24 MINUTES OF THE SPECIAL ELECTION CONVENTION OF THE EPISCOPAL CHURCH IN UTAH MAY 22, 2010

Officers of the Diocese, delegates and guests gathered at the Cathedral Church of St. Mark in Salt Lake City Utah for the Special Convention to elect the 11th Bishop of the Episcopal Church in Utah.

Convention opened with the Eucharist on Saturday morning. Bishop Irish celebrated and preached. The Offertory collection was dedicated to the companion dioceses of Mexico and Myitkyina.

Bishop Irish called the Special Convention of the Episcopal Church in Utah to order at 10:03 a.m. The Rev. Douglas Gregg offered the opening prayer and served as Chaplain throughout the day.

Bishop Irish introduced the Chancellor, Stephen F. Hutchinson, who reviewed the Special Rules of Order. Secretary Sandy Allen Motes announced that a quorum was present, there being 128 lay delegates and 38 clergy certified to vote in the election for the 11th bishop.

By motion and second, the Convention unanimously affirmed the Committees appointed by the Bishop to organize and execute the business of Convention.

Mr. Ric Tanner, President of the Standing Committee, delivered the Report of the Standing Committee, a copy of which is attached hereto. Serving with Mr. Tanner on the Standing Committee are the Rev. Suzanne Duffield, Vice President, Ms. BrandE Faupell, the Rev. Jessica Hatch, Ms. Barbara Losse, Secretary and the Rev. W. Lee Shaw. The Right Rev. Carolyn Tanner Irish and Ms. Sandy Allen Motes serve as ex officio members; Mr. Stephen F. Hutchinson is canonical advisor to the Standing Committee.

Co-chairs of the Nominating Committee, Ms. Diane Gooch and the Rev. James Tendick placed the following names in nomination for the 11th Bishop of the Episcopal Diocese of Utah:

• The Reverend Canon Michael L. Barlowe, Canon for Congregational Ministries, Diocese of California • The Reverend Canon Scott B. Hayashi, Canon to the Ordinary, Diocese of Chicago • The Reverend Canon Juan A. Quevedo-Bosch, Rector, Church of the Redeemer, Diocese of Long Island • The Reverend Canon Mary C. M. Sulerud, Canon for Deployment and Vocational Ministries, Diocese of Washington

Serving on the Nominating Committee with Ms. Gooch and Rev. Tendick were Mr. Bill Bangert, the Rev. Catherine Gregg, Mr. Rick Knuth, Ms. Mary McEntire, Ms. Sandy Allen Motes, and Col. Jay Stretch. The Report of the Nominating Committee is attached hereto as Exhibit A to the Standing Committee Report. By motion and second, the Convention unanimously accepted the nominations. Nominations were closed.

The delegates voted during a period of silence and prayer.

25 Following are the results of the first ballot:

Total number of ballots cast – 166. Twenty out of 38 votes were required in the clergy order for a simple majority, and 65 out of 128 votes were required for a simple majority in the lay order.

Each of the candidates was notified of the election results. Canon Mary C. M. Sulerud withdrew her candidacy from the election process after the first ballot.

No other candidate having received a simple majority vote in each house, Bishop Irish called for a second ballot. Following are the results of the second ballot:

Michael Barlowe 14 clergy 33 lay Scott Hayashi 20 clergy 73 lay Juan Quevedo-Bosch 4 clergy 22 lay

Canon Scott B. Hayashi was elected on the second ballot and accepted the election results as reported to him by Bishop Irish via telephone. The Convention accepted the election of Canon Scott B. Hayashi as the 11th Bishop of the Episcopal Church in Utah by acclamation.

By motion and second, Convention voted unanimously to instruct the Standing Committee of the Diocese to forward to the House of Bishops and to the Standing Committees of all dioceses in The Episcopal Church the canonical testimonials and certificates required by the Canons of General Convention evidencing the election, and to do all other things necessary to ensure the of the Bishop Diocesan-elect.

The Secretary of Convention read the Testimonial for Canon Hayashi, after which the delegates were instructed to sign.

The Special Election Convention for the 11th Bishop of Utah was adjourned at 12:05 p.m. with the Bishop’s blessing.

Standing Committee Report to the Special Election Convention

As required by the SPECIAL RULES FOR THE ELECTION OF A BISHOP DIOCESAN pertaining to this convention, the Standing Committee herewith provides a report of the actions taken to provide for this election of a Bishop Diocesan.

At a meeting of the Standing Committee on January 16, 2009; The Rt. Rev. Carolyn Tanner Irish provided the committee with a written announcement of her intent to resign as Bishop with jurisdiction of the Episcopal Diocese of Utah, for purposes of retirement, effective September 11, 2010. (Note: The effective date was later changed to November 6, 2010). The Special Electing Convention was called for April 17, 2010, later changed to May 22, 2010.

The Standing Committee accepted the Bishop’s Letter of Resignation. Immediately thereafter, written notice of the Bishop’s intent to retire was provided to all Clergy, Vestries, and Wardens of the Diocese.

Because Bishop Irish was not of the age for mandatory retirement, the Presiding Bishop notified every bishop of The Church and requested consents to the resignation. The Consents were subsequently received.

Notice was given that the Committee of Electors would convene on February 14, 2009 at the Diocesan Center.

The Standing Committee retained The Rev. L. Ann Hallisey, D.Min. to serve as Consultant to the process. The committee received and reviewed procedures provided by The Episcopal Elections Leadership Project in cooperation with The Office of Pastoral Development of the House of Bishops. These procedures were used as policy for the Search, Election and Transition except where they diverged from the Canons and Constitution of the Diocese of Utah.

The Committee of Electors, consisting of Clergy canonically resident in the Diocese, and one lay person from each congregation chosen by the Vestry of such congregation, convened on February 14, 2009 with members of the Clergy and representatives of the congregations of the Diocese. The full Convocation met in worship and following orientation, broke into separate groups of Presbyters and Laity.

The Clergy elected the following persons to the Nominating Committee:

The Nominating Committee elected Rev. Jim Tendick+ and Ms. Diane Gooch as co-chairpersons.

Pastor Joel Nau was appointed as Chaplain of the Search & Transition Process. Upon his relocation from the Diocese, The Rev. Rick Whittaker was appointed to serve in this role.

The Transition Committee was created with members representing both Clergy and Lay Persons.

At the Standing Committee meeting on May 29, 2009, Bishop Irish and the Standing Committee concurred that a Consecration date of September 11th, 2010 was less than desirable due to the remembrance of the terrorist attacks of September 11, 2001. In coordination with the Presiding Bishop’s office, the effective date of Bishop Irish’s retirement and the Consecration of the 11th Bishop of Utah were changed to November 6, 2010.

The Standing Committee, the Nominating Committee and the Transition Committee met for worship, orientation, discernment and organizing activities on March 13 & 14, 2009

The Standing Committee charged the Nominating Committee to provide a slate of at least three and not more than five duly qualified and vetted candidates to the Standing Committee for submission to the Electing Convention.

The Standing Committee sponsored a series of regional forums, entitled “Critical Conversations” that were convened to support the members of the Diocese in considering the historical and social context of congregations’ relationship to the Episcopacy and the Diocese.

The Standing Committee developed a Resolution for the Special Rules for the Electing Convention which was moved and passed at the 104th Annual Convention, on October 24th, 2009.

The Nominating Committee developed a Diocesan Profile which was published, in print and internet formats and published on January 8, 2010.

The application period opened on January 8, 2010 and was closed to nominations on January 31, 2010. It was closed to all applications on February 14, 2010. A total of 48 applications were received. The Nominating Committee screened, vetted and interviewed the applicants, arriving at a final slate of four candidates which was presented to the Standing Committee on Friday, April 9, 2010.

The Nominating Committee reported to the Standing Committee that the following slate of candidates was selected by unanimous assent of its members:

• The Rev. Canon Michael L. Barlow – Canon for Congregational Development, Diocese of California

28 • The Rev. Canon Scott B. Hayashi – Canon to the Ordinary, Diocese of Chicago • The Rev. Canon Juan A. Quevedo-Bosch – Rector, Church of the Redeemer, Diocese of Long Island • The Rev. Canon Mary C.M. Sulerud – Canon for Deployment and Vocational Ministries, Diocese of Washington D.C. This slate was unanimously accepted by the Standing Committee and by this report is now submitted to the Electing Convention, as Exhibit A of this report.

The slate was referred to the Vice Chancellor of the Diocese who commissioned the required background, reference and security checks.

The Standing Committee hereby warrants:

. That each of these candidates is duly qualified to be the Bishop of the Diocese of Utah.

. That each of these candidates and has been cleared by background and security checks

. That each of the candidates has provided the Standing Committee with a Declaration of Intent, stating that they intend to accept the Episcopacy if elected

. That each of the candidates has provided the Standing Committee with an affirmation that they have received a copy of the proposed compensation package and find it acceptable

. That each of these candidates is prepared to undertake the medical, psychological and psychiatric evaluations as required for The Bishop-Elect

. That this process is in compliance with the Constitutional and Canonical requirements of the Episcopal Diocese of Utah and The Episcopal Church.

The members of the Standing Committee wish to express our appreciation to members of the Nominating and Transition Committees, Chaplains, members of Diocesan staff and the many volunteers who have provided countless hours to the development of the profile, the search and selection process, shepherds for travel and hospitality arrangements for the interviews and walkabouts, the planning and coordination of this convention and , God willing, the Consecration and support of the 11th Bishop of Utah.

40 ORDER OF BUSINESS AND RULES OF ORDER FOR THE ANNUAL CONVENTION OF THE EPISCOPAL CHURCH IN UTAH

I. ANNOUNCEMENT OF CONVENTION 1. Clergy, wardens, delegates and visitors will gather for the Annual Convention of the Episcopal Church in Utah on the dates and at the location indicated in the Notice of Diocesan Convention issued by the Secretary of Convention not less than twenty-five (25) days prior to the opening of Convention. Each such Notice shall contain the proposed Agenda and proposed Calendar for the Convention.

II. CREDENTIALS 2. An identifying badge will be issued at the credentials desk at the time of registration identifying each person entitled to vote as clergy, warden, or delegate. Other members and attendees of Convention, but not entitled to vote, will be given an appropriate identifying badge. This category includes: Ex officio members of Convention alternates tellers, pages, volunteers visitors

III. SUBSTITUTION OF ALTERNATES 3. No vote may be cast by proxy.

4. If a member of the clergy entitled to vote is absent, no substitute is qualified to cast a vote.

5. If a warden entitled to vote is absent, no substitute is qualified to cast a vote.

6. At the time of registration, alternates may be substituted for delegates only upon written authorization of the priest or warden in charge of a congregation/ministry, submitted to the Committee on Credentials. Upon verification by the Committee on Credentials, the Secretary or Assistant Secretary of Convention will certify and substitute the alternate's name on the delegate list, and issue a new identifying badge.

7. A congregation/ministry entitled to vote at the annual Convention, but not having present a sufficient number of elected delegates or alternates to cast the total number of votes to which the congregation/ministry is entitled, may qualify members of the congregation/ministry who shall be adult communicants in good standing in that congregation/ministry. The priest or warden in charge of the congregation desiring to qualify a member to vote must certify in writing to the Committee on Credentials that a vacancy does exist, and that the individual so named is a qualified member of the congregation/ministry in which the vacancy exists. Upon verification by the Committee on Credentials and approval by the Presiding Officer, the Secretary or Assistant Secretary of Convention will certify and substitute the name on the delegate list, and issue a new identifying badge.

IV. ORDER OF CONVENTION 8. The Chair shall propose these Rules of Order and any additional rules proposed for that Convention for adoption.

9. The Chair shall appoint a Committee on Dispatch of Business and a timekeeper.

10. The Committee on Dispatch of Business will have the responsibility for the order of business of Convention once it is formally convened.

11. At the opening of Convention, tellers, who are not voting members of Convention, will be appointed by the Chair. One of the tellers shall be designated Chief Teller.

V. ELECTIONS 12. Nominations: a. Nominations for all offices received by the pre-filing deadline of sixty (60) days prior to the opening of Convention will be circulated in the pre-convention mailing to delegates. Nominations received after that deadline but at least one week prior to the beginning of Convention will be distributed with the onsite registration materials. b. The consent of the individual being nominated must be obtained before a nomination can be accepted. c. Deadline for receipt of the nominations from the floor, and format for nominations from the floor will be announced at the beginning of Convention. d. Nominees for Standing Committee and nominees for Deputies to General Convention shall be introduced to the Convention.

13. Ballots: a. The initial ballot will be prepared to include the names of all individuals nominated in each category whose biographies and statements have been received prior to Convention. b. The initial ballot will provide blank spaces for writing in the names of those whose names are placed in nomination prior to the first ballot. These names will appear printed on the second ballot when appropriate.

14. Balloting: a. Ballots will be distributed to voting members of Convention by the tellers upon instruction by the Chair. b. Completed ballots will be collected by the tellers.

15. Election: a. The number of ballots for election to an office shall be limited to five, unless, at the prerogative of the chair, more ballots are deemed appropriate; nominees elected after the fifth ballot shall be those receiving the plurality vote. b. All elections, other than after the fifth ballot, shall require a majority vote (i.e. one more than half the whole number of valid votes cast). c. A ballot upon which the total number of candidates to be elected has not been voted for shall be declared invalid. d. Following the second ballot, and each subsequent ballot, the candidate receiving the lowest number of votes will be deleted from the list. Should there be six or more candidates in excess of the number to be elected, two names will be removed.

e. The summary of all votes will be recorded on a fresh ballot by the Chief Teller and presented to the Chair in the following manner: (1) Total number voting and number required to elect; (2) Name of nominee (clerical and lay), and number of votes received. f. The Chair shall call for the announcement of the summary and the results of all votes. g. The Chief Teller will post the results of all votes on the floor of Convention, using the format of the above-described summary.

VI. RESOLUTIONS AND DEBATES 16. Resolutions received by the pre-filing deadline of sixty (60) days prior to the opening of Convention shall be distributed in the pre-Convention mailing to delegates. Resolutions filed after that date may be placed on the calendar and considered by the Convention upon a majority vote. Resolution forms will be available at the Convention through the Secretary of Convention. [See Diocesan Canons for more information regarding resolutions.]

17. Individuals wishing to address Convention, having been recognized by the Chair, will use the floor microphones, addressing the Chair, "Bishop Irish, my name is from congregation [or ministry]."

18. Debate time will be limited to one three (3) minute statement for proponents, two (2) minutes for questions of proponent for clarification purposes, one three (3) minute statement for opponents; and thereafter one (1) minute only per person on a rotating basis, for a length of time not to exceed a total of sixteen (16) minutes, to be extended in increments of ten (10) minutes upon majority vote of Convention.

19. A caucus may be called by raising the "paddle" given to each delegation. The Chair will then determine the time allowed for caucus.

VII. MINUTES 20. It is the responsibility of the Standing Committee to approve the minutes of Convention.

43 MINUTES OF THE 105th CONVENTION OF THE EPISCOPAL CHURCH IN UTAH NOVEMBER 5, 2010

Officers of the Diocese, delegates and guests gathered at the Grand America Hotel in Salt Lake City, Utah for the 105th Convention of the Episcopal Church in Utah.

Convention opened with the Eucharist on Saturday afternoon. Bishop Irish celebrated and preached. Her sermon focused on the Convention theme: “Go In Peace to Love and Serve the Lord.” The Offertory collection was dedicated to the 11th Bishop of Utah Fund.

Bishop Irish called the 105th Convention of the Episcopal Church in Utah to order at 12:30 a.m. and offered the opening prayer.

Ms. Sandy Allen-Motes, Secretary of Convention, reported a quorum present after which Bishop Irish declared the organization of Convention open for business.

Ms. Sandy Allen Motes was re-elected to the office of Secretary of Convention by acclamation.

By motion and second, Convention unanimously extended privileges of seat and voice to Pastor James Drury.

By motion and second the Calendar of Convention was adopted.

Bishop Irish introduced the candidates running for various diocesan leadership positions. There were no nominations from the floor. Following are the election results of the 2010 Diocesan Convention:

Bishop Irish acknowledged with gratitude the presence of Archbishop Carlos Touché Porter of the Diocese of Mexico and Bishop David Than Lwin and wife Mary of the Diocese of Myitkyina in the Province of Myanmar. REPORTS TO CONVENTION

Bishop Irish’s remarks were offered during the celebration of the Eucharist in lieu of an address to Convention. A status report on the Perpetual Trust of St. Peter and St. Paul was delivered by Ms. Elaine Weis. Sandy Garrard and The Rev. Steve Andersen delivered a 2011 Budget Status report. Reports of the Diocesan Council and Standing Committee were offered by title.

CLERGY AND STAFF UPDATE

Bishop Irish acknowledged the Rev. Suzanne Duffield, the Rev. Jessica Hatch, Ms. BrandE Faupell and Mr. Ric Tanner who remain on Standing Committee and expressed her appreciation to Ms. Barbara Losse and the Rev. Lee Shaw whose terms have ended.

Continuing to serve on Council are the Rev. Connie Gordon, Ms. Cindy Kurowski, Mr. David Lingo, Mr. Don Phillips, Ms. Lee Ann Rawley, Ms. April Richey, the Rev. Jim Tendick, Ms. Connie Tkalcevic, the Rev. John Williams and Mr. George Young. The Bishop acknowledged with gratitude the Rev. Emil Belsky, the Rev. Isabel Gonzalez, Mr. Rick Knuth and Mr. Charles Stuth whose terms ended.

Bishop Irish expressed her thanks to the Rev. Ivan Cendese, the Rev. Lyn Briggs, the Rev. Trace Browning, Ms. Susan Roberts, and Ms. Marcia Tendick for their service on the Ecclesiastical Court. The work of the Court will now be resumed by the Disciplinary Board.

Bishop Irish ordained Susan Fischer, Deborah Hughes-Habel, Jan Kotuby, and Blane van Pletzen- Rands as transitional deacons and Stephen Sturgeon to the vocational diaconate.

Studying for the priesthood are, Aimee Altizer, Brin Bon, Elizabeth “Ann” Brock, Julia Cole, Bert Hall, Sandra Jones, Matthew Seddon and Kathalin Walker. In process for the diaconate is Anita Catron.

During the past year, the Diocese lost beloved Canon Alan Tull and the Rev. Mildred Johnson.

Convention affirmed the appointments of the Rev. Mary Janda and Ms. Mary McEntire to the Commission on Ministry. Mr. David Reed was re-appointed for another year and will continue the work of the COM with Dr. Mary Allen, Ms. Cindy Belsky, Mr. Sergio Gonzalez and the Rev. Charles Robinson. Ms. Karen Browning and the Rev. Nancy Groshart, whose terms have ended, were acknowledged for their service.

Mr. Stephen Hutchinson and Ms. Sandra Corp were re-affirmed as Chancellor and Vice Chancellor respectively.

RESOLUTIONS

The Resolutions Chair introduced each resolution in succession and in the order in which it had been received. By motion and second, Convention voted to receive resolutions submitted after the deadline.

Resolution #1: An amendment to Canon 1.1.1, granting seat, voice and vote in all Diocesan Conventions to canonically resident clergy of the Evangelical Lutheran Church in America, and the clergy of other denominations as circumstances arise. PASSED BY MAJORITY

RESOLVED: That Canon 1.1.1 of the Canons of the Episcopal Diocese of Utah be amended to read: One week prior to any meeting of the Convention, the ecclesiastical authority shall cause the preparation of a list of all the Clergy who are geographically and canonically resident in the Diocese. Such list shall indicate (a) the names of the respective Parishes, Developing Parishes, Parochial Cures, or Institutions in which the Clergy may be engaged, (b) for those not attached to any such organization, the place of their residence, and (c) those who are Deacons. For purposes of this Title, Clergy shall include any geographically resident pastor of the Evangelical Lutheran Church in America, and any other denomination with which The Episcopal Church is in full communion, who are currently: (i) in good standing with their denomination; (ii) licensed by the Bishop to serve in the Diocese; and (iii) serving a congregation or institution in or of the Diocese.

Resolution #2: (Substitute) Delayed Implementation of Canon 31 PASSED BY UNANIMOUS VOTE

RESOLVED, That, in order to assist the congregations in the implementation of Canon 31, the Convention calls on the Bishop and Standing Committee to provide to congregations self-designated as “Developing Parishes” by December 31, 2010 specific definitions and other appropriate guidance applicable to the five-year financial sustainability development plans required by Canon 31.2.1, and that such plans then be submitted to the Bishop and Standing Committee by March 31, 2011; and

BE IT FURTHER RESOLVED, That the Bishop convene at the earliest convenient date a representative group, including representatives of Parishes, Developing Parishes and Mission congregations, a member of the Standing Committee, representatives from the Congregational Mission Funding Committee, the Chief Financial Officer of the Diocese, and others with appropriate expertise to develop and propose for approval by the Bishop and Standing Committee methods and guidelines for developing congregational mission plans. These guidelines will include a description of plan content, reasonable and

46 objective criteria by which to measure financial needs and compliance with diocesan- wide mission strategy, and provisions for plan monitoring and periodic review; and

BE IT FURTHER RESOLVED, That the work of this group be reported to the 2011 Diocesan Convention.

Resolution #3: Amendment to Perpetual Trust of St. Peter and St. Paul PASSED BY UNANIMOUS VOTE

RESOLVED, that the Diocesan Convention of the Episcopal Church in Utah hereby adopts and approves the Fourth Amendment to the Resolution and Declaration of Trust Creating “The Perpetual Trust of St. Peter and St. Paul,” in substantially the form attached hereto as Exhibit A and incorporated herein by reference; and

RESOLVED FURTHER, that the Diocesan Convention of the Episcopal Diocese in Utah hereby authorizes and directs the Trustees to take such action as may be necessary or appropriate to implement and effectuate the foregoing resolutions in a manner consistent therewith, including, but not limited to, filing a petition for modification of the Trust Declaration with the Third Judicial District Court of Salt Lake County, State of Utah.

WHEREAS, The Perpetual Trust of St. Peter and St. Paul (the “Trust”) was created pursuant to that certain Resolution and Declaration of Trust dated November 7, 1994 (the “Trust Declaration”), executed by The Corporation of the Bishop of the Episcopal Diocese of Utah, a Utah corporation sole (the “Corporation of the Bishop”), which was dissolved effective December 31, 1997, pursuant to Utah Code Annotated Section 16-7-12, as amended; and WHEREAS, the Trust Declaration was previously amended effective as of January 18, 1995; and WHEREAS, the Trust Declaration was further amended effective as of August 26, 1999; and WHEREAS, the Trust Declaration was further amended effective as of March 25, 2009; and WHEREAS, the beneficiaries of the Trust are The Corporation of the Episcopal Church in Utah, a Utah nonprofit corporation (“CECU”), as successor beneficiary to the Corporation of the Bishop (under the terms of paragraph 13 of the Plan of Complete Liquidation, Dissolution and Distribution adopted with respect to the dissolution of the Corporation of the Bishop and Article 13 of the Trust Declaration) and The Episcopal Diocese of Utah; and

47 WHEREAS, the recitals to the Trust Declaration state that the purposes for which the Trust was created include providing a source of revenue to support and further the mission and ministry of The Episcopal Church in Utah by establishing the Trust for the continuous and permanent safeguarding and investment of certain assets then held by the Corporation of the Bishop for the perpetuation and preservation of such fund in perpetuity; and WHEREAS, the undersigned have determined and agreed that The Episcopal Diocese of Utah has need to amend the Trust Declaration to further modify the limitations on borrowings contained therein; and WHEREAS, the undersigned have determined and agreed that the Trust Declaration, being irrevocable and not generally subject to amendment, could be modified only by order of a court of competent jurisdiction; and WHEREAS, the undersigned have granted the Trustees the authority to take such action as may be necessary or appropriate to obtain such an order authorizing the Trust Declaration by a court of competent jurisdiction, including, but not limited to, filing a Petition with the Third Judicial District Court of Salt Lake County, State of Utah. NOW, THEREFORE, the undersigned, acting in their respective capacities as the successor to the settlor of the Trust, the successor Trustees, and the beneficiary and successor beneficiary of the Trust, hereby amend the Trust Declaration in the following particulars only: 1. Article 5(f) of the Declaration of Trust is hereby amended and restated in its entirety to read as follows: Limitations on Borrowings. Borrowings by the Trust and the Corporation authorized and incurred under this Article 5 are subject to the following provisions: (1) If required by the terms of an applicable debt instrument, the trustees may authorize the liquidation of Portfolio Assets to retire borrowings or encumber Portfolio Assets to secure borrowings. (2) For any calendar year, the aggregate debt secured by Portfolio Assets shall not exceed fifty percent (50%) of the Rolling Average Fund Value. No additional debt may be incurred if the additional debt would cause the total debt outstanding to exceed the fifty percent (50%) debt limitation. (3) When considering the terms of a debt instrument in which Portfolio Assets or Debt Service Distributions will be used to secure or make payments on a borrowing authorized in this Article 5, the trustees shall take into account the purposes and policies expressed in the Recitals of this Declaration of Trust, and the trustees shall attempt to establish terms for the borrowings which they reasonably believe are consistent with those purposes and policies. (4) If, at any time, the borrowings in this Article 5 do not meet the limitations set forth in subsection (2) above, it shall not be considered a failure to comply hereunder unless such borrowings are not brought into compliance within two (2) years following discovery by the trustees of such non-compliance. 49 105th Convention of the Episcopal Church in Utah Report of Camp Tuttle

Camp Tuttle is a wonderful outdoor ministry of the Episcopal Church in Utah. The mission of Camp Tuttle is to provide a safe, positive learning environment, which celebrates spiritual enlightenment in the outdoors. The Christian experience of community recognizes and encourages active learning along with an emphasis on healthy, happy lifestyles. Our goal is to build respect for self, others and creation. Through this outdoor ministry we will strengthen our unity with God and with one another.

After another rewarding summer, we are proud of the attendance at Camp Tuttle. This year’s summer camp had a total of 191 campers. We had 26 third and fourth graders attend the mini-camp, which was incredibly fun and entertaining. During fifth and sixth grade camp, 45 campers hiked and played in the mountains. Junior High Camp had 38 campers, and many of them enjoyed a special overnight trip to a nearby lake. High School Leadership camp had 46 participants, who went on the Peddle/Paddle. The peddle/paddle is a combination of bike riding in Park City and then river running down the Weber River. As a new activity, the high school campers experienced horseback riding through the Deer Valley ski resort. This year, we had the largest family camp yet. Nine different families attended the wonderful weekend in August.

We had a great staff that provided fun and positive guidance to all the campers. During the entire summer, we built a community based on love and acceptance for everyone. The experience level and professionalism of the Camp Tuttle staff was very impressive.

Camp Tuttle is an important part of the Episcopal Diocese’s youth ministry program. Every year, we welcome young people to embrace the spirit of Tuttle by building a Christian community where campers can have fun, experience new adventures and challenges, and learn about themselves as well as the world around them. Camp Tuttle’s campers leave with friendship, knowledge, self-confidence and memories that will last a lifetime. Living in a camp community in the summer is a very rewarding experience.

The camp community was built stronger around the special worship services in the chapel. The theme of the summer was “Faith in Love” and it focused on being kind to everyone and living a life of love and faithfulness. We often referred to Jeremy Langford’s book, Seeds of Faith, Practices to Grow a Healthy Spiritual Life. During the evening services the children would pray, sing and discover ways to find the good in all people and creation while realizing that everybody deserves respect and love. We discussed what it means to approach life with faith and love, and encouraged acceptance of others.

The construction on the new fire station continued through the spring and summer this year. The Unified Fire Authority rented camp through the month of June, in order to put in the new waterline.

50 ONGOING OBJECTIVES for 2011-2012

• Provide a summer camp program for 30-50 youth per week (ages 8-17). • Provide winter availability for small groups of 30-40 people. • Encourage environmental awareness/conscientiousness for visitors of Camp Tuttle. • Continue to develop environmental impact assessments and improvements. • Continue experiential learning with the use of the ropes course. • Provide programs for children and youth in the Episcopal tradition, while being open to all children who attend camp. • Provide a facility which can be used for retreats by churches and community groups. • Continue to hire and interview qualified staff • Continue to create camp policies and procedures for the rental of camp so the fees are fair and the camp property is protected. • Supervise and coordinate overall camp operations.

SPECIFIC OBJECTIVES FOR 2011

PROGRAMS -create and implement a CIT (Counselor in Training) program for potential counselors (16-18 yr olds) -continue to offer internships at camp for college-aged students -continue school and church programs at camp during the off season -offer the camp facility for youth ministry retreats

COMMUNICATION -maintain the web site for summer and winter programs -advertise and write promotional articles for the Dialogue -provide camp photos on web for parents and campers

EDUCATION -attend EMT Conference to obtain continuing education hours and keep certification

FACILITY IMPROVEMENT -work on landscaping throughout camp -build a larger parking lot for staff parking -survey and evaluate the health of trees and remove unhealthy trees -paint existing buildings as needed -replace two hot water heaters in kitchen

SPIRITUAL FORMATION -Recruit clergy to serve as clergy of the week during camp sessions -Promote creation spirituality within the Episcopal tradition -Meet with clergy to review responsibilities as chaplain of the week -Update book given to chaplain explaining camp responsibilities

The members of the Commission on Ministry (COM) for 2009-2010 are the following: The Rev Charles Robinson (chair), Ms Cindy Belsky, Ms Karen Browning, Mr Sergio Gonzalez, the Rev Nancy Groshart, Mr David Reed, the Rev Claudia Seiter, and Ms Meredith Simmons. The Standing Committee Liaison is Ms Barbara Losse. Rotating off this year are Ms Browning, Deacon Groshart, and Mr Reed.

Mandate: According to Canon 23.1.2 of the Constitution and Canons of the Episcopal Diocese of Utah: “The Commission on Ministry shall assist the Bishop in the implementation of Title III ‘Ministry’ of the General Canons of the Episcopal Church. In working for the development and support of the ministries of all baptized persons, clergy and lay, the Commission shall organize itself and collaborate with other Diocesan and parochial entities.”

A retreat and orientation meeting of the COM was held on November 20-21, 2010.

The COM once again sponsored the discernment program with a Day of Discovery in June. We are fortunate to have four local facilitators for the Day of Discovery. They are the Rev Charles Robinson, Ms Bonnie Brown, the Rev Trace Browning, and Ms Karen Browning.

The three sub-committees of the Commission continued their labors. They are: Ministry Education and Formation-chaired by the Rev Claudia Seiter, Ministry of the Laity-chaired by Ms Vicki Evans and Parish Discernment Committees- chaired by Mr David Reed. Every member of the COM serves on one of these three sub-committees. However, participation is not limited to members of the Commission.

BACAM (Bishop’s Advisory Committee on Applications for Ministry) met February 27. Five applicants participated in BACAM in 2010. All five were recommended for postulancy.

The COM also had interviews with all people entering into and going through the stages of discernment leading to ordination. The Commission has maintained contact with the following postulants and candidates: Aimee Altizer, St Luke’s; Brin Bon, St Mark’s; Elizabeth Ann Brock, Holy Spirit; Anita Catron, All Saints; Jan Kotuby, St John’s; Susan Fischer, St Stephen’s; Bert Hall, St Michael’s; Sandra Jones, St Luke’s; Deborah Hughes-Habel, All Saints; Blane Van Pletzen-Rands, St Mark’s; Matt Seddon, St Paul’s, SLC; Steve Sturgeon, St John’s and Kathalin Walker, St David’s.

Five candidates were ordained by Bishop Irish at St Mark’s Cathedral in June—one to the vocational diaconate and four as transitional deacons.

Scholarships from the COM budget were awarded to three residential seminary students in the amount of $500 each, and four students of the Utah Ministry Formation Program in the amount of $250 each for the academic year 2010-2011.

The Diocesan Council meets regularly to discuss the program and finance matters of the Diocese. Among the primary responsibilities of the Diocesan Council are reviewing and approving the annual budget, reviewing policies of the Diocese and serving as a Council of Advice to the Bishop.

This has certainly been a year of transition for all of us as we prepare to say good-bye to our beloved Bishop Carolyn and welcome our Bishop-Elect Scott. Throughout the search process, the walkabouts and the special election of our new Bishop in May, the Council was regularly informed and updated by a member of the Search Committee. We were tasked with the responsibility of making sure money was available for the costs associated with the entire process and the upcoming consecration.

Speaking of costs, the Council faced many challenges with the Diocesan budget as we creatively sought ways to reduce the budget by over $200,000. This process was facilitated by a joint retreat of the Diocesan Council and the Standing Committee early in March which helped us identify our core values and create financial priorities to guide the Finance Committee in the creation of the 2011 budget. The recommendations were sent to the Finance Committee to assist in preparation of said budget.

The Finance Committee reported to the Council at each meeting. In August, a mid-year review was presented showing that we are very close to budget through the first six months 2010. The Finance Committee is currently working on the 2011 budget, a draft of which will be presented to the Council in October with finalization hoped for in November. Again, the challenge will be to cut another $250,000+ from this budget without significantly impacting programs throughout the Diocese.

Other actions considered and/or decided by Council included:

• Received monthly reports from the Bishop as to her diocesan, personal and community activities on behalf of the Diocese. Council offered their congratulations to Bishop Carolyn for receiving the “Giant in Our City” award • Received monthly reports from with the Parliamentarian concerning properties throughout Utah including Hurricane, Park City, West Valley, Logan, Ogden, St. George and Randlett as well as reports dealing with Episcopal Community Services and Executive Council meetings • Received repayment plan of the Project Jubilee debt and the status of the Perpetual Trust as a whole

54 • Entertained a report from the Rev. Canon Pablo Ramos, the Rev. Isabel Gonzalez and the Rev. James Tendick concerning Latino Ministries and vowed to support these ministries • Reviewed, discussed and updated canons and policies as needed including Policy on Shared Equity Ownership with Clergy, Policy on Clergy Compensation and Benefits, Policy on Lay Personnel, Policy on Policies, Policy on Calling a Priest and Canon 31 • Formed an Executive Committee of the Diocesan Council and discussed its role and how to effectively utilize it • Received and discussed the business plan of The Open Bookstore • Formed the Mission Task Force whose recommendation was to change the way we look at churches. This committee was later disbanded pending the desire and approval of the new Bishop • Developed and provided a checklist on financial policies and procedures each congregation needs to comply with annually • Discussed the viability of the Post Retirement Benefit Fund which is projected to be depleted by December 31, 2011. • Created the Congregational Mission Funding Committee to oversee grant allocations to congregations, acting fairly and equitably in consideration of all requests. This committee has proposed to visit each congregation personally and assist in the formation of a 3-5 year budget plan • Formed the Clergy Compensation Policy Advisory Committee to develop a method to provide for compliance concerning clergy compensation and COLAs • Acknowledged and expressed appreciation to The Right Rev. David E. Bailey for his ministry for the past 11 years. In August, we shared in the joy of his consecration as Bishop of Navajoland

55 105th Convention of the Episcopal Church in Utah 2010 Report of the Education for Ministry

EfM (Education for Ministry) is a distance learning program administered by the University of the South, Sewanee. Over 4 years of study with their peers, students learn to connect their learning from history, culture and scripture with their own experience of the world. With that theological foundation, their own ministry can be discerned and enriched. The Diocese of Utah has participated in EfM for close to 25 years. As of 2009, we have had 122 graduates within the Diocese and many, many more who have several years of the program. There were 43 students in 6 seminar groups across the Diocese in 2009- 2010, and 9 mentors were trained or re-certified during the summer of 2010. The EfM program in Utah is in the process of regrouping. We have registered 3 groups this fall: All Saints, St. Stephen's and St. James. As with other programs in the Diocese, we struggle with connecting people over great distances. A weekly gathering is often impossible.

Three Goals for the next few years:

-- To establish an EfM seminar group in each region of the Diocese.

-- As coordinator I will take the on-line mentor training offered in March 2011, and work to design groups which meet weekly online and gather face-to-face occasionally in the regions outside of the Wasatch Front.

-- Re-establish groups that have recently disbanded, so that students who have begun the program can graduate.

In August, an EfM reunion was hosted at St. James. Midvale. Thirty-five people gathered for fellowship and to recommit to the objectives of the program: equip people for ministry and catalyze a love for the scriptures and theological reflection.

Meredith Simmons, who mentored many groups at the Cathedral Church of St. Marks over 18 years and has served as Diocesan Coordinator, retired from mentoring this year. Meredith has been a long-time advocate for EfM. She has served as a guide and inspiration for many of us over the years. Thank you, Meredith.

Duties of the Commission on Peace and Justice shall include: (a) To develop and implement recommendations and strategies regarding common ministry opportunities and concerns on issues of peace and justice; (b) To make recommendations pertaining thereto to the Bishop, the Standing Committee, the Diocesan Council and the Diocesan Convention."

The Commission's mission statement is: "To advocate on behalf of those who are poor, needy, oppressed, and marginalized, and to encourage all Episcopalians and others to strive for justice and to bear non-violent witness to Christ's call for peace, exemplifying the highest of Christian principles, as we pray for and seek solutions that honor God and all of creation."

Goals: See above mission statement.

Action items:

• Participated in an educational event about nuclear disarmament sponsored by The Utah Campaign to Abolish Nuclear Weapons (UCAN). • With other community and religious organizations, signed an open letter, written by Crossroads Urban Center, to Governor Gary Herbert and Utah Legislators, urging them not to increase the State tax on food. • Participated in Episcopal Day at the Legislature, sponsored by the Coalition of Religious Communities, lobbying lawmakers on pending social justice legislation. • With our peace and justice counterpart at the Catholic Diocese, sponsored and organized an interfaith prayer vigil at The Cathedral Church of St. Mark on the eve of the execution of Ronnie Lee Gardner. • Participated in several media interviews about the death penalty and Episcopal Church resolutions on the subject. • Participated in a strategic planning retreat with community members of the coalition, Utahns for Alternatives to the Death Penalty.

57 • Sponsored participation by one of our young adults in a “Journey into Peace” training weekend at St. John’s Cathedral in Denver. • Continued our interfaith work and witness on immigration issues by participating in community planning meetings and a press conference. • Provided information and updates to the Diocese on various social justice related issues. • Participated in Crossroads Urban Center’s annual poverty summit. • With Youth Ministries, co-administered the Youth Poverty and Outreach Fund matching grant fund.

Analysis of action: Although monthly meetings are a challenge for some of our members because of their other commitments, we communicate well by e-mail and several of us are generally available when something needs to be done.

Findings and conclusions: The Peace and Justice Commission continues to provide support to its members and to pursue its collective ministry of advocating and witnessing for peace and justice.

The Commission recommends that it continue to broaden its work. We have lost two members who have left Utah to attend seminary. Another member’s job has moved out of state. We hope to add new members to link us more closely to each parish in the diocese.

The Commission hopes to continue to provide support and counsel to the Bishop and diocesan committees and councils on issues relevant to its mission, with the goal that the diocese may become a voice for social justice in this community, particularly in areas where other voices do not speak or are not heard.

We will miss Bishop Carolyn. We extend our thanks for her leadership, and we wish her well in her retirement. We look forward to working with Bishop-elect Scott Hayashi.

Statement of how the group's work fits into the mission strategy of the Diocese: There are no better words to express this than these words from the five-year plan, Living Boldly: “Matters of justice are integral to the very fabric of God’s intention in creating the world and all its people. Justice is not an optional extra in our faith, nor can God’s peace exist without it.” We will continue our efforts in this spirit.

58 105th Convention of the Episcopal Church in Utah Perpetual Trust Of St. Peter And St. Paul Presentation to the 2010 Episcopal Diocesan Convention

• As of October 31, 2010 the market value of the investments of Perpetual Trust was approximately $79.8 million

• Since July, 1992 the Trust has made almost $105 million in operating distributions to the Episcopal Diocese of Utah and has paid $11.6 million in interest on the Project Jubilee debt. In total, the Trust has provided $116.5 million in support to the ministry and programs of the Diocese.

• The trust has a well-diversified investment portfolio with an asset allocation designed by experts to provide a good return within prudent investment guidelines.

• As of September 30, 2010, the Trust has generated a year-to-date total return of 6.51%, compared to the 3.89% return on the S&P 500 over the same period. For the 12 months ended September 30, the return was 11.2% (S&P 500 return of 10.16%). Despite market volatility and the payment of operating distributions and Project Jubilee interest, over the 5 years ended September 30 the Trust has earned a 2.86% total return compared to the 5-year return on the S&P 500 of 0.64%.

• Based on the current adjusted market value of the Trust investments and conservative projections through June 2011, the 2012 operating distribution can be expected to be about $4 to $4.1 million.

59 105th Convention of the Episcopal Church in Utah Report of the Project Jubilee Committee

The Project Jubilee Committee is essentially in hiatus due to the economic downturn and the limited borrowing capacity authorized for Project Jubilee. A hold was placed on further expenditures, including approved but unexpended support for the project of the Church of the Good Shepherd, and other hoped-for projects have had to be indefinitely suspended. Our final focus has been to partner with the congregation at The Church of the Good Shepherd to build a first phase of its project (a beautiful new education wing); and to work with the Bishop and Standing Committee to dispose of the property in Hurricane, Utah.

Attached to this report is a brief summary of the accomplishments of the Diocese work in Project Jubilee, including paying off all existing mortgage loans of our churches, purchasing land and buildings, constructing new buildings, remodeling and enlarging existing facilities, and in making grants to other church communities for their building projects. These expenditures totaled more than $47 million, and with participant funding contributions, Project Jubilee was responsible for more than $60 million in capital improvements to support ministries for many decades to come.

Meetings: Since the last Convention, the Standing Committee has regularly met monthly, except for the month of July, and as needed for limited agenda items. A quorum was present at each meeting.

Action Items: Standing Committee minutes were posted on the web after each meeting, and are incorporated by reference.

Highlights of Activities: • Received Nominating Committee Profile and reports on the Election of the XI Bishop of Utah • Received reports and discussed issues on diocesan and parish properties in Logan, Ogden, Hurricane, Randlett, St. George, Ivins, West Valley, Park City, East Carbon and Provo • Sent representatives to Diocesan Council and Commission on Ministry meetings • Participated in the Special Electing Convention for the XI Bishop of Utah • Consented to the ordination of eleven bishops diocesan and three bishops suffragan. Of particular note and joy were the consents for David E. Bailey for Navajoland and Scott B. Hayashi for Utah • Approved the ordination of one vocational and four transitional deacons • Approved a candidate for the diaconate • Acted on congregational status as directed by the 104th Convention • Participated in the Special Electing Convention for the XI Bishop of Utah

After working on the project for the past two years, the Diocesan Stewardship Education Team has completed Phase I of the development of our new website devoted to stewardship education. The website functions as an online resource library. Anyone can go to the website in search of information on a wide variety of stewardship-related topics, e.g., the relationship between stewardship and the Christian faith, how to conduct a stewardship banquet, and how to encourage understanding of stewardship among your parish’s children. The searcher will find articles on each of these topics as well as additional links to other web resources. The website is divided into two categories: resources for clergy and resources for lay leadership.

Phase II is to gain the input of the whole diocesan family. We would like to know what is helpful about the website and what could be improved. Furthermore, we hope you will send recommendations of other links and resources as you discover them. The vision is to see the diocesan stewardship education website continue to develop in the months and years to come as new resources are discovered and shared with the team.

Members: The Reverend Emil Belsky, the Reverend Jessica Hatch, the Reverend Canon Robin James, Howard Jorgensen, Carolyn Roll, the Reverend Rick Whittaker and Kari Butler

The Transition Committee was created to assist with the Walk Abouts for the four final candidates for Bishop; the electing convention for the 11th Bishop of Utah; helping to make a smooth transition for the outgoing Bishop as well as the incoming Bishop; communication to the Diocese of Utah about the Transition; the Consecration and the celebration of Carolyn Tanner Irish.

We began meeting in the spring of 2009 and in 2010 we held walk abouts in Salt Lake, Whiterocks, Ogden, Price and St. George the first week of May. These were a great opportunity for not only delegates to convention, but also the members of the Diocese of Utah to meet each candidate and ask questions of each of them. These walk abouts were successful due to the great leadership of Wim Ray and the congregations in the cities and towns we visited.

The Electing Convention was held on May 22, 2010 and at the convention we elected Scott Hayashi as the 11th Bishop of Utah. The convention was held at St. Mark’s Cathedral in Salt Lake and Carolyn Roll and her committee did an outstanding job making this a joyous occasion.

A celebration of the Rt. Rev. Carolyn Tanner Irish was held at the Episcopal Church Center on June 12th. This was a wonderful afternoon honoring Bishop Irish and all she has done for the Diocese of Utah. A gift of a book with photographs taken during her episcopacy was presented to her by the committee who put this event together: Kaye Jorgensen, Karen Pena, Mary Kay Williams and Kari Butler.

The summer months were spent focused on the Consecration which will take place at the Grand America Hotel on November 6, 2010. The committee co-chaired by Robin James and Rick Whittaker held many meetings to discuss the various details of this service including liturgy, inviting participants from the congregations, enlisting volunteers to head up the music and service portions of the ceremony. They worked closely with Bishop Carolyn and Bishop-Elect Scott to insure their needs/wants were and are met.

Throughout this process, Howard Jorgensen, the chair of the communications subcommittee, has worked closely with Craig Wirth and the parishes in the Diocese to make sure all members know about the process and how this transition not only affects them, but how to participate in the activities as well.

We have all enjoyed serving on the Transition Committee and were honored to be a part of this new chapter in the life of the Diocese of Utah.

FINANCE COMMITTEE According to the Canons of the Diocese of Utah

The Council shall provide for the appointment of the Finance Committee of the Diocese. The Finance Committee shall assist the Bishop and the Council.

The Bishop, with the advice of the Council, shall employ a qualified chief financial officer to direct the finance office of the Diocese in keeping full and complete financial records and in the preparation of reports. The chief financial officer of the Diocese shall be an ex officio member of the Finance Committee with seat and voice but without vote.

The chair of the Finance Committee shall be the Treasurer unless the Treasurer shall have delegated the chair to another member.

Duties:

In addition to other duties assigned to it by Canon, the Bishop, the Council or the Convention, the Finance Committee shall maintain general supervision of the financial affairs of the Diocese and the Corporation; provide for clarity and accuracy of the collection and disbursement of all funds, and cooperation between the various officers, corporate bodies, Diocesan committees and other entities, establishing its own rules therefore; and keep a record of its meetings, all of which shall be submitted regularly to the Council and annually to the Convention.

The Finance Committee shall act as advisor to the Bishop in financial matters and, upon request, as advisor to Parishes and Parochial Cures.

The Finance Committee shall see that appropriate annual audits of the Diocese, the Corporation, the Congregations and all Institutions are performed by qualified, independent auditing firms.

The Finance Committee shall see that adequate insurance is maintained upon all assets of the Diocese, including all real property owned by or held in trust for, the Corporation.

BUDGET COMMITTEE:

The Finance Committee shall serve as the budget committee of the Diocese, working with the chief financial officer to develop and propose each annual budget to the Council, pursuant to budget policies of the Diocese, and see that a budget system is introduced into all parishes and parochial cures.

Our goals for the year were to reinstate audits and get the budget done on time. We have had a very exciting and productive year. First, we finished putting together the 2010 budget that was started the year before. Second, we got started on the 2011 budget. Since we knew we would have fewer funds than last year to work with, we wanted to get started on it early in the year.

One thing that was important to me, as Diocesan Treasurer, was to reinstate audits of the parishes. Before the year is out, we will be putting together an audit committee to undertake this task along with the members of the finance committee. This committee has not been assigned as of yet, so the finance committee has done numerous audits. Finished, or under way, are: St. Barnabas, St. Stephen’s, Resurrection, St. Paul’s, SLC, St. Mark’s, Good Shepherd, St. Michael’s, Grace, St. Jude’s and St. Peter’s.

Charles Stuth and I put together another workshop for treasurers, clergy and finance people of the parishes. It was held on July 31, 2010. A small group attended and represented St. Barnabas, St. James and Resurrection. The subject matter dealt with payroll, taxes, policies and procedures of treasurers, etc. We are planning a couple of workshops for next year to continue training the parish treasurers and making them aware of the policies they are to be following.

Our work is defined from the canons and we strive to do it to the best of our ability.

Youth ministry in the Diocese of Utah strives to provide opportunities for young people to gather together for fellowship, service, and spiritual growth and to support parishes in strengthening their ministries with young people.

Some highlights from Fall 2009-Fall 2010: • Fall Youth Event 2009 – “Fall into Grace” – October 2-4, 2009 - at Camp Tuttle (20 junior & senior high youth). This theme explored the many ways to live a life “full of grace”. • Winter Retreat – “Random Acts of Kindness” – January 30 – 31, 2010 at Camp Tuttle (24 junior & senior high youth). The weekend focused on instilling an appreciation for practicing kind acts and offered time for winter fun, including snow shoeing, skiing and snowboarding. • Spring Youth Event – “Laugh Out Loud” – May 14-16, 2010 – Ascension St. Matthew’s in Price, UT (20 junior and senior high youth). This retreat utilized humor and laughter to enhance our relationship with God. The weekend included yard work at the church as a service project, followed by a hike in the beautiful Huntington Canyon and riding the waves at the wave pool. Bus transportation was included. • Provincial Youth Event 2010- Westminster College, Salt Lake City, UT- This event was cancelled due to a lack of registrations. The Episcopal Diocese of Utah had 8 youth that had committed to participating in PYE. • Fall Youth Event 2010 – “Season for Change” – October 1-3, 2010 – at Camp Tuttle. The fall retreat this year will enjoy the changing colors of fall in the mountains, while exploring the one constant in everyone’s life, change. • Parish Youth Leader dinners – November 14, February 20, and May 1 at the ECCU. These quarterly gatherings were started in fall 2008 to provide an opportunity for parish youth leaders to gather together for ministry support, resource sharing, and relationship building.

Upcoming events in 2010-2011: • Winter retreat – January 22-23, 2011 - at Camp Tuttle (grades 6-12) • Spring Youth Event – May 6-8, 2011 – location TBD (grades 6-12) • Parish youth leader dinner and discussion nights – November 13, 2010, February 19, 2011, and April 30, 2011 – at the ECCU, 6:00-8:00pm. • Episcopal Youth Event – June 22-26, 2011 – at Bethel University in St.Paul, Minnesota (for youth completing grades 9-12)

Ongoing Goals: • Continue to coordinate diocesan-wide events for junior and senior high youth • Continue to recruit camp counselors to staff the diocesan youth events • Maintain up-to-date contact information for youth ministry contacts at each parish • Maintain a diocesan database of youth at each parish and continue to expand youth and parent email lists to facilitate distribution of information • Continue to seek out youth ministry training opportunities to assist parish leaders in gaining skills and resources to improve their programs • Continue to be the contact person for youth ministry at the provincial and national level and coordinate participation in provincial and national events • Continue to support youth representatives at Diocesan Convention

• Specific Goals for 2011: • Facilitate gatherings for parish youth leaders for relationship building, ministry support, and resource sharing. • Facilitate participation in the Episcopal Youth Event at Bethel University in St. Paul, Minnesota from June 22-26, 2011 for youth that have completed grades 9-12. • Visit the congregations of the diocese, and meet with youth contacts, clergy, and parishioners to provide support for the youth programs and youth leaders. • Promote the Youth Poverty and Outreach Fund grants program to the youth leaders throughout the Diocese. • Promote Camp Tuttle’s summer camp program to the parishes and the community. • Provide a list of resources and training opportunities for parish youth leaders and parishes.
