The (Maha) Dalit Factor in Bihar’s Politics Shreyas Sardesai* Until the 2010 election for the Bihar Assembly, elections in the state were largely analysed in terms of a six caste categories – Upper castes, Yadavs, other OBCs, Pasis, other Dalits and Muslims. Since 2007 however, Bihar politics has witnessed new developments and the caste dimension of elections cannot be fully understood without taking into account two additional caste categories, namely EBCs or Extremely Backward Classes, and Mahadalits. This chapter seeks to analyse the emergence of latter and its implications. In August 2007, the Nitish Kumar led JDU-BJP government set up the Bihar State Mahadalit Commission to “identify the castes within Scheduled Castes who lagged behind in the development process” and to “study [their] educational and social status and suggest measures for [their] upliftment”. In April 2008, 18 Dalit castes were brought under the Mahadalit category to begin with. These are Bantar, Bauri, Bhogta, Bhuiya, Chaupal, Dabgar, Dom/Dhangad, Ghasi, Halalkhor, Hari/Mehtar/Bhangi, Kanjar, Kurariar, Lalbegi, Musahar, Nat, Pan/Swasi, Rajwar and Turi. Three months later Dhobi and Pasi castes were also added to the Mahadalit category based on the Commission’s recommendation and then Chamars were also included in the Mahadalit category by the state government in November 2009 on the grounds that they too were lagging in literacy and economic status and were victims of untouchability at the hands of other Mahadalit castes1. Units are aware that AIEBA has taken up the matter with the Finance Minister and the GST Council for exempting Mediclaim policy premium paid by the retirees from the purview of GST. The matter has been taken up with IBA who have also represented to the Government not to levy GST on the premium. Since the exemption can be given only by the GST Council, we had asked all our State Federations to contact the respective GST Council Members from their States to follow up the matter and to take up the issue in the next meeting of the GST Council. Today, in Chennai, we met Shri D. Jayakumar, Hon. Minister for Personnel & Administrative Reforms, Govt. of Tamilnadu who is the Member of GST Council representing Tamilnadu Government. We submitted a copy of our letter to Finance Minister and explained the issue in detail. He was appreciative of the reasonableness of our demand and assured to write to the GST Council to discuss the issue. He also assured to pursue the matter in the GST Council meeting. He suggested that we should meet other members of the GST Council in this regard so that the issue gets some momentum.

The city was nominated for its value of being an exemplary development in town planning and architecture(Govind Dev temple, City Palace, Jantar Mantar and Hawa Mahal). ➢ Jaipur: It is also known as the Walled City, the Pink City. It was founded in 1727 by Sawai Jai Singh II. ➢ Ahmedabad became the first Indian city to get into the list. ❏ Bimal Jalan panel that was set up to review the economic capital framework of the Reserve Bank of India (RBI) has decided to recommend transfer of surplus reserves to the government . According to Section 47 of the RBI Act, profits of the RBI are to be transferred to the government, after making various contingency provisions. In the past, the issue of the ideal size of RBI's reserves was examined by three committees,V Subrahmanyam (1997) 2. Usha Thorat (2004), Y H Malegam (2013). ❏ The three-year road map launched by Reserve Bank of India board to improve regulation and supervision is named – Utkarsh 2022. ❏ Andhra Bank launched its Artificial Intelligence interactive assistant — ABHi. ❏ According to the RBI data, Maharashtra topped in ATM frauds in 2018-19 with 233 cases. Delhi grabbed the second spot followed by Tamil Nadu. ❏ ICICI Bank has launched the digital platform called ‘InstaBIZ’ for MSME & self-employed customers. ❏ RBI slapped a penalty of Rs 7 crore on SBI.The penalty has been imposed on SBI for noncompliance of income recognition & asset classification norms, code of conduct for opening & operating current accounts and reporting of data on (CRILC).
