Light beams from alleged UFOs are nothing new, but they continue to gener- ate interest and speculation. In this month's SKYLOOK are stories concern- ing reported light beams in Tasmania, Australia, and in the Soviet Union. The sketch at left represents an un- confirmed, but interesting, sighting at Elleielles, Belgium, on July 4, 1972. At 10:45 p.m. a young farmer was reportedly in a field adjoining his farm when his attention was captured by intermittent projections of bluish light coming from a luminous "cloud" which was motionless in the sky. These beams, in the form of an arc, descended to the ground and touched it at three points, arranged around the wit- ness in a triangle, and then went back up into the "cloud." The beams reportedly widened until about three feet above the field, then narrowed down to touch the soil as a very reduced point—and reversed the process when returning upward. These extra- ordinary "Hashers" were reportedly re- produced every 30 seconds. The incident was reportedly confirmed by a neighbor a few yards away. In recent years, astronomers and planetary scientists have multiplied their efforts to discover life forms by probing planets suitable for supporting its development with telescopes and robotic exploration missions. Although the probability of discovering micro-organisms on other planets is increasing, the prospect of making contact with developed, intelligent extraterrestrial beings remains distant. However, such an event can not be excluded; it may happen unexpectedly and under as yet unforeseen circumstances, but it remains in the realm of possibility. In fact, recent opinion polls have shown that a large part of the public considers such an event as very probable, or that it has even taken place already. Although the popularised perception of such “close encounters of the third kind” in the form of UFO sightings is scientifically unfounded, it helps to build public support for space exploration missions, advance scientific knowledge on atmospheric phenomena and psychologically prepare the public for encountering extraterrestrial life. Furthermore, one should not necessarily assume that such a contact would be initiated by humans, or that we would be able to realise and comprehend it based on our own experience and intellect.     49th Parallel, Vol. 25 (Spring 2011) Graham & Alford ISSN: 1753-5794 (online) A History of Government Management of UFO Perceptions through Film and Television Robbie Graham University of Bristol* & Matthew Alford University of Bath† On 22 January 1958, the popular CBS television show Armstrong Circle Theatre presented an entire programme dedicated to the subject of unidentified flying objects entitled: “UFO: Enigma of the Skies.” Among the high-profile experts invited to speak on the show, retired US Navy Major Donald Keyhoe – director of the National Investigations Committee on Aerial Phenomena (NICAP) – was notable for his outspoken views on government secrecy surrounding the UFO phenomenon. Arguing against UFO reality on the programme were astronomer and vehement UFO sceptic Donald Menzel and Air Force representative Col. Spencer Whedon of the Air Technical Intelligence Center (ATIC). Their task should have been an easy one as the show’s content had been scripted in advance by CBS in conjunction with the US Air Force, and all guests – especially Keyhoe – had been instructed to read their pre- approved material from a teleprompter. When it came time for Keyhoe to speak, in frustration he veered from his script and stated to the nation: “And now I’m going to reveal something that has never been disclosed before...”1 The rest of his announcement went unheard by television viewers: unbeknownst to Keyhoe, his microphone had been cut by the station. Keyhoe continued: For the last six months, we have been working with a congressional committee investigating official secrecy about UFOs.     Unidentified flying object An unidentified flying object (UFO) is any aerial phenomenon that cannot immediately be identified or explained. Most UFOs are identified or investigated as conventional objects or phenomena. The term is widely used for claimed observations of extraterrestrial spacecraft, and was coined as an anacronym by Project Blue Book project head Edward J. Ruppelt. Another widely used term for the phenomenon is "flying saucer." Studies and investigations have been conducted by various governments worldwide, along with private individuals and organizations. In the United States, studies began in the late 1940s and have included Project Grudge, Project Sign and Project Blue Book. The latter was ended in 1969-70 after the Condon Committee officially concluded that the subject failed to merit further study. However, an unpublicized study named the Advanced Aerospace Threat Identification Program was funded by the U.S. government from 2007-2012, and a successor program named the Unidentified Aerial Phenomena Task Force is currently operational. Unidentified lights and flying objects have been reported in the skies for much of human history. Skeptics including various scientists, and organizations such as the Committee for Skeptical Inquiry, state that the entire topic can be explained as conventional objects or phenomena, while Ufologists suggest various unproven theories. Public polling indicates a considerable portion of the U.S. population feels that their government is withholding information on the subject.
