This Interagency Risk Policy Committee, as I understand it, will include representatives of several cabinet-level departments as well as agencies such as EPA and FDA, and is ir. tended to explore in detail the guidance contained in Executive Order 12866 and the Report of the National Performance Review with respect to taking risk more directly into account in formulating Federal regulatory programs. I would note, however, that the NRC is not among those agencies named to participate in this interagency effort. Because of our expertise and interest in these issues, the Executive Branch might find our input useful. We would appreciate being invited i to join this interagency group. ! Sincerely, ;

SUBJECT: Interagency Risk Policy Committee

We are convening an informal interagency group to examine risk policy as it relates to protecting public health, safety, and the environment. As you may know, the new Executive Order on regulatory planning and review (E.O.12866) states: "In setting regulatory priorities each agency shall consider, to the extent reasonable, the degree and nature of the ' risks posed by various substances or activities within its jurisdiction." In addition, the recent Report of the National Performance Review recommends that agencies " rank the seriottsness of environmental, health, or safety risks and develop anticipatory approaches to regulatory problems."

We would like to explore whether this would serve as an appropriate forum for discussion of risk policy issues with the goal of developing a set of common principles to guide federal risk assessment and management activities. We also would like to examine r.everal risk-related legis!stive proposals currently before Congress and consider whether the Administration should support any of these proposals or whether other legislative changes are needeA.
