A-6 10-Yardline Overtime Procedure
I. Use of the tiebreaker
1. The tiebreaker will be used in all playoff games.
2. The tiebreaker will be used in all district games in districts which have voted to use tiebreakers.
3. The tiebreaker will be used in non-division games only when both coaches agree in conference with the referee prior to the game.
II. Procedure (regular season & playoff games)
If at the end of the 4th quarter the teams have identical scores, the tie may be resolved by the following method with all game rules applying except:
· The line-to-gain shall always be the goal line.
· No try will be made if the winner of the game has been determined.
· If Team B scores a safety or touchdown, the game is ended.
· If a safety is scored by A, the succeeding spot will be the 10-yardline in possession of Team B provided they have not already had their series.
· If team B gains possession, the down and series for A ends immediately.
· No free kick privileges are awarded following a fair catch or awarded fair catch.
· Only nonplayer, unsportsmanlike, or dead ball fouls during a down which results in a successful field goal, touchdown or try are penalized from the succeeding spot.
III. When the score is tied at the end of the 4th quarter
1. The referee will instruct both teams to return to their respective team boxes. There will be a 3-minute intermission during which both teams may confer with their coaches. All officials will assemble at the 50-yardline, review the procedure and determine the number of time-outs remaining for each team. The linesman will go to the team on the side of the field where the line-to- gain equipment is located, and the line judge to the other team, to inform the coaches of the number of time-outs each team has remaining and escort the respective team captains to the center of the field for the coin toss.
2. At the coin toss, the visiting team captain will be given the privilege of calling the coin while it is in the air. The winner of the toss shall be given his choice of defense or offense, or of designating the end of the field at which the will be put for play. The referee will indicate which team will go on offense first, the referee will place a ball in that captain's chest area while he is facing the goal toward which his team will advance and gives the 1st down signal. The other team captain with his back toward the goal which he will defend. A-7
3. Each team will be permitted 1 additional time-out for each extra period plus any unused regulation game time-outs. The team scoring the greater number of points in overtime shall be declared the winner. The final score shall be determined by totaling all points scored by each team during the regulation and overtime periods.
4. To start the overtime the offensive team shall put the ball in play, 1st and goal on B's 10-yard line anywhere between the inbounds lines. Team A shall have a series of 4 downs. The series shall be terminated by any score by A or if B has possession at the end of any down. Team A shall be awarded a new series when:
· The penalty for defensive pass interference is accepted.
· Team A recovers a scrimmage kick (field-goal attempt) between the goal lines after it has been touched first by B beyond the neutral zone.
· When B is guilty of roughing the kicker or placekick holder or passer.
5. If Team A scores a touchdown, it is entitled to the opportunity to try for point, except when it is unnecessary to break the tie. A field-goal attempt is permitted during any down. If the defensive team gains possession, the ball becomes dead immediately and A's series is ended.
6. After Team A has completed its series, Team B will become the offensive team with the ball in its possession at the 10-yard line anywhere between the inbounds lines. The same end of the field will be used for both possessions in order to insure equal conditions and conserve time.
7. If the score remains tied after each team has been given 1 series, the procedure shall be repeated until a winner is determined. There will be an intermission of 2 minutes during which the loser of the coin-toss will be given the choice of the options. If additional periods are required, first choice of options will be alternated.

Summer Basketball Games/Practice Guidelines
1. If the majority of the team is from one school, that shall be considered the school’s team.
2. Any AAU or summer practice will count as a team practice. “Practice” is interpreted to mean a coach working on the floor with the entire team. Individual or group work will not count as a team practice.
3. Tournaments: · Will count as one (1) team practice. · Any game or series of games is considered a tournament.
4. Uniforms: · The school’s actual game uniform will not be allowed. · The school’s name may be used on a jersey or T-shirt.
5. No player may play for another school’s team other than their own school’s team unless previously released by said player’s head coach.
6. If the player’s school doesn’t have a summer team, said player must still secure a release.
7. All practices, tournament dates and game dates must be sent in to the MPSA Office. Failure to do this will result in a $100.00 fine assessment against the school.
8. Limits:
· Ten (10) Practices Or · Five (5) practices and two team camps (1 HS team camp & 1 College/University team camp)

Format - All Rounds
I All series will be two out of three series.
II Game 1 - Played at the site of the lower seed.
III Game 2 (and Game 3 if necessary) will be played at the site of the higher seed as a doubleheader.
IV If the teams are equal seeds, the MPSA Office will flip a coin to determine the higher seed, which will in turn determine the sites.
V Single games (Game 1) will begin at 7:00 PM (if field has lights).
VI Doubleheaders (games 2 & 3) will begin at 4:30 and 7:00 PM (if field has lights).

2. Shall not have reached his/her 19th birthday before August 1, 2000. This means anyone born before August 1, 1980, would be ineligible.

Eligibility
1. Q. Is a student whose nineteenth birthday falls on August 1 ineligible for participation in Varsity competition?
A. No, any student who becomes nineteen years of age on or after August 1 of any school year is eligible.
2. Q. If there is doubt about the eligibility of a student, should he or she be allowed to participate in games pending removal of doubt?
A. No. Doubt must be removed before a student is allowed to participate.
3. Q. What is the age limitation in the Jr. High division?
A. A student who becomes sixteen years of age before August 1 is ineligible for Jr. High competition.
4. Q. What is considered a “major credit” that can be used in determining athletic eligibility?
A. A “major credit” is considered any course that meets in an academic setting, five days a week, and meets for the entire school year. Please refer to the “Definitions” section of the handbook.
5. Q. If a student-athlete participates in varsity athletics as a seventh or eighth grader, will this affect their eligibility for varsity athletics later?
A. No. As long as they meet the other eligibility requirements, they will have four consecutive years of varsity eligibility once they enter the ninth grade.
6. Q. If a student-athlete participates in varsity athletics as a seventh or eighth grader, are they allowed to participate again in Jr. High athletics the next school year?

A. Yes, if a student-athlete is passing at least four major credits at the end of the first semester, they are eligible to compete the second semester.
Headmaster and Athletic Director Duties
1. Q. Who is held responsible for a member school’s observance of MPSA rules and regulations?
A. The headmaster or administrative head of the school is responsible.
2. Q. Who is the proper person to sign and check eligibility reports?
A. The headmaster (administrative head) and the athletic director are responsible.
3. Q. Who is responsible for the conduct of the spectators at a game?
A. The administration and coach of the host school are primarily responsible. It is the duty of the host school to see that adequate security is present and assigned so that any disorder can be handled immediately. If the game is played on a neutral field and no host team is designated, the competing schools are jointly responsible for providing adequate security protection. Each school is responsible for the conduct of its students and fans, regardless of where the event is played.

1. Q. If a student-athlete is ejected from a contest, are they also suspended from the next contest?
A. No, there is no further disciplinary action required by the MPSA.
2. Q. If a coach is ejected from a contest, what is the disciplinary action taken by the MPSA?
A. The minimum disciplinary action taken against the coach is suspension from the next contest (cannot attend the contest), a $300.00 fine and one year of probation. The affairs committee of the AAC may determine that further disciplinary action is needed.
3. Q. Whose responsibility is it to report unsportsmanlike incidents to the MPSA Office?
A. Responsibility lies with the game officials and the administration of each school.
4. Q. What is the policy of the MPSA regarding the decisions of officials?
A. The decisions of the officials are accepted as final and binding. No protests are recognized in any sport.
5. Q. What is the best way to effect change (rules, policy, procedure, etc.) within the MPSA?
A. Direct contact with your AAC representative (preferably in writing).
