six months of the state’s formation, the government has ensured that there are no power cuts (Since Nov 20, 2014). 24 hours power supply is given to domestic, commercial and industry sectors and the agriculture sector is given 9 hours of supply.

Plans are a float to ensure that there are no power cuts in future. Lines losses and supply loses have been reduced from 16.83 percent to 15.98 percent. The state government is planning for new power generation units to generate 25,000 MWs by 2018. Budgets allocations are also done accordingly. In 2014-15 Budget Rs 4878.68 Crore, 2015-2016 Rs 7480.06 Crore, 2016-17 Rs 5341.46 Crore, 2017-18, Rs 4203.21 Crore were allocated.

PM Modi has laid a foundation stone for NTPC Power Plant first phase (1600 MWs) on Aug7, 2016 and he also dedicated to the nation 1200 MWs Power Plant of Singareni Company. At the time of State’s formation the generation capacity was 6575 MWs and within two and half years 4190 MWs capacity is added and by end of this year another 4139 MWs will be added. In coming three years 16,306 MWs will be available. Additionally Wardha-Dichpally line is ready and through this state can get 2000 MWs power from the northern grid. Through this line power can be drawn from anywhere in the country.

Appreciating the working of electricity department, REC and PFC institutions have reduced the interest rate from 12 per cent to 9.95 and the department has benefitted by Rs 2000 Crore. By strengthening power supply and distribution system at a cost of Rs 12,136 Crore in March 2017 9191 MWs demand peak demand could be met with. Under the two discoms in the state, 1,31,19,902 power consumers are there and 21 lakh agriculture consumers are using 25 per cent of the power, Since uninterrupted power supply is given there are no protests from any section of the people. By 2017 pending 94, 735 agricultural connections will be given. The government is spending Rs 94,000 Crore for generation, transmission and distribution and it is giving subsidy to farmers and other sections at a cost of Rs 4473 Crore.

Uday Scheme: The state government has signed a MoU with the Centre on Jan 4, 2017 to join Uday Scheme. The two discoms were in a debt of 11,897 Crore thanks to faulty policies of the previous regimes. By joining Uday Scheme, 75 per cent of the debt i.e. Rs 8923 Crore will be paid by the state government and the rest the Discoms can issue bonds with the government’s guarantee. This is how the discoms have come out of the debt trap and they are able to raise the loans again. During 2017-18 budget Rs 890 Crore has been allocated for repaying the interest.

Bhupalapally

The CM has launched the second phase of Kakatiya Thermal Power project on Jan 5, 2016. He had dedicated to the nation, the second unit set up at Dubbapalli in Ghanapuram Mandal in Warangal district and unveiled Pylon. 600 MW is generated from this plant. This plant is set up in 900 acres at a cost of Rs 3,400 Crore. 72

Increase in Genco capacity

In 2015, power generation was increased by 13 percent. Though the plants number has not increased, due to efficiency of the officers, employees, the generation is increased. Its value in the open market is Rs 700 Crore. State government, its employees and staff are utilizing the resources in more efficient way.

182 Mission Bhagiratha

The state government is of the firm view that supplying clean drinking water to the people is its responsibility. Under Mission Bhagiratha, the aim is to supply clean drinking water to the people through pipelines in their homes. Prime Minister Sri Narendra Modi has launched Mission Bhagiratha Scheme on Aug 7, 2016 in Komati Banda village in Gajwel Assembly Constituency in Medak district. By 2018, all the households in the State will get drinking water from Krishna and Godavari rivers. The Mission Bhagirath’s aim is to provide drinking water through pipeline to every household and Internet through fiber Optic cable by December 2017. 42.67 TMC of water will be drawn from Godavari and Krishna Basis based on needs of people in 2018 and all the permissions required have been received. The project required 235 MWs of power and funds are provided by NABARD, HUDCO and 18 Nationalized Banks. By March 2017 Rs 12,000 Crore loans received. In 2017-18 Budget Rs 3000 Crore was allocated for the project. PM Modi has mentioned about this programme in his Mann Ki Baat programme, Centre, Niti Aayog, Maharashtra, West Bengal, Bihar, Rajasthan and UP government have hailed the programme. The state government has decided to supply drinking water to the remote habitations in the agency areas through pipe line. The contractors who complete the work will take care of maintenance for next 10 years.

183 Haritha Haram

In tune with the great efforts are being put forth worldwide to increase the green cover, Telangana Ku Haritha Haram is the third largest programme undertook by human being. The first programme took place in China, where people have planted trees along 4500 Kms and constructed a green wall of China. The Second biggest endeavour took place in Brazil. To conserve the forests along Amazon River, 100 Crore trees were planted under the programme “One Billion trees for Amazon”.

Telangana State Government’s Haritha Haram will soon surpass the first two- programme worldwide. The objective of Haritha Haram is to improve the green cover to 33 per cent in our state. The goal is to plant about 230 Cr seedlings. About 120 Cr seedlings are being planted in villages, along roads in towns, open areas, along banks of lakes, canal, and fields, in the premises of Government, private Organizations, colonies, and in every house. As a part of programme which started 73 on July 3, 2015, about 15.86 Cr seedlings during 1 st year and 31.67 Cr seedlings in this year were planted. Plans are on to plant another 40 Cr seedlings next year. The programme of planting on an average 40,000 seedlings in every village and 40 lakh seedlings in every constituency is being implemented on a massive scale. The programme of planting 50 Lakh Eetha seedlings on banks of lakes in order to save the toddy tappers profession is continuing. The government allocated Rs 1717 Crore since formation of Telangana State to Forest Department where as the previous government have spent Rs 13 Crore per year.

184 Construction of roads

The entire road network went haywire due to lack of proper planning on part of the past governments. Understanding this, the government has laid out a comprehensive plan under which 2570 Kms length of new roads are formed under R&B and 4000 Kms roads are repaired. Single lane roads are laid from villages to Mandal head quarters, double lane from Mandal to district, four lane roads from district to the state capital. 2017-18 Budget Rs 5033.64 Crore is allocated. Repairs to BT roads are taken up at a cost of 2247.28 Crore 14,689 Kms of Panchayat Raj roads were laid.

185 Extension of National Highways

Before formation of the state in 70 years 2,527 KM National High ways were formed but within two and half years 2,972 KMs length of 23 National Highways the state government could get. The state could get Rs 2690 Crore worth projects from the Centre. The entire national high ways network in the state is of 5499 Kms length in the State. Union Minister Nitin Gadkari has announced at Indian Roads Congress in Hyderabad that the Centre has sanctioned Rs 2690 Crore for National Highways, Rs 1020 Crore for Central Road Fund, Rs 8,000 Crore for laying 5 highways with four lanes under NHAI jurisdiction.

188 Telangana Rural Road Development Corporation

For the rural road connectivity the state government has established Rural Road Connectivity Corporation. Rs 5000 Crore for roads development, repairs and construction under Panchayat Raj, Rs 200 Crore to develop 20,000 Kms roads and in the coming two years, Rs 2400 Crore will be spent for repairs to the BT roads. For clearing of old dues Rs 700 Crore and for WBM Roads repairs Rs 1450 Crore released. For repairs to culverts and bridges Rs 250 Crore is allocated.

189 Bridges over streams and rivulets

The state government has decided to construct 389 bridges at a cost of Rs 1974 Crore and these bridges are constructed over streams, rivulets and check dams.

190 Monoharbad-Kothaplli railway line

People in four districts have been demanding rail link between Hyderabad and Karimnagar. The state government efforts in this direction have paid off with PM Modi laying foundation stone for Manoharabad and Kothapally line on Aug 7, 2016.

The government is giving more importance to the welfare of students. In 2017-18 Budget Rs 12,705 Crore is allocated. In past in 2014-15 Rs 10,956 Crore, 2015-16 Rs 11,216 Crore, 2016-17 Rs 10, 738 Crore was allocated.

192 Fee reimbursement for students

The government has decided to continue the old fee reimbursement system and the dues went up to Rs 1800 Crore as the previous government has delayed the payment for 4 years. The government is paying fees for 11,57,589 students pursing professional courses. In the last two and half years, the government, like never before has paid Rs 4861 Crore.

193 New Residential Schools

Residential schools for SC/ST/BC/ Minority are being set up to impart the corporate education in English medium. For SCs 104, STs 51, BCs 124, minorities 204 residential colleges are sanctioned. The government has aimed to bring in reforms in the education in government schools. Warangal is taken as a pilot project to have medium of education in English. Four schools in Mandal are selected for the purpose in 51 Mandals. It is proposed to convert the existing 462 schools across the selected 51 Mandal to English medium.

The government has started digital classes on Nov 16, 2016 and the teachers are given special training. Next year digital classes will be implemented in 5400 schools and the digital lessons are done in association with the Ambedkar Open University and Mana TV.

207 Constitution of Medical Council

Telangana Medical Council was formed with six-member team, Chairman is Dr Ravindra Reddy, Vice Chairman is Dr V Rajalingam, Ethics Committee and Executive Committee was also formed. The Council coordinates between the government and medical profession. The role of MCI at the national level will be done by the State Medical Council.

208 Vehicles for the last journey

Understanding the light of the poor, the government is providing free vehicle services to take the mortal remains of the dead home from the hospitals. About 50 such Ambulances are in service in the state. During 2017-18 budget Rs 10.25 Crore was allocated for purchase of Vehicle for the last journey.

A Tribal University is coming up in Mulugu Constituency in Jayashankar Bhoopalpali district.

It is proposed to establish four, thousand bedded hospitals at Uppal, LB Nagar, Malkajgiri, Qutballapur Kukatpally area, Serilingampally Rajendranagar area. The government has also taken a decision to convert the existing King Koti hospital to Multispecialty hospital with this including Gandhi and Osmania hospitals there will be 07 hospitals in the city.

The CM has released the first batch of export IPV on Dec 23, 2016 at Pragathi Bhavan.

218 TS iPass-Single Window Industrial Policy

The State Assembly has passed Telangana State Industrial Project Approval and Self- certification System (TS iPass) on Nov 27, 2014, an innovative and first of its kind policy in the country. Till 20th May 2017, under the policy, 3828 units got permissions and Rs 71,617 Crore worth investments came to the State generating employment for 228355 people. Among the top 5 companies in the world, four have set up their centers here. Under the policy, all permissions are given within 15 days and a special Chasing centre is formed in the CMO. The government gets all the permissions through TSIPASS to the units.

219 NIMZ at Zaheerabad

The Centre has announced two sops for the Telangana State on one day. It sanctioned NIMZ at Zaheerabad and to give NIMZ status to the proposed Pharma City in Rangareddy district. During 2017-18 budget Rs 200 Crore has been earmarked for the proposed NIMZ at Zaheerabad.

220 Industries coming to the State in a big way

Several Multi National Companies are evincing keen interest in investing in the State. IKEA came forward to set up a plant worth Rs 1000 Crore, Coca Cola, Rs 1000 Crore worth plant, China’s Don pong to set up 1000 MW Power Plant, Proctor and Gamble with Rs 900 Crore plant and Johnson & Johnson with Rs 400 Crore plant. An Insulin manufacturing plant is coming with French technology in Gajwel Constituency. State is poised to get Rs 50,000 to Rs 80,000 Crore investments.

221 National Pharmacopoeia Commission

Regional Centre of National Pharmacopoeia Commission is being set up in Rangareddy district. The Commission will monitor manufacturing of drugs, their dosage, price, drug trails etc. The pharmaceutical companies of Telangana annually export worth of Rs 32,000 Crore medicines to other states and countries.

Wonder La the biggest amusement park owner has established its third biggest park in Hyderabad at a cost of Rs 250 Crore near Shamshabad airport in 50 acres of Land. 80

Government has taken initiative to promote SC/ST industrialists and hence forth introduced TS Prime and TS Pride wherein enthusiastic SC/ST /Minority job seekers will be converged as job givers in the state. Accordingly for 7447 units an amount of 410 cores has been sanctioned.

224 Pharma City

A Pharma city is coming up in 11,000 acres in Mucharla in Rangareddy district. It will also have a Pharma research Institute. The Pharma City will function with zero liquid discharge facility. 500 MW power plant will also be set up there. Once the Pharma city is established it will generate employment to nearly 70,000 unemployed youth.

225 Sops to Immobile Assets

The state cabinet on Jan 2, 2016 has announced several sops to the Real estate Sector. There is a condition that in the layouts a certain percentage should be allotted to the low income and the poor and this was made optional. On line permission for the construction of buildings is given and decreased various fees. Rs 100 per square feet additional fee collected for the buildings in Cyberabad jurisdiction has been withdrawn and abolished the double taxation. All permissions are given on line and NOC for the buildings should be given in 15 days failing which Rs 500 per day fine is imposed on the officer concerned. If the Multiplexes take fire permission, additional floors are allowed. HMDA Commissioner is given powers to stop the illegal constructions.

227 Concessions and exemptions to Real Estate Sector

Several concessions are given to the Real estate sector to encourage it in a big way all over the State. Regulations, permissions are made simple and transparent. Single window system introduced and taxes like NALA and VAT are given exemption.

228 Nine Leather parks at a cost of Rs 270 Crore

At a cost of Rs 270 Crore 9 leather parks are being set up in the state providing 20,000 employments. DPR in this regard was made and sent to the Centre.

229 Development of Automobile Sector

The government is setting up Autonagar in Kamareddy, Mancherial, Karimnagar and Ramagundam areas. The government has signed a MoU with Ashok Leyland to set up a bus body-making unit in the State. 50 acres of land is allotted in Sultanpur to encourage women entrepreneurs. Industrial clusters are coming up at Bhongir, Janagoan, Station Ghanpur, Madikonda, Sayampet and Sangam. Through T PRIDE 167 units for SCs, 90 units for STs released at a cost of Rs 290 Crore. Four mobile companies have started their manufacturing facilities. By December 2016 Rs 190 Crore was released.

INFORMATION TECHNOLOGY

In the entire country, as far as Information technology is concerned the name that crops up prominently is Telangana State and Hyderabad. In 2016-17, Rs 254 Crore, in 2017-18 Rs 252.89 Crore was allocated. IT giants in the world like Microsoft, Google, IBM, Oracle are operating from the city besides Infosys, Wipro, TCS, Mahindra tech. Google is developing a campus at a cost of Rs 1000 Crore here and Amazon is opening its campus in Hyderabad. Apple’s new office was inaugurated by Apple CEO Tim Cook and the CM on May 19, 2016.

230 Best in IT

In the IT exports in the country, the state’s share is 12 per cent and second in the country. The IT exports value in 2015-16 is Rs 75,070 Crore providing direct employment to 4 lakh people.

231 Digital Telangana

Digital Telangana project is launched on July 1, 2015 with an aim to provide digital services to every citizen. Measures are initiated to offer 4 G services and Wifi all over the state. Digital classes are introduced in schools and gram Panchayats will soon become e Panchayats. Towards achieving Digital Telangana Government of Telangana is going to spend Rs 10 Crore.

232 IT Policy

The state government has unveiled its IT policy in presence of eminent IT personalities on April 4, 2016 in Hyderabad, which is decentralization of IT development in the State. IT Incubation centres to come up at Karimnagar and Khammam. Besides IT Policy four more policies have been launched in areas of innovation, gaming-animation, electronic manufacturing and rural technology. These policies will generate 5 lakh job opportunities besides paving way for 1,36,000 Crore exports. 233 T Hub Incubator

On Nov 5, 2015, the biggest incubator centre T Hub was started in Hyderabad in a sprawling 70,000 sq feet premises in the IIIT Campus in Gachibowli. About 100 Start Ups can operate from here. T Bridge is set up in Silicon Valley to have USAs first term startup companies to have their facility in Hyderabad. It will work as a facilitator between the state and Silicon Valley companies. During 2017-18 budget Rs 5 Crore have been allocated for T Hub.

235 Hike in salaries of Home Guards

The government has hiked the salaries of Home Guards who are discharging their duties with commitment. Salaries of 16,000 Home Guards have been increased from Rs 9,000 to Rs 12,000. Home Guards were given medical insurance; two dresses in a year and for those working in Hyderabad, Cyberabad Commisionarates, and free bus passes are given. Parade allowance of Rs 28 paid twice in a month is hiked to Rs 100.

237 Modernization of Police Department

The state government has taken several measures to modernize the police department. In 2014-15 Budget Rs 3306.91 Crore allocated, in 2015-16, Rs 4312.73 Crore, 2016-17 Rs 4817.80 Crore, 2017-18, Rs 4828 Crore. Commisionarates were formed at Rachakonda, Warangal, Nizamabad and Karimnagar. GPS, Internet Laptops are given; Rs 271 Crore was released for the purchase of 4012 new vehicles in Hyderabad. 550 New vehicles are given to the districts. Rs 65 Crore allotted for modernization of the Hyderabad police. One Lakh CC cameras are being set up at a cost of Rs 69.59 Crore in the city, which will be connected, to the Command Control Room.

244 2BHK scheme 10 per cent for the police

10 per cent of the 2BHK Houses constructed every year are reserved for the police constables and home guards. For the Sub inspectors and above cadre officers, house sites will be given at their choice and registration fee for the house sites of police martyrs is waived. Additional 30 per cent basic is increased for the traffic police.

245 Hike in the maintenance costs of police stations

In Cities, the maintenance cost for each police station is given at Rs 75,000 per month, in the districts Rs 50,000 per month and Rs 25,000 in the rural areas.

The State government has increased compensation given to police persons martyred while on duty substantially. For Constables and ASI the amount is increased from Rs 25 lakh person to Rs 40 lakh, for SI Rs 25 lakh to Rs 45 lakh, for CI, DSP, Additional SP, from Rs 30 lakh to Rs 50 Lakh, for SP or IPS Officer from Rs 50 lakh to Rs 1 Crore.

247 Sainik Welfare

Army personnel are discharging their duties of protecting our Nation’s geographical integrity and sovereignty. Even in the high altitude places where there is no oxygen, where there are temperatures that would freeze the blood or the places where the heat was just enough to burn the bodies, the jawans despite all odds beating the weather conditions and are discharging their sacred duties.

It is due to the selfless sacrifices that these Jawans are making, people in the country are able to lead safe and secured lives, which are protected. These great human beings often lead a life away from their dear ones, families, villages and towns and spend their a good amount of their lives for the safety and security of the nation. Not only on the country’s borders, whenever there is a natural calamity or disaster, these brave Jawans jump into the fields and take up rescue and rehabilitation works. They are toiling each day keeping the safety and security of the Nation. At first, putting their own lives and after that, their dear families on the back burner. Under such a scenario, it is the bounden duty of the society to take care of the, welfare of the Army personnel and their families and should consider it as an act of gratitude towards the brave soldiers.

The Army Welfare activities taken up by the Telangana state are Number 1 in the country and role model for others. The help of Employees and Public representatives is sought voluntarily. With the help from these sections, introducing a Comprehensive Plan for the Army Welfare strategy is prepared. Under this programme, Army personnel who are in the service, those became martyrs, those 86 who became medically unfit and handicapped and retired Army personnel will get benefitted.

For the first time in the country, a Fund for the Army Welfare is created. Every year, Rs 80 Crore is collected towards this Fund. This Fund will be spent on the welfare of the Army personnel and their families. The Chief Minister and Ministers will contribute Rs 25,000 per year, MLAs, MLCs and MPs will contribute Rs 10,000 each per year towards the Army Welfare Fund. The employees have decided to forgo their one-day wages.

The Centre is giving pensions to the retired army personnel and they are eligible for double pension if they happen to take up any state government job after the retirement. The same facility is not extended to the Army personnel’s widows. The Army widows are eligible for one pension only either from the centre or the State government. But in our State we have extended the double pension scheme to the retired Army Personnel and their widows.

The Centre and State governments are giving cash rewards to the personnel who have received the Gallantry awards such as Param Vir Chakra, Mahavir Chakra, Veer Chakra, Ashok Chakra, Kirti Chakra, Sourya Chakra, Sena Medal etc., Telangana State government has decided to give a substantial cash award to the gallantry awardees much more than that is being offered in other States. The Punjab government is giving Rs 2 Cr as cash award to those received Param Vir Chakra and Ashok Chakra. The United AP government has announced Rs 10 Lakh each for the same award. Now Telangana government has decided to pay Rs 2.25 Cr to the Telangana Army personnel who get these awards. For Mahavir Chakra and Kirti Chakra awardees, the Punjab government is giving Rs 1 Crore each which is the highest in the country. United AP used to give Rs 8 Lakh. The Telangana government will give Rs 1.25 Cr each to the Army Personnel from the State who gets these awards.

For Vir Chakra and Sourya Chakra awards, the Punjab government is paying Rs 50 Lakh, each which is so far the highest in the country. The United AP used to give Rs 6 Lakh. Now the Telangana government is giving Rs 75 Lakh each for these awardees. For Sena Medal awardees, the Haryana government is giving the highest amount of Rs 21 Lakh each and in United AP the amount was Rs 23, 250 only. Whereas now, the Telangana state government will pay Rs 30 Lakh. Similarly, for mention in dispatches awardees, Punjab and Haryana governments are giving Rs 10 Lakh each while in United AP it was Rs 12,000 each. The State government has decided to give Rs 25 lakh per awardee. For the Athi Visishta Seva medal, the cash award per awardee in Kerala is Rs 20 Lakh in United AP it was Rs 27,000 and now in TS it will be Rs 25 lakh. For Visishta Seva Medal, the cash award in Kerala is Rs 16 Lakh, in United AP it was Rs 75,000, in TS it will be Rs 20 Lakh. For Seva medal Kerala is giving Rs 2 Lakh, United AP Rs 34,000 and in TS it will be 5 Lakh.

There is an anomaly while paying compensations to the Army personnel who died in the war front and those lost their lives for other reasons. There is also an 87 anomaly in the facilities provided for these two categories. The TS government has decided to apply uniform compensation and other facilities to the Army personnel died in action and those lost their lives for other reasons such as accidents, illness etc., The Sainik Welfare Boards both at the State and District levels is strengthened. These Boards will also be set up in the new Districts. All welfare programmes will be implemented through these Boards.

For the children of the Army Personnel reservations will be provided in the government run residential Schools. The state government will accord recognitions to the Army Schools. Encouragement will be given to Scouts, Guides and NCC in the educational Institutions. Rs 2 lakh each is given to those secured admission in the National Defence Academy.

The centre had agreed to set up an Army School in Warangal and a MoU in this regard is signed.

Army personnel are on the move due to their job requirements. Each time they move from one State to the other they are made to pay the Life Tax on their Vehicles. In Telangana State, we have decided not to collect any vehicle tax from the Army Personnel if they have paid the tax already.

Army Personnel and their spouses are exempted from paying House Tax on their immobile property. Two per cent reservation is given to the Army Personnel in the 2BHK Housing.

Pension given to the Army personnel, who served in the World War II, is enhanced from Rs 3,000 per month to Rs 6,000 per Month.

Action will be taken to hike the salaries of the army personnel who are working as Special Police Officers and their salaries will be paid regularly on par with others.

An Advisory Council for Sainik Welfare is formed in the State to suggest more measures for the welfare of the Army Personnel from time to time. This Council will coordinate with the state government on a regular basis for the welfare of the Army personnel. The state government is committed to make Army personnel, those who are in the service, retired and their families lead happy and comfortable lives in the State with respect.

248 Reserved Battalion at Kothagudem

On Jan 2, 2016, the State cabinet took a decision allotting 11 acres of land in Kothagudem Mandal in Khammam district to the Reserved Battalion.

249 Filling up of 15,000 posts in the Police

The CM announced recently that another 15,000 posts would be filled up in the department.

250 Three year age exemption in the police recruitments

The state government has increased the maximum age limit for the police recruitment to three years. CM KCR signed on the file on Nov 8, 2015. Under this, for the recruitment of constables under general category, the age limit is increased from 22 years to 25, for SC/ST/BC candidates it is increased from 25 to 30 years. For SI posts under general category the age limit is increased from 25 to 30 years, for SC/ST/BC candidates it is increased from 30 to 33 years. It was decided to recruit 332 Constable Posts in the Police Communications wing. This helped a lot of unemployed to get an opportunity to get a job.

251 2 BHK Houses

Though successive government since 1982 constructed houses in the name of the weaker sections, they did not actually benefit the poor. A lot of corruption took place in the scheme. Even when a few houses were constructed, they were only one-room dwellments becoming useless to the families live in. But the Telangana government is constructing 2 Bed Room Houses, which are comfortable for living and keeping the self-respect of the people who live there. The government has issued orders on April 27, 2016 for the construction of 2 BHK houses. There will be enough lung space around the houses, in the flats and houses, besides 2 bed rooms, there will be one hall, kitchen, toilets and other facilities. In the first phase, each unit is constructed with modern facilities at a cost of Rs 7.9 Lakh in IDL Colony. For the 396 houses in 33 Blocks, Rs 36.54 Lakh was spent. In Erravalli, Narsannapet villages in Markook Mandal in Siddipet district, house-warming ceremony was done 89 en mass for 600 houses. The CM has formally done the pooja on Dec 23, 2016 at 7.15 AM. On Ugadi day on March 29, 2017, in Maddulappaly village in Paler constituency under 2 BHK scheme 22 beneficiaries were given the houses. On March 29, 2017 1448 2 BHK houses were completed.

Construction of 19,602 houses are at various stages of completion. In rural areas, these houses are given to SC/STs 50 per cent, minorities 7 percent and others 43 percent. In Urban areas, houses are allotted to SCs 17 percent, STs 6 percent, minorities 12 percent and others 65 percent.

The government has arranged for Rs 17,660 Crore for the 2BHK houses programme. In 2015-16, 2016-17 Budgets Rs 1441.70 Crore was allocated. For housing, in 2017-18 Budget Rs 1452.14 Crore is allocated. Past government has spent Rs 11,000 Crore for housing, the Telangana government in two and half years had allocated Rs 17,660 Crore. Governments in the past have given 30 per cent of the cost while 70 percent is passed on to the beneficiary. While the Telangana government is not charging the beneficiary even a single rupee. The government had impressed upon the cement companies to supply a bag of cement for Rs 230 only for the 2BHK houses programme.

The government is also completing the pending pucca houses. For Indiramma houses, Rs 369.48 Crore is paid and 2,10,442 houses are at various stages of construction. After completion of all the houses, Rs 1,159.85 Crore had to be paid. The government is paying bills for the houses sanctioned before 2014. The 2BHK houses constructions will be done like the one being constructed at IDL Colony and Erravalli village.

The State Government had taken many reforms in this whole process. Without giving scope to corruption stringent Rules were framed. The modalities were formulated in such a way that selection is to be done in transparent way. Earlier there used to be in charge Minister Quota, MLA quota. This quota system was abolished. With this we had eradicated political intervention completely. MLA will select the village in their respective constituencies, while the beneficiaries in villages will be decided by district administration under the chairmanship of Collector.

First the applications will be received, they are scrutinized, later discussion with people in Gram Sabha will take place and with the approval of people the beneficiaries will be selected. This policy is followed. If the applications received are more than the houses sanctioned in a village, then lottery policy will be followed.

252 Re-organisation of Districts

The ten districts in the State have now been re-organized to 31 districts for better administration and to enable fruits of the government’s welfare and development programme reach the needy without fail. Accordingly 21 new districts, 25 revenue divisions, 125 Mandals were formed. The Cabinet gave a green signal to the re-organization on Sept 2, 2015 and the new districts are formed on Oct 11, 2016. A Committee was formed under the chairmanship of the then Chief Secretary Sri Rajiv Sharma and four others. On Aug 22, 2016, a draft notification on districts reorganization is released. A high-power Committee under the chairmanship of Sri K Keshav Rao was formed as there was pressure from people for new districts and divisions and the Committee submitted its report on Oct 7, 2016. After the expiry of the deadline set for objections, 21 new districts were added to the existing 10 districts. Districts Re-Organisation Act-1974, 31 districts are formed. Newly 21 districts came into existence, with 25 revenue Divisions and 125 Mandals.

253 Lifting of cases against the Telangana agitators

The united Andhra government has foisted cases on Telangana activists who were agitating democratically and peacefully. On October 27, 2014, the state government has lifted all such cases.

254 Telangana State Planning Commission formed

On December 18, 2014, the state government issued orders forming Telangana State Planning Commission for which CM is the Chairman. Ex-officio Vice Chairman is the finance minister and Sri Niranjan Reddy is appointed as the Vice Chairman.

255 Government’s response to Musayipet accident

When a ghastly rail accident took place on July 24, 2014 in which rail colluded with a private bus, 16 school students along with the driver and cleaner died on the spot in Musayipet in Medak district, the injured were treated at the government costs. For the members of the bereaved families the government paid Rs 7 lakh per family of which Railways paid Rs 2 Lakh.

256 New Land acquisition Act comes into force

A new Land Acquisition Act (Act 21 of 2017) came into force in the State. The state government had published a Gazette Notification in this regard on May 17, 2017. The Right to Fair compensation and Transparency in Land Acquisition, rehabilitation and resettlement Act (Telangana Amendment), 2016 Bill has the assent of the President and was received by the state government on May 17, 2017. The Bill was passed in the Legislative Assembly and Council on Dec 28, 2016 but the Centre had suggested some minor changes to the Bill. A special Assembly session had passed the Bill on April 30, 2016 and sent for the President’s approval. With the implementation of the Act, the land acquisition for various projects in the State became easy and the ousters will get their due compensation quickly.

Rehabilitation and rebuilt package for landless poor

The State government has decided to help the oustees whose land was taken under GO 123 for the projects. The government has announced a package on Feb 14, 2017 for the landless labour, Tenants, people in various hereditary trades. To identify those landless who were affected by the land acquisition under GO 123, guidelines were issued. Based on an interim order given by the High Court on GO 123, the government issued a GO for those affected by the land acquisition other than the landowners. All those who are landless but dependent on the agricultural work and having at least three years of doing the work will come under the rehabilitation package. The information of families thus identified will be prominently displayed at the Gram Panchayat, Municipal offices for the people to file objections within 15 days. The Joint Collector will announce the package either under GO 191, 192 or the latest packager. The entire rehabilitation package will be done under the Collector and Commissioner relief and Rehabilitation will supervise it. Packages also announced for employment, livelihood. If the person lost his house, house should be given under Indira Awas Yojana in the rural areas. In the town, a house should be built in 50 Sq Mts. For those who have no permanent home, they are also eligible for house provided they are living there for three years. In case someone is not taking the house, compensation not less than Rs 1.50 Lakh is given.

257 CM’s New Official residence

The CM has formally entered his newly built official residence cum office on Jan 24, 2017 at 5.22 AM. The building complex is spread over 9 acres and is named as Pragathi Bhavan, which was constructed in three blocks at a cost of Rs 38 Crore. The Conference Hall at which the CM holds meetings is called Janahita, which can accommodate 1000 persons at a time.

258 Resolution passed to reclaim AP Secretariat buildings

Since the AP government has started functioning from its Capital city Amravati, the buildings allotted for the AP government in Hyderabad are vacant. The State Cabinet has passed a resolution on Oct 21, 2016 asking the AP government to hand over the buildings. A Copy of the resolution is also given to Governor Sri ESL Narasimha on Oct 23, 2016.

260 Comprehensive Sociological Family Survey

On August 19, 2014 a comprehensive house to house survey was conducted from 7 Am to 8 PM all over State to find out the living standards of the people. The Survey found a place in the Limca Book of World Records. The Survey collected details of 1.09 Lakh families in the State. The Survey helps to weed out the bogus beneficiaries of several government schemes and programmes.

261 Sops to Dubbaka

CM KCR has showered sops on Dubbaka where he studied during the childhood. He has granted Rs 25 lakh each to the Panchayats in the Constituency. For 5 Mandal Centres Rs 50 Lakh each and for Dubbaka Town Panchayat Rs 25 Crore was given. An additional Rs 5 Crore is given for the construction of town hall in Dubbaka. The CM laid foundation stone for Model Bhavan in the school where he studied on Jan 11, 2016.

262 Tractors distributed to youth

In Erravalli, Narsannapet Villages in Jagdevpur Mandal in Medak district, adopted by the CM, KCR has distributed 42 tractors on June 10, 2016 benefitting as many youth. The government announced that another 11 youth would be provided self-employment.

263 Increase in State GDP rate

There is a substantial growth in the State GDP rate. The finance department stated that the growth rate has increased in 2016 compared to 2015. Last year it was 8.8 per cent while this year it is 9.2 Per cent. Compared to national level state’s GDP is 1.6 per cent more. Last year the income was Rs 4.68 Lakh Crore and it is increased to Rs 5.83 Lakh Crore. Per capita income is registered at Rs 1 Lakh 43,000 and 23 rupees. It is Rs 66,000 more than the National Per capita income. The state’s Per capita income was Rs 95,361 in 2013-14 and it is Rs 1,03,889 now. This is 8.8 per cent growth and which is also Rs 88, 533 Crore more than the national Per capita income.

264 Reduction in Non Agricultural Land Assessment (NALA) Tax

To support the Real Estate sector, the state government has announced several sops. The non Agriculture Land Assessment Tax (NALA) has been reduced drastically. In HMDA limits the tax is reduced from 9 percent to 3, in GHMC limits from 5 per cent to 2 per cent. On Jan 2, 2016, the state cabinet has taken the decision to reduce the taxes.

265 Comprehensive Citizens Information App

For the state, which was achieved with a lot of efforts, good governance is the key. The government has decided to use several new technological Apps to bring in transparency in governance. The government has announced the formation of Complete Citizens Information Fund. This will help eradicate corruption and remove irregularities in various welfare schemes and programmes of the government. This App is used to identify the real beneficiaries, which will save Crores of rupees. This App is being successfully used in the Commercial taxes department to identify the evaders. This will be used in the Police department and other departments too.

266 Unification of the City services in Municipal Administration department

On Dec 21, the government issued orders unifying all the services rendered by different departments in Municipal Administration department. With this Bill, accountability among the officers, employees in the department has increased and people are getting good service. With this, CDMA, DTCP, GHMC, PHMC, Kakatiya, Quli Qutub Shah Urban Development Authorities, employees in 24 Municipalities’ officers, employees’ services are unified. The government is ready to come out with Bill to give magisterial power to Municipal Commissioners. Citizen Councils are also going to be set up in every Municipality.

267 Formation of Greater Warangal

On Jan 28, 2015 the government issued orders to give greater status to the second biggest city Warangal. Warangal, Hanmakonda and Kazipet are now part of Greater Warangal which developing fast. Famous educational institutions like Kakatiya University, NIT are located here and it also developing as a tourist hub. Rs 300 Crore is granted every year for the Greater Warangal development, which has 400 Square Kms radius. The population in Greater Waragal reached 10 Lakh with the inclusion of 42 Gram Panchayats. The city is also expanded from 100 Sq Mts to 400 Sq Mts.

268 Karimnagar Comprehensive Development

Honourable Chief Minister Sri K Chandrashekhar Rao has announced that for Karimnagar comprehensive development, work will be done in a planned manner.

Karimnagar would be a gateway to those visiting pilgrim’s towns like Vemulawada, Dharmapuri and Kaleswaram. With the revival of Ramagundam Fertilizer Plant and Ramagundam NTPC becoming an ultra mega power plant with 4300 MWs capacity, Karimnagar would become an entrance to Ramagundam.

The beauty of forests, river Godavari and nature will attract tourists to Karimnagar.

Satavahana Development Authority is formed and Rs 25 Crores is released for the initial works out of Rs 506 Crore total project cost.

-To plan and develop, Karimnagar (Satavahana) Development Authority is formed. Along with Karimnagar, Urban development Authorities are to be formed in all towns having municipal Corporations, police Commisionarates.

-Principal Secretary Sri Navin Mittal to study what is the status of each sector in Karimnagar and what should be done to develop it. The entire Karimnagar city to be mapped and a blue print will be prepared.

-To develop 90 KMs long Maneru River Front as a Jewel in the crown of North Telangana and a very beautiful place. Spacious lawns, Yoga Kendra’s, Water Sports, Boating facilities will be created. Luxury cottages will be constructed and the first cottage the CM will buy and second one will be brought by Finance Minister Sri Etela Rajender. Rs 506 Crore is ear marked for the project in the Budget. River Front in the first phase till Chaturthi Lingapur and till Vegurapalli in the second phase will be formed. Beautiful trees like Silver Oak, Pagoda Mahaganu will be planted on either side of the river. -Trees will be grown on LMD Bank, which is 10. 5 Kms long. Tourist Spot, View Point, Restaurant and boating will be set up of at the Dam. Maneru dam will 95 be beautified with Rs 15 Crore funding from the Centre and the State will add Rs 25 Crore more,

-The CM himself will launch the Haritha Haram programme in Karimnagar. The same day about 1 lakh saplings will be planted in the city. For this, a Karimnagar Green Brigade will be formed. Police department will also adopt some place and ensure greenery. Saplings will be planted at government open places, offices and at Lower Maneru Dam.

Tress that will grow taller will be planted around the reservoir. IFS Officer Anajaneylu is appointed as Special Officer to monitor the greenery programme. Rs 10 Crore will be spent on Haritha Haram in the City. The government will supply fruit bearing, shade giving and flower saplings. Forest department will keep the saplings and will also find out what kind of sapling is needed for the houses after a survey.

-People’s representatives came forward to donate for Haritha Haram, MP Vinod Kumar Rs 50 Lakh, MLA Kamalakar Rs 50 lakh, MLC Bhanu Prasad Rs 50 Lakh and Council Chairman Swamy Goud, Chief Whip Sudhakar Reddy and others said they would spend from their constituency funds.

-In the existing Collectorate will be remodeled, ZP Office and Municipal Corporation office in ten acres of land. There will be parking facility and park will be there. Collector’s Camp Office will also be there.

-National Highways construction is going on adjacent to Karimnagar. 3.5 Kms link to ORR will be connected, start these works.

-The existing Kala Bharathi is not convenient for holding performances. In the 10 acres place, which is used as a helipad now, Kala Bharathi will be housed with international standards and it will have two halls, which can accommodate 1200.

-For the uninterrupted quality power supply in the city, four 33/11 KV Sub Stations are sanctioned and they will be completed on a war footing.

-Five Veg and five non-Veg markets will be set up and they will have facilities like A/C and will be clean like the ones in Gajwel. For the five markets to be set up at a cost of Rs 25 Crore, Marketing department will give Rs 5 Crore and STF Rs 20 Crore.

-Four burial and four cremation grounds will be created.

268 (a) Hike in Constituency Development Fund

MLAs’ Constituency Development Fund (CDF) has been increased from Rs 1.5 Crore to Rs 3 Crore and this is announced in the Assembly in 2016-17 Budget Session. The government announced that like the MPs, MLAs are given the power to spend the funds 100 per cent. Rs 480 Crore was earmarked for the funds. 96

269 Salaries Local body representatives hiked

The government has decided to increase salaries of the local body representatives substantially to strengthen them. Their salaries were hiked to such a level which they did not even dream of. The government has taken a decision to hike the salaries on March 13, 2015.

ZP Chairperson’s salary is increased from Rs 7,500 to Rs 1,00,000. ZPTC member from Rs 2250 to Rs 10,000, MPP from Rs 1500 to Rs 10,000, MPTC from Rs 750 to Rs 5,000, Sarpanch from Rs 1500 to Rs 5,000, Mayor from Rs 14,000 to Rs 50,000, Deputy Mayor from Rs 8,000 to Rs 25,000, Chairperson (Special grade) from Rs 10,000 to Rs 15,000, Vice Chairperson, Rs 5000 to Rs 7,500, other chairpersons from Rs 8000 to Rs 12,000, other Vice Chair person Rs 1,800 to Rs 2,500 and for Corporators from Rs 4,000 to Rs 6,000.

270 Unified District Collectorates

The State has instructed the officials concerned to have unified District Collector Complexes and SP offices in all the 28 Districts for the convenience of the people, officers and better administration. For this, Rs 600 Crore is ear marked in 2017-18 Budget.

271 Independence day Celebrations at Golconda

On Aug 15, Independence Day celebrations are held at . CM has hoisted the flag at the Fort. The CM has taken the ceremonial guard of honour given by the police. The State Cabinet, which met on Jan 2, 2016, has taken a key decision of protecting the Hawkers under the Centre’s Act and also provides loans, house sites and houses for them keeping in view the problems faced by the footpath vendors.

On June 2, 2016, the state government has laid a foundation stone for the Martyrs who sacrificed their lives for the Telangana. On the banks of Husain Sagar Lake a 12-acre land is ear marked for the Pylon and memorial.

The State government has decided to implement Gram Jyothi scheme for comprehensive development of the villages and it was launched on the Independence Day on Aug. 15, 2015, the government is a planning to spend Rs 25,000 Crore in next five years. Based on the need, each village is given Rs 2 Crore to Rs 6 Crore under the Scheme. The aim of the scheme is to strengthen Gram Panchayats and activate them. The government will release funds based on the plan given by the Panchayats. CM KCR has launched the programme on Aug 17, 2015 in Gangadevapally village in Warangal district. The CM adopted Chinna Mulkanur village in Karimnagar district and on Aug 20, 2015 the CM participated in the programme in Erravalli in Karimnagar district and did Shramadan.

275 Our Village Our Plan

The State government has started Our Village, Our Plan, as plans prepared in Hyderabad have not been yielding good results. Every village will prepare its own plan, every Mandal its own plan and this programme was launched on July 12 to 28. Based on these plans State Budget is prepared and funds allocated.

276 Palle Pragathi

The State government is implementing Palle Pragathi Scheme with the World Bank Funds. This scheme is being implemented in 150 poorest Mandals in the State. Rs 642 Crore is going to be spent on the scheme, which will increase the living standards of small farmers, SC/ST families. The State government share is Rs 192 Crore and the World Bank is Rs 450 Crore. The scheme is for five years from Feb 1, 20014 to 2020. On Aug 22, Palle Pragathi Pylon was inaugurated by Ministers Sri KT Rama Rao, Sri T Harish Rao and Sri Pocharam Srinivas Reddy in Kaudipalli in Medak district. The scheme is aimed at increasing the income by 50 per cent of 2.5 poor growers. In 48 Mandals, 37,000 growers, 19 Paddy producing Centres, in 50 Mandals with 50,000 growers, 25 Pulse Centres, in 20 Mandals, 20,000 Growers, 10 Milk centres, in 36 Mandals with 50,000 growers 18 poultry units, in 40 Mandals with 80,000 growers 40 small animal breeding units, in 5 Mandals with 5000 growers 40 Seed Centres, in 4 Mandals with 4000 growers 4 Soya bean production centres will be set up. In target villages 100 per cent toilets are constructed and Village Comprehensive services unit will set up with digital connectivity. 98

277 Our Village, our vegetables

Besides providing Minimum Support Price for vegetable farmers, the government has launched this scheme to sell vegetables at a reasonable price to the people. A total number of 97,853 quintals vegetables were accrued through this scheme while, benefitting 74,500 vegetable farmers, a total sum of 14.08 crores has been credited in the farmers accounts.

CULTURAL AFFAIRS, SPORTS AND TOURISM

278 Telangana Cultural Sarathi

To take government programmes to the people, Telangana Cultural Sarathy is formed with MLA Sri Rasamayi Balkishen as Chairman. Artistes will be trained to spread several innovative programmes and schemes launched by the government such as Haritha Haram, Mission Kakatiya, Bhagiratha and against prevailing social evils in the society. On Sept 30, 2014, the Cultural Sarathy is launched. 550 Artistes, who played a key role in the Telangana movement, are given jobs. This organization will conduct workshops and training programmes for the artistes and coordinate their activities.

Telangana Sahitya Academy

To preserve the literature and culture, the state government has constituted Telangana Sahitya Academy under the Chairmanship of noted poet Sri Nandini Siddhareddy. Orders to this effect were issued on May 2, 2017. The Academy will help writers, poets and other literary figures from the state to get recognition and fame. The proposed World Telugu Conference to be held from October 22 to 28 in Hyderabad will be organized by the Academy.

279 Telangana name for the film Awards

The State government has decided to discontinue the film awards name as Nandi awards and replace it with Telangana names. In the name of Telangana film personalities Pydi Jayaraj, Kantha Rao, Prabhakar Reddy and Chakri, awards will be given. A decision to this effect was taken on Nov 4, 2016.

The Centenary celebrations of the prestigious were held from April 26 to 28 in which President Sri Pranab Mukherjee was the Chief Guest at the Inaugural. In 2017-18 Budget Rs 200 Crore was allocated for the celebrations.

280 (a) A World Telugu Conference

The state government has decided to organize the first World Telugu Conference from Oct 22 to 28, 2017 and the formal inaugural of the conference will be held on Sept 30, the state’s formation Day. The Conference will be organized by the Telangana Sahitya Academy and the CM wanted all the Telugu writers, poets, institutions propagating the Telugu and literature from within the country and abroad should be invited as delegates. The proposed conference will show case the contributions made by Telangana to the growth and development of and literature.

TELANGANA TEMPLE’S DEVELOPMENT

281 Vemulawada

The CM visited Sri Rajarajeswari temple in Vemulawada, which is known as Dakshin Kasi (South Kasi). On the occasion, the government announced the sanction of Rs 100 Crore every year to the temple. Rs 100 Crore is allocated in 2017-18 Budget. Multi storied buildings are not allowed within 1200 Mts of the temple. A Mini stadium to celebrate Sivaratri will be constructed. A water tank will be formed in 25 acres. A Sanskrit and Vedic school will be set up with Srungeri Mutt support. Four-lane road between Sircilla and Vemulawada is on fast track.

282 Yadagiri Gutta

Every year the state government will allocate not less than Rs 100 Crore for the development of Yadadri as a comprehensive spiritual Centre. So far Rs 300 Crore is allocated. In 2017-18 Budget Rs 100 Crore is allocated to Yadadri Temple Development Authority. It was decided to have construction of the temple town in 850 Acres and plans are ready for 250 acres. Main temple will be constructed in 2 acres. Royal minarets, Mada streets, cottages, roads, footpaths and food courts works have begun. By 2017 Dussera the temple construction will almost be over. 80 per cent of four lane road works lading to the temple town are over.

Big Bus Complex

A 6-floored huge bus complex is coming up in 1, 25,000 square yards from Prahadapuri Gutta to Sri Chakra Block. Every floor in the complex will have shops and outlets selling pooja items. In the sixth floor on the temple level 40 buses can be parked. In third floor parking facility for 3000 cars will be created and from the bus complex 2000 passengers can alight buses. Ticket counters, waiting halls, lockers and other facilities will be created so that devotees coming for one day need not check into rooms. The Bus Complex will be integrated with the Queue Complex.

Queue Complex

CM KCR has given a green signal to Queue Complex designs. The designs are prepared in such a way that 6000 persons per hour can have the deity’s darshan and every day 1 lakh can have the darshan. Halls are constructed to serve food to 1800 persons at a time. Wherever the devotee is he or she can have the darshan of the temple.

283 MMTS to Yadadri

MMTS services are extended till Yadagirigutta for the benefit of thousands of devotees visiting the temple. The state government wrote to the Centre to extend MMTS second Phase Ghatkesar to Rayagiri, which is 32 Kms. The state is ready bear 2/3 rd of the cost and the project cost is Rs 330 Crore.

Rs 100 Crores allocated in the Budget for the development of Sri Seetha Ramachandra Temple in Bhadrachalam and the town will be developed as an integrated township.

285 Buddhist Centre at Nagarjuna Sagar

The State government has decided to develop Nagarjuna Sagar as Buddhist centre like Bodh Gaya. A separate Authority was formed for the development of Sri Parvathrama-Budhha Vanam. Senior Journalist Sri Mallepally Laxmaiah was appointed as the Special Officer. The 27 feet Buddha Statue presented by Sri Lanka government will be placed in 274 acre of land ear marked for the project.

The state government has constituted a high level committee with Endowments Minister Sri A Indrakaran Reddy as Chairman on Jan 1, 2017. Chief secretary Sri SP Singh, Advisor Sri KV Ramanachary, Endowments Secretary Sri Shivshankar, Advocate general Sri Ramakrishna Reddy, Law Secretary Sri Santosh Reddy were members. The government has asked the Committee to prepare a report on fixing wages of Archakas and employees working in 650 temples in the State and ensure that their salaries are deposited in their accounts under one head of account. The government has asked the Committee to examine the Supreme Court verdict on the matter and stipulated that only religious inclined persons will be on the trust boards of the temples. The government wanted update of records of all temple lands. The government asked the Committee to examine whether arches and other employees could be regularized like the outsourcing employees

The vows taken by CM KCR for the formation of Telangana State at various temples like Lord Venkateswara in Tirumala, Sri Durga temple in Vijayawada and several other temples in Telangana are fulfilled. The government has released Rs 5.59 Crore fulfilling the vow at three temples in Andhra and 2 in Telangana state. The CM has donated a Golden Crown at a cost of Rs 3.60 Crore weighing 11 KGs to Bhadrakali temple as art of Sarannavami celebrations in Warangal. On Feb 24, 2017, the CM along with members of his family and presented ornaments worth Rs 5 Crore to the deity. GO 23 was issued in this regard. For Sri Padmavathy in Tirupati, the CM gave a nose ring weighing 10 to 15 Gms. For Sri Durga in Vijayawada a golden Nose ring weighing 10 to 15 Gms and for Sri Kuravi Veerabhadra Swamy, a golden moustache weighing 25 Gms in gold was given on Mahashivaratri day.

309 Godavari Pushkarams Celebrated on a grand scale

The first Godavari Pushkarams in the newly formed State were held on grand scale from July 14 to 25, 2015. Both Godavari and Krishna rivers traverse at a long distance in the State. But Andhra rulers used to organise Pushkarams for these rivers in Andhra regions. Telangana was neglected on this issue too. Pushkarams were held on a large-scale in all the districts where there is Godavari. 1700 RTC buses were organized and additional train services were provided. Crores of people took the holy dip. Rs 700 Crore was provided for Godavari Pushkarams.

310 Krishna Pushkarams

Krishna Pushkarams occurs every 12 years. The state government has organized in a big way Krishna Pushkarams from Aug 12 to 23 in 2016-17, the first Pushkarams celebrated in the newly formed State. Rs 825.16 Crore was allocated in 2016-17 Budget. Rs 398 Crore for Roads and Buildings, Rs 133 Crore for the Panchayat Raj roads, Rs 38.04 Crore for Rural Drinking water Scheme, Rs 10.22 Crore for the Panchayat Raj department, for drinking water facility Rs 18.30 Crore, Fisheries Rs1.19 Crore, Electricity Rs 8.6 Crore, Public Health Rs 0.16 Crore, medical and Health Rs 1.75 Crore, Fire services Rs 1 Crore. Endowments Department Rs 4.54 Crore was spent. Rs 2.46 Crore was spent on renovating and repairing Shakti Peeth of Sri Jogulamba Alampur temple and other temples. About 1.84 devotees took a holy dip at 52 Ghats in Palamuru district and 72 Lakhs at 28 Ghats in Nalgonda took the holy dip. About 2.50 Crore participated in the 12 day Pushkarams. 105

311 Increase in funds for Doop, Deep, Naivedyam

The state government has increased funds under Temple Doop, Deepa, Naivedyam Scheme from Rs 2,500 to Rs 6,000. GO No 77 was issued in this regard on June 9, 2015. The scheme will be implemented in 1805 temples across the state.

312 Tourism Policy released

On the State formation day on June2, the Chief Minister has announced State’s Tourism Policy. It was decided to make Tourist spots in the State into Circuits and special action plan is prepared for them. Tourism Promotion Bard is formed to increase revenue from Tourism. 313 Doddi Kumuraiah Kuruma Memorial

Doddi Kumuraiah memorial building will come up at Malkajgiri. On Dec 23, 2014 orders were issued for allotting 1.20 Acre of land and Rs 5 Crore. The proposed building will be used by the backward class’s communities for their cultural social functions.

314 Buildings for Banjaras and STs in Hyderabad

Separate buildings for Banjaras and Adivasis. One acre of land is given for each building. Rs 2.5 Crore each is given for the building. On Dec 11, 2014 foundation stones were laid.

315 Brahman Bhavan for Archakas

The State government on Oct 23, 2016, in MCRHRD held a meeting with representatives of Brahmin community and took some decisions for the welfare of Brahmins. On Dec 23, 2016 orders are issued allotting 6.1 acres of land at Gopanpally in Serilingampally Mandal for the Brahmin Sadan. The proposed Brahmin Sadan will have all the facilities for Brahmins to perform ceremonies, functions and other rituals with facilities to stay. A Brahmin student’s hostel will also be there. Poor Brahmin students will also be given Overseas Scholarships.

316 Telangana Brahman Parishad

The State government has constituted Telangana Brahmin Welfare Parishad. Under the Chairmanship of Sri KV Ramanachary, a 17 member Executive Committee was formed to take measures for welfare of the Brahmins. 317 Rest House at Ajmer Dargah at a cost of Rs 5 Crore

The Chief Minister, who vowed that he would construct a guesthouse at Ajmer Dargah if a separate Telangana State, is formed, on Feb 4, 2015 issued orders releasing Rs 5 Crore for the purpose. The proposed building will be a replica of Mecca Bhavan in Mecca. This Guest House is meant for the pilgrims from Telangana state who visit Ajmer Dargah.

318 5-Acre lands at Sabarimala

Telangana Bhavan for the Pilgrims from the State at Sabarimala. The Kerala State government has allocated 5 acres of land for the purpose. Kerala Education Minister Sri PK Abdarub on Feb 13, 2015 made this announcement in secretariat in Hyderabad when he met CM KCR.

For the construction of Kerala Bhavan in Hyderabad, an acre of land Rs 1 Crore is given by the government. The government identified that there are about 350 poor Keralite families and decided to give 350 2 BHK Houses for them. On Sept 20, 2015, foundation stone laid for Kerala Bhavan.

The Government proposed to construct an exclusive building for Lingayat community at a cost of Rs 5 Crore and name it as Lingayat Bhavan.

A Christian Bhavan is being constructed in Hyderabad at a cost of Rs 10 Crore. The Christian Bhavan will be of international level architecture and standards.

WELFARE OF SPORTS PERSONS

The state government is laying special attention on sports and took several measures to promote and support it. The financial assistance given to sports persons is increased by leaps and bounds. Sports persons excelled in Olympics, World Championship, Asian Games, Commonwealth Games, South Asian Games, National Games, their coaches are given cash awards and GO in this regard was issued on January 4, 2016. The GO also mentioned that rural sports like kho Kho Kabaddi players would also be given incentives.

365 Telangana Achieves Highest Income Growth Rate

They say the proof of the pudding is in the eating. Proving the CM’s oft- repeated assertions that the State will maintain its positive growth rate, come what may, the Comptroller and Auditor General of India (CAG) report which was made public on March 25, 2017, showed that the Telangana State has registered 17.82 percent growth in revenue. It said the revenue from major taxes like sales tax, excise, and stamps and registration, which contribute 80 percent the state revenue, too registered 17.82 per cent growth. The SOTR of Telangana stood at Rs 36,130 crore till February in 2015-16 fiscal and it is Rs 42,564 crore up to February in 2016-17 financial years, a growth of 17.81 per cent. West Bengal stood second in the SOTR growth and Andhra Pradesh seventh. In 2015-16 up to February, the collections in the three departments was Rs I33, 257 crore whereas, in 2016-17 up to February, it is Rs I39, 183 crore, it said. The GSDP of Telangana State is 10 percent and inflation is 4 percent. The growth in tax revenue is 17 percent.
