0167 PUBLIC PARTICIPATION IN BOARD MEETINGS

The Board of Education recognizes the value of public comment on educational issues and the importance of allowing members of the public to express themselves on school matters of community interest.

In order to permit the fair and orderly expression of such comment, the Board shall provide a period for public comment at every public meeting of the Board. Public participation shall be permitted only as indicated on the order of business in Board Bylaw No. 0164.

Public participation shall be extended to residents of this district, persons having a legitimate interest in the actions of this Board, persons representing groups in the community or school district, representatives of firms eligible to bid on materials or services solicited by the Board, and employees and pupils of this district, except when the issue addressed by the participant is subject to remediation by an alternate method provided for in policies or contracts of the Board.

Public participation shall be governed by the following rules:

1. All persons wishing to participate in a public Board meeting shall register their intent with the Board Secretary in advance of the meeting.

2. A participant must be recognized by the presiding officer and must preface comments by an announcement of his or her name, place of residence, and group affiliation, if appropriate.

3. Each statement made by a participant shall be limited to five minutes' duration.

4. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard.

5. All statements shall be directed to the presiding officer; no participant may address or question Board members individually.

The presiding officer may interrupt, warn, or terminate a participant's statement when the statement is too lengthy, personally directed, abusive, obscene, or irrelevant; request any individual to leave the meeting when that person does not observe reasonable decorum; request the assistance of law enforcement officers in the removal of a disorderly person when that person's conduct interferes with the orderly progress of the meeting; call for a recess or an adjournment to another time when the lack of public decorum so interferes with the orderly conduct of the meeting as to warrant such action; and waive these rules when necessary for the protection of privacy or the efficient administration of the Board's business.

CHAIN OF COMMAND

All members of the Board of Education and employees of the Hopatcong School District are directed to observe faithfully the chain of communications established by the district organizational plan. A problem should be identified and its resolution attempted at the level most immediate to the problem's origin.

The Board expressly disapproves of any attempt to expedite the resolution of a problem by disregard of the organizational plan and the appropriate processes. A staff member's persistent disregard for the established management organization of this district in violation of this policy will be considered an act of insubordination subject to discipline.

PUBLIC COMPLAINTS AND GRIEVANCES

The Superintendent shall establish procedures for the hearing of requests and complaints regarding district personnel, the educational program, instructional and resource materials, and the operation of the school district. Procedures will be governed by the following guidelines:

1. The matter will be resolved initially, wherever possible, by informal discussions between or among the interested parties.

2. A matter that cannot be resolved informally may be appealed at successive levels of authority, up to and including the Board of Education.

3. The complaint and its immediate resolution will be reduced to writing at the first and at each successive level of appeal.

Ms. Lisa Kenny for her commitment to our High School National Honor Society members in successfully coordinating the annual Toys for Tots Drive during the month of December which benefits Hopatcong families. Decorating the tree are mitten ornaments which reveal the gender, age and requests of a young child or teenage boy or girl who are students in Hopatcong Borough Schools, grades K-12. Teams of two NHS members deliver the gifts to district-wide schools.

h. Daniel Young, HHS senior, is recognized as one of two Sussex County students who will proceed to the state level pool of candidates for the Good Citizen Award. Dan demonstrates leadership skills, serves others and exhibits dependability and patriotism which makes him a natural choice for this award. i. The High School Marching Band and Mr. Kurt Zimmerman for their performance at the Lake Hopatcong Jewish Center on December 6, which garnered the attached correspondence thanking and commending this outstanding group of musicians and inviting them back next year.

Dr. Edgerton has successfully completed the required Education Leadership Program.

Approval of the employment of Lori White as Special Education Maternity Leave Replacement Teacher in the Hopatcong School District at the salary of $110.00 per day, effective January 14, 2016 through March 11, 2016. Effective March 14, 2016, salary will be $51,185, prorated, based upon Level BA/Step 1, through May 17, 2016. This is the replacement for Kimberly Boucher, whose current salary is $54,585.

i. Approval of the employment of Tabitha Kestenholz as a paraprofessional in the Hopatcong School District, at a rate of $9.50 per hour, plus $0.70 differential for toileting if applicable, for not more than 29.25 hours per week, effective January 4, 2016.

Tutoring services are arranged through Union County Educational Services Commission at the rate of $62.00 per hour for a maximum of five hours per week. The effective date is November 10, 2015.

c. SCHOLASTICS (English 3 Honors) – Anthony Christiana, Sophomore

As class President, Anthony’s leadership skills among his peers as well as his contributions in the High School community are well noted. His marking period 1 average was a 98, and his marking period 2 average is currently a 94. His work ethic, cooperative nature and academics is unparalleled by his peers.

SCHOLASTICS (English 2 CP) –Breanna Maurer, Sophomore

Breanna is a very dedicated student. She earned an “A” with an average of 92 during marking period 1. Breanna is an enthusiastic member of the High School community.

SCHOLASTICS (English 4 CP) – Ryan McManus, Senior

Ryan is a terrific student. He writes with great insight and is a diligent worker. He also is a brilliant thinker and uses that when he writes.

ATHLETICS (Football) – Jake Dorman, Senior

Jake is a team leader. He is a model of character and integrity. Jake is the true meaning of a student athlete. He shows leadership on and off the field. Jake maintains an “A” average in every class while also working hard on the field.

ATHLETICS (Cheerleading) – Mallory Vicedomini, Junior

As a junior, Mallory has made varsity football, competition and basketball cheer all three years. While practicing endlessly, she maintains high honors. Mallory is an excellent example of hard work, dedication and good old fashion work ethic. It’s not easy but she makes it look as if it is, by the outstanding grades she maintains and her performance on the mat.

SPECIALTY AREA (Instrumental) – Tara Nixdorff, Sophomore

Tara’s technique has improved tremendously the last four weeks. She has mentored another student on the same instrument, therefore improves the students technique as well. Tara explores her musical abilities outside the classroom.

SPECIALTY AREA (Instrumental) – Jonathan Lorenzo, Senior

Jonathan has demonstrated outstanding achievement in chorus as well as in piano class. He is an active participant and goes beyond the required curriculum to develop music skills. He is also willing to help others and overall is a great student. HOPATCONG HIGH SCHOOL

Teams of two NHS members deliver the gifts to district-wide schools.

d. Jason Mulvihill and Alexa Mclean together with the Freshman in Transition program organized the second annual Susan G. Komen Foundation Breast Cancer Awareness fundraiser and raised $1,800.00.

e. Coach Jerry Venturino for implementing staff appreciation day at the High School on October 30th where staff was recognized by student athletes for their impact on each student’s academic achievements.

f. Hopatcong High School was honored to host the Gerald Dean Dodge Poetry Festival on November 10, 2015. Sandra DeRose led the organization and implementation of the events supported by Jon Rischawy who orchestrated an arts infusion element into the program. A special acknowledgment is warranted for Sandy DeRose who dedicated herself to this program and represented our district in excellent fashion. This program gave our students an incredible learning experience and has created a wonderful moment in time that the Hopatcong School District will cherish for years to come.

g. Todd Jensen was the driving force behind the planning and coordination of the Veteran’s Day celebration held at Hopatcong High School on November 11th.The students in Julie Wilson’s class decorated the front of the school and welcomed the 7 veterans who were invited to participate in the celebration by their relatives who are students at the school. The Veterans then joined Mrs.Narcise’s class and discussed careers in the military with her students.

In Mr. Mulvihill and Mr. Campagna’s Global Mosaic class, the Veterans enjoyed a lesson on Veteran’s Day itself. In the “Little Chiefs” preschool program at the high school, the “Little Chiefs” discussed the concept of heroes with the Veterans. The day was ended in Mr. Juskus’ wood sculpting class in which several students had constructed patriotic projects. visit which will allow our students to create art using these photos which they will send to the Veterans as a thank you for their visit. Hopatcong High School sends its deepest gratitude for all who have served in the armed forces.

h. Director of Guidance, Jaime Walker, Stacy Yanko, and Elena Melekos organized an activities fair for the High School Freshman held on November 12, in which students were given the opportunity to discuss all extra-curricular activities that Hopatcong High School offers. Freshman interacted with current members and advisors in an attempt to enhance student participation within the school.

i. Director of Special Services Tammy Miller should be commended for her efforts in coordinating The Back Pack Food Program in conjunction with Project Self Sufficiency and Department for Social Services. Beginning Friday, November 13, district staff members will pick up 200 bags of pre-packaged non-perishable food items on a weekly basis to be delivered to students in need. We are very proud to be able to better serve our community and are grateful for Mrs. Miller’s hard work in facilitating participation in this special program.

a. Superintendent’s Report-Mrs. Randina reported on the Blended Learning Grant involving the use of iPads, Legos and writing in the amount of $75,000. Hopatcong is one of three districts that received the grant and thanks were extended to Ms. Mullane for her work on the grant. A STEM Grant is also underway, being proposed as a STEAM, whereby infusing art into the initiative. The grant involves Lake Hopatcong and its bio-diversity. Mrs. Randina spoke about a presentation this Thursday by Dr. Michael Fowlin and mentioned other items namely congratulations to the incoming board members and appreciation to the outgoing members. Lastly, thanks were extended to Ms. DeRose for the highly successful Dodge Foundation Poetry Contest.

b. Presentation of each school’s activities – The high school liaisons, Peter Roddick and Dana Bibeault, reported on the school’s activities. Mrs. Miller, and Mrs. Hensz presented the month’s activities for the schools.
