Michael Wilkes, City Manager, Olathe Executive Director Obituaries Erik Sartorius Kansas Government Journal Staff John E. Arnold, 79, Topeka, passed away unexpectedly on October 4. Arnold started a life of service by answering the call from JFK, joining the Peace Corps Editor in Chief Megan Gilliland and serving in the Philippines from 1962 until 1964. Arnold was a graduate of Atchison High School, KU with a Bachelor in Liberal Arts in 1962 and a Masters in League Staff Public Administration in 1965. He served as City Manager in Minot, North Dakota Sydney Bannister, Management Intern from 1972-1977, Fort Collins, Colorado from 1977-1985, and Eureka, California Deborah Barnes, Staff Attorney from 1992-1996. He was the first Executive Director of the E-470 Authority that Chardae Caine, Research Associate Trey Cocking, Deputy Director built the E-470 highway in Denver. He served as the Chief Administrative Officer Kate Cooley, Conference/Marketing Coordinator in Topeka, Kansas from 1998 until his retirement in 2002. Arnold is preceded in Megan Gilliland, Communications and Education Manager death by wife Kaye in 2007. He is survived by his sons Jay and L.T.
