The earliest examples of lamentations for the Imam have been from the family of the Holy Prophet SAW. These elegies are traced back to the ladies of the Prophet‟s household. Poems composed were recited in majalis, the gatherings to remember the events of Karbala. The Holy Prophet SAW, himself, is recorded as foretelling the martyrdom of his grandson Hussain AS at the time of his birth. In that first majlis, Imam Ali AS and Bibi Fatima AS, the parents of Imam Hussain AS , heard from the Holy Prophet about the martyrdom and wept. Imam Hasan AS, his brother, as he suffered from the effects of poison administered to him, spoke of the greater pain and agony that Imam Hussain would suffer in Karbala.

The great sacrifice made by Imam Husayn, the grandson of the Holy Prophet, on Āshura (the l0th of Muharram 61 A.H.) and the stead- fastness shown by him is a beacon light for everyone, who has faith in his mission and is keen for its success. When one studies the bewildering events of this incident, a number of questions arise in one's mind such as: What was the purpose of Imam Husayn's rising? Did he want to avoid taking oath of allegiance to Yazid or did he take this step in response to the invitation received from the people of Kufa? Did he wish, in the current terminology, to bring about a revolution? Did he know that he would be killed or was he under the impression that his life would be spared? Did he act according to a predetermined plan or took decisions in the light of every new development? When he received the news of the martyrdom of Muslim bin Aqil while he (Imam Husayn) was on his way to Kufa why did he suggest to his companions to go away and leave him alone, and thereafter why did he approach various persons to assist him? Why did he ask all his companions during the night of Āshura to go away but also sent Habib bin Mazahir to the tribe of Bani Asad to seek their help? Why did he seek help from Ubaydullah bin Hur Juafi in the palace of Bani Maqatil and why did he say to the sons of Aqil during the night of Āshura: "You should go away.

219 3o7g THE POLITICAL AND ADMINISTRATIVE ROLE OF PLANNING AND BUDGETING IN SAUDI ARABIA: ADAPTATION FOR RAPID CHANGE DISSERTATION Presented to the Graduate Council of the University of North Texas in Partial Fulfillment of the Requirements For the Degree of DOCTOR OF PHILOSOPHY By Mohammed S. A. Al-Kahtani, B.S., M.A, Denton, Texas December, 1989 Al-Kahtani» Mohammed Saeed A., The Political and Administrative Role of Planning and Budgeting in Saudi Arabia: Adaptation for Rapid Change. Doctor of Philosophy (Political Science), December, 1989, 276 pp., 20 tables, bibliography, 146 titles. This study examines the political and administrative role of planning and budgeting in Saudi Arabia. It demonstrates how they have contributed to lessening the political crises of distribution, participation, and penetration that confront developing countries. The study also investigates how these two bureaucratic processes have helped adapt rapid changes in a manner acceptable to the cultural milieu. In addition, the study explores the politics of planning and budgeting and identifies the roles various actors play. The evolution and institutionalization of planning and budgeting are examined through printed materials and interviews with planners and budgeters in the Ministries of Planning and Finance. In addition, a number of the Ulama. businessmen, former government bureaucrats, officials of key ministries and agencies, and media were interviewed in an attempt to understand how they interact in the politics of planning and budgeting. It was found that these two bureaucratic processes have opened the political process and have allowed greater participation, altered the means of income distribution, and enhanced the government capability to penetrate every segment of the society.

ISSN 1567- 214X. Keywords: Alou’s rule; Arabs' language; Modern Poetry; Electronic Encyclopedia ABSTRACT: The study aims at clarifying Alou's rules in Arabic; collecting the ideas of linguistics, grammarians, and others about alou; and revealing the forms of alou found in an Electronic Encyclopedia of modern poetry, especially in Ahmed Moharam's and Gobran Khalil Gobran's poetry. The methodology adopted in this study is the analytical descriptive approach. The most important results of the study are: occurrence of Alou in an electronic encyclopedia of modern poetry in Ahmed Moharam’s and Gobran Khalil Gobran’s poetry, in forms not mentioned by linguists, grammarians and others: such as min olouin, min olouwin, and min oulan; the addition of the preposition ela to alou in Moharam's and Gobran's poetry; and the separation, in Moharam's poetry, of one of alou's forms aalin and the preposition that precedes it by a noun that means all: koul. The study recommends that researchers should be encouraged to conduct further research and scientific studies on the verbal nouns.

Muslim historians’ accounts of this evolution are mainly the product of the analysis of events and interpretation of Quran verses rather than the stories and myths that reflect the method of this evolution. The present research, which was carried out based on references and textbooks using the descriptive and analytical method, aimed to explain the reason and the method of rejection of Islam by the habitants of Mecca in spite of their long history of worshiping Allah and believing in the values of the Hanif religion. According to the research findings, ignorance does not seem to have been an intellectual leap or depression influenced by regional changes.
