Angel started having issues right after she went to the custody court hearing with Stephen Gorsalitz. Angel has not been her self since this time. Angel lost it after this hearing and she won the case. Angel believes they sent her to Allegan to then have them begin actions and then Allegan moved Angel back to Kalamazoo and did more actions on her then. Was it or is it wrongful or illegal for Kalamazoo Probate or all courts to be placing Angel under for exploiting for Arthur Paynes defense? Angel believes they have been trying to set up Angel for sex offenses to make Angel look bad when in fact it was Payne and his family doing the actions. It is as if Dorphine Payne and Arthur Payne continue to use other people and false reports or actions that almost look as if Angel has done something wrong in a sex offense, so she can know how it feels because Arthur Payne left a voicemail on her phone saying to move someone's hand because it was in front of the camera. Angel had thought it was child porn at first because why else would the person not be able to move their own hand. This may have ruined all of Paynes reputation and in fact may have caused his music career destroying his dreams. SO, because of this voicemail that Payne left on Angels phone they have retaliated and did horrible hate crime actions to Angel and everyone she knows. They probably figured that as long as Angel was in this allegation it would make it look as if she was the bad person- and also insane. This went on for many years since 2004. All the courts know or knew what was going on but they all covered Payne the entire time. They counter this with that Payne was defending Angel the entire time that everyone was setting up Angel and Arthur both. They all defend and say Payne was also getting set up with all of her friends and it was Allegan County Angel Hopkins and many others from Allegan County and Van Buren County such as Angels brother in law Perry Blackman. Angel knows if Payne can bring her home it has to be her and the Kalamazoo Courts that have the power to ruin or restore Angels life. Was it wrongful or illegal for Dorphine Payne to have her friends at the courthouse such as Lola Atkinson and people from all over come to the mental places such as Borgess hospital and Kalamazoo psychiatric hospital and do actions on Angel to destroy her case for appeal? 18 US Code 241, 18 US Code 1117. Angel was under the impression that Payne had to make Angel mentally ill in order to get her son an appeal to get out of prison. They put allegations on Arthur Payne and the information came from Angel Bartlett's memory so to delete the case for Arthur Angel had to be mentally ill or some other form of an appeal had to take place. Angel Hopkins also was a part of the prosecution for Arthur Payne. They kept saying it was all Angel, so they thought it was Angel Bartlett, but it was her friend the other Angel. If Payne can BRING Angel Bartlett all the way back to normal, then it is Payne that has been doing all these horrible actions to Angel with the Court house. BOTTOM LINE. SO, all the other problems areas are from the Kalamazoo Court house. THEY will put it on the Marine Corp who Angel was with because it was her family. They will put it on the Navy because the same reason. They will put it on Allegan Courts too which all of the above is true, but they did NOT want Angel to have these things done to her. Payne did Payne and the court house Payne works for did. Payne works for Stephen Gorsalitz. Lola Atkinson called Angel on her phone stalking her and so did Payne. Angel has tried to resolve the issues with Arthur and Dorphine but it seems they continue to do the same horrible actions to Angel. Arthur and Angel have the same friends. Arthur and Angel are held by people in the 2
Navy for positive support if needed. Angels family is the Navy and Marine Corp they back her • up. Payne has tried everything to get Angel down and has been terrorizing Angel to do so. Angel knows Payne uses mind control and separates any person she tries to be with. Payne has done this for many years since 2004 when Angel dated Arthur. Was it wrongful or illegal for Kalamazoo Courts to make Stephanie Bennet insane in 2007 so she would then say Angel was at the scene of a crime when she was not? 18 US Code 241, 18 US Code 1117, 18 US Code 1113 plus more listed. Angel has been under with this false allegation and they put her in Probate and with the prosecutors since 2007. They have been doing take down actions constantly for the reasons of a hate crime and retaliation and peonage. Angel knows people who picked her up and Arthur Payne again called the person to see what was going on. Angel believes Payne's had this entire night set up with the Courts, so Angel would be down enough for them to hold her and continue to set her up and make her insane all for the courts that have done severe homicidal actions on Angel including frame her for Drug trafficking. The State of Michigan and the courts have done this action with the police and the DEA. Was it wrongful or illegal for the Courts to frame Angel for drug trafficking? 18 US Code 1117, 1113, 18 US Code 241. Was it illegal or wrongful for Dorphine Payne, Lola Clark Atkinson and Kalamazoo Courts to stalk and do horrible actions to Angel Bartlett to drive her crazy? 18 US CODE 2261 A. 18 US Code Ch 110 A. Angel got phone calls from Dorphine Payne, Lola Clark Atkinson and they would ask Angel if someone else was there when it was Angels phone. They did this to see if it was her number. They had to have a warrant to obtain her number which was illegal when Angel was not doing anything wrong. They kept tabs on her and stalked every person she called constantly. They took out anyone she called put them down and terrorized them into reporting Angel for anything that would defend Arthur Payne so he could get out of Prison. Payne came up with reasons such as Angel was possessed so Angel ruined Payne's life. They tried to say it was all Angels fault why Payne had his life ruined. When in fact it was all because of this phone call voicemail that Arthur Payne did back in 2004. Arthur called Angel and said on her voicemail, "move her hand its in front of the camera" Angel thought maybe he was doing child pornography for a few and then her mental state was amended. Then Arthur and his friend Michael Mays both had it out with Angel for a while. Then they became friends again. Arthur continued to monitor Angel with Dorphine and their family friends. They even put all the framing and drug trafficking framing on the Payne's and the court house. They put it back on Allegan county courts and the State of Michigan doing peonage. Arthur even so much as said to Angels face that she was a slave and had to do free work. Was it wrongful or illegal for Kalamazoo Courts to withhold information about the 2011 case? Angel just got the files and then seen she was being prosecuted. Angel had no idea before 2018 this wrongful prosecution ever occurred.
IS it Wrongful or illegal to use weapons of mass destruction to radiate and torture Angel Bartlett in her home or her mother's home in Allegan County? Michigan is a non-death penalty state. Code 1983, 42 US Code 1343, 28 US Code 1331, 22 US Code 2304, 22 US Code 2151n, 18 US Code 2441. Section 691.1407 8(a). Allegan County is where she was at but if you look at the Probate order on the Allegan Probate order it was Allegan Community Mental Health Alison McClure and Department of Human Services Jennifer Callaway and Kalamazoo Prosecutors. They put her in Borgess hospital in Kalamazoo and Angel believes this was all from the illegal secret prosecution from Kalamazoo Courts and Borgess back from 2011. Allegan got Kalamazoo to do the prosecution first then they moved Angel to Allegan to get the case on her, so they all worked together on this. Allegan was noted to put Angel in CMH secretly in 2010 then move her to Kalamazoo to then have her be put in the courts and Borgess system. Then to move to Allegan. They will take it further than 2010 and say Kalamazoo Sheriff Department and Kalamazoo Probate courts started this prior to Angel moving to Allegan in Summer 2010. Kalamazoo Probate Patrick Neal and Stephen Gosalitz did a judicial hearing for custody and child support for Angel Bartlett and Philip Strickland where Jeremy Soisson was mentally ill and got the Marine Corp Britain McKalister involved to take the kids away from Angel when he was insane thinking that Angel lied to him and they twins were his and they were not. Angel told him the truth. Lorrain Pope also stoked this problem in 2013 and told Jeremy that the twins were his to his face after Angel lost them. This only put Jeremy against Angel to make him hate her and go after her. Lorrain knew this and was just trying to get people involved to hate on Angel. Jeremy Soisson also was in the process of losing custody of his own child back in 2010 and he was being taken down by the State of Michigan and he was held by the Kalamazoo psychiatric hospital. They did homicidal and suicidal actions on him to make him force him self into the hospital in order to begin custody dispute. Jeremy was also kicked out of the Army for the issues with the County of Kalamazoo Probate courts and the State of Michigan. They also did the same type of actions to him forcing him to smoke marijuana when he was active duty that also lead to him getting kicked out of the Army. The probate courts also ordered me down with Jeremy in 2010 right after the twins were born.

Section 691.1407 8(a). Angel believes they had people doing this action to Angel to make her mentally ill, but they also were doing this to get rid of the entire family. They were doing a hate crime on everyone because they thought they were terrorist and were also half black, so they were automatically put down. Angel knows they radiate and attack anyone who has any middle east connection as well. They killed Angel's best friend from high school Jill Sprague and her twin sister Jenny Sprague. Jill was radiated to death. Jill died in 2016 from lymphoma and Angel has the start of this because her prolactin is only at 1 which 2 is the lowest range for a person that is 50 and Angel just turned 40 on Christmas. Jill came to Angels house in 2012 and she started getting attacked shortly after. In 2012 Allegan also got sued from a person who was a terrorist Salem Kamel who did a presentation in Allegan and then got put down. Allegan County Rick Hoyer and Allegan County Sheriff with the courts were all accused of being put with the terrorist feeds and themselves all being terrorist is why they are so mentally ill. Which means they may in fact all need to be shut down and the city would not be allowed to make any calls on anything. They 4 have put Angel in a bad place. They will pass this to Kalamazoo Courts and Dorphine Payne. Around the time Angel was getting attacked they went after Payne's son Arthur Payne and put him in prison. They claim it was all from his issues that Angel had problems. After Arthur went to prison is was Dorphine's life to get Angel down in any way possible and say she was a terrorist. WHY? All to justify what the Payne's have done and also the courts in Allegan and Kalamazoo County. Dorphine Payne and the Kalamazoo Courts stalking Angels phone like she has with Lola Atkinson makes Angel also believe they were the ones who picked up Jill Sprague from her calls and then decided to take her down and begin killing her. Jill was an international psychologist and was making Angel not mentally ill anymore and this would hinder the Payne's and the Courts because in order for them to not go down Angel had to be mentally in. They killed Jill in 2016 because they claim she was a terrorist.
Did Dorphine Payne, Arthur Payne, Lee Doer Interact, and the many government officials in Kalamazoo, Portage Police and State do a hate crime and forced Angel to do actions that cost her life to be shortened/ended? If it was NOT for the sexual framing and false reports of such in retaliation, then Angel would not have got radiated. 18 US Code 249, 18 US Code 1117, 18 US Code 1113, 18 US code 241 Oppress, 18 US Code 1512. 18 USC Ch. 13: CIVIL RIGHTS, 18 US Code 373, 42 US Code 12203.
WAS IT WRONGFUL OR ILLEGAL for The County of Kalamazoo and the courts to wrongfully put Angel on an execution order with the State of Michigan? Why? Was the State of Michigan framing Angel so the Marine Corp did not know that she was actually not even a criminal or guilty? Or did the State order the execution radiation? It's not good for the Marine Corp to get orders to do actions then find out later the person is not guilty. NOW lives could be lost for doing their jobs all for government corruption. 18 US Code 2332a, 2332h, 23321.
Was it wrongful for the State of Michigan Child protective services and Kalamazoo Courts to take Angels baby when Angel did not take any narcotics and put the highest allegations for child abuse on her when she did NOT do anything to her son? 407 8(a), 18 US Code 1113, 18 US Code 1117,18 USC Ch. 13: CIVIL RIGHTS. They took Angels baby at birth. Angel did not do anything to her son during pregnancy they beat her and attacked her the entire pregnancy with probate and police charges and actions. Angel called the FBI and so many places all the time and no one stopped it. Angel went to Borgess and the other medical places and the attacks would stop for a few days and start right back up again. Angel went to counseling that made it more severe of actions for mental illness to be placed. Angel to went to Community mental health and that put Angel in a real bad place they put her down and terrorized her to the extreme the entire pregnancy helping Allegan and Kalamazoo courts frame Angel for mental illness while they were building a case for nothing at all except their corruption and framing.
Was it wrongful or illegal for Angel to get Abandonment charges in Allegan and Kalamazoo County for her kids without her ever knowing? Kalamazoo Courts transferred the case to Allegan, but they still have the case at Kalamazoo courts for abuse open on a civil. They had to get this charged in Kalamazoo for a case in order to 5 not get detected for the illegal prosecution from 2011. They never put Angel in court in person they only made her mentally ill.
Was it wrongful or illegal for Kalamazoo Courts and Kalamazoo Department of Human Services wrongfully or illegally place Angel on the Central Registry back in 2011 in Kalamazoo county and no one ever give her any notice, so she never knew where she was at? 42 US Code 1983, 42 US Code 1343, 28 US Code 1331, 18 US Code 241, 18 US Code 1113, 18 US Code 1117. Angel was supposed to help Danielle Whaley babysit back in 2009 and Angel never really baby- sat Danielle always cancelled. Angel found out later that she got to pocket the money. Patricia Daniels the case worker must have known and just allowed it but put Angel down for bad problems because it was her name on the file. Angel didn't get the money Danielle Whaley did, but Angel again gets the bad report and gets the conviction when Danielle gets to get away with it all. Then in 2011 Angel believes Shannon Wagoner and Patricia Daniels put Angel on the Central Registry for child abuse when Borgess Heather White and Tony Barker helped make Angel mentally ill to cover the criminal actions of Danielle Whaley and her kids' dad. Danielle was being a prostitute and Shannon Wagoner and Jerome Johnson were involved. Shannon knew it was Danielle Whaley being a prostitute but instead put it on Angel and Angels legs have been radiated for prostitution so severely when Angel has never taken money for sex. If and when Angel gets cancer of the legs for this action that she did not deserve all the people listed must be held accountable for this action. They will all have to have the same punishment and if Angel loses her legs because of it they all will need to be put in prison. Danielle Whaley, Tony Barker and Heather White all went to Kelly Hein Friend in South Haven for Kelly Birthday party. Angel did not go. Angel remembers Danielle saying when she got back that she got money for naked cleaning at their party. Angel also then found out that Jerome Johnson was Kelly's friend and also lived in South Haven so they all must have paid them to do sexual acts and that would be considered prostitution. Angel thinks that is why Tony and Heather all sided with Danielle and did the hate crime for Shannon to Angel. Previous to this Angel went out with Jerome while he was with Shannon Wagoner and Jerome left her after he cheated on her with Angel. Angel knew Jerome since she was 20 and dated him a few times.
Was it wrongful or illegal for Kalamazoo Courts to attack and GO AFTER Angel in every way all because of the photos that had a person holding up one finger? 18 US Code 249, 18 USC Ch. 13: CIVIL RIGHTS, 22 US CODE 2304, 21451n, 18 US Code 1113, 18 US Code 1117. 42 US Code 1983, 42 US Code 1343, 28 US Code 1331, 8th Amendment US Code 855 Art 55 Cruel and usual punishment. They claim Angel was a terrorist beause she was sitting next to the person in 2009 for the photoshoot? Arthur Payne and Dorphine Payne thought this was the problem when he got put in jail in 2013 and must have had to report this when he got taken down. NO crime was apparent, but they still tied everything to this one event. They did NOT tie Julius Jackson and MOB activity with Payne or his problems they instead put all this on Angel as if it was her and not them stalking her and setting her up for years.
Was the United States District Court Judge Ellen Carmody, Janet Neff and Paul Maloney doing conspiracy to commit murder and helping the lower courts and government do extrinsic fraud? 18 US Code 152, 1341. 18 US Code Ch. 11201, 204, 208, 225, 227, 215, 18 US Code 373. Section 691.1407 8(a), 42 US Code 1983, 42 US Code 1343, 28 US Code 1331. The US District Court did get the Probate orders expunged from her record in 2018. They are still being over taken by people in the hospital and courts at times to do horrible mental illness orders. They did actions of personal protection to people that was unwarranted for Borgess, State and courts. Angel is not a threat to anyone they have been stalking Angel.
Did Allegan and Kalamazoo Courts, Prosecutors and State of Michigan Department of human services workers, Brian McLaughlin attorney for the Department of Licensing and Regulatory Affairs do PERJURY and lie to the appeals courts about her charges and refusal of appeal for central registry placement? 602.25 - Due process, 18 US Code Ch. 11. Angel went to the courts and they claim there was NOTHING on Me for Angel many times. NO probate, no charges and no cases and that was a lie. Angel found out later they had probate on her and also Child protective services charges, but all were secret in their civil department where no one can find them. They need to change the law and make all the civil available for people to view also.
Was it wrongful or illegal for the Attorney General Brian McLaughlin lie to Alexander Lipsey and the Kalamazoo Courts in 2017 and tell him that Angel was a child abuser and mentally ill and still needed mental health treatment in order to appeal? Angel went after and participated in counseling to show proof that she was NOT delusional as they all claim. They still would not take the central registry off at the court of appeals appeal and they radiated Angel again with false reports and denied the case. 18 US Code 241, 18 US Code 1113, 18 US Code 1117. Angel did not abuse her kids Angel was under attack. Angel has never been to jail not even one day in her life and abusers should all have criminal records. Angel went to counseling and they determined Angel was not delusional they in fact were only placing orders on her from the State. The Kalamazoo psychiatric hospital and Brian McLaughlin was only working for the state to ruin Angel.
Was it wrongful or illegal for Kalamazoo Court try or Attempt to put Angel in the system as a molester and rapist and charge her for a phony text the Marine Corp sent to Angel on her cell phone in the end of August 2018? 18 US Code 1113, 18 US Code 1117, 28 US Code 2680. Angel knows they know what a probe and a scope is and this horrible allegations should never have turned into a case or a charge or even an attempt of a charge. Angel has proof of this text message conversation and after Angel was attacked so severely that she was feeling like she was being killed and dying. Angel had been attacked like this for many years. Angel believes this court house all has participated with Stephen Gorsalitz and his start of the case is 2010. Angel was not her self directly after Gorsalitz did the case for custody with Angel and Phillip Strickland.

Was it wrongful for Kalamazoo Probate Courts all courts and the State DHHS workers from all over the country to go to the Kalamazoo psychiatric hospital and do horrible trials on Angel for 7 years straight driving Angel crazy to attempt to kill her? Angel has license plates from all the people who came there. 18 US code 1113, 1117, 18 USC Ch. 13: CIVIL RIGHTS, 8th Amendment US Code 855 Art 55 Cruel and usual punishment. Angel has been having issues since Gorsalitz case with the child support. They may put it on Philip Strickland, but he was ordered by the courts to do the actions Angel is certain.
Was it wrongful or illegal for Kalamazoo Probate Courts, Allegan County and Borgess to put the delusional disorder on Angel only to hide that she was hit by lethal radiation and had internal damage? 18 US code 1113, 1117, 18 USC Ch. 13: CIVIL RIGHTS, 8th Amendment US Code 855 Art 55 Cruel and usual punishment. Section 750.411t. Angel knows they do this secret execution practice with people who have child abuse complaints. Angel has not done any abuse, yet she gets false reports from psyche ward people and they still go after Angel as if she did something. Angel don't have to be around any kids and they make up lies just to get the report to then kill her more and more. Angel went to the doctors and they even had the out of town doctors in Watervliet and Kalamazoo say backward things to divert Angel from the truth and put her down as delusional making her more mental.
Was it wrongful for The State of Michigan to tell the US District Court and the Court of appeals for the 6th Circuit that Angel had no charges or state convictions and deny her other appeal cases in 2017? 18 USC Ch. 13: CIVIL RIGHTS, 18 US Code 152, 1341, 18 US Code Ch. 11201, 204, 208, 225, 227, 215, 28 US Code 2680. They keep her on the Central Registry? They played it off as if Angel was just delusional when Angel knew better. Angel came back to Michigan and gained evidence to show proof that the State did in fact have Angel on state charges the entire time, but they are hidden and can be removed and placed at any second by any person who works for DHHS. They even had Criminal Charges on Angel in 2017 in Allegan and never went to jail. Did the Kalamazoo Courts place secret illegal Personal Protection Order in 2014 -present on Angel to hinder her and oppress her to keep her down so she could not get her kids back or get her life in order? They could have made Lorrain in a better state of mind and not react in such a paranoid way. 18 US Code 241, 18 US Code 1113, 18 US Code 1117, Section 750.411t they use energy and radiation blast charges in this order as well. They also may have other people try to get Personal protection orders on Angel in order to keep her down to throw any case she brings in to the court house.
Was it wrongful or illegal to place this hidden or secret ifie gal Capitol Case on Angel by government slow execution through clandestine or military execution services allowed by fraud? 18 US Code 249, 18 US Code 1113, 1117, 5th Amendment, 18 US Code 373, 18 US Code 2441, 8th Amendment US Code 855 Art 55 Cruel and usual punishment.
Is it illegal or wrongful to make someone mentally ill by wrongful actions and false reports to hinder their process of a court proceeding only to make sure Angel cannot win to save her life? 18 US Code 241, 18 US Code 1113, 18 US Code 1117, 18 USC Ch. 13: CIVIL RIGHTS. They set Angel up on every account to get a mental illness check to then drive Angel mental to cause them to be able to terrorize her.

North Carolina, holding 8-0 that a North Carolina law prohibiting previously convicted sex offenders from accessing or using "social networking" websites violates the First Amendment. North Carolina G.S. 14-202.5 makes it a felony for registered sex offenders to "access a commercial social networking Web site where the sex offender knows that the site permits minor children to become members or to create or maintain personal Web pages." STATEMENT OF THE CASE REASON FOR GRANTING THE PETITION This case is on Stephen Gorsalitz, Kalamazoo Courts, ALL COURTS and they extend this to Allegan Courts and the State of Michigan Courts Michigan Administrative Hearing system. Gorsalitz has many prosecutors and Defense attorneys that work for him and one of them is Dorphine Payne. The Payne's have had it out for Angel for a long time for unjust reasons. Kalamazoo and Allegan County Courts are responsible for the actions and so is the State of Michigan. Angel Bartlett has lost her rights in every human way for reasons that are unjust. The United States government and the Kalamazoo Courts have done severe actions and orders on Angel that continue, and they destroy every around. They don't hold any reserve to who it is that they are destroying. Every right that is held by the constitution is being destructed and withheld by the actions that they have done to Angel Bartlett. Angel Bartlett and her family has had a Hate crime done to her and they have been doing conspiracy to Murder 18 US code 1117, conspiracy against rights 18 US code 241, and illegal use of weapons of mass destruction 18 US code 2332a, 2332h, 23321 along with many others. They radiated Angels home and her mother's home with two three-year-old children inside. Then they did this to Angel for five years now all based on incoming communication from the Kalamazoo Probate Courts and Kalamazoo Courts who also had all the other places get involved. Places such as the FBI Government, MDOC and Marine Corp and other sources set up by the Child Protective Services workers and governments to frame Angel and conspire to kill her by wrongful execution practices. Allegan and Kalamazoo Courts work together to put it on each other or divert the issues to any place. Angel has no criminal record. They can't continue to do the actions to innocent people who don't deserve to be tortured and destroyed. Angel has never been to jail yet is on a death penalty in a non-lethal state. Angel believes this has to do with Dorphine Payne and her family mainly her son Arthur PAYNE and his life. They also put this on Angels friends and family to say they destroyed Payne for racist and prude reasons. Angel says they all should have left her alone a long time ago and stopped destroying Angel for who she is. Because of Payne she is not allowed to have a boyfriend or even a friend without them conflicting with some order to separate them. Angel is stuck by her self and this has gone on for a long time. Payne will put this on Judge Michael Buck and the State of Michigan who also was to blame but they used Payne to do the actions. Once Payne was involved, she could not stop. The reason Angel is putting most of this on Payne is because Angel knows she can bring her home mentally and stop the extreme torture and horrible programs that have been placed on Angel to ruin her. Angel has been radiated and tortured for years and if she did not have places to get treatment, she would have been dead by now. They put orders on Angel to get her killed.
