in 21 FIRES AND FIRE FIGHTING (cont.)

Water cans are furnished for each tent or lodge site. Keep them filled at all times. Add water each day to run them over, as it will help prevent mosquito breeding. Fire buckets and Indian pumps are for fire fighting only. They are not for water battles. If they have to be used, refill them promptly.

The Fire Guard Chart is to be posted, followed and SIGNED by 9:00 a.m. every morning to verify to camp health and safety inspectors that the inspection of fire guard equipment has been conducted. Failure to sign the Fire Guard Chart will result in an unsatisfactory mark for that day’s campsite inspection. No fires shall be left unattended at anytime, anywhere in camp. A red fire water drum is in each site. It must be kept full of water and ready for fire fighting at all times.

CAMP-WIDE EMERGENCIES

In the event of a camp emergency, Scouts will hear continuous ringing of the bell, continuous sounding of the siren, and announcements over the public address system. Upon hearing this, all Scouts should report to their campsites, the Scoutmaster should take roll, and the SPL and one other Scout should be sent to Headquarters to notify camp officials that all are present. They will receive any additional instructions at Headquarters. Scouts should remain in their sites until the emergency is over (until the bell stops ringing).

HARD COVER ALERT: In the event of severe weather, a hard cover alert may be sounded. This is indicated by FIVE RINGS of the BELL followed by FIVE BLASTS of the SIREN, followed by a pause and then repeated. Upon hearing the hard cover alert, Scouts should report to the nearest, most secure roofed structure, and should remain there until the threat of a storm is over.

LIQUID FUELS

Stoves and lanterns requiring use of gasoline or kerosene may not be used in camp. LP gas lanterns and stoves may be used by adult leaders but not near tents.

Morning Grace - “Gracious Giver of all good, Thee we thank for rest and food. Grant that all we do or say, in Thy service be this day.”

Noon Grace - “Father, for this noonday meal, we would speak the praise we feel. Health and strength we have from Thee; help us Lord to faithful be.”

Evening Grace - “Tireless Guardian on our way, Thou has kept us well this day. Whilewe thank Thee, we request, care continued, pardon, rest.”

Meals are made available to visiting Scouters provided the camp is given four hours notice. Sorry, we can not provide meals for parents, spouses, and other visiotrs. Health regulations require that anyone entering the dining hail must have shoes and a sleeved shirt.

CAMP COMMISSARY

The Camp Commissary, at the back of the kitchen, is set up to provide food for demonstrations, troop and patrol cookouts, patrols cooking their meals outdoors and evening snacks. Many troops have made it traditional to have a late evening snack sometime during their stay in camp, serving hot dogs, watermelons, marshmallows, etc. Let us know your needs and we will do the buying for you, giving your troop the advantage of quantity buying power. Menus for cookout meals must be turned in by 5:00 p.m. on Monday! Pizzas will be available after 8 p.m., with 24 hour notice from the Horseshoe kitchen. First come, first served. A nominal fee will be charged.

RIFLE AND SHOTGUN RANGE

Safety is stressed at all times on the range. Training and firing will be under the supervision of a qualified adult range officer. No personal rifles or shotguns are allowed in camp. Troop shoots are offered Monday through Friday from 9:00 a.m. to 10:00 a.m. at Camp Horseshoe. Troop sign-ups will be accepted at the Tuesday evening Scoutmasters program planning conference and Monday morning with the shooting sports director.

(H) KINDNESS CENTER - HORSESHOE

This building was donated by the S.P.C.A. and was named for the sixth point of the , as a reminder for all Scouts to be kind to animals. Kindness Center houses the Handicraft Department, offering all kinds of craft opportunities, in the lower part of the lodge. The upper level is used for rainy day activities; indoor campfires, games and stage shows. 31 32 TENTATIVE SCHEDULE

It is not practical to complete in advance, a full program for the troop’s week in camp. Start your program planning by making a list of all the things your troop would like to do in camp. Use the advancement objective sheet, things to do list and advancement requirements as working guides and include other fun types of activities, Most “finalizing” can be accomplished at the Tuesday evening leaders planning meeting during the week prior to arrival in camp (or on another night during that week if unable to make the Tuesday meeting). The camp staff will be available at all times to assist you and your troop in planning a full program.

SPECIAL PROGRAMS FOR SENIOR SCOUTS

Beginning in 1994, we plan to offer 2 limited senior Scouts programs which will consist of a sailing experience at Camp Rodney, Del-Mar-Va Council, BSA, Northeast, Maryland and an Adventure By Choice (modified COPE) at West Chester University.

SAILING ADVENTURE PROGRAM

A one day, overnight sailing outpost will depart weekly (every Wednesday) for Rodney Scout Reservation’s Sailing Base and on to a sailing cruise program to Elk Neck State Park. This is an opportunity to Senior Scouts selected by the troop Scoutmasters’ to taste the challenge of the Chesapeake Bay.*

Training provides for several sailing merit badge requirements which may be fulfilled, based on Rodney aquatic staff instruction and approval.

*NOTE: Selection choices by adult leadership should be completed before troop arrives in camp to avoid peer conflict. Troop membership should be informed prior to camp as to goes on the sail program. Those who are selected should be chosen on the basis of exceptional past and future service to the troop. 33

Chesapeake Challenge Sailing Outpost Adventure - Explore the open waters of the Chesapeake Bay on a sailing vessel (22’ 0- Day, Flying Scott or Chrysler boats). This is an overnight long program instructed by fully certified BSA aquatics instructors. Hands-on instruction on sailing, navigation, and weather will take place during an evening and early a.m. sail down the Chesapeake Bay. You will set up an overnight camp at the Elk Neck State Park Anchorage and prepare your meals over a cooking fire. Rodney provides all necessary gear, except sleeping bags and mess kit. Includes a campfire and cracker barrel. In the morning you will break camp and return to the sailing base. Sneakers (light colored soles) must be worn at all times during this activity. (Dark soles will mark the decks.) Aqua socks are not permitted!!

This program is designed for Scouts at least 14 years of age. Prerequisites for this experience include BSA swimmer classification, swimming and lifesaving merit badge and the presentment of a current Class 3 BSA health form at check-in. This form requires a physical examination by a medical practitioner within 12 months of camp date.

Space is limited to 14 Scouts and 1 adult leader (Rodney provides 1) per week and filled on a first come basis. Fee is $30.00 per person.

Rodney Scout Reservation, Northeast, Maryland. a 900 acre property with the Chesapeake Bay as its western boundary, is about 7 miles south of Interstate 95. The camp opens on June 27 and closes on August 14.

The camp’s unique and outstanding features are its sailing programs on the open waters of the Chesapeake Bay with a large variety of sailing craft, and its nature and ecology program, which is conducted by faculty and staff of Delaware State College and enjoys frequent visits by experts in various disciplines. A High Adventure sailing program, developed for Venture and Explorer Scouts, invites campers to meet the challenges of the Chesapeake Bay in a week-long intensive program.

Wednesday 2:15 p.m. - Depart Horseshoe Scout Reservation en route by van to Northeast, Maryland.

3:15 pm. - Arrive Rodney Scout Reservation; check in at Brown Lodge, Camp Rodney headquarters; roster, medical forms, ‘RedJWhite/Blue” swimmer’s tags will be collected and kept on file while encamped. All leaders and Scouts must be qualified in Safe SwimDefense and Safety Afloat (Rodney aquatics staff prepared to instruct).

By 3:30 p.m. - Van continues to Fisherman’s Cabin parking area (look for anchor) and sailing base. 34

STANDARD TROOP AWARD

Awarded to troops with at least two natural patrols OR 50% of their natural patrols in camp, all of which must qualify for Standard Patrol Awards and other requirements as shown on the application in the back of this book. (The award is a large shield plaque.)

To develop and maintain camp tradition and spirit. — To promote Scout camping. (It reaches its highest effectiveness when it functions as a part of the unit’s camping program.) To crystalize the Scout habit of helpfulness into a life purpose of leadership in unselfish service to others.

The Order of the Arrow, W.W.W,, serves not only to recognize and promote excellence in camping but also to perform worthwhile projects of camp improvement.

SCOUTER ELIGIBILITY

Once each year, troop committees have the opportunity to nominate one of their adult members to membership. Participation in the Ordeal Ceremony is expected.

However, lodge members in the unit have a vote as well as nonmembers. Before the election, the OA team must secure from the unit leader, verification that at least 50% of the registered active unit membership is present. All eligible Scouts who receive votes from at least 50% of those who turn in ballots are elected. In the event that no one is elected, a second vote may be held immediately, and the result of this vote will be fmal. The election team members determine the maximum number of names a voter may list on his ballot by reading the following: 46
