MINUTES OF TURNDITCH & WINDLEY PARISH COUNCIL MEETING HELD ON MONDAY 2.3.20 IN TURNDITCH SCHOOL

20/021 Declarations of Members’ Interests None

20/022 Public speaking Parishioners raised various concerns about planning application AVA/2019/0855. It was agreed to incorporate these into the Parish Council objections.

Parishioners offered their support to formulate a Neighbourhood Plan working group and a number of questions and issues were discussed.

A parishioner raised concerns about the state of Windley Lane and the flooding impact in holiday accommodation in the grounds of Windley Hall and asked what the Parish Council could do about this. The Parish Council confirmed that DCC are the statutory body for highways and that these issues had been raised regularly with DCC.

20/023 To approve the Non-Confidential Minutes of the Meeting held on 6.1.20 • It was resolved that the Minutes of the Parish Council meeting held on 6.1.20 be approved.

20/024 Planning

Applications It was agreed to make objections on the following application;- • AVA/2019/0855 Conversion and extension of existing building to create three new 3-bed dwellings, construction of additional attached dwelling and four no 2-bed flats (The proposal is a departure to the Adopted Development Plan) Cross Keys Inn 162 Ashbourne Road Turnditch

20/027 Windley Woods update Nothing to report.

20/028 Neighbourhood Plan The information event held on the 28 February had been a success with approximately 50 people in attendance. It was resolved to support a working group to take the Neighbourhood Plan forward and a plan of action was agreed. It was agreed to formally thank K Thomas for making the presentation at the information evening.

20/029 Appointment of internal auditor It was resolved to appoint S Lorking.

20/030 Turnditch Institute trustees It was resolved to add all Councillors as Trustees.

20/031 BT Pole blocking vision at junction of Windley Lane It was agreed to report to BT that it hinders visibility at the junction.

20/032 Windley Lane concerns (Ditches/verges/potholes/flooding) Following the road closure of Road the condition of Windley Lane has further deteriorated. It was agreed to contact DCC to organise a site meeting.

20/033 Noticeboard for Hillcliff Lane - £225 grant approved from Councillor D Taylor It was resolved to order the noticeboard following a successful grant application from Councillor D Taylor.

20/034 Proposed change to meeting dates – Tuesday 5 May/7 July/8 September/3 November 2020 It was resolved to accept the proposed meeting date changes.
