The photo shows only three runways, which dates it sometime earlier than May 1945 when construction of Runway Four was completed. North Field was designed for an entire wing of B-29 Superfortresses, the 313th Bombardment Wing, with hardstands to park 265 B-29s. Each of the parallel runways stretched more than a mile and a half in length. Around and between the runways were nearly eleven miles of taxiways. Issued by the Department of Transportation on the 15th day of January, 2021 CONTINUATION OF CERTAIN AIR SERVICE Docket DOT-OST-2020-0037 Under the Coronavirus Response and Relief Supplemental Appropriations Act, 2021, Public Law 116-260 § 407 FINAL ORDER I. SUMMARY By this Order and in accordance with Pub. L. No. 116-260,1 the U.S. Department of Transportation (the Department) is finalizing the parameters it proposed in Order 2021-1-2 (January 8, 2021) to re-implement, through March 31, 2021, the authority originally granted to the Secretary of Transportation (the Secretary) under the Coronavirus Aid, Recovery, and Economic Security Act (the CARES Act), with some minor modifications. Sections 4005 and 4114(b) of the CARES Act authorized the Secretary to require, “to the extent reasonable and practicable,” an air carrier receiving financial assistance under the Act to maintain scheduled air transportation service as the Secretary deems necessary to ensure services to any point served by that air carrier before March 1, 2020 (Service Obligation). II. BACKGROUND By Order 2020-4-2, issued on April 7, 2020, the Department established parameters for implementing the authority granted to the Secretary under the CARES Act. Order 2020-4-2 required that carriers accepting financial assistance under the CARES Act must continue to provide certain minimum levels of service to points that they had previously served, with some exceptions, through September 30, 2020. On January 8, 2021, the Department issued Order 2021-1-2 (the Show Cause Order) proposing parameters for re-implementing the Secretary’s CARES Act authority, as renewed by Pub. -

INTRODUCTION Pursuant to 14 C.F.R. § 16.33, Complainant, Star Marianas Air, Inc. ("Star Marianas"), respectfully requests leave to file this Surreply to Respondent Commonwealth Ports Authority's ("Ports Authority") Reply to Complainant's Appeal (the "Reply"). In compliance with 14 C.F.R. § 16.33(f), please find a petition requesting the entrance of new evidence which explains why the new issue or evidence was not presented to the Director. (See the § 16.33(f) Petition attached as Exhibit "A"). The Ports Authority would have the Director's Determination stand as is. However, and as the Petition and accompanying affidavit by Robert F. Christian, Chairman of Star Marianas (the "Affidavit"), will show, new events and evidence have transpired between Star Marianas' filing of the Amended Complaint on February 2, 2018, and the Director's Determination filed on May 5, 2020. (See the Affidavit of Robert F. Christian attached as Exhibit "B"). Star Marianas' Appeal and Surreply are necessary for the Associate Administrator to properly assess the current situation between the parties. II. LEGAL STANDARD On appeal, the Associate Administrator considers whether (1) the findings of fact in the Director's Determination are not supported by a preponderance of reliable, probative, and substantial evidence contained in the record, (2) whether the conclusions in the Director's Determination were not made in accordance with law, precedent, and policy, (3) whether the questions on appeal are substantial, and (4) whether any prejudicial errors have occurred. -

The Marianas Visitors Authority (MVA) announced the postponement today in consideration of coronavirus concerns and anticipated low demand. “Saipan has been able to minimize coronavirus infection with a strict entry requirement for all passengers, including a 5-day quarantine period, and strong community cooperation with social distancing, mask-wearing, and handwashing,” said MVA Managing Director Priscilla M. Iakopo. “We are grateful these measures have help prevent any community spread in the last five months in The Marianas. We will continue to monitor how the coronavirus and travel situation develops over the coming months. The Use of Tinian Island During World War II OUTLINE • Background • Assault on Tinian Island • Seabee Construction and North Field • Tinian and the Atomic Bombs • Tinian Today Background • Tinian and Saipan Islands had been Japanese stronghold since the end of WW I • Ability to reach Japan with long-range B-29 bombers • Saipan was attacked on 15 June 1944 and captured by mid-August 1944 Background Assault on Tinian "An Amtrac loaded with Marines, churns through the sea bound for beaches of Tinian Island" July 1944. Two tiny landing beaches, White 1 and White 2, were used at Tinian to land two entire divisions. Each beach was slightly less than 200 feet wide! One of 10 “doodlebug” landing ramps built by the Seabees mounted on an Amtrac The SeaBees fashioned these ramps from scrap steel taken out of a Japanese Sugar Mill on Saipan. They allowed Marine Amtracs to scale the 8-foot high cliffs along the White Beach landing zone The Americans employed a deception landing off the coast of Tinian Town, holding Japanese forces there while the main landings occurred at White Beaches on the northwest side of Tinian. The deception force then proceeded north and landed at White Beach. Construction of the World’s Largest Air Bases on Tinian Four 8,500 foot runways were eventually constructed by the SeaBees at North Field on Tinian, in addition to two similar runways constructed at West Feld, a few miles southwest. The four runways at North Field on Tinian comprised the largest single airport in world in mid-summer 1945.
