Singapore Defence Minister Witnesses Combined Missile Firing in the Bay of Bengal Singapore Defence Minister Witnesses Combined Missile Firing in the Bay of Bengal 20 Nov 2018 Minister for Defence Dr Ng Eng Hen (centre) being briefed on the combined missile firing by the Republic of Singapore Navy and Indian Navy (IN) on board IN’s Deepak-class tanker, INS Shakti, during the 25th Singapore-India Maritime Bilateral Exercise. Minister for Defence Dr Ng Eng Hen visited the Singapore-India Maritime Bilateral Exercise (SIMBEX) today on the occasion of its Silver Jubilee. 1 Dr Ng, accompanied by Singapore Chief of Navy Rear-Admiral Lew Chuen Hong and Indian Chairman of Chiefs of Staff Committee and Chief of Naval Staff Admiral (ADM) Sunil Lanba, witnessed the conduct of multi-dimensional naval warfare by both navies, in particular the firing of an Aster missile from the Republic of Singapore Navy (RSN)'s Formidable-class frigate RSS Steadfast and a Barak missile by the Indian Navy (IN)'s Shivalik-class frigate INS Satpura. Dr Ng said that the exercise was testament to the strong and long-standing naval relations between Singapore and India. "This exercise has been hugely successful…the fact that our missiles have hit their targets, gives us great confidence and this interoperability, this ability to work with one another and to learn from one another, is valuable. But not as priceless as the trust we share, as beliefs in common good and what we are achieving together," he said. This year's SIMBEX is conducted from 10 to 21 November 2018 in the Andaman Sea and the Bay of Bengal, with close to 30 participating assets from the RSN and IN. This is the largest number of assets from both navies thus far. SIMBEX started in 1994 and this year marks 25 years of SIMBEX. Over the years, SIMBEX has grown in scope and complexity, expanding beyond its traditional emphasis on anti- submarine warfare to incorporate elements of maritime security, anti-air, and anti-surface warfare. Apart from SIMBEX, the Singapore and Indian navies interact regularly through a range of activities, including professional exchanges, staff talks, and training courses. As part of his visit, Dr Ng also visited Port Blair yesterday, where he was briefed on the IN facilities by Commander-in-Chief of the Andaman and Nicobar Command Vice Admiral Bimal Verma. Dr Ng also met with Lieutenant Governor of the Andaman and Nicobar Islands ADM (Ret) Devendra Kumar Joshi. For extra‐regional powers, the Indian Ocean has for decades fulfilled the role of an important transit corridor But Sardar KM Pannikar rightly said, “While to other countries, the Indian Ocean is only one of the important oceanic areas, to India it is a vital sea. Her lifelines are concentrated in that area, her freedom is dependent on the freedom of that water surface. No industrial development, no commercial growth, no stable political structure is possible for her unless her shores are protected...” Therefore, there is a realisation across the spectrum that the challenges, opportunities and roles the Indian Ocean provides, need to be discussed seriously in the light of the fragile security environment in the region. It is very heartening to note that a wide galaxy of writers have focused on important themes and other related issues in their writings and comments, for this special issue of FPRC Journal on Indian Ocean. We express our heart-felt thanks to our contributors who have shared our sentiments and accepted our invitation to enrich the contents of the Journal. They are always our source of strength. • Navy News Week 47-1
NAVY NEWS WEEK 47-1 26 November 2017 Yemen’s Houthis threaten to attack warships, oil tankers if ports stay closed Yemen’s armed Houthi movement said on Sunday it could attack warships and oil tankers from enemy countries in retaliation against the closure of Yemeni ports by a Saudi-led military coalition last week Saudi Arabia has blamed the Iran- allied Houthis for firing a ballistic missile towards Riyadh airport on Nov 4. Two days later, the Saudi-led coalition responded by closing access to Yemeni ports, saying this was needed to stop arms reaching the Houthis. The United Nations says the closure could cause a famine in Yemen that could kill millions of people if ports are not reopened. “The battleships and oil tankers of the aggression and their movements will not be safe from the fire of Yemeni naval forces if they are directed by the senior leadership (to attack),” the Houthis’ official media outlet Al Masirah said on its website, citing a military commander. Yemen lies beside the southern mouth of the Red Sea, one of the most important trade routes in the world for oil tankers, which pass near Yemen’s shores while heading from the Middle East through the Suez Canal to Europe. The Houthis, fighters drawn mainly from Yemen’s Zaidi Shi‘ite minority and allied to long-serving former president Ali Abdullah Saleh, control much of Yemen including the capital San‘aa. The Saudi-led military alliance is fighting in support of the internationally recognised government of President Abd-Rabbu Mansour Hadi, who is based in the southern port of Aden.
