Directory 127 “WATER FOR WELFARE – AN UTTARAKHAND INITIATIVE” VIRTUAL CENTRE OF EXCELLENCE IN THE FORM OF FEDERATION OF EXISTING INSTITUTION FOR LEVERAGING HYDRO/ POWER/ WATER RESOURCES IN UTTARAKHAND A BACKGROUND NOTE The immense potential of water in Uttarakhand can be looked at in two ways based on end use for proper harnessing, management and utilization. • Consumptive uses, drinking water, irrigation, rain water water-harvesting for potable/non-potable uses, inland fisheries and industries. • Non-consumptive uses, hydro-power, power for cottage industries through water-mills, water sports/tourism etc. Need for a centre was felt and for this efforts were initiated by Chief Secretary, Dr.R.S. Tolia in Dec. 2003. • Thereafter a group piloted by Shri M. Ramachandran, Additional Chief Secretary suggested the concept of the Federation and worked out details of its structure. • Government of Uttarakhand issued an order on August 5, 2004 (Annexure-I) for establishing. Virtual Centre of Excellence in the form of “Federation of Existing Institutions in Uttarakhand for Leveraging Water/ Hydropower Resources” in Uttarakhand. IIT Roorkee agreed to provide the Secretariat for this in the beginning. The mandate for the Federation is to: • Address basic manpower issues relevant in a hydro potential rich State such as: - How to produce engineers, designers, environmentalists, social scientists of quality related to hydropower. - How to create and strengthen expertise in EIA. • Establish a constant process of dialogue among power entities, project organizations, academic institutions like Universities, Engineering Colleges, Polytechnics, ITIs etc. and provide for improved functioning. • Concentrate on design area so that the State develops in-house strength. • Facilitate revision of syllabus in the State’s technical institutions, keeping in view the requirements for obtaining accreditation. • Facilitate training for State Government’s engineers so that there is an immediate upgradation of their capabilities. • Organize training programmes for students and staff of technical institutions. • Set up networking facilities among all institutions. • Take up any other aspect relevant to better utilization of the water resources of the state. The Federation has two levels of participation for existing institutions having strengths and activities in development of water resources & its usage. • Core Group – Institutions with substantial involvement. • Associated Group – Institutions with limited involvement at present. The list is expendable and institutions are expected to move from one group to other. Accordingly 3 more users organizations viz. Forest Department, Jal Nigam and Jalagam Prabandhan have been added later. 2.0 FIRST MEETING (Nov. 22, 2004) First meeting of the Federation was organized on Nov. 22, 2004 at IIT Roorkee (Annexure-II). 1 It was emphasized by the Chair that manpower issues relevant to the state of Uttarakhand can be addressed to a large extent by pooling the strengths of existing institutions working in the area of water/hydropower. Accordingly the short and long term objectives of the federation are summarized as below: • Take Stock of available expertise and the short as well as medium term requirements of user organisations. • Provide a platform of Networking among the Institutions and a collaborative framework for harnessing water resources, taking up projects and developing water policy. • Some of the activities the federation may take up. - Establishment of database - Developing long term plans - Provide a knowledge bank in the form of a reference library. Thereafter a follow up meeting was convened by Additional Chief Secretary in Dehradun in Jan. 18, 2005. (Annexure-III) · It was agreed that a corpus of Rs. 1.0 crore will be released by Government of Uttarakhand of which the interest shall be used for meeting the recurring expenses of the Federation. · Rs. 1.00 lac each from Jal Nigam, UREDA, Jal Vidyut Nigam, Jalagam and UPCL will be released so as to make them active partners in the Federation. This will also go towards meeting immediate needs of the federation. · Preparation of syllabus of the new subjects/programme relating to water/hydropower will be the first priority. · IIT Roorkee will lead the effort in close coordination with Department of Technical Education. · Efforts will be made to initiate programmes during the vacation for upgradation of skills of the teachers/trainers. 3.0 SECOND MEETING (Feb. 15, 2005) Second meeting of the Federation was organized on Feb. 15, 2005 at Dehradun (Annexure-IV) in which this federation Virtual centre of excellence has adopted a name “Water for Welfare- an Uttaranchal Initiative”. · The Chair released the expertise and facilities compendium and Member Secretary requested all members to update the contents and fill up the gaps so that a revised edition could be released in the next two months · A proposal had been submitted by IIT Roorkee for developing curriculum for all levels of technical manpower and Director Technical Education had been asked to provide the funds to initiate this activity. 4.0 THIRD MEETING (Nov. 24, 2005) Third meeting of the Federation was organized on Nov. 24, 2005 at IIT Roorkee (Annexure-VI). A new web site (http://www.uttara.in/initiatives/wfw/intro.htm) has been launched for “Water for Welfare- an Uttaranchal Initiative” which has been hosted on Govt. of Uttarakhand Portal known as Uttara. The activities to taken up during the year 2005-06 under the initiative as it was discussed are : · Brain storming meetings proposed in February - March’ 2006 · Special publications on case studies and promotion material were proposed to be taken up especially for following – 2 o Rehabilitation of Tehri dam and lessons learnt o Effects of Tehri dam o Public perception of water and hydropower projects-problems and analysis – case of Bhillangana SHP o Sensitizing the masses and creating awareness for water conservation and avoidance wastage of water o Bench marks practices o Creating the case studies for rural power generation and distribution as entrepreneurial step · Networking of the institutions · Masters trainers for creating awareness 5.0 FOURTH MEETING (July 26, 2007) Fourth meeting of the Federation was organized on July 26, 2007 at Secretariat, Dehradun (Annexure-VII). Shri S.K. Das, Chief Secretary, Govt. of Uttarakhand emphasized the importance of water in human life and society and suggested enlarging the membership of user / participatory organizations by taking in to its fold specially those NGOs who are active in water related activities.
