Wijeyaratne It is my privilege and pleasure to pen this message of felicitation for the flagship event in our annual calendar – the Annual Research Symposium. Teaching, research and scholarship are the fundamental constituents that reveal the quality and relevance of any seat of higher learning. The Annual Research Symposium of our university provides an ideal opportunity to highlight the research capability and potential of our own academic staff and students. This year’s symposium portrays these attributes with a greater magnitude in scope and outlook, by being conducted as the culmination of the two key events of the Asian Universities Alliance (AUA). The University of Colombo is the only Sri Lankan university among the fifteen-member consortium that comprises this esteemed alliance. Our university has the added privilege of holding the Executive Presidency in 2019, which brings with it the responsibility of hosting the Executives’ Meeting and the Youth Forum of the Alliance. Our symposium this year is centred around the chosen theme “Health and Well-Being” that serendipitously provides the perfect platform to celebrate the 150th anniversary of the birth of this institution in the form of the Ceylon Medical College. Therefore, the symposium and the AUA events that are occurring simultaneously give us an opportunity to truly celebrate our university and its potential. Almost all the events are scheduled to take place within the university precincts, with College House – a symbol of our cultural heritage – as the focal point. Our events are strengthened by the support and collaboration of the Ministry of Higher Education and the World Health Organisation. This indeed has raised the bar of our academic profile with a clear validation of the relevance of our outputs from a national context. We are honoured by the presence and participation of the Presidents and key decision makers of the best universities in Asia, who are our partners in the AUA. 1 Their contributions have added value to our programmes. It is my fervent wish that the initiatives taken at these fora will not be confined to fostering closer ties between our institutions, but will also lead to effective networking and more productive collaborations that would benefit the wider society in which we live and serve. I also take this opportunity to felicitate the organizing team of academics, researchers, administrators and students, so ably led by Chairperson Prof Naazima Kamardeen and by the administrative lead for research and development Ms Tharushika Pathiranage, and the multitude of administrators and support staff alike. I thank our sponsors and well-wishers, chief among them our alumni. This annual event showcasing the research capabilities of our staff has taken a new dimension this year, as it coincides with the Executives Meeting and Youth Forum of the Asian Universities Alliance, which our University is proud to host. The Goals and Objectives envisaged in the Corporate Plan could not be fully achieved due to the financial and other constraints faced during the period. The second Corporate Plan for the period 2006-2010 was prepared with the participation of Senior Academic Administrators, Senior Academics and the Senior Administrative and Financial Officers under the guidance of the Management Frontiers (Pvt) Ltd., a firm of consultants. This Plan together with its activities and implementation plan was constantly reviewed based on the activities undertaken. This constant review had led to the revision of the Corporate Plan. From the time I took over the Office of the Vice-Chancellor in January 2008, the Rector, Deans, Directors, Heads of Academic Departments and Senior Administrative and Financial Officers periodically met and evaluated the Goals, Objectives and targets achieved.

These changes are significantly observed from the rapid conversion of rural area to peri –urban or urban areas. The changes in land use associated with urban development affect flooding in many ways. The increase in artificial surfaces due to urbanization causes an increase in flooding and flash flooding frequency due to poor infiltration and reduction of flow resistance.Kesbewa Located at 20 km from Colombo, Kesbewa Urban Council (KUC) with its 152,657 inhabitants is rapidly being developed and urbanized. Historically, Kesbewahas been an agricultural area endowed with the excess water resources of the bordering Bolgoda lake. A relatively large area of paddy lands can still be found in its lower-lying zones. However, as a result of the continuous growth of Colombo and expansion of the urban boundaries of Colombo Metropolitan Region, Kesbewa Urban Council became an attractive residential area for commuters, now hosting over 244,000 inhabitants (2012 census) on 49 km2 of land. Many of the agricultural areas were gradually converted to non-agricultural areas, resulting in about 60% of the land now being used for residential purposes and related amenities.

Financial Statements 1.1 Presentation of Financial Statements The financial statements for the year under review had been presented to audit on 30 March 2012 and the financial statements for the preceding year had been presented on 04 July 2011. The report of the Auditor General for the year under review was issued to the Chairman of the Council on 30 November 2012. 1.2 Opinion In view of the comments and observations appearing in my report, I do not express an opinion on the financial statements of the Kesbewa Urban Council for the year ended 31 December 2011 presented for audit. 1.3 Comments on Financial Statements 1.3.1 Accounting Deficiencies The following matters are observed. (a.) The overdraft of the cash book amounting to Rs.15,940,916 as at 31 December 2011 had been entered in the trial balance as Rs.15,737,992. (b.) The stamp revenue paid to the Council in 2009 was Rs.32,329,841. The Provincial Commissioner of Revenue had deducted this amount while paying the stamp revenue for the year under review. However, the stamp revenue deducted had been accounted as receivable and the allowances paid amounting to Rs.20,730 had been accounted as expenditure of the previous year. (c.) The value of 04 tractors, 07 trailers, 04 computers, 02 televisions, 01 hand tractor, 08 garbage disposal hand carts and 01 wheel chair donated to the Council had not been accounted for.
