Box 1540, Jeddah 21441 Saudi Arabia FOREWORD The Islamic financial services industry has come of age. According to one estimate there are presently over two hundred Islamic banks and financial institutions all over the globe with total transactions valued at over 120 billion US dollars. A cursory look at these financial institutions and the nature of their operations reveals an interesting aspect of the growth of this sector. There does not seem to be much of a correlation between the number of Islamic financial institutions established in a given region with the size of the market that these institutions can potentially serve. For example, countries like Indonesia and India which together account for over one-third of world Muslim population do not score very high in terms of growth of the Islamic financial services industry. This may be due to a variety of reasons, which are often not rooted in economics. India with a population of over 150 million Muslims particularly lags behind with a near-total absence of organized Islamic banks and financial institutions. As such, the situation merits serious attention of researchers and scholars. The present study by Dr. Mohammad Ghous Ikhtiyaruddin Bagsiraj is an ambitious attempt in this direction. Notwithstanding the scant attention that Islamic banking has received from regulators and policy makers in India, small Muslim communities have taken initiative to establish a fairly large number of tiny and small institutions, often in the cooperative, informal and unorganized sector to serve local needs. The challenges confronting these institutions are many, further compounded by the absence of an appropriate legal and regulatory framework. Dr. Bagsiraj’s study undertakes a complete survey of these institutions that dot the map of India, concentrated in Muslim-populated regions. It provides very useful data and insight into the functioning of such community-initiated institutions. It evaluates their socio-economic performance and identifies their problems and prospects. The Center is pleased to publish this study that would help focus the attention of global Islamic financial community on the great potential that India offers in terms of growth of Islamic banking and finance. ' ABSTRACT India owes to Lala Har Dayal a great debt of gratitude. What he did intotality to his mother country is yet to be acknowledged properly. The paradox ridden Har Dayal - a moody idealist, intellectual, who felt an almost mystical empathy with the masses in India and America. He kept the National Independence flame burning not only in India but outside too. In 1905 he went to England for Academic pursuits. But after few years he had leave England for his revolutionary activities. He stayed in America and other European countries for 25 years and finally returned to England where he wrote three books. Har Dayal's stature was so great that its very difficult to put him under one mould. He was visionary who all through his life devoted to Boddhi sattava doctrine, rational interpretation of religions and sharing his erudite knowledge for the development of self culture. The proposed thesis seeks to examine the purpose of his returning to intellectual pursuits in England. Simultaneously the thesis also analyses the contemporary relevance of his works which had a common thread of humanism, rationalism and scientific temper. Relevance for his ideas is still alive as it was 50 years ago. He was true a patriotic who dreamed independence for his country. He was pioneer for developing science in laymen and scientific temper among youths.

It influenced almost all departments of the social life of the people. The Muslims had a marvelous contribution in their culture and civilization including architecture, painting and calligraphy, book-illustration, music and even dancing. The Hindus had no interest in history and biography and Muslims had always taken interest in life-history, biographical literature and political-history. Therefore they had an excellent contribution in this field also. However their most significant contribution is the bestowal of Urdu language. Although the Muslims came to the sub-continent in three capacities, as traders or business men, as commanders and soldiers or conquerors and as Sufis and masha’ikhs who performed the responsibilities of preaching, but the role of the Sufis and mash‘iskhs in the evolving and development of Urdu is the most significant. The objective of this paper is to briefly review their role in this connection. After 2010 Muslim predominant Azamghad of Uttarpradesh is being termed as ‘Athankghad’. During 2011 Bihar is colossally pub- licized as another Azamghad’ In fact many youths arrested allegedly for terrorism activities belonged to Darbanga, Samastipur and Madhubani of Bihar where Muslim population predominates. It is another issue that there were no charge sheets nor an- ything is proved of those arrested? When it relates to terrorism the media instead of investigating the truth, most of the time publishes stories for mere sensation. There are many other reasons for the publication of false stories in the media. Most of the reporters while reporting stories on terrorism instead of collecting the information from the investigating team or police head rely upon the smatter- ings doled out by hawaldars or constables. Another reason being carried over by the reports in the global media! Bhatkal Town is also a victim of such propaganda. Bhatkal town which remains peaceful otherwise, right from 1993 due to the machinations of the media attained notoriety.

Siraj* Edited by Dr Abdul Aziz Chair Professor Chair on Religious Minorities Centre for Study of Social Exclusion and Inclusive Policy National Law School of India University (NLSIU) Bengaluru 1 Introduction: That Muslims in India are educationally backward is now a fairly known and established fact. Several committees and commissions set up by the Union and State governments have amply demonstrated that unless some special measures are initiated, the community cannot attain parity in matters of social and economic development with mainstream population. Concern to this effect began to surface during the era of Prime Minister Mrs. Indira Gandhi when she announced the 15-point programme for the upliftment of minorities. Later, she had set up a committee to report the situation of the community headed by Dr. Gopal Singh. Still later, she had addressed a special letter to the chief ministers of the states to improve the state of waqf properties and draw plans for their development on commercial lines in order to make them a source of financial support for the ameliorative measures for Muslims. The Sachar Committee appointed by the Prime Minister Dr. Manmohan Singh statistically highlighted the educational and economic deprivation suffered by the Muslims in its voluminous report submitted in 2006. What stood out clearly was that illiteracy among general Muslims and deficient attainments among those who are fortunate to receive education, leave the community individuals without the requisite qualifications and skills to gain access to the sources of empowerment in an India on the road to modernisation, urbanisation and industrialisation.
