Geo-Strategic issues POLITICS GHANA LIBERIA All Set for 2011 Polls The National Elections Commission (NEC) has declared that all is now set for the conduct of Liberia's second post war democratic elections following more than two years of rigmarole leading to setting the process on pace. "...The NEC has commenced the journey on the path to the conduct of free, fair, and transparent Legislative and Presidential Elections in 2011," the Commission's chairman James Fromayan told a news conference last Friday on the occasion of the announcement of the key electoral dates for the conduct of the 2011 elections and the method of apportionment of seats based on the based on the recent joint resolution passed by the National Legislature. NEC had cried that time was running out for the conduct of the 2011 elections following the National Legislature's failure to set the Threshold in two years after NEC had submitted several electoral bills including the threshold to it. Following what NEC termed an "unwarranted delay", coupled with wide local and international criticisms, the National Legislature on July 22, 2010 passed a Joint Resolution to retain the 64 seats currently existing at the House of Representatives, instead of setting a new threshold. The Joint Resolution meanwhile creates nine (9) additional seats to be distributed among the six most populated counties of Montserrado, Bong, Nimba, Lofa, Margibi and Grand Bassa. "In keeping with its mandate, the National Elections Commission wishes to inform the people of Liberia that with the Joint Resolution already printed into Handbill, the NEC has commenced the journey on the path to the conduct of free, fair, and transparent Legislative and Presidential Elections in 2011," Mr. Fromayan emphasized. He said the Commission has put in place the necessary mechanism for the delineation of electoral districts across the 15 counties of Liberia, a process that will take place following the voter registration exercise which begins January 2011. "It is significant to note that the delineation exercise will be consistent with internationally accepted standards and practices," the NEC Chairman assured Liberians. The distribution of the nine (9) additional seats will be based on the percentage of seats currently occupied by the six most populated counties, Mr. Fromayan indicated. Under this arrangement, Montserrado County with existing 14 seats will have three additional seats, thereby increasing the number of seats to 17. Nimba County which currently has seven will be increased to nine; while Bong County with existing six seats will have one additional seat thereby increasing the number of seats to seven. Grand Bassa, Margibi and Lofa Counties with existing 4 seats each will have one additional seat each, thereby increasing the number of seats to five each, respectively. "Towards this end, a Voters' Registration plan is being meticulously developed on the basis of geographical planning and harmonized data....We are pleased to announce that the National Voters' Registration Exercise will officially commence on January 10, 2011," the electoral chief disclosed. He said the voter registration process will be based on the lowest possible geographical/administrative unit, meaning that voters will use the same voters' registration card for subsequent by-elections, as well as, the planned 2013 local government elections, and possibly beyond. He averred that the NEC will ensure broad base consultation that will enable communities including women and youth groups, civil society organizations, political parties traditional and local leaders the opportunity to offer their views on the pending electoral districting across the country. "The delineation of electoral boundaries will no longer be immediate but rather take place after the Voters' Registration Exercise," he stated, as a result of the Joint Resolution. Procurement and delivery of logistics and other essential field preparations for the voter registration exercise are nearing completion, the NEC Chairman disclosed. He said as the country embark on what he called "this critical path in our post war history," it is a pleasing honor to inform the people of Liberia that the operational plan for the conduct of the 2011 Presidential and General Elections has been produced and ready for implementation. This landmark accomplishment, he stated, would not have been realized without the immeasurable support of the Government of Liberia and development partners, in particular, the International Foundation for Electoral Systems (IFES), the United Nations Development Program (UNDP) and the United Nations Mission in Liberia (UNMIL), the United States Agency for International Development (USAID), and the European Union (EU). "At this juncture..., the Commission wishes to announce the official release of the 2011 Electoral key dates leading to the conduct of the 2011 Elections which shall be published shortly in our local newspapers and hosted on the Commission's official website," Chairman Fromayan said. These Electoral key dates (to be published) are however subject to change based on prevailing circumstances at a given time, he said. The NEC Chairman then emphasized that the successful conduct of the 2011 Elections hold the key to the maintenance of the peace the country and people currently enjoy, and the economic growth and prosperity of the country. He vowed that the Commission will fully and timely implement the electoral timetable, saying "We wish to reassure the Liberian people and the international community of the commitment of the National Elections Commission to the conduct of free, fair and credible elections in 2011. NEC Accredits New UP Today As of today, the Liberia Action Party (LPA), the Liberia Unification Party (LUP) will be no more, meaning that they become an integral part of the Unity Party (UP) in keeping with the merger reached about three months ago. More besides, the NEC said the decision to certificate the parties stemmed from the screening and verification of the proposal for merger and in keeping with Chapters 7 & 8 of the New Law of 1986. This is so because the National Elections Commission (NEC) will today accredit the merged UP which also means that the LUP and LAP will cease to exist. It may be recalled that the three indigenous political institutions agreed to come together under one umbrella as a means of decrowding the electoral field which many believe is still too crowded. The National Elections Commission (NEC) in a release issued yesterday said it will today Wednesday, August 25, perform the task of issuing a certificate of accreditation to the merged Unity Party (UP) at its 9th Street Headquarters at about 11 a.m. According to the NEC, the accreditation of the UP comes in the wake of a political merger of the Liberia Action Party (LAP), Liberian Unification Party (LUP) and the Unity Party (UP). The Commission said it was taking the action because it received an Article of Merger from the three merged parties, requesting it (the Commission) to allow them function as a single full-fledged political party. The three parties then considered as Liberia’s traditional political establishments came to the decision following series of behind-the-scene discussions after which a convention was held in Nimba for the purpose of sealing the merger. During the convention which the saw the signing the document of merger by representatives of the three parties, several officials who are to run the day to day affairs of the new party were elected and subsequently inducted into office few weeks later. It is a mere conjecture for anyone as to how the founders of the three parties, peace be to the ashes, LAP, Gabriel Kpolleh, LUP, and Edward B. Kesselly, LAP will be feeling on the day the parties they suffered to establish for their individual political interests will be no more. 'I Have Knowledge'. As 2011 presidential election encroaches, Mr. George Weah has declared that he is knowledgeable enough, and that with a good team.

Consequently, Nigeria’s oil production which dropped from 2.6 million barrels a day to about 1 million at the peak of the Niger Delta crisis between 2006 and 2009 has now risen to 2.1 million barrels daily. But recent events have raised doubts as to whether Amnesty Programme can tame the monster of militancy in the Niger Delta. This is because post-amnesty militancy has assumed even more frightening dimensions. The twist in the current wave of militancy, which now extends the battle outside the creeks, going upland and sometimes to the seats of government, portends a larger threat to the nation’s security. This article submits that the olive branch, which the Amnesty Programme presents, would not sufficiently assuage the restive minds in the region. This is because anything short of owner-control or at least owner-participation in the management of the resources of the Niger Delta region would remain mere palliatives. ABSTRACT:-This research determined whether the application of the federal character principle in solving ethnic tension, national question and inequitable distribution of political power possesses the potentials for achieving national integration which is the prerequisite for economic development. Most of the information in this research was based on the secondary source of data collection. Since independence in 1960, Nigeria has been plagued by ethnic tension and political conflicts which have taken the toll of unity and stability in Nigeria. Various solutions, ranging from the adoption of unitary system, federalism to the creation of states, have been proffered and implemented to the creation of states, proffered and implemented, but the problem has persisted. The adoption of federal character principle in Nigeria is to hold the federating units firm. This research also traced the history of amalgamation and evolution of Nigeria as one political unit. It also analyzed and examined the adoption of the Federal Character Principle as a solution to the problem of ethnic tensions arising from inequitable distribution of political power and posts, its relevance to the solution on ethnic tensions and marginalization. Michael Abiodun Oni Oluranti Ayomola (Mrs) Department of Political Science & Public Administration Babcock University, Ilishan-Remo ABSTRACT Constitution is a legal instrument that to captured the essence of any political system in which it is operated. Hence, it is a body of laws which ensure that all the aspects of political system are to be taken into consideration in the process of its making. Thus, the framers of the federal constitution incorporate institutional measures to assure oneness in a diversified polity. This was the exact case with the nation's 1999 constitution in which some integrative mechanisms were entrenched to ensure unity in diversity. This study, therefore, not only identified these integrative mechanisms in the 1999 constitutions; presidentialism, federal character and party formation but also measured the extents of compliance by the operators of the constitution. The study which adopted documentary method thereby relies on secondary sources for its data generation concluded that, although the operators complied with these integrative mechanisms, but there were absurdities, abuses and misuse in its operations and practices. The paper also concluded that some of the integrative provisions are burden on the finances of the Nigerian State. The paper made some fundamental recommendations on how to strengthens the institutional mechanisms as provided for in the 1999 constitution INTRODUCTION It is a wide belief that the inability of the two post colonial constitutions in Nigeria 1960 and 1963 independence and Republican constitutions respectively to incorporate adequate integrative measures in the constitutions led to the premature collapse of the nation’s First and Second Republics among other factors.
