Cross-Border Oil and Gas Pipelines: the Intersection of Politics, Geography, and Energy Markets CROSS-BORDER OIL AND GAS PIPELINES: THE INTERSECTION OF POLITICS, GEOGRAPHY, AND ENERGY MARKETS by Miyeon Oh A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland November, 2015 © 2015 Miyeon Oh All Rights Reserved ABSTRACT The emerging trend of cross-border oil and gas pipelines in Eurasia has immense geopolitical and energy market implications. With the changing landscape of global energy markets, both key consuming and producing states have strategic reasons to forge new transit routes and diversify supply lines with new overland (or undersea) pipelines. This dissertation examines what brings countries into binding cross-border oil and gas pipeline deals and why some proposed pipeline projects materialize quickly while others do not. It aims to provide a more systematic explanation of how politics and energy markets are interconnected in the choice of supply routes and of how political and economic factors play out interactively in decisions regarding cross-border pipeline projects. The dissertation employs statistical analysis and case studies to advance the hypothesis that, in addition to market considerations, the successful launch of a cross- border pipeline project and the speed of the deal depend on geopolitical factors, political alignment between host country governments, and pipeline ownership structure. The statistical analysis tests this argument through the dataset I constructed of all existing and proposed cross-border oil and gas pipelines in the world. The dissertation then examines four case studies: (1) the completed Eastern-Siberia Pacific Ocean (ESPO) oil pipeline from Russia to China; (2) the planned Altai and Power of Siberia pipelines, designed to bring gas from Russia to China; (3) the completed Baku-Tbilisi-Ceyhan (BTC) pipeline carrying Caspian oil to West from Azerbaijan via Georgia and Turkey; and (4) the planned Southern Gas Corridor (SGC) pipelines, designed to bring Caspian gas to Europe from Azerbaijan via Georgia, Turkey, Greece, Albania, and Italy. The dissertation finds that geopolitical factors profoundly shape energy relations and affect the likelihood ii of successful pipeline deals and their speed regardless of the degree of economic incentives involved in the project. Second, the degree of political alignment between host countries and the ownership structure of pipelines likely determine the success of cross- border pipeline deals. Third, the political-economic arrangements among host countries affect the likelihood of successful pipeline deals and their speed more significantly in the field of natural gas than in oil. Polycyclic aromatic hydrocarbons (PAHs) is a major ecological environment pollutant, especially in water pollutants. In this paper, we assessed the ecological risk of water in the petroleum exploitation area in Daqing oil field. The concentration of naphthalene in the water samples of study area is the basic data, and Hazard Quotient (HQ) is the major method for our assessment. According to the analysis of the amount of naphthalene, the ratio coefficient and the space distribution characteristic in the study area, and deducting quotient value of naphthalene hazard spatially with Spatial Extrapolation Toolkit, we used contour lines to complete the preliminary assessment study on aquatic ecological risk in the region.

What do conflicts over environmental implications of these projects and inclusiveness reveal about the prospects for democratic environmental governance in this region? This work is centred on two case studies, the Baku-Tbilisi-Ceyhan oil pipeline and the Vlora Industrial and Energy Park. These are large energy projects supported by the governments of Azerbaijan, Georgia and Albania, and by powerful international players such as oil businesses, multilateral development banks (MDBs), the European Union and the United States. Analysis of these cases is based on interviews with representatives of these actors and civil society groups, narratives by investigative journalists, as well as the relevant academic literature. I argue that the environmental governance of energy projects in the post-communist context is conditioned by the interplay of actors with divergent visions about what constitutes progressive development. Those actors initiating energy projects are shown to generally have the upper hand in defining environmental governance outcomes which align with their material interests. However, the cases also reveal that the interaction between civil society and MDBs creates opportunities for society at large, and for non-government organizations who seek to represent them, to have a greater say in governance outcomes – even to the point of stopping some elements of proposed projects.

Cambrian units are composed of of feldspar- quartz sandstone, siltstone, shale and limestone and contain abundant Afaciacyathus sp., Bensocyathus sp., Robustocyathus yavorskii, Archaeocyathus yavorskii(Vologalin), Ethomophyllum hinganense Gu,o and other fossils. Ordovicain units consist of feldspar-quartz sandstone, siltstone, fine-grained sandstone and phylitic siltstone, and interlayered metamorphosed muddy siltstone and fine-grained sandstone with brachiopods, corals, and trilobites. Total thickness ranges up to 4,370 m. Basin unconformably overlies the Argunsky metamorphic terrane.

Brief Analysis he Republic of Azerbaijan, a secular, predominately Shii-populated state, will hold presidential elections on T October 15, 2003. The state borders Iran, produces significant quantities of oil and gas, and conducts a pro- American foreign policy. The capital, Baku, maintains extremely close ties with Turkey, including military cooperation, and is friendly to other U.S. allies, including Israel. The imminent presidential elections represent a turning point for Azerbaijan because the current president, Heydar Aliyev -- who has led Azerbaijan through most of the last three decades -- is not a candidate. The leading candidates are Ilham Aliyev (Azerbaijans current prime minister, son of the current president, and former first vice-president of the state oil company) and Isa Gambar (a leading opposition figure who heads the Musavat Party). Over the last decade, Washington has had remarkable success in establishing a U.S. presence in the Caspian region in various spheres (e.g., economic, political, military). Neither of the main presidential candidates is expected to alter Azerbaijans primary foreign policy decisions; the countrys pro-American orientation will continue regardless of the election results.
