TITLE COVID-19 Situation Report SERIAL NUMBER 01 EPID-WEEK 18 DATE 30 April 2020

Highlights:  One index case was reported on 27 April 2020, and confirmed on 29 April 2020 in LGA  Strengthening collaboration between State Epidemic Preparedness and Response (EPR) committee and State Rapid Response Team (SRRT) with the State Task Force (STF) on COVID-19 prevention and Control  Conducting regular State COVID-19 response coordination meetings- and providing technical support to LGA RRTs, in collaboration with partners, on coordination and monitoring of response activities at LGA level as well as community engagement and resource mobilization.  SMOH, SPHCMB, WHO, Action Against Hunger (AAH) and partners completed training and capacity building for 12 LGAs -including 10 high-risk and border LGAs in the state (Damaturu, , Nguru, Bade, , Yunusari, Machina, , , and Fika LGAs)  Conducted training for 84 Clinicians in State Specialist Hospital (SSH) and Yobe State University Teaching Hospital (YSUTH) Damaturu Isolation Centres on COVID-19 Case Management and Infection Prevention and Control (IPC) - including training on basic and advanced life support.

Epidemiological Summary:  One index case was reported on 27 April 2020, and confirmed on 29 April 2020 in Damaturu LGA  53 contacts were line listed and 1 samples was collected  As at 29 April 2020, 5 alerts were investigated and 2 samples collected  Two contact tracing teams have been trained and deployed to conduct case investigation.

THEMATIC PILLAR UPDATES

Coordination:  State RRT, SPHCMB, WHO, Action Against Hunger (AAH) Nigeria and partners completed training and capacity building for 10 high-risk and border LGAs in the state (Damaturu, Potiskum, Nguru, Bade, Geidam, Yunusari, Machina, Gujba, Gulani, and Fika LGAs)  Conducting regular State COVID-19 response coordination meetings- and providing technical support to LGA RRTs on coordination and monitoring of response activities at LGA level as well as community engagement and resource mobilization.  Strengthening inter-pillar collaboration across all 8 thematic pillars of the COVID-19 response  Conducting advocacy on resource mobilization, and to traditional and community leaders on poor compliance and leakage of interstate border closure in high-risk LGAs.  Strengthening collaboration between technical working groups and the State Task Force (STF), and strengthening community and security sub-sector collaboration to improve enforcement of intestate border closure across all high-risk and border LGAs.

Surveillance and Epidemiology:  Printed and distributed case definition and COVID19 tools to 10 high-risk LGAs RRTs and major health facilities across the state  Conducted training for 2 contact tracing teams who have been deployed in Potiskum, Damaturu, Nguru, Bade and other high-risk LGAs  With State RRT, WHO, Action Against Hunger (AAH) Nigeria, the surveillance team completed training and capacity building for 12 LGAs RRTs in high-risk and border LGAs…

Point of Entry (POE):  Established screening points in Potiskum, Nguru, and Damaturu Points of Entry (POE) in Collaboration with Local Government Teams, and provided them with devices, PPEs, and IPC commodities to screen and monitor truckers from other high-risk states in the country.  Conducted training for environmental health staff and volunteers in Potiskum and Nguru to scale-up screening at the POE between Yobe and Bauchi, Jigawa and Gombe states  Conducted tracking of persons from Lagos, Abuja, Kano, and Port Harcourt, who do not show symptoms, and advised on self-isolation, hand hygiene, and general social distancing measures  Conducted fumigation and decontamination of Dazigau Quarantine center, and the transit camp at state stadium, Damaturu for safe Quarantine of Almajiris being deported from various parts of the country to Yobe  POE is collaborating with residents and community leaders on protecting their communities, and reporting of violating vehicles traversing interstate borders through their communities.

Risk Communication and Social Mobilization:  Conducted ward to ward sensitization on COVID-19 prevention and control in collaboration with the network of Yobe State Civil Society Organizations and community support  Screening/Sensitization of over 85 passengers which they spend 3 days in Damaturu main motor park in Collaboration with SEMA  Conducted supportive supervision and monitoring of COVID-19 activities supported by DFID(UK) funded Lafiya project  NERI with supported and funding from USAID printed and distributed 30,000 copies of IECs materials as well as Posters and banners on COVID-19 prevention and control across the state  In collaboration with POE team, risk communication team conducted screening of people before entrance into Sunday Market in very high-risk LGAs- Damaturu and Potiskum LGAs

Case Management:  Conducted training for 84 Clinicians in State Specialist Hospital (SSH) and Yobe State University Teaching Hospital (YSUTH) Damaturu Isolation Centres on COVID-19 Case Management and Infection Prevention and Control (IPC) - including sessions on Basic and Advanced Life Support. This was conducted by SMOH in collaboration with WHO and DFID(UK) funded Lafiya project  SMOH and WHO commenced 2-day training for 55 isolation center support in Damaturu on basics case management patient handling and IPC  Printed and distributed WHO/NCDC Case Management and IPC guidelines to the isolation centers  UNICEF, AAH Nigeria, and IRC donated basic drugs, medical consumables for prepositioning and use in the isolation centers

 SMOH provided accommodation and supporting feeding and incentives for the trained isolation center staff in SSH Damaturu.

Infection Prevention and Control (IPC):  Distributed PPEs and IPC commodities for use in the SSH and other isolation facilities  Conducted fumigation and disinfection quarantine facilities and isolation areas in high-risk LGAs and POE  Established new innovative hands-washing points in major health facilities and public places across the state.  In collaboration with LGAs, and State Sanitation Board, IPC committee mobilized 40 additional staff and volunteers from high-risk LGAs to support IPC activities- Orientation is planned for next week.  Engaged with the Ministry of Religious Affairs (MORA) and community leaders on the identification and training of burials teams on Safe and dignified burial  In collaboration with RUWASA, the team mobilized 10 drums of chlorine power, knap-sacking sprayers and spraying machines to support case management, contact tracing, POE, and risk communication teams. Laboratory and Diagnostic Support:  Conducted [suspected] case investigation (in collaboration with the Surveillance team) and collected various samples for testing in Abuja and Maiduguri NCDC- accredited Laboratories. So far, one out of 5 samples investigated returned positive.  Conducted 2-day online training for 15 Laboratory focal persons on sample collection, packaging, and transportation.  SMOH in collaboration with WHO conducted training for SSH Laboratory staff as part of efforts to establish Molecular Laboratory in SSH Damaturu.  Mobilized additional Viral Transport Media (VTM), sample containers, and other Laboratory equipment to improve COVID-19 response capacity.

Logistics and Operational Support:  Supported procurement, documentation, and storage of COVID-19 materials by the State government and documented donated from North East Development Commission (NEDC), Private donors and partners  Distributed COVID-19 items to all 17 LGA health departments and supporting other thematic pillars (Surveillance, POE, Case Management and IPC, etc.) with logistics management and supplies.  Mobilized all staff at the Central Medical Store (CMS) to be part of the team at the warehouse for the COVID-19 operations to ensure smooth and continuous operations.  Engaging key partners such as UNICEF and Lafiya project on provision of Oxygen cylinders and capacity building for Logistics and CMS staff on Outbreak logistics management

 Conducted assessment of Central and Zonal stores as well as isolation center stores for rehabilitation and upgrade to support proper prepositioning and logistics management of COVID-19 response commodities.

NEXT STEP(S): • State to request sample collection kits from NCDC Abuja • Recruit and train additional contact tracing teams to intensify contact tracing • Continue capacity building for isolation center health support staff • Continue close monitoring of identified contacts.
