Wszolek, B.A., M.A. ***** The Ohio State University 2007 Dissertation Committee: Approved by Brian Pollins, Adviser Daniel Verdier Adviser Randall Schweller Graduate Program in Political Science ABSTRACT The assertion that clear signaling prevents unnecessary war drives much of the recent developments in research on international crises signaling, so much so that this work has aimed at identifying types of clear signals. But if clear signals are the only mechanism for preventing war, as the signaling literature claims, an important puzzle remains — why are signals that combine both carrot and stick components sent and why are signals that are partial or ambiguous sent. While these signals would seemingly work at cross-purposes undermining the signaler’s goals, actually, we observe them frequently in crises that not only end short of war but also that realize the signaler’s goals. Through a game theoretic model, this dissertation theorizes that because these alternatives to clear signals increase the attractiveness, and therefore the likelihood, of compliance they are a more cost-effective way to show resolve and avoid unnecessary conflict than clear signals. In addition to building a game theoretic model, an additional contribution of this thesis is to develop a method for observing mixed versus clear signaling strategies and use this method to test the linkage between signaling and crisis outcomes. Results of statistical analyses support theoretical expectations: clear signaling strategies might not always be the most effective way to secure peace, while mixed signaling strategies can be an effective deterrent. -

C.NORTHROPt WORLDsurvival and progress in an atomic epoch depends on an effective international law. Yet several recent students of the subject conclude that any further attempt to improve international relations by legal means is not merely unrealistic and impractical, but also likely to result in more harm than good. Is this to be the final verdict? The purpose of this inquiry is to answer this question by analyzing the major contemporary theories of jurisprudence and their bearing on international law. LEGAL POSITIVISM Legal positivism delimits the subject matter of law to the cases and proposi- tions in law books and to the legal institutions which apply those propositions. In domestic law this restriction of the law to the positive law has been found wanting. Dean Roscoe Pound's strictures against this "give-it-up" philosophy are well known.1 Justice Holmes' and Brandeis' pragmatic conception of law as a social instrument for facing and resolving social problems rather than running away from them is now a commonplace. Increasingly important is Myres McDougal's observation that not merely British legal positivism but also American legal realism leave one with a type of law which is incapable of meeting either the opportunities or responsibilities of the contemporary world.2 It has remained, however, for a legal positivist, P. E. Corbett, to give the final reductio ad absurdurn to such a system of jurisprudence in his Law and Society in the Relations of States.3 Consider, for example, the theory of auto-limitation introduced by Jellinek to account for legal obligation in international law. -

At the core of U.S. trade law is an under-studied structural dichotomy. On the one hand, well-established statutory authorities enable the President to eliminate trade barriers through negotiations with U.S. trading partners. On the other hand, different, lesser-known authorities allow the President to erect trade barriers on an exceptional basis where necessary for U.S. economic security. Rather than thinking of free trade as a source of or tool for economic security as political theorists long have, our law codifies these authorities as though they are in contrast to one another-allowing departures from the free trade norm when security so demands. Further, the two categories of authorities suffer from a mismatch in what I call "trade delegation disciplines": While Congress kept tight controls on the President's free trade negotiations, it abandoned controls on the exceptional, security-driven authorities, empowering the executive to handle U.S. trade interests in an unbridled way that our nation's Founders feared. This Article is the first to identify how trade law has exceptionalized security. It develops an original typology of the categories of congressional delegations that constitute our exceptional trade apparatus. This structural account delivers both positive and normative payoffs. -

THE COPENHAGEN TEMPTATION: RETHINKING PREVENTION AND PROLIFERATION IN THE AGE OF DETERRENCE DOMINANCE Francis J. Gavin Mira Rapp-Hooper What price should the United States – or any leading power – be willing to pay to prevent nuclear proliferation? For most realists, who believe nuclear weapons possess largely defensive qualities, the price should be small indeed. While additional nuclear states might not be welcomed, their appearance should not be cause for undue alarm. Such equanimity would be especially warrantedWORKING if the state in question PAPER: lacked DO other attributesNOT CITE of power. OR Nuclear acquisition should certainly notCIRCULATE trigger thoughts of WITHOUT preventive militar PERMISSIONy action, a phenomena typically associated with dramatic shifts in the balance of power. The historical record, however, tells a different story. Throughout the nuclear age and despite dramatic changes in the international system, the United States has time and again considered aggressive policies, including the use of force, to prevent the emergence of nuclear capabilities by friend and foe alike. What is even more surprising is how often this temptation has been oriented against what might be called “feeble” states, unable to project other forms of power. The evidence also reveals that the reasons driving this preventive thinking often had more to do with concerns over the systemic consequences of nuclear proliferation, and not, as we might expect, the dyadic relationship between the United States and the proliferator. Factors 1 typically associated with preventive motivations, such as a shift in the balance of power or the ideological nature of the regime in question, were largely absent in high-level deliberations. -

E-mail: [email protected] With a number of controversial publications behind him and not least his book, The Tragedy of Great Power Politics, John J. Mearsheimer has firmly established himself as one of the leading contributors to the realist tradition in the study of international relations since Kenneth Waltz’s Theory of International Politics. Mearsheimer’s main innovation is his theory of ‘offensive realism’ that seeks to re-formulate Kenneth Waltz’s structural realist theory to explain from a struc- tural point of departure the sheer amount of international aggression, which may be hard to reconcile with Waltz’s more defensive realism. In this article, I focus on whether Mearsheimer succeeds in this endeavour. I argue that, despite certain weaknesses, Mearsheimer’s theoretical and empirical work represents an important addition to Waltz’s theory. Mearsheimer’s workis remarkablyclear and consistent and provides compelling answers to why, tragically, aggressive state strategies are a rational answer to life in the international system. Furthermore, Mearsheimer makes important additions to structural alliance theory and offers new important insights into the role of power and geography in world politics. Steinberg Department of Government Department of Political Science Cornell University University of Oregon [email protected] [email protected] FIRST DRAFT: August 5, 2014 THIS DRAFT: December 3, 2014 Is International Relations Relevant for International Money and Finance?* This paper investigates whether the discipline of international relations (IR) has contributed to international monetary and financial policy, and how it might do so more effectively. Using data from the Teaching, Research & International Policy (TRIP) surveys of policymakers, scholars, and academic journals, we show that IR research on money and finance remains a small fraction of all published IR research, and IR research on this issue rarely provides concrete policy prescriptions. This is unfortunate because scholars and policymakers agree that international money and finance are central concerns for contemporary policy. We suggest that the paucity of policy-oriented IR research on money and finance is largely a consequence of the relative success of economics in providing policymakers with the tools they need to understand economic policy problems, but that this is exacerbated by disciplinary incentives within the IR community. Increasing the policy relevance of academic IR research on money and finance will require changes to scholarly practice, and greater effort to capitalize on the complementarity of IR and economics. WORLD WAR II IN CONTEXT World War II was the greatest war in world history. Some 35-60 million people died in this enormous global conflagration. This vast war closely followed the most elaborate and hopeful effort ever made to design a peaceful world--the 1919 Versailles peace. Never before had world leaders sought so consciously to use their power to shape a peaceful world as they did in 1919. And never has the world seen such violence as it did in Versailles' aftermath. In contrast, the peace that emerged in 1945 was undesigned yet proved far more durable. What does this say of our capacity to engineer a more peaceful world?1 II. WAR & REMEMBRANCE: HOW ILLUSIONS REPLACED REALITY IN EUROPE'S MEMORY OF THE FIRST WORLD WAR (See Holger Herwig, "Clio Deceived...") Sometimes losers write history. They did here, and sold this history to the winners. The world paid dearly for the German-authored Great Social Science Experiment of 1898-1918. (The experiment destroyed the laboratory!) But then someone falsified the lab notes. III. NATIONAL POLICIES AND IDEAS A. Germany: 1. Germans practiced creative history. Weimar-era (1920's) German schools & scholars told and believed lies about: a. The origins of WWI--"The Entente powers encircled Germany and instigated the war!" b. The causes and responsibility for Germany's defeat--"the Jews and the socialists did it!", not Ludendorff and the superhawks.
