TRAFFIC ORDERS – BURLINGTON GARDENS AND OLD BURLINGTON STREET

INTRODUCTION OF RESTRICTED PARKING ZONE, AND AMENDMENTS TO PARKING PROVISIONS AND WAITING AND LOADING RESTRICTIONS

BACKGROUND

Westminster City Council, with a funding contribution from the New West End Company, has developed proposals for a high-quality public realm scheme in Burlington Gardens. The proposals are intended to improve pedestrian movement and safety along the length of the road and emphasise the importance of Burlington Gardens as the public forecourt to the northern entrance of the .

The design of these measures continues the aesthetics of the completed public realm improvements in New Bond Street, which lie at the south-western end of Burlington Gardens. The associated traffic management proposals (set out below) will extend the New Bond Street Restricted Parking Zone throughout Burlington Gardens up to its junction with Vigo Street.

On 29th June 2020, the Head of Parking considered and approved a report under his delegated powers allowing consultation on traffic management measures to:

(a) introduce a Restricted Parking Zone (RPZ) which would restrict waiting and loading “at any time” throughout Burlington Gardens (without any visible yellow road markings), except in three designated goods vehicle loading bays on the north-west side of the road: · outside Nos. 3 to 5 Burlington Gardens (15.5 metres); · outside No. 7 Burlington Gardens (10 metres); and · adjacent to No. 1 New Bond Street (14.5 metres) – the existing loading bay adjacent to this property would be removed;

(b) remove all existing residents’ parking places and a redundant diplomatic parking place from Burlington Gardens to create a more open streetscape;

(c) relocate the taxi rank outside the Royal Academy of Arts, No. to the north-west side of the road, adjacent to No. 1 New Bond Street;

(d) introduce a “Blue Badge” disabled persons’ parking place outside No. 1 Old Burlington Street;

(f) extend the pay-by-phone parking place outside No. 30 Old Burlington Street south- eastward by 5.5 metres (1 bay);

(g) extend the residents’ parking place outside Nos. 3 to 9 Old Burlington Street north- westward by 4 metres; and

(h) shorten the residents’ parking place outside No. 1 Old Burlington Street by 9.5 metres at its south-eastern end.

The proposals would result in an overall gain of one taxi rank and one “Blue Badge” disabled persons’ parking place, and an overall loss of four pay-by-phone parking bays, nine residents’ parking spaces and one diplomatic bay (which is no longer required).

Following the publication / posting of press and street notices during July 2020 and consultation with frontagers and other key parties on the proposed measures, five responses were received, as detailed in the Appendix to this report. The extent of the letter consultation included two Ward Councillors, five local residents’ associations, 39 statutory bodies and 263 frontagers.

RECOMMENDATION

It is recommended that, following consideration of the responses to the consultation, the Traffic Orders be made as proposed to facilitate the implementation of the scheme, as shown on Drawing No. 70043758-WSP-P01-DR-HI-1203 Rev S1-P01.

(a) With regards to the proposed Restricted (a) The proposed Restricted Parking Zone Parking Zone, is there a timed limitation on vehicles (RPZ) would prohibit vehicles from waiting or waiting / loading in this area, i.e. 10 or 30 minutes? loading / unloading in Burlington Gardens at all times (i.e. 24 hours a day / 7 days a week). The only exception to this prohibition would be for goods vehicles using the three proposed goods vehicle loading bays for loading and unloading activities. This means that, apart from goods vehicles using the designated loading bays, the only two vehicular activities that would be generally permitted in the RPZ would be (1) driving through the zone and (2) picking up or dropping off passengers.

(b) Will there be restrictions on waiting and (b) Vehicles would only be permitted to wait in loading times in the goods vehicle loading bays? the loading bays for loading / unloading of goods, including necessary administrative tasks such as notifying the recipient of their arrival and obtaining signatures for delivery, etc. The loading bays would be available for loading / unloading by goods vehicles at all times but there would be a 20-minute maximum stay applied to these bays to encourage turnover. In addition, the same goods vehicle could not return to the same loading bay within 1 hour of leaving that bay.

The existing footway width outside No. 3 is generally between 1.9 and 2 metres, not including the basement lights. The proposed footway width would be between 2.2 and 2.5 metres adjacent to the goods vehicle loading bay (not including the basement lights) and up to around 5 metres in width to the immediate north-east of the loading bay.

There would be a small gain in footway width alongside the proposed goods vehicle loading bays outside Nos. 3 and 7 Burlington Gardens and a significant gain in footway width overall on the north-west side of the road between and for the benefit of pedestrians.
