6. Attachment 1: Requirement for Habilitation or tenure-track decision

(Version: Institutskonferenz, 31-05-2017)

The candidate should have published in excellent journals in a large amount before becoming awarded the habilitation. That means that the candidate`s quality of research needs to be in such a quality and extent that a different University could hire him or her for a full professorship.

The following three qualifications are the minimum requirements referring to the evaluation of the candidate`s research quality: 1. At least seven refereed publications are present which are clearly independent of their content and the candidate is an author or co-author of those. If two or more A and B publications are present then only 6 refereed publications are necessary. Publications in different journals are seen with higher value. However, publications in the same journal are also accepted. 2. Either  at least one paper is published in category B (or higher) and three further publications are in category C (or higher) or  at least five papers are published in category C. 3. At least one of those seven refereed publications must be a single author publication.

Forthcoming articles are evaluated as already published papers. If the candidate does not meet the research quality minimum requirements the application for a habilitation is not advisable. Generally, the members of the department of economies will see the research quality as not fulfilled as long as the minimum requirements are not met. However, the final decision of awarding a habilitation is made by the habilitation commission.

Category D This category contains all journals with a recognised referee process (candidates have to prove that if necessary).

Journals, which are not on this list, are firstly assigned to category D if there is no evaluation of these journals. However, a participant can require to assign a journal in a higher category before he submits his/her paper to such journal if it is closely related to economics (for instance Nature, Science, interdisciplinary, psychological, sociological or journals of political science). The advisor/head on department is in charge of such recategorization. The categorizations has to be based on rankings of the respective field and journals need to be always ranked one category lower (for instance if a sociological journal is ranked as B the journal has to be ranked as C in this guideline).

7. Attachment 2: Guidelines of the Qualification Agreement of Tenure-Track Positions – Department of Economics (VWL) - JKU Linz

(Decided IK 31.5.2017)

The guidelines are based on the habilitation qualifications of the department of economics at the JKU. However, these guidelines are stricter because a full professorship is granted after meeting these qualification guidelines.

1. Teaching: The candidate takes part in the teaching at the institute with respect to the demand of the degree programs. In addition, the participant also acts as an advisor for theses. The candidate must provide his/her teaching evaluations, which need to be good. Teaching on an excellent level is of high interest to the department. 2. Functions at the Institute: The candidate positively influences the culture of the institute and is actively involved in the administration, public communication of the institute and has research cooperation with institute members. The department wishes that the candidate is actively involved in the activities of the institute and acts in favor of the institute. 3. Research: Publications in excellent, international journals as well as international visibility is necessary. As research output cannot be not fully evaluated in a bibliometric sense, we propose the following guidelines for an orientation of the research activities: The following guideline will be applied to evaluate the research quality of the candidate: a) At least 10 refereed publications are present which are clearly independent of their content and the candidate is an author or co-author of those. b) At least one of the 10 publications is a single authored publication c) At least two publications are published in a journal of category A and B; and at least five publications are published in category C journal.

It might be reasonable to substitute a A and B journal with a C journal; however such a substitution is not granted in advance. These guidelines are based on a post PhD period of 8 years and can be adapted if a shorter time period is applicable. An adaption of a) is also possible if the candidate has a high amount of A and B publications.

APPENDIX: Journal Classification:

The journal classification is based on the Handelsblatt ranking of the year 2015. However, only the typical 5 A journals are ranked as category A and the other A journals are classified as category B. All journals which occur in this list are journals with a review process.
