This was the historical period when political and economic special interest groups were able to aggressively use the federal government to enact public policy designated to “alter or reshape the cultural milieu of the vanquished Southern state.” The University had its beginning in the Texas Constitution of 1876 which, in separate articles, established an “Agricultural and Mechanical College” and pledged that “Separate schools shall be provided for the white and colored children, and impartial provisions shall be made for both.” As a consequence of these constitutional provisions, the Fifteenth Legislature established “Alta Vista Agricultural and Mechanical College of Texas for Colored Youth” on August 14, 1876.

  • Mamala Bay Study Infectious Disease Public
MAMALA BAY STUDY INFECTIOUS DISEASE PUBLIC HEALTH RISK ASSESSMENT PROJECT MB—b Principal Investigators: Robert C. Cooper, Ph.D. Adam W. Olivieri, Dr. P.H., P.E. EOA, Inc. 1410 Jackson Street Oakland, California 94612 AUGUST 31, 1995 (Revision of report dated June 12, 1995) EXECUTIVE SUMMARY The Mamala Bay Study Commission is conducting a comprehensive study of the sources and effects of point and non-point pollution in Mamala Bay. The study will result in recommendations for strategies to reduce pollution levels in Mamala Bay to protect human health and the marine environment. EOA, Inc. (EOA) was retained by PRC Environmental Management, Inc. (PRC) to perform an assessment of the public health risk associated with accidental exposure to microbial pathogens during recreational use of Mamala Bay waters. The primary objectives of this project were to: 1) apply an existing quantitative microbial risk assessment model to estimate the level of microbial risk associated with recreational exposure to Mamala Bay waters; 2) evaluate how public health risk could change with order of magnitude variations in contribution of pathogen to the swimming/surfing area from sources other than shedding by swimmers/surfers; 3) identify important parameters that impact the risk assessment results. The risk assessment model used for this project is based closely on models used in infectious disease epidemiology. Advantages of this type of model include that it can be used to integrate and organize diverse data bearing on disease risk, account for immunity to disease, model aspects of the transmission dynamics of the agent in the environment and explicitly acknowledge the uncertainty and variability in the many parameter values characteristic of comprehensive models.

  • Samson and Delilah” (Judges 16:1-30) January 12, 2014 John Bruce, Pastor
Creekside Community Church Strange Tales, “Samson and Delilah” (Judges 16:1-30) January 12, 2014 John Bruce, Pastor What I appreciate most about Bob, Reg and the other Celebrate Recovery leaders is that they are Christ-centered. Celebrate Recovery isn’t a self-help plan to get people to clean up their lives and fly right. Recovery begins with acknowledging that we are all great sinners but Christ is a great Savior. No man-made program can save us from the sin that lives inside each of us – only Jesus can – which is powerfully illustrated in the passage we’ll look at this morning as we continue in the Strange Tales of the book of Judges and the story of Samson and Delilah. Samson is one of the most unlikely heroes in the Bible. He is both the strongest of men and the weakest of men; the man in whom the power of God is very evident yet one of the most resistant men to God in the Bible. He is the best equipped judge to save Israel, yet the least likely to do so because he is a self-absorbed loner. Samson’s story reminds us of the power sin has to enslave even the strongest of us and the power God has to save even the worst of us. As chapter 16 opens, Samson has judged Israel for many years. He’s killed a lot of Philistines yet the Philistines still rule Israel because Samson’s personal war with the Philistines is fueled by his desire for revenge rather than in response to God.
