Weekly Update of Development Applications Sunday 30th April 2017 Layout of Information As well as the information on new applications received and pre-application notifications which are included in the Weekly List, our new Weekly Update includes extra information including details of applications which have been decided as well as information about developments where work is about to commence or has been completed. These 5 categories are shown in different colours of text and sorted by electoral ward for ease of viewing. As the Weekly Update will only be available in electronic format. The first phase of research examined the perception of community police officers working within the newly established model; the second phase sought to examine the perceptions of those members of the public who participated in the model’s engagement meetings. Introduction The Housing (Scotland) Act 2006 provides the legislative and guidance framework underpinning the operation of Houses in Multiple Occupation (HMOs) Licensing Systems across Scotland. Since the introduction of the Act, Local Authorities have developed and implemented a range of structural and supporting arrangements in response to the mandatory and discretionary provisions. The Act allows for the implementation of a Licensing system which is responsive to local housing systems and markets through scope for discretionary policies in relation to fee structure, overprovision and other aspects. Fife Council appointed North Star Consulting & Research to carry out an investigation and review of the policy framework for HMOs in Fife, with a particular focus on the University Town of St Andrews. This report sets out the review of the policy delivery framework, and provides evaluation and recommendations in relation to Fife Council’s approaches compared with other Local Authorities best practice, need and demand assessment, and overprovision policies. In Fife there are over 1,000 Registered HMOs and the vast majority of these are within and around the St Andrew’s area.
