(INFORMATION ON CYCLONE HUDHUD) 12th October 2014 Current Situation

Information on Very Severe Cyclonic Storm “HUDHUD”:Cyclone Warning-Sixteen (RED MESSAGE) for South Coast and Post Landfall Outlook for districts of South Interior Odisha:

The Very Severe Cyclonic Storm ‘HUDHUD’ over westcentral moved west- northwestwards with a speed of about 15 kmph during the last 06 hours and lay centered at 1130 hours IST of 12th October 2014 near latitude 17.6ºN and longitude 83.2ºE, close to and about 270 km Southwest of Gopalpur.The system is crossing the coast.

Forecast : Rain/Thundershower would occur at most places over Odisha during next 48 hours.

Heavy R/F Warning : Heavy to very heavy rainfall at a few places with extremely heavy rainfall at one or two places over districts of Malkangiri, , Rayagada, Nawarangpur, , Gajpati, Kalahandi, ,Khurda,,Nawapara,Boudh,Bolangir, Sonepur and Phulbani of South Odisha during next 24 hours. Heavy to very heavy rainfall at one or two places in districts of North Odisha during same period and heavy to very heavy rainfall at a few places in districts of North Odisha in subsequent 24 hours.

Advice for hoisting Storm Warning Signals: Local Cautionary Signal Number Three (LC-III) kept hoisted at all ports in Odisha.

Likely impacts and actions: Squally wind speed reaching 80-90 kmph gusting to 100 kmph would prevail along & off South Odisha coasts .Sea condition would be very rough to high along and off South Odisha Coasts.

Action Suggested: South Odisha coasts- (Ganjam, Gajapati,Rayagada,Koraput and Malkangiri districts) Damage to thatched huts. Breaking of tree branches causing minor damage to power and communication lines. Uprooting of small trees. Damage to agricultural crops. People in affected areas to remain at safe places on 12th October,2014

Fishermen Warning :- Total suspension of fishing operations along and off Odisha Coast.Fishermen are advised not to venture into sea.

Post Landfall Outlook:- Even after landfall the system would maintain the intensity of very severe cyclonic storm for 6 hours and gradually weaken into a cyclonic storm in subsequent 6 hours while moving northwestwards across south interior Odisha and Chattisgarh. Under its influence rainfall at most places with heavy falls at a few places would occur over south Odisha and isolated heavy to very heavy falls over north Odisha. Gale wind speed reaching 100-120 kmph gusting to 130 kmph would also prevail for 6 hours after landfall and 80-90 kmph gusting to 100 kmph for subsequent 6 hours over Ganjam, Gajapati, Rayagada,Koraput and Malkangiri districts of Odisha. Squally winds speed reaching 55-65 kmph gusting to 75 kmph would also prevail for next 12 hours after landfall over rest districts of south Odisha.

Other Updates

 The collectors of eight districts – Koraput, Malkangiri, Nabarangpur, Rayagada, Gajapati, Ganjam, Kalahandi and Kandhamal have been on the job to shift people from vulnerable areas to safe places.3.5 lakh people, including those living in the coast of Ganjam are being evacuated and the district authorities have been asked to start a free kitchen. They have also been asked to stock adequate quantities of dry food. As cyclone and flood situations are new for the tribal population in these districts, the administration is facing difficulty convincing the people to shift.

 The five districts that are likely to be affected are Malkangiri, Gajapati, Koraput, Rayagada and Ganjam, where rainfall could exceed around 250 mm in 48 hours. Apart from south Orissa, officials are also worried heavy rainfall in the upper catchment areas of Mahanadi River in neighbouring . The state government on Saturday opened 15 sluice gates of Hirakud dam, which regulate the flow of Mahanadi water in Sambalpur.

 In Malkangiri district, about 8,000 people were evacuated by 11th evening. Efforts to evacuate some of the areas bordering were hampered due to adequate number of pucca houses in the region. Moreover, some of the villages are reported to be Maoist strongholds. “There is lot of movement of Maoists in the cut-off areas these days.

 In Koraput, about 500 people had been evacated to safe shelters in Maoist-affected Narayanpatna block by afternoon. Distrct Collector Yamini Sarangi said four blocks — Pottangi, Nandapur, Lamtaput and Boipariguda — were expected to be affected. “A nodal officer has been appointed in each block to monitor the situation,” she said.Ganjam administration planned to shift about 1.5 lakh people to shelters on Sunday.

 Malkangiri, which is likely to the worst hit, is experiencing heavy rainfall and strong winds have been reported from it. One ‘kuchha’ house at Gudguta village was damaged as a tree fell on it but there was no report of any casualty from anywhere in the district.

 Two persons were reported missing after a rescue boat capsized in Khola river in Rajnagar area of Odisha’s district.

 The government has deployed 25 units — 15 of NDRF and 10 of ODRF, each comprising 40 personnel, besides fire service men in vulnerable places in different parts of the state. With Cyclone Hudhud roaring towards the Odisha coast, the state government on Saturday began evacuating people from vulnerable areas to minimise casualties even as two flights and 39 trains on the route were cancelled. Meanwhile, the armed forces too were getting ready for disaster relief operations.

 The IMD has asked the state governments to suspend all fishing operations in the area of influence of the cyclone. It has recommended extensive evacuation from coastal areas of north Andhra Pradesh, from the districts of East Godavari, Visakhapatnam, and Srikakulam. It has advised people in south Andhra Pradesh and south Odisha to remain in safe places.

 The IMD has warned that the sea condition along the coast of Andhra Pradesh and Orissa is likely to be very rough till Sunday and a storm surge of about 1-2 metres could inundate low-lying areas of coastal Andhra Pradesh.

 While human casualties are not expected due to the massive evacuation, power and telecommunication lines will be uprooted, leading to widespread disruption. A warning has been issued that flooding and uprooted trees will cut off escape routes, national and state highways and traffic is being regulated to ensure that nobody is caught in the flash floods caused by heavy rainfall.
