http://www.gloria-center.org/2011/08/the-religious-opposition-in-algeria-2/ THE RELIGIOUS OPPOSITION IN ALGERIA August 21, 2011 gloria-center.org This article provides an analytical discussion on the religious opposition in Algeria, exploring the conditions and conflict-prone effects of the movement. Through historical analysis, the study reveals that the Islamist opposition in Algeria is to some extent value-driven, but it is mostly a reaction to undesirable local conditions, especially economic distress, widespread poverty, and unjust distribution of national wealth. Thus, the article suggests that positive actions be taken to deal with these issues if the religious opposition is to be successfully managed in Algeria. INTRODUCTION One of the clearest aspects of the post-Cold War era is the rise of religion as a social and political movement around the globe, and, by extension, the growing number of religiously-driven conflicts. This trend appears to be more evident in the Middle East, although it is not limited to this particular region. The secular governments in the Middle East have been frequently challenged, sometimes quite seriously, by Islamist oppositions that want to establish a state based on religious rules. The clash between government forces and militant Islamists often resulted in severe casualties, in which many innocent people, foreigners, as well as fighting sides themselves became victims. In order to manage religious opposition and cope with its conflict-prone effects, it is necessary to understand the nature of such opposition. Algeria offers a valuable case study, since although the country–unlike many Middle Eastern countries–has no tradition of early Islamic revivalism, the secular government was seriously challenged by political Islamism in the 1990s and only survived with the help of the military. -

WHO IS IN CHARGE? ALGERIAN POWER STRUCTURES AND THEIR RESILIENCE TO CHANGE Isabelle Werenfels* Since the ascendance of Abdelaziz Bouteflika to the presidency in 1999, there has been a debate – both in Algeria and among scholars observing the country – to which degree Bouteflika, a civilian, has managed to emancipate himself from the generals that brought him into power, and to what extent Algeria’s power structures have actually changed in the past decade.1 Bouteflika’s first term (1999 to 2004) was dominated by highly visible power struggles between the president and a number of influential generals, including the head of intelligence, Mediène, and the head of the general command, Lamari. These struggles abated after the president’s re-election in 2004. Since then, there has been a number of indications that Bouteflika succeeded in expanding his range of manoeuvre and thus his power by building his own networks of patronage in politics, the civil administration and the economy – most of which are based on regional affiliations (the west of the country where the president’s family stems from) and on loyalties dating back to the revolution. He placed key allies in important positions in the ministry of defence and the general command. He rid himself of influential generals at the présidence, and brought in one of his brothers, Said, as an advisor, who has now become a powerful player behind the scenes. In 2005, he apparently concluded a deal with his opponents in the military: the president granted them impunity from persecution for crimes committed during the civil war (1992-1999) in the Charte pour la paix et la réconciliation nationale. -

After rising nearly 11 percent from 2007 to 2008, the number of food-insecure people in the developing countries analyzed by ERS researchers is estimated to rise to 833 million in 2009, an almost 2-percent rise from 2008 to 2009. Despite a decline in food prices in late 2008, deteriorating purchasing power and food security are expected in 2009 because of the growing fi nancial defi cits and higher infl ation that have occurred in recent years. Food-insecure people are defi ned as those consuming less than the nutritional target of 2,100 calories per day per person. Highlights • On 4 January 2011, OTH sold its entire shareholding in Orascom Tunisia Holding and Carthage Consortium through which OTH owned 50% of Orascom Telecom Tunisia (“OTT”). As a result the proportionate consolidation of OTT during Q4 is no longer applicable under IFRS as it renders the entity an investment held for sale, and consequently a discontinued operation under IFRS rules. Highlights Total subscribers surpassed 82 million, an increase of 15% over the same period last year, after the exclusion of Alfa, Mobinil, koryolink and Powercom Ltd. subscribers for comparative purposes. Revenues reached US$ 899 million1, showing an organic* growth of 10% compared to 1Q 2011, as a result of strong organic GSM revenue growth of 10%. EBITDA reached US$ 433 million1, showing an organic growth of 10% compared to the same period last year, mainly driven by operational excellence and capital efficiency measures across the board, resulting in organic GSM EBITDA growth of 11%. Group EBITDA margin stood at 48.2%, an improvement of 1.7 p.p. compared to the same period last year. EBITDA margins for the major subsidiaries were: Djezzy 59.9%, Mobilink 42.2%, and banglalink 34.0%. Net Income before minority interest for the quarter stood at US$ 120 million, while profit from continuing operations improved by 83% compared to the same period last year, as a result of profitable growth coupled with operational excellence and capital efficiency strategies implemented during the last year. -
