Finally, we thank the anonymous reviewers of this work for their valuable comments. i ABSTRACT Climate warming is expected to affect the beneficial uses of water in the Sierra Nevada, impacting nearly every resident of California. This paper describes the development and results from an integrated water resource management model encompassing water operations and hydropower generation for the west slope Sierra Nevada spanning the Feather River basin in the north to the Kern River basin in the south at the weekly time step. This model application includes management of reservoirs, run-of-river hydropower plants, water supply demand locations, conveyances, and instream flow requirement. Model validation indicates that most major hydropower turbine flows were simulated well, with wetter years modeled more effectively than drier years. The results of this work indicated that hydropower generation will be reduced by approximately 8 percent with 6°C (10.8°F) warming, consistent with other studies, with a conservative parameterization of no change in precipitation. Reservoir operations adapt to capture earlier and greater runoff volumes that result from earlier and greater runoff due to climate warming. Seasonal compensation in operations is insufficient to overcome warming mediated losses.     TERR–14 MULE DEER 1.0 EXECUTIVE SUMMARY In 2001 and 2002, the literature review, a camera feasibility study, the Mammoth Pool migration study (observation study, boat survey, and remote camera study), and a hunter access study were completed. A map of known mule deer summer and winter ranges, migration corridors, and holding areas was created based on the literature review. The camera feasibility study was conducted in the fall of 2001 to test the remote camera system for the spring 2002 remote camera study. The cameras were successful at capturing photographs of 82 animals, including photographs of six deer, during this testing period. The Mammoth Pool migration study consisted of an observation study, boat survey, and remote camera study. The study focused on documenting key migration routes across the reservoir and relative use, identifying potential migration barriers, and documenting any deer mortality in the reservoir. The observation study consisted of two observers positioned with binoculars at two observation points on Mammoth Pool at dusk and dawn in order to observe migrating deer. There were no observations of deer using the dam road. Two observations of deer were made out of a total of 51 observation periods. One observation consisted of a single deer that swam from the Windy Point Boat Launch area to the Mammoth Pool Boat Launch area. The other observation was of one group of five adult deer approaching the reservoir near the observation point by the Mammoth Pool Boat Launch, but turning back up the hill. There was no sign of difficulty in the deer swimming or exiting the reservoir and no obvious disturbance to the deer that turned back.

    12. Aquatic Biological Resources 12.1 Introduction This chapter describes the aquatic habitat and fish resources found within the Extended, Secondary, and Primary study areas. Descriptions and maps of these three study areas are provided in Chapter 1 Introduction. Fish species of management concern include special-status species and species that have substantial tribal, commercial or recreation value. The biology and life history of these species are described in Appendix 12A Aquatic Species Life Histories. Permits and authorizations for aquatic biological resources are presented in Chapter 4 Environmental Compliance and Permit Summary. The regulatory setting for aquatic biological resources is presented in Appendix 4A Environmental Compliance. The descriptions and evaluation of potential impacts in this chapter are presented using a broad, generalized approach for the Secondary and Extended study areas, whereas the Primary Study Area is presented in greater detail. Potential local and regional impacts from constructing, operating, and maintaining the alternatives are described and compared to applicable significance thresholds. Mitigation measures are provided for identified significant or potentially significant impacts, where appropriate. The descriptions of species and biological and hydrodynamic processes in this chapter frequently use the terms “Delta” and “San Francisco Estuary.” The Delta refers to the Sacramento-San Joaquin Delta, as legally defined in the Delta Protection Act. Climate and Hydrology Many aspects of the physical setting of Butte County play a role in the hydrologic cycle within the County. Topography within the County significantly impacts precipitation patterns. Temperature variations influence whether precipitation falls as rain or snow, which in turn impacts the timing of surface water runoff. Temperature and other factors also influence the evaporative demand of the atmosphere and corresponding irrigation requirements for crops. Both surface water and extracted groundwater are used to meet the water demands. System components impacting water resources in the County described in this section include climate, surface water hydrology, and groundwater hydrology. 4.1 Climate Butte County has a Mediterranean climate with cool, wet winters and hot, dry summers. Unlike many locations in California, rainfall and winter snowpack in the Sierra Nevada provide significant surface water flows and groundwater recharge as water drains through the County. Climate variation within the County occurs primarily due to changes in elevation. Precipitation is least on the valley floor and greatest in the Foothill Inventory Unit (IU) and Mountain IU areas as elevation increases. Conversely, temperatures are warmest on the valley floor and coolest in the mountains. Similarly, reference evapotranspiration (ETo), a measure of evaporative demand, is greatest on the valley floor and least in the mountains. This variability in climate is discussed in greater detail in the following sections. 4.1.1 Precipitation Average annual precipitation generally increases from west to east across Butte County, associated with increasing elevation. Moisture-laden weather patterns from the Pacific Ocean travel west to east across California and Butte County during the winter months.

Englebright Lake (Englebright Lake, Figure 1) is a 9-mile-long (14-kilometer) reservoir located in the Sierra Nevada foothills of northern California on the Yuba River gorge known as The Narrows. The reservoir is impounded by Englebright Dam (photo, page 3), a concrete arch structure spanning 348 meters (1,142 feet) across and 79 meters (260 feet) high. The dam was constructed in 1941 for the primary purpose of trapping sediment derived from anticipated hydraulic mining operations in the Yuba River watershed. Hydraulic mining in the Sierra Nevada was halted in 1884 but resumed on a limited basis until the 1930's under the regulation of the California Debris Commission. Although no hydraulic mining in the upper Yuba River watershed resumed after the construction of the dam, the historical mine sites continued to contribute sediment to the river. Today, Englebright Lake is used primarily for recreation and hydropower. In 2001 and 2002, the U.S. Geological Survey (USGS) conducted bathymetric, geophysical, geophysical, and geological studies of the reservoir under the auspices of the Upper Yuba River Studies Program (UYRSP), a multi-disciplinary investigation into the feasibility of introducing anadromous fish species to the Yuba River system upstream of Englebright Dam.

Dear Colonel Farrell: On October 22, 2013, NOAA's National Marine Fisheries Service (NMFS) received your request for a written concurrence that the U.S. Army Corps of Engineers' (Corps) Ongoing Operation and Maintenance ofEnglebright Dam and Reservoir on the Yuba River may affect, but is not likely to adversely affect, federally listed threatened Central Valley (CV) spring-run Chinook salmon (Oncorhynchus tshawytscha ), threatened California Central Valley (CCV) steelhead (Oncorhynchus mykiss), threatened Southern distinct population segment (DPS) ofNorth American green sturgeon (Acipenser medirostris) (green sturgeon), and the designated critical habitat for those listed species. The Corps has requested concurrence with its determinations. This response to your request was prepared by NMFS, pursuant to section 7(a)(2) of the Endangered Species Act (ESA), implementing regulations at 50 CFR 402, and agency guidance for preparation of letters of concurrence. This letter underwent pre-dissemination review using standards for utility, integrity, and objectivity in compliance with applicable guidelines issued under the Data Quality Act (section 515 of the Treasury and General Government Appropriations Act for Fiscal Year 2001, Public Law 106-554).
