WVMA Endorses Legislative, Supreme Court Candidates
Contact: Rebecca McPhail, WVMA President Phone: (304) 767-5189 // Email: [email protected] FOR IMMEDIATE RELEASE October 2, 2018 WVMA Endorses Legislative, Supreme Court Candidates CHARLESTON, W.Va. ─ The West Virginia Manufacturers Association has endorsed a bipartisan list of 70 candidates for legislative office and made endorsements in races for the West Virginia Supreme Court of Appeals. Regarding the legislative races, the mix of incumbents and new candidate endorsements represents those whose political philosophy is aligned with the best interests of West Virginia’s manufacturers, said WMVA President Rebecca McPhail. “Regardless of party affiliation, our endorsements reflect the results detailed in our AssembleWV legislative scorecard and how candidates responded to our survey,” McPhail explained. “WVMA members have unique policy needs that are not always the same as other segments of the business community. I encourage candidates to reach out to us for a conversation about our needs regardless of whether they earned our endorsement.” AssembleWV, a political advocacy organization affiliated with the West Virginia Manufacturers Association (WVMA), scored members of the 83rd Legislature for their actions on several pieces of legislation during the 2017 and 2018 legislative sessions. As the scorecard explains, the bills used to measure legislator performance were weighted based on their importance to manufacturers, regardless of whether the bills passed. Scores ranged from 100 percent down to 17.6 percent. All lawmakers can access the scorecard and are encouraged to contact the WVMA with questions. For the Supreme Court endorsements, the WVMA endorsed candidates its members believe will be most faithful to the West Virginia Constitution, will avoid judicial activism and will restore integrity and public trust in the state’s highest court, McPhail said. -

Campaign Finance in the 21st Century Logan Bush West Virginia Citizens for Clean Elections Executive Summary The 2010 Citizens United v. FEC. Supreme Court case, in which the court ruled in favor of corporate funding of independent political advertisements, has altered the campaign financing landscape in the country. These large independent political organizations, super PACS, can raise and spend unlimited sums of money and use these funds to support as many candidates as they see fit. After three election cycles we are beginning to see the impact of the Citizens United ruling in the Mountain State. In 2014, over $2.7 million was spent on legislative races in West Virginia. Contributors to super PACs range from local and national political parties, trade unions, and major industry leaders. Money spent by super PACs on legislative races increased nearly 5 times from 2012 to 2014. Super PACs have grown more sophisticated in each election cycle since the Citizens United ruling and state governments are lagging behind in their regulation of them. A majority of states do not require super PACs to disclose how their money is being spent on the candidate that they refer to in their expenditure form. In addition to this, many super PACs have harmless-sounding names that give the impression they are run by grassroots movements. This can make it difficult for the average voter to know the source of many of the ads they see during an election cycle. Many of the super PACs in West Virginia have connections to the coal industry in one way or another and as a result, their preferred candidates pass or attempt to pass bills that favor the industry. -

OPEN ViewPDF.io State legislative seats that changed party control, 2018 PRIMARY ELECTIONS FEDERAL ELECTIONS STATE ELECTIONS LOCAL ELECTIONS VOTER INFORMATION On November 6, 2018, 6,073 seats were up for election across 87 of the nation's 99 state legislative chambers. As a result of the elections, control of 508 seats was flipped from one party to another. 2018 State Democrats gained a net 308 seats in the 2018 elections, Republicans lost a net 294 seats, and third legislative elections party and independent candidates lost a net 14 seats. At least one flip occurred in every state except Louisiana, Mississippi, New Jersey, and Virginia, which did not hold state legislative elections in 2018. « 2017 2019 » New Hampshire had 77 seats flip, the most of any state. Sixty-seven of those seats flipped from Republicans to Democrats, seven from Democrats to Republicans, two from third party legislators to Republicans, and one from a third party legislator to a Democrat. Maine followed with 26 flips, including 16 Republican seats to Democrats, two Democratic seats to Republicans, three Republican seats to third party candidates, and five third party seats to Democrats. The only other state with more than 20 flips was Pennsylvania, with 19 Republican seats flipping to Democrats and three Democratic seats flipping to Republicans. Six state legislative chambers flipped control in 2018, including both chambers of the New Hampshire General Court, the state senates of Colorado, Maine, and New York, and the Minnesota House of Representatives. -
