Badlands National Park – North Unit Environmental Assessment U.S. Department of the Interior National Park Service Badlands National Park, North Unit Pennington and Jackson Counties, South Dakota Black-Tailed Prairie Dog Management Plan Environmental Assessment August 2007 Badlands National Park – North Unit Environmental Assessment National Park Service Prairie Dog Management Plan U.S. Department of the Interior National Park Service Black-Tailed Prairie Dog Management Plan Environmental Assessment Badlands National Park, North Unit Pennington and Jackson Counties, South Dakota Executive Summary The U.S. Department of Interior, National Park Service (NPS) proposes to implement a comprehensive black-tailed prairie dog management plan for the North Unit of Badlands National Park where prairie dog populations have increased from approximately 2,070 acres in 1979 to 6,363 acres in 2006, or 11% of the approximately 60,000 acres of available suitable habitat. The principal objectives of the management plan are to ensure that the black-tailed prairie dog is maintained in its role as a keystone species in the mixed-grass prairie ecosystem on the North Unit, while providing strategies to effectively manage instances of prairie dog encroachment onto adjacent private lands. The plan also seeks to manage the North Unit’s prairie dog populations to sustain numbers sufficient to survive unpredictable events that may cause high mortality, such as sylvatic plague, while at the same time allowing park managers to meet management goals for other North Unit resources. Primary considerations in developing the plan include conservation of the park’s natural processes and conditions, identification of effective tools for prairie dog management, implementing strategies to deal with prairie dog encroachment onto adjacent private lands, and protection of human health and safety. -

1 Lands of the Lakota: Policy, Culture and Land Use on the Pine Ridge Reservation Joseph Stromberg Senior Honors Thesis Environmental Studies and Anthropology Washington University in St. Louis 2 Abstract Land is invested with tremendous historical and cultural significance for the Oglala Lakota Nation of the Pine Ridge Indian Reservation. Widespread alienation from direct land use among tribal members also makes land a key element in exploring the roots of present-day problems—over two thirds of the reservation’s agricultural income goes to non-Natives, while the majority of households live below the poverty line. In order to understand how current patterns in land use are linked with federal policy and tribal culture, this study draws on three sources: (1) archival research on tribal history, especially in terms of territory loss, political transformation, ethnic division, economic coercion, and land use; (2) an account of contemporary problems on the reservation, with an analysis of current land policy and use pattern; and (3) primary qualitative ethnographic research conducted on the reservation with tribal members. Findings indicate that federal land policies act to effectively block direct land use. Tribal members have responded to policy in ways relative to the expression of cultural values, and the intent of policy has been undermined by a failure to fully understand the cultural context of the reservation. The discussion interprets land use through the themes of policy obstacles, forced incorporation into the world-system, and resistance via cultural sovereignty over land use decisions. APPENDIXF THREATENED AND ENDANGERED SPECIES CORRESPONDENCE INTRODUCTION Forest Service policy regarding Biological Evaluaitons is summarized in Forest Service Manual (FSM) 2672.4. The intent of the Bilogical Evaluation process is to assess the potential impacts of propsed management activities, and ensure that such activities will not jeopardize the continued existence of: 1. Species listed, or proposed to be listed, as Engangered or Threatened by the U. S. Fish and Wildlife Service and 2. Species designated as sensitive by the Regional Forester. AFFECTED ENVIRONMENT Project Area The Sioux Ranger District proposes to update allotment management plans for 11 domestic livestock allotments on National Forest System lands in the North and South Cave Hills and East Short Pine land units. The decision associated with this proposal and analysis wi" determine where livestock can graze, when grazing wi" occur and what specific guidelines will be established to regulate the intensity (timing and duration) of grazing. The analysis area includes about 17,700 National Forest acres. The climate is continental and semi-arid, with large seasonal and daily temperature variations being common. Most of the rainfall during the summer is from thunderstorms; flash flooding can occur form the more severe thunderstorms. Streamflow is erratic with most streams being intermittant in nature. Ecological units include hardwood draws, Ponderosa bench and slope, upland, rolling, and table top grassland, rockland, and rimrocks. Detailed information regarding plant community composition and location is found elsewhere in the environmental analysis for this proposed action. Field surveys have been conducted within or adjacent to the project area by Linda Spencer, Kim Reid, Jeff DiBenedetto, and Tim McGarvey during the 2001 field season (s). -

Data from marine sediments suggest that deposits from two asteroid impacts (one close, one far away) may be preserved in the Badlands. These impact- generated deposits may represent late Maestrichtian events or possibly the terminal K-T event. Interpretation is supported by paleontological correlation, sequence stratigraphy, magnetostratigraphy, and strontium isotope geochronology. An Ecological Model to Classify and Monitor Mountain Plover Nesting Habitat on Grasslands in Colorado
AN ECOLOGICAL MODEL TO CLASSIFY AND MONITOR MOUNTAIN PLOVER NESTING HABITAT ON GRASSLANDS IN COLORADO Daniel W. Uresk, USDA Forest Service, Rapid City SD 57701 ABSTRACT A multivariate statistical model based on vegetation and soil surface characteristics was developed to classify and monitor mountain plover (Charadrius montanus) habitat groupings and nest selection. Data were collected on the shortgrass prairie, Pawnee National Grassland, Colorado. Vegetation and soil surface characteristics were sampled from late April to early June of 1999 and 2000 during the nesting season. Samples were collected on random sites in 43 sections and at 54 nest sites within adjacent townships. Random data were clustered into three habitat groups consisting of high, mid and low nesting habitat. Key variables in the model for classifying and monitoring nest habitat were percent bare ground, percent canopy cover for blue grama (Bouteloua gracilis) and buffalograss (Bouteloua dactyloides). The three nest habitat groupings were quantitatively identified with an estimated 97 percent accuracy. The model classified the 54 mountain plover nest sites as either high, mid or low nesting habitat. High mountain plover nest preference (39 nests) for bare ground was 46 percent, with blue grammar 27 percent and buffalograss at 2 percent (n = 39 nest sites). Mid classified nests (12) selected 23 percent bare ground, 60 percent blue grama and 1 percent buffalograss. Three nests were classified as low nesting habitat, which exhibited 25 percent bare ground, 41 percent buffalograss and 17 percent blue grama. Mountain plovers selected nest sites that had short plant structure, a mean visual obstruction reading (VOR) of 0.25 cm at nesting and ranged from 0 to 1.6 cm. -
