The completion of this work is impossible without their unconditional support and love. ii ABSTRACT This study asks two broad questions: How did state and society in colonial Singapore respond to the social needs of a human life over time, at birth, youth and adulthood, during illness, injury and unemployment, and finally old age, retirement and death? What kind of state eventually emerged to address those needs? Addressing those questions, this study offers an augmented understanding of state-building via a colonial policy that created a social welfare state in late colonial Singapore. The state is more than a series of institutions, bureaucracies, and policies erected for the purposes of administering a territory and its peoples. The state is also the result of historical processes and experiences arising from individual decisions and actions. The social welfare state here refers to the institutions, structures, processes, and the individuals working within to effect social welfare. Arising from a mix of metropolitan and global factors, social welfare was part of a new imperial policy after the Second World War to create cohesive communities out of plural societies that would eventually be self-governing, and ideally join the British commonwealth of nations. The history presented is a local one as the introduction and implementation of social welfare in postwar Singapore were complicated by local circumstances, namely the unpredictable responses of a colonial society unfamiliar with a deliberate state presence in social welfare and the challenges of decolonization. This study puts at the forefront the migrant worker, the colonial administrator, the concerned volunteer, the social welfare officer, the social worker, and the people they helped. Their lives and experiences gave meaning and coherency to the social welfare state that emerged in late colonial Singapore. Each individual moreover experienced colonialism differently and vividly, making it more than an ordinary period of time in Singapore’s past. Colonialism’s varied legacies on Singapore have yet to be fully appreciated, especially those affecting social policy, state-societal relations, nation-building, and historical research. INTRODUCTION: EXPANDING THE SINGAPORE STORY The basis of Singapore history, as an academic field of study, has not changed much since the initial general histories offered by Constance Mary Turnbull and others.1 The underlying question driving most inquiries into Singapore’s past can be surmised as why Singapore succeeded despite seemingly insurmountable odds. As such, histories of Singapore follow a template that usually begins with Stamford Raffles establishing a trading settlement on the island in 1819. They then take the reader through the interactions, moments and events, and personalities, pre-identified to be significant. Those typically involved an overview of the colonial period, the ethnic differences in society, the Second World War, and the postwar trials and tribulations, namely the struggles against communism, communalism, and then after 1965, for survival. The trope of a struggle against odds is popularly known as The Singapore Story. Since 1997, this has been the basis for a National Education program that has been embedded into various educational levels and during National Service.2 The Singapore Story is also incidentally the title of the memoirs of the late Lee Kuan Yew, Singapore’s first Prime Minister.3 Scholarly responses to the Singapore Story trope have, over time, enriched the field. Some add detail and expound on known events.4 Others, such as the counter-responses, aim 1 Representative histories include C. M. Heah** T HE TERM "MALAYA" COVERS what are now two distinct political units: the fully independent Federation of Malaya and the semi-independent State of Singapore, which have emerged from a tangle of British settlements and colonies and British-protected Malay states. The State of Singapore has sprung from the Crown Colony of Singapore, which between 1826 and 1946 formed part of the larger Crown Colony of the Straits Settle- ments. The two remaining Straits settlements-Penang (includ- ing Province Wellesley) and Malacca-together with nine Malay states' have become the Federation of Malaya. Although Penang and Malacca, as British territories, have a very different legal history from that of the Malay states, their welding together into a political unit has been followed by legislation giving statu- tory foundation for the application of the English common law throughout the Federation; the historical differences, then, have lost their practical point.

Received 30 September 2017; accepted 27 February 2018; available online 1 August 2018 DOI: https://10.30880/jst.2018.10.02.005 Abstract: Tuberculosis (TB), the primary cause of morbidity and mortality globally is a great public health challenge especially in developing countries of Africa and Asia. Existing TB treatment involves multiple therapies and requires long duration leading to poor patient compliance. The local people of Kampung Peta, Endau Rompin claimed that local preparations of some plants are used in a TB symptoms treatment. Hence, there is need to validate the claim scientifically. Thus, the present study was designed to investigate the in vitro anti-mycobacterial properties and to screen the phytochemicals present in the extracts qualitatively. The medicinal plants were extracted using decoction and successive maceration. The disc diffusion assay was used to evaluate the anti-mycobacterial activity, and the extracts were subjected to qualitative phytochemical screening using standard chemical tests. The findings revealed that at 100 mg/ml concentration, the methanol extract of Nepenthes ampularia displayed largest inhibition zone (DIZ=18.67 ± 0.58), followed by ethyl acetate extract of N. ampularia (17.67 ± 1.15) and ethyl acetate extract of Musa gracilis (17.00 ± 1.00). The phytochemical investigation of these extracts showed the existence of tannins, flavonoids, alkaloids, terpenoids, saponins, and steroids.

He writes, “Television often acts like a relay station: it rarely originates topics of public interest (though it may repress them); rather, what it does is give them high visibility, energize them, and direct or redirect their general orientation before relaying them out again into public circulation.” 1 This process occurred with the topic of feminism, and is exemplified by the most iconic females of recent television history. TV women inevitably represent a strain of diluted feminism. As with any serious subject matter packaged for mass consumption, certain shortcuts emerge that diminish and simplify the original message. In turn, what viewers do see is that much more significant. What the TV writers choose to show people undoubtedly has a significant impact on the understanding of American female identity. Following the Vietnam War large numbers of Southeast Asian (SEA) refugees came to Minnesota. With the implementation of the Refugee Act of 1980, a formal refugee resettlement program was created nation-wide. As part of the Refugee Act of 1980 Voluntary agencies (VOLAGs), were established to help the refugees with their resettlement process. Soon after the arrival of refugees from Laos, Vietnam and Cambodia, refugees from other countries began coming to Minnesota. In the 1990s refugees from the former Soviet Union began resettling in Minnesota. In the mid 1990s refugees from East Africa began arriving. In the early 2000s, large numbers of Karen refugees from Burma began coming to Minnesota. In order to help the Karen refugees in their acculturation, it is important for the community within which they are living to understand them and their culture. Using an ethnographic approach, this qualitative research project is aimed at understanding the lived experiences of the Karen and their resettlement.

CALLAHAN** Normally, society is organized for life; the object of Leviathan was to organise it for production. J.S. Furnivall [1939: 124] Abstract This article examines the construction of the colonial security apparatus in Burma, within the broader British colonial project in eastern Asia. During the colonial period, the state in Burma was built by default, as no one in London or India ever mapped out a strategy for establishing governance in this outpost. Instead of sending in legal, commercial or police experts to establish law and order—the preconditions of the all-important commerce— Britain sent the Indian Army, which faced an intensity and landscape of guerilla resistance never anticipated. Early forays into the establishment of law and order increasingly became based on conceptions of the population as enemies to be pacified, rather than subjects to be incorporated into or even ignored by the newly defined political entity. The character of armed administration in colonial Burma had a disproportionate impact on how that popula- tion came to be regarded, treated, legalized and made into subjects of the Raj.

CALLAHAN** Normally, society is organized for life; the object of Leviathan was to organise it for production. J.S. Furnivall [1939: 124] Abstract This article examines the construction of the colonial security apparatus in Burma, within the broader British colonial project in eastern Asia. During the colonial period, the state in Burma was built by default, as no one in London or India ever mapped out a strategy for establishing governance in this outpost. Instead of sending in legal, commercial or police experts to establish law and order—the preconditions of the all-important commerce— Britain sent the Indian Army, which faced an intensity and landscape of guerilla resistance never anticipated. Early forays into the establishment of law and order increasingly became based on conceptions of the population as enemies to be pacified, rather than subjects to be incorporated into or even ignored by the newly defined political entity. The character of armed administration in colonial Burma had a disproportionate impact on how that popula- tion came to be regarded, treated, legalized and made into subjects of the Raj. Administra- tive simplifications along territorial and racial lines resulted in political, economic, and social boundaries that continue to divide the country today. Bureaucratic and security mech- anisms politicized violence along territorial and racial lines, creating “two Burmas” in the administrative and security arms of the state. Despite the “laissez-faire” proclamations of colonial state officials in Burma, this geographically and functionally limited state nonethe- less established durable administrative structures that precluded any significant integration throughout the territory for a century to come.

A winner of multiple awards at the Hong Kong Film Awards 2011, Gallants, will premiere at HKFF 2011. The action comedy film will take the audience down the memory lane of classic kung fu movies. Other new Hong Kong films to premiere at the festival include action drama Rebellion, youthful romance Breakup Club and Give Love. They are joined by retrospective titles - Swordsman II, Once Upon A Time in China II, A Chinese Odyssey: Pandora’s Box and All’s Well, Ends Well. Adding variety to the lineup is Quattro Hong Kong I and II, comprising a total of eight short films by renowned Hong Kong and Asian filmmakers commissioned by Brand Hong Kong and produced by the Hong Kong International Film Festival Society. The retrospective titles were selected in a voting exercise that took place via Facebook and SMS in May. Public were asked to select from a list of iconic 1990s Hong Kong films that they would like to catch on the big screen again. The list was nominated by three invited panelists, namely Randy Ang, local filmmaker; Wayne Lim, film reviewer for UW magazine; and Kenneth Kong, film reviewer for Radio 100.3.
