Irish Review Fall 06 The Irish Review A quarterly publication for the Vancouver College Community Issue 4 September 2006 Construction of New Facilities Alumni To Start Homecoming Game September 16th, 11:45 am - 5:00 pm Opening season home game is September 16th, O'Hagan Field versus cross town rivals Saint Thomas More Knights. Kick off is at 1:30. This is a game not to be missed! All alumni and families are invited to join us in the hospitality tent east side of O'Hagan field for a complimentary barbeque lunch starting at 11:45am to 1:15 pm plus gift packages for all alumni attending the game. Classmates can plan to meet at the alumni tables in the beer garden from 12:00 pm to 4:00 pm. Make your connections there and enjoy music provided by our very own VC Jazz band. Join us in the hospitality tent, sign in and leave a note for friends, register for the Irish Online, look up graduates in the alumni directory, and obtain information on Vancouver College and Alumni Association programs. Please RSVP your attendance by calling 604.261.4285 ext 265 or email [email protected] Thanks to the generosity and vision of a small group of individuals who have provided the seed money, construction starts this month on the new facilities at Vancouver College. The funds received provide for the completion of the Science Centre with its state-of-the-art super lab at the Centre plus four senior science classrooms, greenhouse, and computer room. It will also cover the construction cost of the building envelopes for the Performing Arts Hall, the new additional gymnasium with adjoining Fitness centre and change rooms. With over half of the budgeted $10.1 million expansion to our college raised to date, we are confident we can raise the rest to fully complete the project by Fall 2007. The winning bid for construction of the new facilities came from Heatherbrae Construction, a family owned and operated company established by Michael Knight in April, 1990. Heatherbrae, which originated in Vancouver, BC and has since spread throughout the province and neighbouring Alberta, has on its team over 100 years of combined experience in construction, estimation and management. The company is known as a general contractor with a special interest in building and renovating schools and is currently working on projects at Little Flower Academy and Our Lady of Perpetual Health. Construction will take approximately fourteen months till completion. For weekly updates on the construction please go to the VC website at www.vc.bc.ca after September. INTRODUCTION The virtual institutionalization of military service since World War II, as a normal part of the life of every young American, a fact which shows little sign of change in the near future, has made military law, once the exclusive domain of a handful of specialists in the Judge Advocate General's Corps, a matter of interest to every lawyer in the United States, and an area of special concern to that large growing pool of young lawyers facing active duty or reserve training at home. Within the ambit of this field, a neglected but significant area of inquiry is the legal duty owed to a subordinate by his superiors. Stated from another viewpoint, what pro- tection does a subordinate have against the acts of superiors, and what are the acts which the law protects him against? From time to time in recent years, we can see from the daily press that superior officers have been criticized and even court-martialed for violation of the rights of their subordinates.

While this is a time of sadness and uncertainty for us within the Diocese, it is a great honour for Bishop Richard to be named the Archbishop of Winnipeg and we join in offering congratulations and prayers for him in his new ministry. During this time of transition, Bishop Richard, although no longer Bishop of the Diocese of Victoria will continue as Diocesan Administrator. The Office of Vicar General and Episcopal Vicar cease, as do the positions of those on the Council of Priests. The Chancellor, the Judicial Vicar, and the College of Consultors continue to serve their mandate until a new Bishop is appointed. ... it is a great honour for Bishop Richard to be named the Archbishop of Winnipeg and we join in offering congratulations and prayers for him in his new ministry. “When Bishop Richard assumes the duties of his new position in Winnipeg, the College of Consultors will meet to choose a Diocesan Administrator. This priest will continue to serve his role until such time as our new Bishop takes Office. His role will be, as the title indicates, to administer the Diocese until the new Bishop arrives and he will work in close collaboration with the members of the College of Consultors and the Chancellor.
