EXECUTIVE SUMMARY

Assessment

The results of the historical research and site assessment identified one (1) area of potential environmental concern (APEC) within the Phase I-ESA study area. The former furnace oil UST (APEC 1) located in the western portion of the Phase I-ESA site is considered to be an area of potential environmental concern. The results of the historical research and site assessment also identified two (2) potentially contaminating activities (PCAs) within 250 m of the Phase I-ESA study area which include: the former landfill site approximately 50 m to the west of the subject site and the existing rail line to the east of the Phase I-ESA site. No other current or historical PCAs or APECs were identified within the Phase I ESA study area.

As discussed in the body of the report, a previous subsurface investigation and subsequent UST removal / soil remediation program was conducted on the subject site by others. It should be noted that six (6) of the confirmatory samples analysed upon the conclusion of the remedial program did not identify any detectable petroleum hydrocarbon concentrations. The petroleum hydrocarbon concentrations identified in the remaining three (3) confirmatory samples were equal to the laboratory detection limit. All test results are considered to be in compliance with the current applicable MOE Table 3 standards.

Paterson Group conducted a geotechnical investigation on the subject site in January of 2013. As part of this investigation five (5) boreholes were placed in the western portion of the subject site. One of the boreholes (BH5) was placed in close proximity to the former on-site furnace oil UST (APEC1). The soil profile encountered at the test hole locations consisted of a layer of topsoil underlain by native brown glacial till. No unusual visual or olfactory observations were noted regarding the soil or groundwater encountered at the time of the geotechnical investigation.

As previously noted, the results of the historical research and site assessment identified two (2) potentially contaminating activities (PCAs) within 250 m of the Phase I-ESA site. Based on the regional topography, which slopes downward to the west and the regional groundwater flow direction to the west-northwest, towards the Rideau River, the landfill is considered to be located down gradient to the subject site and is not considered to pose any concern to the subject property. Furthermore, no unusual visual or olfactory observations were noted regarding the soil or groundwater encountered at the time of the recent geotechnical investigation conducted in the western portion of the subject property by Paterson Group.

The active rail line to the east of the site is currently used only as a passenger line, no freight is hauled on this line. It is a main line with no associated sidings or ancillary buildings. No spur lines or associated rail structures have ever been situated on the subject site. As such, the presence of this line to the east of the subject site is not considered to pose a concern to the subject property.

Recommendations

Potentially Hazardous Building Materials

Based on the age of the subject structure (1963), potential asbestos containing materials (ACMs) observed at the time of the site assessment include the drywall joint compound, vinyl floor tiles, stipple plaster, thermal pipe insulation and hard plaster finishes. Lead-based paints (LBPs) may be present within the building based on the approximate date of construction. It is our understanding that a Designated Substance Survey was previously conducted on the subject property by others. It is recommended that this report be referenced prior to the disturbance of any suspected ACMs or LBPs. The handling of these products must be done in accordance with Ontario Regulation 490/09, under the Occupational Health and Safety Act.

1.0 INTRODUCTION

At the request of Minto Communities Inc, Paterson Group (Paterson) conducted a Phase I - Environmental Site Assessment (ESA) of the existing residential apartment building located at 1833 Riverside Drive, in the City of Ottawa, Ontario. The purpose of this Phase I – ESA was to research the past and current use of the site and study area and to identify any environmental concerns with the potential to have impacted the subject property.

Paterson was engaged to conduct this Phase I – ESA by Mr. Julio Da Silva with Minto Communities, the current owner of the subject property. Mr. Da Silva can be reached by telephone at (613) 782-2342.

This report has been prepared specifically and solely for the above noted project which is described herein. It contains all of our findings and results of the environmental conditions at this site.

This Phase I - Environmental Site Assessment report has been prepared in general accordance with the agreed scope-of-work and the general requirements of Ontario Regulation 153/04 as amended by O.Reg. 269/11 made under the Environmental Protection Act and also complies with the requirements of CSA Z768-01. The conclusions presented herein are based on information gathered from a limited historical review and field inspection program. The findings of the Phase I - ESA are based on a review of readily available geological, historical and regulatory information and a cursory review made at the time of the field assessment. The historical research relies on information supplied by others, such as local, provincial and federal agencies, and was limited within the scope-of-work, time and budget of the project herein.

Location: The subject property is located on the east side of Riverside Drive just north of . Refer to Figure 1 - Key Plan, following the body of this report, for the site location.

Site Description:

Configuration: Irregular

Zoning: R5C H(36) - Residential Fifth Density Zone

Current Use: The subject site is occupied by a twelve (12) storey residential apartment building and associated parking area. A portion of the western side of the subject site is landscaped.

Services: The subject property is situated in a municipally serviced neighbourhood.

3.0 SCOPE OF INVESTIGATION

The scope of work for this Phase I-Environmental Site Assessment was as follows:

‘ Determine the historical activities on the subject site and study area by conducting a review of readily available records, reports, photographs, plans, mapping, databases and regulatory agencies;

‘ Investigate the existing conditions at the subject site and study area by conducting site reconnaissance;

‘ Conduct interviews with persons knowledgeable of current and historic operations on the subject property, and if warranted, neighbouring properties;

‘ Present the results of our findings in a comprehensive report in general accordance with the requirements of Ontario Regulation 269/11 (amending Ontario Regulation 153/04) made under the Environmental Protection Act and in compliance with the requirements of CSA Z768-01;

‘ Provide a preliminary site evaluation based on our findings;

‘ Provide preliminary remediation recommendations and further investigative work if contamination is suspected or encountered.

4.0 RECORDS REVIEW

4.1 General

Phase I Study Area Determination

A radius of 250 m was determined to be appropriate as a Phase I study area for the Phase I Environmental Site Assessment. Properties outside the 250 m radius are not considered to have impacted the subject land, based on their significant distances from the site.

First Developed Use Determination

According to the Chain of Title, the site was owned by private individuals as early as 1859, until being sold to The Faircrest Land Company Limited in 1951. The property was owned by several different Corporations from 1951 until 2001 (multiple changes in ownership). In 2001 the site was purchased by M 1833 Riverside Corp, the current registered property owner.

Based on a review of aerial photographs, the 1958 aerial photo depicts the subject site as being vacant and partially treed. The current residential apartment building can be seen on-site in 1965. The property has remained relatively unchanged since this time.

City directories were reviewed at the National Archives as part of this assessment. According to the directories, the area of the subject site has been developed for residential or office use since the 1960's. The directories indicate that the subject site was initially developed with the current residential apartment building in 1963. The subject property is listed as “The Faircrest Apartments” from 1963 until 2010 (most recent directories available). For the purposes of this report, and based on the above information, the subject site is considered to have been initially developed with the current subject building 1963.

Fire Insurance Plans

Fire Insurance Plans (FIPs) from November of 1963 were reviewed for the area of the subject site. The subject site is occupied by the current residential apartment building while the neighbouring property to the north is occupied by a residential dwelling. The neighbouring properties to the east, west and south are not covered by the 1963 FIPs. No concerns were noted with the FIPs reviewed.

City of Ottawa Street Directories

City directories from 1960 through 2010 (most recent directories available) were reviewed at the National Archives, in approximate 10 year intervals, as part of the Phase I ESA. The city directories did not identify any development on the subject site prior to 1963. The city directories identified the following listings for the subject property.

The neighbouring properties have primarily been used for residential and/or office use. The city directory review did not identify any potentially contaminating activities in the Phase I ESA study area.

Chain of Title

A current land title was prepared with the assistance of Ms. Judy Valberg, a professional conveyancer. The records review was extended back to 1859. The subject site changed ownership between private individuals a total of eight (8) times between 1859 and 1951. In 1951 The Faircrest Land Company Limited purchased the property. Between 1951 and 2001 the property exchanged ownership primarily between Corporations a total of fourteen (14) times.

Environmental Reports

The following reports were available for review:

‘ Phase I - Environmental Site Assessment, 1833 Riverside Drive, Ottawa, Ontario”, prepared by Trow Consulting Engineers Limited, dated October, 2001.

The previous Phase I - ESA recommended that the potential asbestos containing pipe elbows and fittings within the boiler room which were in poor condition be replaced or encapsulated. This report also recommended that an asbestos survey and asbestos management plan be implemented on the subject property. Analytical testing was also recommended prior to disturbance of potential lead-based painted surfaces.

The previous Phase I - ESA indicated that an 18,000 L furnace oil underground storage tank (UST) had been removed from the subject property by Sewer-Matic Drain Services Limited (Sewer-Matic) in 1995. Analytical soil testing conducted at the time by Sewer-Matic did not identify any petroleum hydrocarbon impacted soil within the tank nest location. As part of the original Phase I-ESA, Trow Consulting Engineers Limited (Trow) recommended that a Phase II - ESA be conducted on the subject property in order to confirm the findings of the testing conducted at the time of the UST removal.

‘ Borehole Drilling Investigation, 1833 Riverside Drive, Ottawa, Ontario”, prepared by Trow Consulting Engineers Limited, dated November, 2001.

Trow conducted a Phase II-ESA on the subject property which included the placement of three (3) boreholes in the area of the former underground storage tank (west side of the building). One of the boreholes was placed within the former UST tank nest and was instrumented with a groundwater monitoring well. The remaining two (2) boreholes were placed adjacent to the UST nest. Analytical testing identified petroleum hydrocarbon concentrations in the soil sample obtained from the UST nest in excess of the MOE criteria. The analytical test results for the soil samples analysed from the two (2) boreholes placed adjacent to the UST nest met the MOE criteria. It was subsequently recommended that a soil remediation program be conducted in the area of the former UST nest.

‘ Removal of Petroleum Impacted Soil, 1833 Riverside Drive, Ottawa, Ontario”, prepared by Trow Consulting Engineers Limited, dated December, 2001.

Trow supervised the removal of approximately 325 metric tonnes of petroleum hydrocarbon impacted soil and 8000 L of surface water that had pooled in the excavation. A total of nine (9) confirmatory soil samples were obtained from the base and sidewalls of the excavation. The analytical test results did not identify any petroleum hydrocarbon concentrations in excess MOE criteria. No further work was recommended following the conclusion of the remedial program.

It should be noted that six (6) of the confirmatory samples analysed upon the conclusion of the remedial program did not identify any detectable petroleum hydrocarbon concentrations. All test results are considered to be in compliance with the current applicable MOE standards.

‘ “Phase I - Environmental Site Assessment Update - 1833 Riverside Drive - Ottawa, Ontario”, prepared by Paterson Group Inc. dated June 2, 2004.

The Phase I-ESA Update did not identify any significant environmental concerns regarding the subject site or adjacent properties. It should be noted that the previously identified potentially asbestos containing pipe elbows and fittings within the boiler room which were in poor condition had been either replaced or encapsulated at the time of the Phase I-ESA Update. Analytical testing was recommended prior to the disturbance of potential lead-based painted surfaces or potentially asbestos containing materials. No further environmental investigative work was recommended for the subject property at that time.

‘ “Geotechnical Investigation - Proposed Residential Buildings - 1833 Riverside Drive - Ottawa, Ontario”, prepared by Paterson Group Inc. dated January 21, 2013.

A geotechnical investigation was conducted on the subject site by Paterson in January of 2013. Five (5) boreholes were advanced to a maximum depth of 6.7 m below existing ground surface in the western portion of the subject property, as shown on Drawing PE2890-2 - Conceptual Site Model: Site Plan following the text portion of the report. The soil profile encountered at the test hole locations consisted of a layer of topsoil underlain by native brown glacial till. No unusual visual or olfactory observations were noted regarding the soil or groundwater encountered at the time of the geotechnical investigation.

Plan of Survey

A survey plan dated August 29, 2011, and prepared by Stantec Geomatics Limited, was provided to Paterson for review. The property boundary appears the same as that identified on the current City of Ottawa electronic mapping website. A copy of the plan is provided in Appendix 1.

4.2 Environmental Source Information

Environment Canada

A search of the National Pollutant Release Inventory (NPRI) was conducted electronically on July 23, 2013. The subject site was not listed in the NPRI database. No properties within the 250 m Phase I study area were listed in the NPRI database.

PCB Inventory

A search of national PCB waste storage sites was conducted. The subject property is not registered as a PCB waste storage site. No properties within the Phase I study area were listed as PCB waste storage sites.

Ontario Ministry of the Environment (MOE) Instruments

A request for information was submitted to the MOE Freedom of Information office for information with respect to Certificates of Approval, Permits to Take Water, Certificates of Property Use or any other similar MOE issued instruments for the site. A response had not been received from the MOE at the time of issuance of this report. A copy of the MOE request is provided in Appendix 2.

MOE Coal Gasification Plant Inventory

The Ontario Ministry of the Environment document titled “Municipal Coal Gasification Plant Site Inventory, 1991" was reviewed to reference the location of former plants with respect to the subject site. No coal gasification plant sites were identified within the Phase I study area.

MOE Incident Reports

A request was submitted to the MOE Freedom of Information office for information with respect to records concerning environmental incidents, orders, offences, spills, discharges of contaminants or inspections maintained by the MOE for the site or adjacent properties. A response had not been received at the time this report was issued.

MOE Waste Management Records

A request was submitted to the MOE Freedom of Information office for information regarding waste management records within the files maintained by the MOE. Applicable information of current and historical waste storage locations, waste generators and waste receivers pursuant to Regulation 347 of the Revised Regulations of Ontario, 1990 (O.Reg.347) was considered in this review.

The results of the current MOE search were not available at the time this report was issued. The client will be provided with any additional information that may be provided in the MOE response.

MOE Submissions

A request was submitted to the MOE Freedom of Information office for information regarding reports related to environmental conditions which are expected to have been submitted to the MOE. A response had not been received from the MOE at the time this report was issued. A copy of the MOE request is included in Appendix 2.

Ontario Ministry of the Environment (MOE) Notices and Instruments

A search of the MOE Brownfields Environmental Site Registry was conducted as part of this assessment, for the subject site and properties located within the Phase I study area. There are no records of site condition (RSC) listed in the registry, for the subject site or for properties within the Phase I ESA study area.

MOE Waste Disposal Site Inventory

The Ontario Ministry of Environment document entitled “Waste Disposal Site Inventory in Ontario, 1991" was reviewed as part of the historical research. This document includes all recorded active and closed waste disposal sites, industrial manufactured gas plants and coal tar distillation plants in the Province of Ontario. Based on this document there are no active or closed waste disposal sites or abovementioned industrial sites within 250 m of the subject property with one exception.

A closed landfill site is located approximately 50 m west of the subject property (adjacent to the Rideau River). This landfill, which occupies approximately 100 ha, was active from 1948 until 1963 and accepted predominantly household waste. Based on the distance of the former landfill from the subject site and it’s down gradient location, it is not considered to pose a concern to the subject property.

Areas of Natural Scientific Interest

According to the Ministry of Natural Resources (MNR), the subject property is not listed as an area of natural and scientific interest. No properties within the 250 m Phase I- ESA study area are identified as ANSIs.

Technical Standards and Safety Authority (TSSA)

The TSSA, Fuels Safety Branch in Toronto was contacted on July 23, 2013 to inquire about current and former underground storage tanks, spills and incidents for the site and neighbouring properties with potential environmental concerns. There are no records listed in the TSSA registry for the subject site or for the immediately adjacent properties. A copy of the TSSA response is provided in Appendix 2.

Former Industrial Sites

The report titled “Mapping and Assessment of Former Industrial Sites, City of Ottawa” prepared by Intera Technologies Limited was reviewed. The Intera report indicated that there are no former industrial sites within 250 m of the subject property.

City of Ottawa Old Landfill Document

The document entitled “Old Landfill Management Strategy, Phase I - Identification of Sites, City of Ottawa”, was reviewed. Based on this report, there are no former waste disposal sites within the vicinity of the subject property, with the exception of the Riverside Drive landfill site noted in the MOE section above. Multiple methane gas and ground/surface water analytical testing reports were noted in the landfill document. No specific concerns regarding these reports was mentioned in this report.

City of Ottawa Historic Land Use Inventory

A requisition form was sent to the City of Ottawa to request information from the City’s Historical Land Use Inventory (HLUI 2005) database for the subject property. The results of the HLUI search were not available at the time this report was issued. The client will be provided with any additional information that may be provided in the HLUI response. The HLUI request form and authorization is provided in Appendix 2.

4.3 Physical Setting Sources

Aerial Photographs

Historical air photos from the National Air Photo Library were reviewed. Based on the review, the following observations have been made:

1953 The subject and neighbouring properties are vacant at this time. The subject property is partially treed in this photo. Riverside Drive and Smyth Road can be seen at this time. The railway line on the neighbouring property to the east can also be seen while residential development can be seen further to the southeast at this time.

1975 The current subject building and residential apartment buildings to the north can be seen at this time. The neighbouring property to the east is unchanged since the previous photo. A hospital can be seen to the south of the site (opposite side of Smyth Road). The re-alignment of Riverside Drive to the west of the subject site is underway at the time of this photo.

1993 No significant changes have been made to the subject site. An office building can be seen to the northeast at this time (opposite side of railway line). The Riverside Drive re-alignment to the west of the site is complete at this time. No significant changes to the neighbouring properties to the north or south can be seen in this photo.

2001 The subject and neighbouring properties are relatively unchanged from the previous photo with one exception. A medical office building can be seen to the east of the site at this time (opposite side of the railway line).

Laser copies of some of the aerial photographs listed above are included in Appendix 1 of this report.

Topographic Maps

Topographic maps were obtained from Natural Resources Canada - The Atlas of Canada website. The topographic maps indicate that the regional topography in the general area of the subject site slopes downward to the west. According to the maps, the Rideau River is present approximately 200 m west of the subject site. No environmental concerns were identified on the topographic mapping. An illustration of the referenced topographic map is present on Figure 2 - Topographic Map following the body of this report.

Physiographic Maps

A Physiographic Map was reviewed from the Natural Resources Canada - The Atlas of Canada website. According to this physiographic map, the site is located in the St. Lawrence Lowlands. According to the mapping description provided: “The lowlands are plain-like areas that were all affected by the Pleistocene glaciations and are therefore covered by surficial deposits and other features associated with the ice sheets.” The subject site is located in the Central St. Lawrence Lowland, “where the land is rarely more than 150 m above sea level, except for the Monteregion Hills, which consist of intrusive igneous rocks.”

Geological Maps

The map “Bedrock Geology of Ontario, Map 2544, Ontario Geological Survey, 1991" was consulted as part of this assessment. Based on this mapping, the surficial overlying material in the general area of the subject property, consists of alluvial sediments at depths generally less than 5-10 meters. The mapping also indicates that the bedrock underlying the subject property is shale of the Billings Formation.

Water Well Records

Nine (9) water well records for properties located within the Phase I-ESA study area, were obtained from the MOE website. All of the water wells were identified as groundwater monitoring wells. A total of six (6) monitoring wells were installed at 1919 Riverside Drive, to the south of the subject site. These wells were installed in 2012 at depths ranging from 4.6 to 6.1 m below ground surface. The monitoring wells were all installed in sand.

One monitoring well was identified at 1960 Riverside Drive (adjacent to a bike path near the Rideau River). This monitoring well was installed in 2006 at a depth of 5.5 m below ground surface in a silty sand material. The remaining (2) monitoring wells were identified in the Old Riverside Road and Smyth Road area. These wells were installed in 2010 at depths of 4.6 and 6.1 m below the ground surface. The monitoring wells were all installed within a silty sand material. No other details were provided in the well records. Copies of the well records are provided in Appendix 2.

Water Bodies and Areas of Natural Significance (ANSI)

The Rideau River is located approximately 200 m west of the subject property. The groundwater flow direction in the general area of the subject site is considered to be in a westerly direction, toward the Rideau River. There are no areas of natural and scientific interest on the subject property or within the Phase I-ESA study area.

Fill Materials

No obvious signs of fill material were noted on the subject property, or on other properties within the Phase I ESA study area, at the time of the site assessment.

5.0 INTERVIEWS

Current Property Owner

As part of the assessment, Ms. Bev Johnson with Minto Properties, was interviewed on-site on July 30, 2013. Ms. Johnson’s knowledge of the former activities conducted on site is limited to that which has already been discussed and she was therefore questioned regarding the current conditions of the subject site.

According to Ms. Johnson, the furnace oil UST was removed from the subject property during the initial year of ownership of the current property owner. Ms. Johnson indicated that a Designated Substance Survey was previously completed on the subject property. It was Ms. Johnson’s understanding that the bulk of the previously identified asbestos containing thermal pipe insulation had been removed from the subject property. Ms. Johnson also indicated that some of the previously identified asbestos containing drywall joint compound and stipple ceiling plaster had been removed from the subject building.

Ms. Johnson was unaware of any potential environmental concerns on the subject property or the adjacent and neighbouring properties within the Phase I ESA study area, other than those previously discussed.

The information obtained in the interview was considered to be consistent with site information obtained from other sources and with observations made during the site assessment, and is considered to be valid.

6.0 SITE RECONNAISSANCE

6.1 General Requirements

The site investigation was carried out on July 29, 2013, between 12:30 PM and 1:30 PM, by Mr. Adrian Menyhart with the Environmental Department of Paterson Group. The weather conditions were overcast with a temperature of 22

6.2 Specific Observations at the Phase I Property

Buildings and Structures

The subject property is occupied by a twelve (12) storey residential apartment building with a full basement level. The building, which has a total of 240 residential apartments, is finished on the exterior with brick and has a flat modified bitumen style roof. Heat is provided by natural gas-fired boilers located in the basement of the building. Based on historical information, the building was constructed in 1963 and was originally heated with oil-fired equipment.

Below Ground Structures

No below ground structures were observed on the site at the time of the site assessment with the exception of the underground parking garage.

Storage Tanks

A new 1,000 L above ground storage tank was observed in the basement of the building. The tank, which supplies diesel fuel to the back-up generator, was installed in 2012, and was observed to be in excellent condition with no unusual staining or olfactory observations made. The presence of this tank, which is equipped with secondary spill containment and a leak detector, does not pose a concern to the subject site.

Potable Water Source

The subject property is currently serviced with municipal water.

Underground Utilities

On-site buried services include natural gas, hydro and municipal water and sewer services.

Building Entry/Exit Points

Two (2) man doors are present, on the east and west sides of the apartment building. An entry/exit point to the underground parking garage, consisting of a bay door, is present on the northwest side of the structure. The location of the site building and exit and entry points are located on Drawing PE2890-2 - Conceptual Site Model: Site Plan.

Heating/Cooling Systems

The on-site building is currently heated gas-fired boilers in the basement and is cooled with window mounted electric air conditioning units. No concerns were identified with regards to the current heating system, at the time of the site assessment.

Drains, Pits and Sumps

Two (2) sump pits were observed in the basement of the subject building during our site visit. No concerns were noted regarding the water in the sump pits.

Unidentified Substances

There were no unidentified substances on the interior or exterior of the subject property at the time of the site assessment.

Interior Floor Condition

The interior flooring of the subject structure was finished with a combination of terrazzo, vinyl tile, carpet and parquet in the above ground levels. The floors were in good condition at the time of the site assessment. The floor in the basement level was unfinished with poured concrete which appeared to be in good condition at the time of the site assessment.

Ground Surface

The subject structure occupies the central portion of the subject site. The eastern portion of the subject site is predominately paved with asphaltic concrete and used for vehicular parking. The western portion of the subject site is predominantly landscaped, with the exception of the entrance laneway and traffic loop which are asphalt covered. The site is higher in elevation than Riverside Drive and slopes downward from east to west. The regional topography slopes downward to the west.

Site drainage consists of sheet drainage to catch basins located on Riverside Drive and infiltration in landscaped areas. No signs of surficial contamination were observed at the time of the site assessment.

Railway Lines

An active Canadian National railway line is located on the neighbouring property to the east of the subject site. The presence of this railway line does not pose a concern to the subject site.

Potentially Contaminating Activities

No potentially contaminating activities were observed on the subject property at the time of the site visit.

Potentially Hazardous Building Products

Based on the age of the apartment building (1963), potentially hazardous building products identified at the time of the site visit include potential asbestos containing materials (ACMs) and potential lead-based paint (LBP). It is our understanding that a Designated Substance Survey was previously conducted on the subject property by others.

Phase I ESA Study Area

An inspection of the neighbouring properties within the Phase I ESA study area, was conducted from publicly accessible roadways at the time of the site assessment. Immediately adjacent properties consist of multi-storey residential apartment buildings to the north and a parking lot to the south (across Smyth Road). Vacant land followed by office buildings and associated parking lots are present to the east of the subject site. Riverside Drive followed by vacant land and the Rideau River are present to the west of the subject site. Single family residential dwellings are located to the southeast of the subject property.

Two (2) potentially contaminating activities were identified within the Phase I ESA study area. Current land use in the Phase I study area is illustrated on Drawing: PE2890-3 - Conceptual Site Model: Surrounding Land Use Plan in the Figures section of this report, following the text.

7.0 REVIEW AND EVALUATION OF INFORMATION

7.1 Land Use History

The following table indicates the current and past uses of the site as well as ownership and other observations dating back to the first known date of ownership of the site.

7.2 Areas of Potential Environmental Concern and Potentially Contaminating Activities

No Potentially Contaminating Activities (PCAs) were identified at the Phase I property. Two (2) PCAs outside of the subject property but within the Phase I study area are shown on Drawing PE2890-3 - Conceptual Site Model: Surrounding Land Use Plan. However, these PCAs are not considered to pose a concern to the subject property. The PCAs were identified as per Column A of Table 2, from Ontario Regulation 153/04 as amended by Ontario Regulation 296/11.

One (1) historical Area of Potential Environmental Concern (APEC) was identified within the subject site as shown on Drawing PE2890-3 - Conceptual Site Model: Surrounding Land Use Plan. As previously discussed, a Phase II ESA was conducted for the subject property in November of 2001 based on the presence of the on-site furnace oil UST. Based on the presence of petroleum hydrocarbon impacted soil in the area of the UST nest, it was recommended that a soil remediation program be conducted in this area. A soil remediation program was conducted on the property in December of 2001. The confirmatory analytical test results did not identify any petroleum hydrocarbon concentrations in excess MOE criteria. Based on the results of the remediation program, the former presence of the UST is not considered to be a current APEC that requires further investigation. No additional APECs were identified within the remainder of the Phase I study area.

7.3 Conceptual Site Model

Existing Building

The subject property is currently occupied by a twelve storey residential apartment building. The location of the existing structure is shown on Drawing PE2890-2 - Conceptual Site Model: Site Plan. The subject structure was constructed in 1963. The building is constructed with poured concrete and is finished on the exterior with brick. The building has a flat modified bitumen style roof.

The building is currently heated with natural gas fired boilers located in the basement. Potentially hazardous building materials present within the building include ACMs and LBPs.

The adjacent properties consist of multi-storey residential apartment buildings to the north and a parking lot to the south (across Smyth Road). Vacant land followed by office buildings and associated parking lots are present to the east of the subject site. Riverside Drive followed by vacant land and the Rideau River are present to the west of the subject site. Single family residential dwellings are located to the southeast of the subject property. The uses of the properties in the Phase I study area are indicated on the Conceptual Site Model.

Water Bodies

There are no water bodies on the subject site. The Rideau River is located approximately 200 m west of the subject property. No other bodies of water are present within the Phase I ESA study area.

Areas of Natural Significance

No ANSIs were identified on the subject property or within the Phase I ESA study area.

Drinking Water Wells

According to the Ministry of the Environment’s well record database, there are no records for potable water wells on the subject site or within the Phase I ESA study area.

Groundwater Monitoring Wells

As previously discussed in Section 4.3, the MOE has well records for nine (9) monitoring wells within 250 m of the subject site. No monitoring wells were identified on the subject site in the MOE search. The above noted monitoring wells were installed between 2006 and 2012.

Neighbouring Land Use

Neighbouring land use in the Phase I study area was a combination of residential, vacant or surface parking, with the exception of some office buildings to the east of the site. No potentially contaminating activities with the potential to impact the subject property, were identified within the Phase I study area at the time of the site assessment.

Areas of Potential Environmental Concern and Potentially Contaminating Activities

As per Column A of Table 2 outlined in Ontario Regulation 153/04 and amended by O.Reg. 279/11, potentially contaminating activities considered to be areas of potential environmental concern (APEC), identified on the subject property and/or within the Phase I-ESA study area include the following: former on-site furnace oil UST (APEC1). The above noted APEC is highlighted in red on Drawing PE2890-2 - Conceptual Site Model: Site Plan. Based on the results of the UST removal and remediation program conducted on-site, the presence of this former UST is not considered to be a current APEC that requires further investigation. No additional APECs were identified within the remainder of the Phase I study area.

In addition to the aforementioned APEC, two (2) other potentially contaminating activities (PCAs) not considered to have had the potential to impact the subject property, were identified within the Phase I ESA study area. The PCAs (as per Column A of Table 2) include existing railway line to the east of the subject site (Item 46) and the former land fill site located 50 m to the west of the subject site (Item 58).

8.0 CONCLUSIONS

Assessment

The results of the historical research and site assessment identified one (1) area of potential environmental concern (APEC) within the Phase I-ESA study area. The former furnace oil UST (APEC 1) located in the western portion of the Phase I-ESA site is considered to be an area of potential environmental concern. The results of the historical research and site assessment also identified two (2) potentially contaminating activities (PCAs) within 250 m of the Phase I-ESA study area which include: the former landfill site approximately 50 m to the west of the subject site and the existing rail line to the east of the Phase I-ESA site. No other current or historical PCAs or APECs were identified within the Phase I ESA study area.

As discussed in the body of the report, a previous subsurface investigation and subsequent UST removal / soil remediation program was conducted on the subject site by others. It should be noted that six (6) of the confirmatory samples analysed upon the conclusion of the remedial program did not identify any detectable petroleum hydrocarbon concentrations. The petroleum hydrocarbon concentrations identified in the remaining three (3) confirmatory samples were equal to the laboratory detection limit. All test results are considered to be in compliance with the current applicable MOE Table 3 standards.

Paterson Group conducted a geotechnical investigation on the subject site in January of 2013. As part of this investigation five (5) boreholes were placed in the western portion of the subject site. One of the boreholes (BH5) was placed in close proximity to the former on-site furnace oil UST (APEC1). The soil profile encountered at the test hole locations consisted of a layer of topsoil underlain by native brown glacial till. No unusual visual or olfactory observations were noted regarding the soil or groundwater encountered at the time of the geotechnical investigation.

As previously noted, the results of the historical research and site assessment identified two (2) potentially contaminating activities (PCAs) within 250 m of the Phase I-ESA site. Based on the regional topography, which slopes downward to the west and the regional groundwater flow direction to the west-northwest, towards the Rideau River, the landfill is considered to be located down gradient to the subject site and is not considered to pose any concern to the subject property. Furthermore, no unusual visual or olfactory observations were noted regarding the soil or groundwater encountered at the time of the recent geotechnical investigation conducted in the western portion of the subject property by Paterson Group.

The active rail line to the east of the site is currently used only as a passenger line, no freight is hauled on this line. It is a main line with no associated sidings or ancillary buildings. No spur lines or associated rail structures have ever been situated on the subject site. As such, the presence of this line to the east of the subject site is not considered to pose a concern to the subject property.

Recommendations

Potentially Hazardous Building Materials

Based on the age of the subject structure (1963), potential asbestos containing materials (ACMs) observed at the time of the site assessment include the drywall joint compound, vinyl floor tiles, stipple plaster, thermal pipe insulation and hard plaster finishes. Lead-based paints (LBPs) may be present within the building based on the approximate date of construction. It is our understanding that a Designated Substance Survey was previously conducted on the subject property by others. It is recommended that this report be referenced prior to the disturbance of any suspected ACMs or LBPs. The handling of these products must be done in accordance with Ontario Regulation 490/09, under the Occupational Health and Safety Act.

9.0 STATEMENT OF LIMITATIONS

This Phase I - Environmental Site Assessment report has been prepared in general accordance with the agreed scope-of-work, in compliance with Ontario Regulation 269/11 amended O.Reg. 153/04 and meets the requirements of CSA Z768-01. The conclusions presented herein are based on information gathered from a limited historical review and field inspection program. The findings of the Phase I-ESA are based on a review of readily available geological, historical and regulatory information and a cursory review made at the time of the field assessment. The historical research relies on information supplied by others, such as, local, provincial and federal agencies and was limited within the scope-of-work, time and budget of the project herein.

Should any conditions be encountered at the subject site and/or historical information that differ from our findings, we request that we be notified immediately in order to allow for a reassessment.

This report was prepared for the sole use of Minto Communities Inc. Permission and notification from Minto Communities Inc. and Paterson Group will be required to release this report to any other party.
